The research objective is to strengthen the implementation of stakeholder policies on land conversion so that it can support food security programs through sustainable food land protection. This research was designed quantitatively by using a survey method with the technique of collecting information through interviews, field observations and documentation. Data obtained from informants who can present who can find out about the land conversion that occurred in the City of Tasikmalaya. The results showed 1) Stakeholders' perceptions state the importance of maintaining food agriculture in Tasikmalaya City, meaning that an urban area does not depend entirely on food imports, because it is able to meet food needs independently. 2) The perception of stakeholders that the conversion of paddy fields in Tasikmalaya City is happening is very high, the conversion of agricultural land to land use depends on the reference of development actors in urban areas.

farmer, motivation, farming, lowland rice, existence ,General Medicine ,Sosial, Ekonomi, Pertanian, Agribisnis - Abstract
Historically, Tasikmalaya Regency is the embryo of the development of lowland rice in eastern Indonesia. Since the 7th century, rice culture has been institutionalized in the lake community, strengthened by the printing of the first rice fields in Sukapura in the 17th century by Regent Wiradadahan. In its development (at the present time), paddy fields continue to decrease, most recently in 2018 an area of 4023 hectares has been converted. However, the number of farmer households using agricultural land, increased by 3.02% and RTP Gurem increased by 3.88%, even the number of farmers increased by 49.60%. This phenomenon indicates the dependence of the Tasikmalaya community on the rice field farming sector. The question is what is the motivation of farmers in lowland rice farming. The purpose of this study was to determine the motivation of farmers in lowland rice farming. This research used a qualitative method with a case study technique. The technique of determining informants was carried out deliberately. Data collection techniques were carried out by in-depth interviews, observation and FGD. Data analysis was carried out by means of data reduction, data display, and conclusions. The result of their research on their motivation to do business is social motivation to maintain self-existence, without neglecting economic motivation.

Kertasari Subdistrict is the area with the largest critical land in Bandung Regency. Critical land is due to changes in the use of forest land into the cultivation of annual crops and settlements. The objective to be achieved in this research is to describe the seasonal farming model, namely potatoes in the upstream Citarum watershed which are cultivated continuously. The research design used in this research is qualitative and the research technique used is case study. The farming model in Kertasari Subdistrict is still conventional farming, which uses agricultural tools and uses human and animal power. Koppotran has his own land and rental land accompanied by conservation techniques on sloping land. Potato plants are actually not environmentally friendly because they damage the environment such as erosion and for reforestation Kopottran is doing intercropping with coffee plants and cleaning the Citarum watershed. The community must increase their awareness of environmental sustainability by reforestation around the settlement and Citarum watershed.

Indonesia has the potential for extensive dry land (LK). These FIs are generally in critical status and are located in disadvantaged villages, most of which are managed by poor farmers who are unable to carry out conservation efforts, so that their conditions deteriorate. The pattern of agricultural development in accordance with the characteristics of FIs is integrated farming. Integrated farming has three main functions, namely improving welfare and encouraging economic growth, food security and maintaining environmental sustainability. The well-being of the farm family is the output of the resource management process and overcoming the problems faced by the farmer family. The study aims to determine the welfare of farmers who are UTPPT actors. Research method: survey of 250 farmers in Tasikmalaya Regency in a proportional random sampling manner. Data were analyzed by analysis of income structure and expenditure structure / consumption of farmer RT food, as well as the exchange rate of rural household income (NTPRP). Income from UTPPT is the biggest contributor to farmer household income. A total of 71.46% of farmer families share the income from the agricultural sector> 80%. As many as 63.67% of farmers depend entirely on the agricultural sector. The share of food expenditure for farmer households is still quite high, 42.19% of farmer households spend between 60-80% and> 80% on food.
