The European Union took its first strategic step on the topic of climate adaptation in 2009 with publication of a White Paper on Adaptation. Since its publication, many researchers and analysts have criticized the White Paper for its lack of concrete and enforceable actions. In this paper, we analyse the White Paper as an instrument of soft law. First, we provide background on the theory of soft law, its terms of applicability, and the standards by which to judge its success. Second, we analyse the content and context of the White Paper according to soft law principles. We find that the conditions under which the White Paper was adopted were exactly those suited to a soft law approach and highly determined by the European multi-level governance context. As such, the White Paper has managed to achieve several of the common objectives of soft law in particular in setting up processes allowing information-sharing and subsidiarity. However it has failed to achieve several others especially in fostering the commitment of the states, and in moving the European Union in the direction of binding regulation. Caribbean Small Island Developing States (SIDS) are highly vulnerable to the impacts of climate change. Given high mitigation and adaptation costs and constrained domestic finances, they seek international funding to meet their climate objectives. This paper investigates Caribbean SIDS perspectives on the role of international climate finance in addressing climate change and its effectiveness in meeting climate goals. The paper first explored the climate financing needs of sixteen Caribbean SIDS through a content analysis of their Nationally Determined Contributions (NDCs). It then compares the climate finance needs of the region with international climate finance commitments received by examining climate finance trends using data from the Organization for Economic Cooperation and Development (OECD) Development Assistance Committee’s (DAC) Creditor Reporting System (CRS). The study revealed large gaps in estimating the climate finance needs of the region, as well as important patterns in the way climate finance is being distributed across mitigation, adaptation and overlap activity; principal versus significant climate objective; recipient country; sector; and source and type of funding. These findings are useful to help countries make decisions about how international climate finance should be used, and how its impacts should be evaluated and a basis for climate finance negotiations and dialogue with bilateral development partners and multilateral climate funds, and to assess whether available funds are being put to good use and identify problems that need to be addressed. Climate change, through extreme weather events and slow onset climatic changes, disrupts the operation of transport networks, and those in low-income countries (LICs) across Africa and South Asia are particularly vulnerable to climate change. This paper explores the barriers that LICs face across Africa and South Asia regarding preparedness of transport infrastructure to climate change, with the intent of addressing the knowledge gaps and consequential needs of LICs to support the delivery of more climate-resilient transport. Literature on climate change adaptation and transport resilience among LICs is reviewed to identify the broad challenges and barriers regarding climate change adaptation. Semi-structured interviews with 13 transport stakeholders across Africa and South Asia were also conducted to understand the challenges specific to the transport sector in the regions. Several barriers were identified, including a lack of data and knowledge on climate change impacts, design and prioritisation of remedial actions, budgeting and planning for climate change, and identifying and engaging with stakeholders. Findings from this paper and the wider research project it comprises inform policy guidance that calls for greater national and international coordination to develop practical, relevant and usable data, tools, advice and support for some of the most at-risk transport networks to climate change in the world. Climate change is one of the greatest problems the Earth is currently facing, and efforts to alleviate its effects are most often carried out within the framework of two main strategies: mitigation and adaptation. Both of these strategies are necessary for today’s urban planning processes, and it is therefore important that they are considered together. However, there may be conflicts if urban spatial decisions support one strategy while having adverse effects on the other. This contradiction between mitigation and adaptation then raises the question of which one of two conflicting strategies is more important for the urban spatial development of a given city. This paper aims to determine whether a city should give priority to mitigation or adaptation by examining the spatial development dynamics. These strategies have prioritized for urban built-up areas in the case of Turkey’s central cities. According to the long-term results, 23 out of 81 Turkish central cities were identified as mitigation-priority, 43 as adaptation-priority, and 15 as equal-weighted. It is hoped that the method used in this paper will be useful for cities in developing countries which have not yet prepared a local climate policy or urban climate action plan. Risk-based insurance is a commonly proposed and discussed flood risk adaptation mechanism in policy debates across the world such as in the United Kingdom and the United States of America. However, both risk-based premiums and growing risk pose increasing difficulties for insurance to remain affordable. An empirical concept of affordability is required as the affordability of adaption strategies is an important concern for policymakers, yet such a concept is not often examined. Therefore, a robust metric with a commonly acceptable affordability threshold is required. A robust metric allows for a previously normative concept to be quantified in monetary terms, and in this way, the metric is rendered more suitable for integration into public policy debates. This paper investigates the degree to which risk-based flood insurance premiums are unaffordable in Europe. In addition, this paper compares the outcomes generated by three different definitions of unaffordability in order to investigate the most robust definition. In doing so, the residual income definition was found to be the least sensitive to changes in the threshold. While this paper focuses on Europe, the selected definition can be employed elsewhere in the world and across adaption measures in order to develop a common metric for indicating the potential unaffordability problem. Providing decision makers and the investment community with transparent methods to value investments in resilience and adaptation measures to protect physical assets from climate change impacts is becoming increasingly critical. To address this need, this paper introduces and utilizes the decoupled net present value (DNPV) valuation methodology. DNPV is a robust method that can incorporate climate change risk into investment analyses. This paper also discusses how the widespread use of traditional valuation methods such as net present value combined with risk-adjusted discount rates introduces a pernicious time bias effect that magnifies stakeholders' misaligned interests and investment horizons, leading investors, both public and private, to significantly underinvest in resilience and adaptation. Furthermore, because traditional valuation methods cannot correlate physical risks (e.g., loss of revenue due to physical damage or lost access to an asset) with discount rates, investments to reduce climate change risks are largely considered as expenses that make the investment less attractive. The DNPV method addresses this issue and offers a viable alternative that can consistently and transparently quantify all risks (market and non-market) in terms of cash flows. This allows investors and stakeholders to quantify in monetary terms the potential exposure of physical assets to climate-related hazards and assess the effect of decisions to invest in resilience and adaptation measures. With the aid of a simple numerical example, the DNPV method is used to illustrate how such actions can be treated as quantifiable risk reduction investment opportunities that result in better investment decisions. The Sustainable Livelihoods Approach (SLA) is often proposed to holistically capture vulnerability in assessments of livelihoods in aid and development programs. The full capacity of the approach has however only rarely been used in these assessments, lacking a clear account of processes of change and flexibility of assets, as well as the ability to quantify all capital assets of a livelihood system. The descriptions of livelihoods so far are in fact non-holistic. This paper attempts to use SLA in its full capacity through a quantification of the different capitals covered; natural, physical, economic, social and human. Further, the relationships between capitals are explored in a Chinese rural context of changing climate and land-use, and examples are given on how investments in one capital in reality can end up being accounted for in other capitals. The results indicate that through an analytical and process-oriented SLA, an effective tool for assessment of vulnerability can be developed. Such a tool would assist development organizations and policy-makers to target poverty traps and escape routes in the face of rapid and multiple changes. [ABSTRACT FROM AUTHOR]

Nowadays, adaptation has become a key focus of the scientific and policy-making communities and is a major area of discussion in the multilateral climate change process. As climate change is projected to hit the poorest the hardest, it is especially important for developing countries to pay particular attention to the management of natural resources and agricultural activities. In most of these countries such as Cameroon, forest can play important role in achieving broader climate change adaptation goals. However, forest generally receives very little attention in national development programme and strategies such as policy dialogues on climate change and poverty reduction strategies. Using a qualitative approach to data collection through content analysis of relevant Cameroon policy documents, the integration of climate change adaptation was explored and the level of attention given to forests for adaptation analysed. Results indicate that, with the exception of the First National Communication to UNFCCC that focused mostly on mitigation and related issues, current policy documents in Cameroon are void of tangible reference to climate change, and hence failing in drawing the relevance of forest in sheltering populations from the many projected impacts of climate change. Policies related to forest rely on a generalized concept of sustainable forest management and do not identify the specific changes that need to be incorporated into management strategies and policies towards achieving adaptation. The strategies and recommendations made in those documents only serve to improve understanding of Cameroon natural resources and add resilience to the natural systems in coping with anthropogenic stresses. The paper draws attention to the need to address the constraints of lack of awareness and poor flow of information on the potentials of forests for climate change adaptation. It highlights the need for integrating forest for adaptation into national development programmes and strategies, and recommends a review of the existing environmental legislations and their implications on poverty reduction strategy and adaptation to climate change. Adaptation to climate change is a necessary response to reduce risk and vulnerability and to realize opportunities. However, not all adaptation measures bring about positive changes. In some cases, local-level adaptations may shift risks to other vulnerable places and communities. Both maladaptation, generally recognized to be undesirable at least in terms of the results it generates, and sustainable adaptation has been studied in diverse settings and for a range of climate-related risks. Sustainable adaptation aims at reducing poverty and enhancing social equity and environmental integrity in concert with risk reduction. However, there is limited research on how interventions by state and non-state implementing entities differ in addressing issues related to sustainable adaptation and the threat of maladaptation. In this paper, we use case study analysis to focus on three specific adaptation interventions—homestead plinth level raise, pond sand filter for safe drinking water, and surface and groundwater irrigation—in Bangladesh. Drawing on in-depth interviews with stakeholders facing recurring drought and coastal hazards, we emphasis on the implemented interventions and the roles played by a local NGO and central government. The first two interventions were implemented by a local NGO and the irrigation system by the government. Although the selected interventions led to many benefits, including reduced community vulnerability, enhanced resilience, and adaptive capacity, the stakeholders also identified sustainability challenges. NGO-implemented interventions, for example, suffer from beneficiary selection bias, while state-implemented intervention does not conform, at least partly, to environmental integrity. To limit maladaptation, it is necessarily better to understand beneficiary attitude(s) towards an intervention. Findings can help inform future interventions by raising awareness of agencies’ roles and responsibilities in implementation and recognizing the stakeholders’ adaptation needs and priorities. Activities are already underway within the development community to improve climate-change adaptation decision making. In these and related efforts, a focus on building resilience is an important objective, one that resonates with development objectives. Compiling and applying indicators will help development practitioners consider resilience in projects, plans, and decision making. Exactly how to do this is a challenging, but important task. Drawing on diverse methods in the literature, this paper identifies factors important to understanding the evolution of resilience over time and space, and suggests a framework for developing indicators that analysts might select as useful for particular places or sectors. The paper lays the groundwork for an assessment framework that can make future development and adaptation choices more resilient. The framework is intended as a starting point for wider discussions of factors that contribute to building resilience and thus provide the basis to develop a toolkit of metrics and approaches. Human migration is increasingly seen as a promising climate change adaptation and flood risk reduction strategy. The purpose of this paper is to investigate how spatial differences in flood risk, due to differences in flood protection, reduce the mobility of vulnerable households through a credit constraint mechanism. Using an equilibrium model with two households types and endogenous sorting, we show how spatial differences in flood protection lead to clustering of vulnerable households in a risky region, in a real-world setting of common United States (US) flood zones. Adaptation is an urgent and critical way to cope with the impact of climate change. The Paris Agreement has noted that adaptation is a key component of the global response to climate change. Nations with lower incomes and greater vulnerability to climate change have and will continue to suffer from the potential or actual impacts of climate change due to their limited and fragmented adaptation. Here, we consider Central Asia as a case study due to its increasing temperature, increasing rainfall variability, worsening drought, rapid institutional changes after independence, and uneven economic investment in adaptation. This paper identifies five urgent fields (including the theoretical basis, technology and measure, law and regulation, funding, and the political system) and analyzes the gap between ideal and real adaptation, finds the direction for future adaptation, and provides adaptation strategies for similar nations by using CiteSpace, which is based on the Web of Science Core Collection from 1990 to 2019. The detailed strategies present four mainstream development directions: (1) improve the theoretical basis of adaptation and increase investment in research; (2) encourage research and development into targeted approaches of adaptation and acquire technology transfer from developed countries; (3) integrate adaptation into medium- and long-term plans for national sustainable development, widely involving non-government agencies in the process; and (4) obtain financial support from international organizations. Small island developing states (SIDS) are among the countries in the world that are most vulnerable to climate change and required to adapt to its impacts. Yet, there is little information in the academic literature about how SIDS are adapting to climate change, across multiple countries and geographic regions. This paper helps to fill this gap. Using a sample of 16 countries across the Atlantic, Indian Ocean and South China Sea, Caribbean and Pacific regions, this study has two main aims, to identify (1) national-level adaptation trends across climate, climate-induced and non-climate-induced vulnerabilities, sectors and actors, as reported in National Communications (NCs) to the United Nations Framework Convention on Climate Change (UNFCCC), and (2) typologies of national-level adaptation actions in SIDS. It identifies, codes and assesses 977 adaptation actions. These actions were reported as addressing 47 climate and climate-induced vulnerabilities and 50 non-climate-induced vulnerabilities and were undertaken in 37 sectors by 34 actors. The paper proposes five typologies of adaptation actions for SIDS, based on actions reported by SIDS. It specifically explores the implications of its findings for global adaptation strategies. As this work establishes a baseline of adaptation action in SIDS, it can assist national governments to gauge their adaptation progress, identify gaps in their adaptation effort and, thereafter, develop appropriate strategies for filling the gaps. It can also assist donors, whether bilateral or multilateral, to make more 'climate-smart' investment decisions by being able to identify the adaptation needs that are not being met in SIDS. daptation to climate change in Europe has only recently become a true policy concern with the management of extreme events one priority item. Irrespective of future climatic changes increasing the need for systematic evaluation and management of extremes, weather-related disasters already today pose substantial burdens for households, businesses and governments. Research in the ADAM project identified substantial direct risks in terms of potential crop and asset losses due to combined drought and heatwave, as well as flood hazards in Southern and Eastern Europe, respectively. This paper focuses on the indirect, medium to longer term economic risks triggered by the direct risks and mediated by policy responses. We present a selection of three economic impact and adaptation assessments and modelling studies undertaken on extreme event adaptation in Europe. Responding to a need for more economically based adaptation assessments, we address some relatively unresearched issues such as the understanding of past adaptation, the role of market response to impacts as well as government's ability to plan for and share out extreme event risks. The first analysis undertakes an empirical exploration of observed impacts and adaptation in the agricultural sector in the UK comparing the impact of consecutive extreme events over time in order to determine whether adaptation has occurred in the past and whether this can be used to inform future estimates of adaptation rates. We find that farmers and the agricultural sector clearly have adapted to extreme events over time, but whether this rate can be maintained into the future is unclear, as some autonomous adaptation enacted seemed rather easy to be taken. Markets may mediate or amplify impacts and in the second analysis, we use an economic general equilibrium model to assess the economic effects of a reduction in agricultural production due to drought and heatwave risk in exposed regions in Spain. The analysis suggests that modelled losses to the local economy are more serious in a large-scale scenario when neighbouring provinces are also affected by drought and heatwave events. This is due to the supply-side induced price increase leading to some passing on of disaster costs to consumers. The simulation highlights the importance of paying particular attention to the spatial and distributional effects weather extremes and possibly changes therein induced by climate change may incur. Finally, we discuss how national governments may better plan their disaster liabilities resulting from a need to manage relief and reconstruction activities post event. We do so using a risk based economic planning model assessing the fiscal consequences associated with the coping with natural extremes. We identify large weather-related disaster contingent liabilities, particularly in the key flood hot spot countries Austria, Romania, and Hungary. Such substantial disaster liabilities ('hidden disaster deficits') when interacting with weak fiscal conditions may lead to substantial additional stress on government budgets and reduced fiscal space for funding other relevant public investment projects. Overall, our paper suggests the importance of respecting the specific spatial and temporal characteristics of extreme event risk when generating information on adaptation decisions. As our adaptation decisions considered, such as using sovereign risk financing instruments are associated with a rather short time horizon, the analysis largely focuses on the management of today's extreme events and does not discuss in detail projections of risks into a future with climate change. Such projections raise important issues of uncertainty, which in some instances may actually render future projections non-robust, a constraint to be kept in mind when addressing longer term decisions, which at the same time should account for both climate and also socioeconomic change. Whilst mitigation has dominated policy and research agendas in recent years there is an increasing recognition that communities also need to be preparing for change that is unavoidable, partially a consequence of anthropogenic greenhouse gases already emitted to the atmosphere. The perceived need for adaptation has also received additional impetus through the high public profile now given to the impacts of current day weather variability, particularly the significant economic and social costs associated with recent extreme events. However, being a relatively new focus for both research and policy communities; practical evidence of the extent, feasibility, efficiency, and cost effectiveness of potential adaptation options remains largely lacking. In response, this paper seeks to make a contribution to this embryonic but evolving knowledge base by considering the theoretical underpinnings of adaptation and ultimately how this translates into practice 'in the real world'. The analytical commentary, based on a bottom-up approach involving iterative engagement with key stakeholders and experts, reflects on the identification of measures that are either innovative or examples of good practice in reducing or transferring climate risks, as well as considering those 'enabling' institutional structures and processes that act to support implementation on the ground. As climate change adaptation planning moves beyond short term National Adaptation Programmes of Action (NAPA) to longer-term approaches, it is instructive to review the NAPA process and examine how well it was linked to national development planning. This paper reviews 41 NAPAs submitted by Least Developed Countries (LDCs) to the United Nations Framework Convention on Climate Change (UNFCCC), to assess the NAPA process in terms of NAPAs integration with countries' national development strategies. The review outlines the actors involved in developing NAPAs and identifies the range of interventions included in countries' priority adaptation actions. The paper uses the example of population as an issue related to both climate change and national development to assess how it is addressed as part of LDCs' adaptation and national development agendas. The analysis shows that although countries recognize population pressure as an issue related to the ability to cope with climate change and as a factor hindering progress inmeeting development goals, it is not well incorporated into either adaptation planning or in national development strategies. Among the 41 NAPAs, 37 link high and rapid population growth to climate change. Moreover, six NAPAs clearly state that slowing population growth or investments in reproductive health/ family planning (RH/FP) should be considered among the country's priority adaptation actions. Furthermore, two NAPAs actually propose a project with components of RH/FP among their priority adaptation interventions, although none of them has yet been funded. The paper points to structural issues that hamper better alignment between climate change adaptation and national development planning and offers recommendations for longer-term adaptation strategies that better meet the development needs of countries. Climate change presents a major threat to the prospects for sustained economic development in Africa. In spite of this, climate change concerns do not feature prominently in the implementation of national and regional development programmes. The present paper identifies the likely trade-offs and synergies that may emerge from an integrated 'development-climate' approach to policy making. Also, the paper presents the case for the formulation and evaluation of an integrated policy approach based on four principle criteria, including; long-term environmental effectiveness, equity considerations, costeffectiveness and the institutional compatibility of the policy combinations. What is more? The paper suggests specific options for mainstreaming climate change adaptation and mitigation in various sectoral development agenda such as; agricultural intensification, poverty eradication, rural development, urban renewal, energy security of supply and trade. Given the wide divergence of socio-economic systems and the peculiar challenges faced by individual countries in the continent, further research is required on robust country-specific strategies for pursuing an integrated development-climate policy framework. Scientific evidence accumulating over the past decade documents that climate change impacts are already being experienced in the US Northeast. Policy-makers and resource managers must now prepare for the impacts from climate change and support implementing such plans on the ground. In this paper we argue that climate change challenges the region to maintain its economic viability, but also holds some opportunities that may enhance economic development, human well-being, and social justice. To face these challenges and seize these opportunities effectively we must better understand adaptation capacities, opportunities and constraints, the social processes of adaptation, approaches for engaging critical players and the broader public in informed debate, decision-making, and conscious interventions in the adaptation process. This paper offers a preliminary qualitative assessment, in which we emphasize the need for (1) assessing the feasibility and side effects of technological adaptation options, (2) increasing available resources and improving equitable access to them, (3) increasing institutional flexibility, fit, cooperation and decision-making authority, (4) using and enhancing human and social capital, (5) improving access to insurance and other risk-spreading mechanisms, and (6) linking scientific information more effectively to decision-makers while engaging the public. Throughout, we explore these issues through illustrative sectoral examples. We conclude with a number of principles that may guide the preparation of future adaptation plans for the Northeast. This two-part paper considers the complementarity between adaptation and mitigation in managing the risks associated with the enhanced greenhouse effect. Part one reviews the application of risk management methods to climate change assessments. Formal investigations of the enhanced greenhouse effect have produced three generations of risk assessment. The first led to the United Nations Intergovernmental Panel on Climate Change (IPCC), First Assessment Report and subsequent drafting of the United Nations Framework Convention on Climate Change. The second investigated the impacts of unmitigated climate change in the Second and Third IPCC Assessment Reports. The third generation, currently underway, is investigating how risk management options can be prioritised and implemented. Mitigation and adaptation have two main areas of complementarity. Firstly, they each manage different components of future climate-related risk. Mitigation reduces the number and magnitude of potential climate hazards, reducing the most severe changes first. Adaptation increases the ability to cope with climate hazards by reducing system sensitivity or by reducing the consequent level of harm. Secondly, they manage risks at different extremes of the potential range of future climate change. Adaptation works best with changes of lesser magnitude at the lower end of the potential range. Where there is sufficient adaptive capacity, adaptation improves the ability of a system to cope with increasingly larger changes over time. By moving from uncontrolled emissions towards stabilisation of greenhouse gases in the atmosphere, mitigation limits the upper part of the range. Different activities have various blends of adaptive and mitigative capacity. In some cases, high sensitivity and low adaptive capacity may lead to large residual climate risks; in other cases, a large adaptive capacity may mean that residual risks are small or non-existent. Mitigative and adaptive capacity do not share the same scale: adaptive capacity is expressed locally, whereas mitigative capacity is different for each activity and location but needs to be aggregated at the global scale to properly assess its potential benefits in reducing climate hazards. This can be seen as a demand for mitigation, which can be exercised at the local scale through exercising mitigative capacity. Part two of the paper deals with the situation where regional bodies aim to maximise the benefits of managing climate risks by integrating adaptation and mitigation measures at their various scales of operation. In north central Victoria, Australia, adaptation and mitigation are being jointly managed by a greenhouse consortium and a catchment management authority. Several related studies investigating large-scale revegetation are used to show how climate change impacts and sequestration measures affect soil, salt and carbon fluxes in the landscape. These studies show that trade-offs between these interactions will have to be carefully managed to maximise their relative benefits. The paper concludes that when managing climate change risks, there are many instances where adaptation and mitigation can be integrated at the operational level. However, significant gaps between our understanding of the benefits of adaptation and mitigation between local and global scales remain. Some of these may be addressed by matching demands for mitigation (for activities and locations where adaptive capacity will be exceeded) with the ability to supply that demand through localised mitigative capacity by means of globally integrated mechanisms. The climate change problem calls for a continuously responding society. This raises the question: Do our institutions allow and encourage society to continuously adapt to climate change? This paper uses the Adaptive Capacity Wheel (ACW) to assess the adaptive capacity of formal and informal institutions in four sectors in the Netherlands: spatial planning, water, agriculture and nature. Formal institutions are examined through an assessment of 11 key policy documents and informal institutions are analysed through four case studies covering each sector. Based on these ACW analyses, both sector-specific and more general strengths and weaknesses of the adaptive capacity of institutions in the Netherlands are identified. The paper concludes that the most important challenge for increasing institutional adaptive capacity lies in combining decentralized, participatory approaches with more top-down methods that generate leadership (visions, goals) standards, instruments, resources and monitoring. Adaptation to climate change is an important theme in the strategy and policy of institutions around the world. Billions of dollars are allocated every year, based on cost estimates of actions to cope with, or benefit from the impacts of climate change. Costing adaptation, however, is complex, involving multiple actors with differing values and a spectrum of possible adaptation strategies and pathways. Currently, expert driven, top-down approaches dominate adaptation costing in practice. These approaches are subject to misallocation, with global funds not always reaching vulnerable communities in most need. This paper introduces an analytical framework called Participatory Social Return on Investment (PSROI), which provides a structured framework for multi-stakeholder planning, selection and valuation of appropriate methods of adaptation. The broader economic, social and environmental impacts of these adaptation actions are explored and valued through a participatory process. PSROI is strength-based, building local capacity and generating stakeholder buy-in. The financial valuation generated provides an additional tool for examining and prioritizing adaptation actions based on their impact. Results from a pilot of the PSROI framework in a smallholder farming community in Western Kenya provide empirical evidence for the difference between expert driven desk-based and ground-based cost estimates that involve local communities. There was an approximate 70 % reduction in the valuation of an agroforestry intervention, selected by the local community, when compared between the desk-based valuation and that of the local community, using primary field data. This reduced expectation of the desk-based PSROI is justified by coherent explanations such as lack of knowledge about the intervention, misconception about the potential costs and benefits, and the risk-averse nature of the farmers. Relocation from vulnerability hotspots to alternative safer locations is being increasingly proposed as one of the climate change response options. Yet, its consistent adoption in the rhetoric and more importantly policy remains elusive. This paper evaluates the extent to which different actors in policy and planning arenas consider relocation as a viable response to climate change as inferred from the extent to which relocation rhetoric permeates documents designed to inform and guide adaptation. The study examines 56 local, state, and national climate change adaptation texts to determine how many are considering and/or referring to relocation, what language they employ, and in which context. The content analysis was performed to measure the occurrence and frequency of keywords relocation, retreat, migration, and abandonment, as well as their frequency. The results show a significant inconsistency and lack of coherence in the use of relocation rhetoric among examined contemporary adaptation documents that are impeding a more comprehensive consideration and the development of relocation policy and planning. National adaptation plans (NAPs) are intended to provide an evidence-based, coordinated, and systematic approach to climate preparedness initiatives. In order to identify how NAPs could be improved, this paper analyzes 38 national adaptation plans using plan quality evaluation methods and explores national characteristics that are associated with high-quality plans. We find that NAPs typically include multiple data sources, explore current impacts and future vulnerabilities, establish goals, and identify potential adaptation strategies. Plans are weaker in the articulation of implementation and monitoring measures, raising concerns about whether plans will translate into action and how success will be measured. In addition, plans generally do not include a broad range of stakeholders in the planning process. The institutional authorship is a strong predictor of plan quality. Plans written by multi-agency committees are significantly higher quality than those written by single agencies, especially on engagement of stakeholders. Based on these results, we recommend that countries form multi-agency teams to lead the adaptation planning process and intentionally address components that are commonly overlooked including implementation guidance and evaluation metrics. Cities are key actors in reducing both the causes of climate change (mitigation) and its impact (adaptation), and many have developed separate mitigation and adaptation strategies and measures. However, in order to maximize outcomes, both scholars and practitioners are increasingly calling for more integrated and synergetic approaches. Unfortunately, related research remains scarce and fragmented, and there is a lack of systematic investigation into the necessary institutional conditions and processes. Against this background, this paper develops a framework to assess and support the joint institutionalization of climate adaptation and mitigation—here called adaptigation—in city administrations. This pioneering framework draws upon four key features of bureaucracies: organizational structure, visions and goals, actors, and technology and tools. Illustrated by pilot applications to the cities of Würzburg (Germany) and Mwanza (Tanzania), the framework provides a robust basis for future research, policy recommendations, and the development of context-specific guidelines for national and local decision-makers and officials. It highlights the importance of (i) clearly defined procedures for the implementation of adaptigation into urban planning processes (e.g., with the active involvement of stakeholders in the form of working groups or roundtable discussions), (ii) locally relevant goals and visions, established in collaboration with stakeholders, and (iii) the creation of mitigation and adaptation structures that are supported by the appropriate level of human resources, both within and outside city administrations. In this context, global, supranational, and national institutions play an important role in supporting institutionalization by providing targeted funding and promoting adaptigation, which requires the development of integrated goals, visions, and legislation. Over the past decade, efforts to move towards a low carbon economy have been increasingly coupled with the acknowledgement that we also need to develop climate resilient economies, capable of adapting and responding to changes in climate. To shift society in these directions we need to quantify impacts in relation to these objectives and develop cost-effective interventions. Techniques for quantifying greenhouse gas emissions are relatively well established and enable identification of hotspots where there is emissions reduction potential. However, there are no established techniques to assess and quantify adaptation vulnerability issues and identify hotspots for intervention. This paper presents work undertaken at a European level with the objective of identifying potential hotspots where ecosystem services may be vulnerable to climate change and thus where intervention may be required under the European Rural Development Programme. A pragmatic and relatively simple approach is presented, based on data that is readily available across Europe. The vulnerability assessments cover: Water (quality: dilution and filtration, regulation: flooding and provision); soils (erosion and organic matter); and biodiversity (forest fires, migration and pollination). The framework and assessments presented are considered fit for purpose (at a basic level) and they are potentially valuable tools for targeting limited resources to achieve desirable outcomes. They also contribute towards providing a better understanding of the climate change challenges we face and support the formulation of solutions to optimally address those challenges. The assessment of regional vulnerability to climate change has become an important issue in climate change adaptation. In order to aid decision making in terms of prioritising adaptation action or allocating resources for adaptation measures, both scholars and policy makers emphasise the need for comprehensive and spatially explicit vulnerability studies. Adaptive capacity is not only an important part of vulnerability assessments, it also underlies and enables the governing of adaptation activities, thus making it an issue relevant to policy. Hence, the assessment of adaptive capacity gives decision makers on international, national and regional level important information to develop adaptation policy. Drawing on current vulnerability and adaptive capacity studies, the objective of this paper is to present a framework that structures adaptive capacity assessments based on science-policy interaction, discussing the objectives of the assessment, the methodology and the use of results. The framework is applied to two examples: a pan-European assessment of adaptive capacity and an assessment of the adaptive capacity of the tourism sector in the European Alps, both on the regional level. The main findings show how decisions related to methodology can influence the use of results in decision making. In conclusion, this paper contributes to the literature by arguing that more attention needs to be paid to assessment design in order to better support the mobilisation of adaptive capacity for adaptation. Geographic factors make mountain communities around the world vulnerable to the direct effects of climate change, and reliance on recreation and tourism can increase vulnerability to the secondary economic impacts.The goal of this research was to investigate the current state of community adaptation planning in the Southern Rocky Mountain region of North America. Using original survey data this paper discusses the challenges that community and county officials currently face, the perceived effects of future climate change in this region, and the perceived barriers to adaptation planning and hurdles to adaptation implementation. Results show lack of resources, information and political will are the most commonly reported barriers to adaptation. This paper also examines the connectivity between mountain communities and the surrounding federal public lands. Fifty one percent of respondents report that decisions made on nearby public lands frequently or always affect planning and decision making in their community. Collaborative efforts between these entities are proposed as a way to reduce the resource burden of adaptation planning for both entities. Finally, this paper discusses how attitudes and beliefs about climate change affect responses to questions about adaptation planning. On average, respondents who report higher levels of concern about and belief in climate change and those who are better informed about climate change report higher levels of adaptation planning. Elected officials in this sample have, on average, lower concern about and belief in climate change than bureaucratic respondents. According to Food and Agriculture Organization and Intergovernmental Panel on Climate Change reports, climate change will lead to a severe food-supply problem. In the future, food production will continually decrease because of aggravated effects of climate change, causing food production to continually decrease. Food production will be unable to satisfy the demand of the global population, leading to a food-security crisis. As the world population continues to increase, the shortage of food will become increasingly severe, particularly for those located in “climate impact hotspots” of tropical, subtropical, small-island countries, and countries that are dependent on imports to meet domestic demand such as Taiwan. Numerous Taiwanese studies have suggested that agricultural and fishery productivity has declined because of climate variation, which may cause changes and instability in food quantity and quality, and increase deficiency and uncertainty in the food supply. Therefore, to discuss the risks posed by climate change to the stability of food supply and demand, this paper, taking Taiwan as a case, explored the impact of climate variation on food security and future adaptation strategies. TaiCCAT’s supportive system for decision-making (TSSDA) was adopted here to assess and analyze the current situations of agricultural and fisheries production and supply, as well as future food supply risks, in addition to evaluating the deficiencies in the existing climate adaptation strategies in order to plan and revise feasible future adaptation alternatives. Based on the rule of risk management, the adaptation strategies recommended in this study were differentiated into two categories: proactive adaptation and planned adaptation. Proactive adaptation is emphasized to counter the uncertainty of food production, which increases the difficulty of production and necessity to import food. Conversely, planned adaptation can be used to manage the uncertainty of food supply to implement adjustments in production and marketing, as well as to mitigate the impact of climate variation. Adaptation is increasingly recognised as essential when dealing with the adverse impacts of climate change on societies, economies and the environment. However, there is insufficient information about the effectiveness of adaption policies, measures and actions. For this reason, the establishment of monitoring programmes is considered to be necessary. Such programmes can contribute to knowledge, learning and data to support adaptation governance. In the European Union (EU), member states are encouraged to develop National Adaptation Strategies (NASs). The NASs developed so far vary widely because of differing views, approaches and policies. A number of member states have progressed to monitoring and evaluating the implementation of their NAS. It is possible to identify key elements in these monitoring programmes that can inform the wider policy learning process. In this paper, four generic building blocks for creating a monitoring and evaluation programme are proposed: (1) definition of the system of interest, (2) selection of a set of indicators, (3) identification of the organisations responsible for monitoring and (4) definition of monitoring and evaluation procedures. The monitoring programmes for NAS in three member states-Finland, the UK and Germany-were analysed to show how these elements have been used in practice, taking into account their specific contexts. It is asserted that the provision of a common framework incorporating these elements will help other member states and organisations within them in setting up and improving their adaptation monitoring programmes. Hundreds of thousands of significant archaeological and cultural heritage sites (cultural sites) along the coasts of every continent are threatened by sea level rise, and many will be destroyed. This wealth of artefacts and monuments testifies to human history, cosmology and identity. While cultural sites are especially important to local and Indigenous communities, a stall in coordinated global action means adaptation at a local scale is often unsupported. In response, this paper produces a practical climate change risk analysis methodology designed for independent, community-scale management of cultural sites. It builds on existing methods that prioritise sites most at risk from climate impacts, proposing a field survey that integrates an assessment of the relative cultural value of sites with assessment of exposure and sensitivity to climate impacts. The field survey also stands as a monitoring program and complements an assessment of organisational adaptive capacity. The preliminary field survey was tested by Indigenous land managers in remote northern Australia at midden and rock art sites threatened by sea level rise, extreme flood events and a range of non-climactic hazards. A participatory action research methodology-incorporating planning workshops, semi-structured interviews and participant observations-gave rise to significant modifications to the preliminary field survey as well as management prioritisation of 120 sites. The field survey is anticipated to have global application, particularly among marginalised and remote Indigenous communities. Well-planned and informed participation, with community control, monitoring and well-informed actions, will contribute significantly to coordinated global and regional adaptation strategies. In the face of a changing climate, many United States (US) local governments are creating plans to prepare. These plans layout how a community is vulnerable to existing and future changes in climate as well as what actions they propose taking to prepare. The actions included in these plans provide insight into what local governments feel they have the ability to undertake, as well as what actions they believe are important to building resilience. To date, little to no analysis has been conducted on the content of these plans, leaving researchers, practitioners, and those supporting communities with limited understanding of what gaps need to be filled or how best to support locally prioritized climate action. This paper analyzes the content of 43 stand alone climate adaptation plans from US local communities to identify the types of actions proposed and how those actions compare to what researchers indicate the communities should be prioritizing based on regional climate projections. The results indicate that local communities include numerous and varied actions in their adaptation plans and that the majority of communities are selecting actions that are theoretically appropriate given projected changes in regional climate. Yet some types of actions, such as building codes and advocacy, are not being widely used. These results contrast with previous studies, which found that local communities focus primarily on capacity building approaches. Findings also demonstrate that plans rarely contain significant details about how actions will be implemented, raising questions about whether plans will translate into real-world projects. The genus Melaleuca consists of around 260 species covering over eight million hectares (including native and introduced species) and distributed mostly in Australia, but also occurring in South-East Asia, the Southern United States and the Caribbean. Melaleuca populations predominantly occur in wetland or/and coastal ecosystems where they have been significantly affected by climate change. This paper assesses the potential responses of the Melaleuca genus to climate change, based on the synthesis of worldwide published data. The main findings include: (i) that the Melaleuca genus has a rich species diversity, and significant phenotypic diversity in a variety of ecosystems; (ii) they demonstrate significant local adaptation to harsh conditions; and (iii) the fossil records and taxon biology indicate the evolution of the Melaleuca genus began around 38 million years ago and they have survived several significant climatic alterations, particularly a shift towards cooler and drier climates that has occurred over this period. These findings show that the Melaleuca genus is highly resilient and adaptable and based on this, this paper argues that Melaleuca can adapt to climate change through Wright's 'migrational adaptation', and can be managed to achieve sustainable benefits. This paper undertakes an in-depth analysis of six least developed countries (LDCs) in South and Southeast Asia to assess the extent of mainstreaming climate change adaptation into national development plans by reviewing their National Adaptation Programmes of Action (NAPAs), national development plans, and Strategic Programs for Climate Resilience (SPCRs) (where available). The paper proposes two perspectives to analyze the level of mainstreaming and five factors that may affect such a level. The results show that there is a significant difference in the success of their mainstreaming efforts: mainstreaming is relatively advanced in Bangladesh, limited in Lao People's Democratic Republic, the Maldives, and Nepal, and still minimal in Bhutan and Cambodia. Among the factors, the study finds that the inter-ministerial coordination supported by the highest levels of government is most relevant to the success of mainstreaming, which is measured by the integration of climate adaptation consideration into development priorities and a country's own initiatives, particularly those involving budget allocation. Recognition of the need for mainstreaming and monitoring and evaluation also affect the success of mainstreaming efforts in LDCs. Another important factor is to make adaptation plans compatible with national development plans in terms of their time horizon, and SPCRs effectively facilitate this process. As all countries still require external support for advancing mainstreaming, the role of development partners is instrumental. This paper provides an overview of a collaborative study on visualizing climate change at the local scale. A conceptual framework has been developed, in which local scenarios and visualizations of climate change impacts and response were created to facilitate local dialogue on incorporating climate change into long-term planning and implementation of community development decisions. As part of a larger effort to generate a new integrated participatory visioning process, this paper describes a case study of the District of North Vancouver which created visualizations of changing mountain snow and landscape conditions, and provides new insights on issues and dilemmas in using realistic landscape visualizations to depict scientific modelling projections, local responses to climate change, and uncertainty. Results from this study suggest that the visualizations, and subsequent dialogue sessions, did influence emotional response to climate change as well as self-assessed understanding of adaptation and mitigation response options. However, there is a need to test this visioning process with larger heterogeneous groups of participants in order to better assess its effectiveness in enabling dialogue on local responses to climate change. Climate is an important component of the operating environment for the Canadian mining sector. However, in recent years mines across Canada have been affected by significant climatic hazards, several which are regarded to be symptomatic of climate change. For the mining sector, climate change is a pressing environmental threat and a significant business risk. The extent to which the mining sector is able to mitigate its own impact and adapt to climate change will affect its long-term success and prosperity, and have profound economic consequences for host communities. This paper draws upon case studies conducted with mining operations in Canada involving in-depth interviews with mining professionals and analysis of secondary sources to characterize the vulnerability of the Canadian mining industry to climate change. Five key findings are discussed: i) mines in the case studies are affected by climate events that are indicative of climate change, with examples of negative impacts over the past decade; ii) most mine infrastructure has been designed assuming that the climate is not changing; iii) most industry stakeholders interviewed view climate change as a minor concern; iv) limited adaption planning for future climate change is underway; v) significant vulnerabilities exist in the post-operational phase of mines. This paper argues for greater collaboration among mining companies, regulators, scientists and other industry stakeholders to develop practical adaptation strategies that can be integrated into existing and new mine operations, including in the post-operational phase. Many studies have suggested various kinds of forest policies, management planning and practices to help forests adapt to climate change. These recommendations are often generic, based mostly on case studies from temperate countries and rarely from Africa. We argue that policy and management recommendations aimed at integrating adaptation into national forest policies and practices in Africa should start with an inventory and careful examination of existing policies and practices in order to understand the nature and extent of intervention required to influence the adaptation of forest ecosystems to climate change. This paper aims to contribute to closing this gap in knowledge detrimental to decision making through the review and analysis of current forest policies and practices in Burkina Faso and Ghana and highlighting elements that have the potential to influence the adaptation of forest ecosystems to climate change. The analysis revealed that adaptation (and mitigation) are not part of current forest policies in Burkina Faso and Ghana, but instead policies contain elements of risk management practices which are also relevant to the adaptation of forest ecosystems. Some of these elements are found in policies on the management of forest fires, forest genetic resources, non-timber resources, tree regeneration and silvicultural practices. To facilitate and enhance the management of these elements, a number of recommendations are suggested. Their implementation will require experienced and well-trained forestry personnel, financial resources, socio-cultural and political dimensions, and the political will of decision makers to act appropriately by formulating necessary policies and mainstreaming adaptation into forest policy and management planning. Regardless of the success of climate change mitigation efforts, the international community has concluded that societies around the world will need to adapt to some magnitude of climate change in the 21st century. While some economic sectors (e.g., agriculture, water resources and construction) have been actively engaged in climate change adaptation research for years, adaptation has received scant consideration within the tourism-recreation industry. This is particularly the case for adaptation by tourism operators (supply-side). One exception where progress on supply-side climate adaptation has been made is the ski industry. This paper provides a brief overview of the literature on the implications of climate change for the international ski industry and how adaptation by ski area operators has been treated within these studies. This is followed by an inventory of climate adaptation practices currently used by ski industry stakeholders, including the historical development of certain key adaptations and constraints to wider use. The characteristics of ski areas with higher adaptive capacity are identified. Considering the highly competitive nature of the ski industry and the generally low climate change risk appraisal within the industry, climate change adaptation is anticipated to remain individualistic and reactive for some time. With only a few exceptions, the existing climate change literature on winter tourism has not considered the wide range of adaptation options identified in this paper and has likely overestimated potential damages. An important task for future studies is to develop methodologies to incorporate adaptation so that a more accurate understanding of the vulnerability of the international ski industry can be ascertained. Scientific evidence gathered over the past five years suggests that northern Canada and the Arctic have undergone, and are undergoing, formidable environmental changes linked to global climate change. Environmental change in the north is expected to persist and intensify over the course of the next century. When large-scale environmental changes take place, they inevitably affect people, especially when the cultures and livelihoods of those people depend on their relationship with the environment. Managing the local impacts of these changes is a matter of adaptation. This paper discusses some of the policy implications of adaptation--government interventions aiming to build communities' and regions' capacities to adapt to environmental changes. Three arguments for adaptive capacity building interventions in the north are discussed, and these arguments are augmented by a comparative review of government reactions to the collapse of the cod fishery in Atlantic Canada. Reactive and proactive policy approaches are discussed, and it is suggested from the comparison that proactive approaches to intervention are desirable for building adaptive capacity. This paper explores the role of decentralized renewable energy (DRE) projects play as a simultaneously mitigative and adaptive response to climate change. We develop a general conceptual framework that illustrates how introducing modern energy services through decentralized renewable energy can stabilize the ecological and social determinants of climate change vulnerability, while performing a critical climate change mitigation function. This framework is developed through a high-level overview of the key implications of rural energy deprivation: deforestation and ecosystem degradation (with significant greenhouse gas emissions implications), chronic rural poverty, and high vulnerability to the negative impacts of climate change. We then explore global sustainable development pathways and the integral role that decentralized renewable energy can play in stabilizing greenhouse gas concentrations in the atmosphere at levels that would prevent dangerous anthropogenic interference with the climate system. We then describe how mitigation and adaptation synergies provide avenues for integrating sustainable development with climate policy, contextualized with respect to key relationships between the Millennium Development Goals and access to energy. We then turn to the related issue of poverty and climate change in the context of how climate stresses exacerbate poverty by impairing the ecosystem services upon which the poor rely heavily. The conceptual framework concludes with a full description of the role DREs play in rural agroecosystems, particularly how DREs can enhance the flow of regulatory and provisioning ecosystem services, and expand livelihood opportunities--all of which builds adaptive capacity for climate change. The paper concludes with some comments and recommendations for enhancing the constructive role for DRE in overcoming the perceived divide between climate change mitigation and adaptation policy. Determinants of adaptive and mitigative capacities (e.g., availability of technological options, and access to economic resources, social capital and human capital) largely overlap. Several factors underlying or related to these determinants are themselves indicators of sustainable development (e.g., per capita income; and various public health, education and research indices). Moreover, climate change could exacerbate existing climate-sensitive hurdles to sustainable development (e.g., hunger, malaria, water shortage, coastal flooding and threats to biodiversity) faced specifically by many developing countries. Based on these commonalities, the paper identifies integrated approaches to formulating strategies and measures to concurrently advance adaptation, mitigation and sustainable development. These approaches range from broadly moving sustainable development forward (by developing and/or nurturing institutions, policies and infrastructure to stimulate economic development, technological change, human and social capital, and reducing specific barriers to sustainable development) to reducing vulnerabilities to urgent climate-sensitive risks that hinder sustainable development and would worsen with climate change. The resulting sustainable economic development would also help reduce birth rates, which could mitigate climate change and reduce the population exposed to climate change and climate-sensitive risks, thereby reducing impacts, and the demand for adaptation. The paper also offers a portfolio of pro-active strategies and measures consistent with the above approaches, including example measures that would simultaneously reduce pressures on biodiversity, hunger, and carbon sinks. Finally it addresses some common misconceptions that could hamper fuller integration of adaptation and mitigation, including the notions that adaptation may be unsuitable for natural systems, and mitigation should necessarily have primacy over adaptation. Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people. This paper studies the effects of adaptation and mitigation on the impacts of sea level rise. Without adaptation, the impact of sea level rise would be substantial, almost wiping out entire countries by 2100, although the globally aggregate effect is much smaller. Adaptation would reduce potential impacts by a factor 10-100. Adaptation would come at a minor cost compared to the damage avoided. As adaptation depends on socioeconomic status, the rank order of most vulnerable countries is different than the rank order of most exposed countries. Because the momentum of sea level rise is so large, mitigation can reduce impacts only to a limited extent. Stabilising carbon dioxide concentrations at 550 ppm would cut impacts in 2100 by about 10%. However, the costs of emission reduction lower the avoided impacts by up to 25% (average 10%). Between 1999 and 2003, the Oak Ridge National Laboratory (ORNL) made a preliminary effort to integrate an analysis of mitigation and adaptation to climate change impact vulnerabilities in two ways: top-down and bottom-up. This paper briefly describes these early experiments and summarizes their findings, both about climate change vulnerability reduction and about the challenges of integrated analysis, expanding upon results previously reported [Wilbanks et al. Multi-level governance networks provide both opportunities and challenges to mainstream climate change adaptation due to their routine decision-making and coordination processes. This paper explores institutionalizing resilience and adaptation to climate change in the intergovernmental transportation planning processes that address bridge infrastructure in the Northeastern United States (USA), specifically in Vermont and Maine. The research presented here relies on nine interviews with policy-makers and planners, a survey of transportation project prioritization criteria, development of a longitudinal bridge funding database, and its integration with publicly available geospatial data. It presents a novel spatial analysis methodology, a modified version of which could be adopted by transportation agencies for prioritizing scarce adaptation funds. Although transportation agencies are undertaking a variety of mitigation activities to address business-as-usual needs, climate change adaptation and resilience efforts remain underprioritized. Adaptation is a global concern, but impacts vary dramatically between regions and require localized solutions. Bridges and culverts, which are especially vulnerable to climate-induced flooding impacts, have complex maintenance and design processes and are subject to convoluted adaptation planning procedures. Critical gaps in resources and knowledge are barriers to improved adaptation planning. Restructuring the transportation project prioritization procedures used by planning organizations to explicitly include adaptation may provide a novel strategy to institutionalize resilience in transportation. These procedures must be considered in the context of the intergovernmental networks that exist to support transportation infrastructure. Although these networks will likely vary across countries, the approaches introduced here to study and address transportation infrastructure adaptation may be applied to many settings. The aim of this study is to address the problem of balance between water scarcity and sustainability, which are the key components of water security of cities located in arid lands, particularly those under constant expansion and population growth. In this paper, we have highlighted the problem of water security for the sustainability of the La Serena-Coquimbo conurbation (LSCC). The coastal LSCC is located at the outlet of the Elqui River basin, in the southern edge of the Chilean Atacama Desert. We have analyzed the available information including drinking water production and consumption data, groundwater levels, precipitation data and population data. Between the years 2009 and 2013 the total water consumption for the area has significantly increased. On the other hand, there has been a significant decrease trend in the precipitations and the groundwater levels show a decrease of about 30 m between the years 1995 and 2014. In a few years, this urban area could face a general water scarcity problem if the drought conditions remain unchanged and if the water demand trend for the agricultural, mining and drinking water continues its increasing. The cities located in the arid lands are particularly vulnerable to water scarcity because their populations are highly concentrated and requires reliable supplies of water to make possible human and economic activities. Adaptation tracking seeks to characterize, monitor, and compare general trends in climate change adaptation over time and across nations. Recognized as essential for evaluating adaptation progress, there have been few attempts to develop systematic approaches for tracking adaptation. This is reflected in polarized opinions, contradictory findings, and lack of understanding on the state of adaptation globally. In this paper, we outline key methodological considerations necessary for adaptation tracking research to produce systematic, rigorous, comparable, and usable insights that can capture the current state of adaptation globally, provide the basis for characterizing and evaluating adaptations taking place, facilitate examination of what conditions explain differences in adaptation action across jurisdictions, and can underpin the monitoring of change in adaptation over time. Specifically, we argue that approaches to adaptation tracking need to (i) utilize a consistent and operational conceptualization of adaptation, (ii) focus on comparable units of analysis, (iii) use and develop comprehensive datasets on adaptation action, and (iv) be coherent with our understanding of what constitutes real adaptation. Vulnerability to the health impacts of climate change will be shaped by the existing burden of ill- health and is expected to be highest in poor and socio-economically marginalized populations. Sub-Saharan Africa, in particular, is considered a highly vulnerable region. This paper analyses the vulnerability and adaptive capacity of rural Bakiga communities in southwestern Uganda to climate-sensitive health risks. The objectives were threefold: i) identify key climate-sensitive, community-identified health priorities; ii) describe and characterize determinants of sensitivity to these health priorities at the individual, community and regional levels; and iii) assess the adaptive capacity of Bakiga. Data collection employed a combination of individual and key informant interviews, biographies, future storylines, and Photovoice. Three key health risks were identified by the study communities (malaria, food insecurity, and gastrointestinal illnesses) - all affected by local climatic and environmental conditions, livelihoods, land use changes, and socio-economic conditions. Adaptation within these communities is dependent on their capacity to reduce sensitivities to identified health challenges among the potential of increasing exposures. Crop diversification, reducing deforestation, expanding of livestock rearing, transfer of traditional knowledge, and access to affordable health services are among potential strategies identified. We demonstrate significant existing vulnerabilities to present day climate-related health risks and highlight the importance of non-climatic processes and local conditions in creating sensitivity to health risks. Our place-based understanding is useful to inform interventions or policies aimed to reduce exposure and sensitivity and support adaptive capacity as the conditions these communities face are consistent with many other sub-Saharan African countries. This study explores how Modern Portfolio Theory (MPT) can guide investment decisions in integrated water resources management (IWRM) and climate change adaptation under uncertainty. The objectives of the paper are to: (i) explain the concept of diversification to reduce risk, as formulated in MPT; (ii) discuss the conditions for applying MPT to IWRM, and provide examples of these; and (iii) analyze the opportunities and limitations of applying MPT to the design of IWRM and adaptation policies. It is shown that MPT can be applied when a case meets four conditions: (1) there is more than one possible investment at a given time; (2) these investments are subject to risk; (3) there is information about the historical and/or expected return of these investments; and (4) the same conditions do not affect all investments equally, meaning that their returns are imperfectly correlated. Analysis of a case study Noorderkwartier in the Netherlands concludes that MPT can contribute to designing portfolios of combinations of investments in flood risk management-technical measures, spatial planning and insurance-which are robust to uncertainty in long-term projections such as present in climate change scenarios. Many countries are exploring alternative strategies to counter rising flood risk as there is concern at the extra burden that such increasing risk will bring. The aim of this paper is to explore the nature of these burdens and outline responses in the United Kingdom (UK) where both the government and the private flood insurers have new policies and proposals. Our method is to collate the extensive existing authoritative data and information-from government and the insurance industry-about the risks that are being experienced and the related policy responses. The results show that these seek to concentrate somewhat more the financial burden of, respectively, flood risk management costs and insurance provisions on to those who are at risk and away from the general taxpayer and those who pay insurance premiums. Other countries may well learn from these developments. The pre-existing cross-subsidies are being reduced, and in this way, it is hoped that extra resources for risk management investment will be forthcoming (from local contributions from at-risk communities) and flood insurance will remain affordable, available and commercially viable. A key conclusion here is that it appears that any increase in flood frequency and severity in the UK appears likely to affect the financially deprived communities to a greater extent than others, not least because they are less likely to insure. Government arrangements to prioritise their contribution to risk reduction towards these financially deprived communities are signs that this regressive effect of floods is real and serious and those arrangements are to be welcomed.
