Revenues from oil meant that from 1963 the government of Iran had the revenue to launch a series of development projects that had thitherto been impossible, and these are examined in relation to the Third and Fourth Development plans. A major strategy was import substitution industrialization, which achieved a high and sustained growth of the industrial sector through the 1960's and into the 1970's resulting from a major investment in construction, the importation of machinery and equipment, and a shift to intermediate and capital goods instead of consumer goods. However, the policy caused disequilibrium between sectors, with agriculture suffering badly, and Iran became a net importer of foodstuffs in the 1970's. The gap between consumption and production grew at an alarming rate. The resultant marginalization of the agricultural sector developed into the most important economic factor underlying the revolution.
