Supporters of the Fethullah Gülen community, an informal institution with an influential role in Turkish political life, have formed an international chain of schools and student dormitories, and a communications web that includes newspapers, journals, television and radio channels, as well as other companies and finance institutions. Although the community has no formal structure, its followers have established these formal institutions to integrate it into formal systems like education and the economy. This paper focuses on the community's educational organizations to argue that, since the community has preferred to pursue its goals within Turkey's existing formal framework, rather than by challenging it or breaking its rules, it can be defined as an accommodating informal institution rather than complementary, competing or substitutive. This article problematizes the much-used but under-analysed concept of Ottomanism, exploring its discursive evolution from the concept's origins in the nineteenth century to its present practice. Investigating its roots in an elitist multicultural project, the paper examines its integral role as part of the opposing intellectual subculture during the early Republican era and its later re-politicization as ‘neo-Ottomanism’ in Turkey's Özal-era foreign policy. The current practice of ‘banal Ottomanism’ by the AK Party is analysed as a symbolic component of the current re-identification of Turkish society, facilitating the reintroduction of Islamic-Ottomanist traditions into everyday routines. The article discusses the labour and labour relations policies in Turkey under the country's ruling political party the Justice and Development Party (JDP) during the 2000s, including in regard to aspects of authoritarianism within Turkey's government. An overview of legislation on labour unions in Turkey is provided. The article compares the labour policy in Turkey under the JDP to its labour policy from the 1960s through the 1990s.
