The article presents recent developments in world politics. There has been no further development during the past week in the situation in Romania or other Balkan states. It seems significant, however, that a loan of $25,000,000 has been arranged for Romania in England, and if dispatches from Rome and Athens published in recent papers are to be accepted. Whatever Italy's ultimate decision on the question of peace or war may be, it becomes increasingly evident that decision will be taken by Italy alone, uninfluenced by threats or persuasions of other Germany and Austria. Somewhat sensational dispatches from Chinese government were published on January 27 concerning demands that Japan had made upon China following the Japanese occupation of Kiao-chau.

This article presents information on the international relations of Romania as regards oil trade. In the year June 30, 1924, Romanian Parliament passed the so-called "mining law" which has caused serious complications in Romania's international relations. Peter Jay, American Minister at Bucharest, in concert with the representatives of the Western European Powers, protested against the passage of the act. The mining law provides for nationalization of the sub-soil in Romania. In the case of oil territories the granting of concessions, even if the oil deposits are in private territory, is a sovereign right of the state. The validity of the concessions is limited to fifty years.

This article presents information on the "Legislative Decree concerning Expropriation for Reasons of National Emergency" which was published in the Rumanian Monitorul Oficial of December 16, 1918. This related to the expropriation of land in Romania. According to Art. 1. Pursuant to provisions of Art. 19, par. 5, of the Constitution and to legislative decree No. 3,681 of December 14, 1918, the arable land of the extent and in the circumstances herein after prescribed is expropriated in order to increase, through purchase, the holding of arable land by the peasants actually working it. Preference in such sales will be given those who have been mobilized or, should they have died during or on account of the war, to their dependents.

This article focuses on political conditions in Romania during 1919. The Cabinet represents neither itself, nor the King, nor the people, nor the army, to which most of its members belong, but the Liberal party, of which J.C. Bratianu is the leader, owner and controller. Although Romania has a model Constitution, for one reason or another its provisions have never been put into effect. There is a Court of Cassation, analogous to the U.S. Supreme Court in its authority, which on most occasions lends itself to the purposes of the government that happens to be in power. Elections are never honestly conducted. The party controlling the elections generally wins.

It will be interesting to see how two diametrically opposed attempts to solve very similar problems succeed in Rumania and Jugoslavia. Maniu, son of the "new" provinces, has overthrown the corrupt "veiled dictatorship" of the Liberals in the former country and, with a democratic mandate, is seeking in the name of "Westernism" to rebuild the state. The Croats, in Jugoslavia, complained also of an unacknowledged dictatorship of the most "Oriental" elements of the state, of "made" elections, of a corrupt and inefficient political civil service.

The article discusses the political crises in Romania. Recently, American newspapers printed a few hazy and confused dispatches about the violent anti-Jewish riots that had occurred in Romania on the occasion of a student congress held in the city of Oradea Mare, one of the most important cultural centers in the redeemed Transylvanian province. Not even the habitual readers of the cable page, well trained in deciphering cryptic messages, could make much of these fragmentary narratives, which were, for the most part, dated from places outside of Romania and were evidently based on second and third-hand information.

This text of the compromise plan for settlement of the Adriatic dispute, submitted by Lloyd George and M. Clemenceau to the representatives of the Jugoslavs, has been taken from the January 22, 1920 issue of the "New York Times." It stated "Fiume is to be an independent city under the guarantee of the League of Nations with the right to choose its own diplomatic representatives. The city of Sussah will go to the Serb-Croat-Slovene state. All of the port and the railroads which have their terminal there and the facilities necessary for their development will go to the League of Nations. The League will make such arrangements as it may judge necessary for the interests of the Serb-Croat-Slovene state, Hungary, Transylvania, and the city itself.

"A Bratianu," they say in the cafes of Bucharest, "has always a king to do his will" and so, since the father of Romania representative Prime Minister Jon Bratianu fetched Carol I from Sigmaringen, it has always been. No wonder that foreign observers, seeing the country deprived of both Bratianu and king, foresee disaster for the state. True, there is an industrious financial pedant bearing the name of Bratianu, as there is a child bearing the title of king, but the one is as well fitted as the other to fill the vacant places. For good or ill, a chapter in Romanian history closes with the death of Jon Bratianu. The efforts of the Liberals, with Vintila Bratianu at their head and M. Duca, the Minister of the Interior, furnishing such driving force as they possess, are directed toward picking up the threads of the story in the new chapter; those of Julius Maniu, the leader of the National Peasant Party, toward making the last chapter the end of a volume.

The article focuses on political condition of Romania. To understand what is happening in Romania just now it is necessary to get a picture of general reconstruction politics in Southeastern Europe. This does not mean party politics in Romania alone. This large political situation has a greater part to play than is easily apparent in what seems like only a rather melodramatic clash of personalities, which the newspapers are now reporting daily from Romania. Bessarabia is probably the new Romania's most difficult problem. It is about the size of the state of South Carolina and its population numbers approximately three and a half million.

This article presents news related to world politics. In Rumania, it is probable that the immediate objects of the Teutonic Allies have been achieved with the occupation of Wallachia. The main Rumanian army seems to have escaped the net spread for it, although the operations leading to the fall of Bucharest are said to have resulted in the capture by the Teutonic forces of some 70,000 prisoners, besides enormous quantities of guns and supplies. In another news, the U.S. President's message to Congress, delivered in person on December 5, dealt principally with the additional legislation required in connection with the Eight-Hour law.

This article reports on military and political developments in various countries of the world. Dispatches from Paris, Rome, and Berlin at the end of last week agreed that a commercial treaty between Rumania and the Central Powers had been signed on April 7. The precise scope of the treaty is not known, but it is assumed that it provides for the purchase by the Central Powers of the surplus cereal product of Rumania. There is a possibility of further complications arising between Greece and the Allied Powers in connection with the request by the latter for the use of the Peloponnesian railway for the transport of Servian troops from Corfu to Salonica.

The recent meeting between the Czar of Russia and King Charles of Rumania at Kustendje was watched in Vienna with interest and some apprehension. The Czar has definitely decided to bestow the hand of one of his daughters upon the Crown Prince of Rumania, and his visit to the port on the Black Sea was taken for the purpose of clinching this arrangement. The marriage will probably act in the same way as the alliance between Berlin and Athens or the matrimonial connection between the small state of Montenegro and the powerful kingdom of Italy.
