The political landscape of the radical right has long been a major discussion point in the political and social sciences. By considering the variety of radical right organizations (movement parties and non-parliamentary organizations) and the particular national and transnational political and discursive opportunity structures, the paper aims at a comparative analysis of the main discursive frames present in political programs and manifestoes of radical right social movement organizations and movement parties in Poland (Konfederacja Wolność i Niepodległość and Obóz Narodowo-Radykalny) and Germany (Alternative für Deutschland and Identitäre Bewegung Deutschland). Moreover, based on approaches developed by Cas Mudde and Jens Rydgren, this article analyses how the features presumed essential to the radical right (nativism, authoritarianism and populism) are reflected and interconnected in the official discourses of the selected radical right organizations. Image and reputation are key factors in how nations are perceived by global audiences. Current and historical issues can pose as challenges to a nation's reputation prompting the need to save face. The Armenian genocide is one of the most critical issues the Republic of Turkey has had to manage in terms of its global image and reputation. While the vast body of literature on the subject borrows from history and political science focusing on the mechanism of denial, this paper offers a communication framework to understand the rhetoric of Turkey's image repair. Turkey's crisis communication strategies vis-à-vis the centennial of the Armenian genocide are analyzed by employing Benoit's image repair theory through a content analysis of official statements and declarations by the heads of state given in 2014 and 2015. In response to the emerging political crisis, the Turkish government primarily employed image repair strategies of evading responsibility and reducing offensiveness with the aim to appeal to international audiences. This article examines the changing paradigms in the official politics of memory as linked to the rise of populism and authoritarian democracy in Serbia, focusing on the appropriation of the People's Liberation Movement and the victory against fascism in the Second World War. The article places the memory of the Second World War in the framework of anticommunism and ethnicization as dominant prisms of historical interpretation within state-sanctioned memory politics in contemporary Serbia. Understanding the populist memory politics in Serbia as based on the dichotomy of heroism and victimhood, this article focuses on the heroic aspect of the dominant narratives as exemplified in the notion of Serbia's liberation wars. The Victory Day and Day of Liberation of Belgrade are in focus as the most prominent commemorative events that illuminate the tendency of memory appropriation. After theoretical consideration about authoritarianism in Serbia, populism and memory politics and a brief background on the notion of liberation wars, the article moves on to the analysis of memory politics. The author reflects on the 50th anniversary of the periodical "Nationalities Papers" in 2022. The anniversary will be celebrated by the Association for the Study of Nationalities at the Annual World Convention. He cites the commitment of the periodical to publish research related to contemporary debates and social scientific fields. He expresses his gratitude to Katrina Swartz for her contribution to the periodical as content manager and welcomes Kayla Riddleberger as her successor.

Switzerland is widely known for its successful integration of linguistic and religious minorities. At the same time, a prolonged absence from the collegial, seven-member central government can give rise to feelings of political exclusion. This begs the question whether inclusion really has the desired, let any alone any effect on political behavior. This paper makes use of the frequent use of referendums in Switzerland to assess the extent to which citizens vote differently when somebody from their canton of residence sits in the central government. Studied are all the 670 nationwide referendums held between 1848 and February 2022. Analyzed are cantonal turnout, approval rates, likelihood to vote as the federal government recommends, and chances of being overruled by the state-wide majority. The three main findings are that 1) government inclusion is indeed significantly associated with some of the positive effects theorized, 2) on average, these effects are very small, but also that 3) there are some stark cross-cantonal differences, which are due mostly to national minority languages. The article responds to the article "Multiculturalism, Memory, and Ritualization: Ukrainian Nationalist Monuments in Edmonton, Alberta" by Per A. Rudling in volume 39, issue 5 of the periodical. The author claims that Rudling unfairly portrays Ukrainian Canadians as nationalistic, anti-Semitic, and supportive of participants in the Holocaust. Topics include allegations of Ukrainian collaboration with Nazi occupiers during World War II, the relations among different groups of Ukrainian immigrants, and the nature of Canadian multiculturalism.

The article examines the political and cultural processes of nation-building over thirty years of independence in Belarus. It argues that in becoming a nation-state Belarus has faced challenges similar to the other post-Soviet nations but has proved an exception in the choice of strategies it used to address them. The paper examines how, on the eve of independence, the nationalist elites devised policies aimed at consolidating statehood around the national revival in opposition to the Soviet past. It explores the role played by linguistic policy and historical memory as the two main arenas for implementing their visions of Belarusian identity. The paper then maps a shift in this trajectory from Lukashenka's rise to power to a national project based on reappropriation of Soviet legacy. Up until 2020, the state effectively navigated a geopolitical environment and adjusted its sociocultural parameters to preempt the society's shifting expectations. Finally, the paper reflects on how protests in 2020 demonstrated both the lack of support for Lukashenka and his reliance on the violent repression and external support for remaining in power. The war in Ukraine revealed limits of Belarus's sovereignty, while the society's ability to consolidate for its defense has been seriously undermined by the repression. [ABSTRACT FROM AUTHOR]

This article focuses on the journal "Nationalities Papers." This issue is dedicated to the research and analysis of a number of scholars whose work continues to illuminate issues related to the disintegration of Yugoslavia at the end of the twentieth century. Amid all of the bitter debates about the Yugoslav conflicts, few would deny the pivotal role that history has played in shaping people's minds in the region. Understandably, but unfortunately, each national group has tended to employ its own array of facts, many of which are either distorted or blatantly untrue.

An expanding literature on money and identity is built around the assumption that political elites deliberately use currency design to foster national identities. However, the empirical evidence in favor of this assumption has been fragmentary. Drawing on detailed primary sources we demonstrate nationalist intentions of political elites involved in currency design. We also examine how political elites use banknotes as official pronouncements on who is and who is not part of the nation and what the official attitude toward foreigners is. By tracing changes in the inclusive and exclusive messages directed at an intra-state or international audience we document that there is no connection between ingroup (national) love and outgroup (foreigners, minorities, opposition) hate. The amount of exclusive messages to outgroups culminated in conditions of perceived threat when political leaders tried to mobilize pre-existing identities to secure or maintain political power. In contrast, the officials deliberately tried to broaden ingroup boundaries in order to build international communities. Finally, we document that in the case of limited support for the new conception of identity, officials tried to depict the old and the new identity as complementary, embedding the new identity in existing discourses. The minority question has long been a hot topic in Central and Eastern Europe. Whereas most CEE countries guarantee the privileged position of the dominant nation, they also recognize the existence of national minorities and provide special rights for them. Hence there is an apparent contradiction between the values of the nation-states: unity and diversity. This article proposes that to resolve this contradiction, it is necessary to define the concept, scope and limitations of group-specific minority rights, as well as their relationship with other human rights and the nation-state. Constitutional courts are appropriate candidates for this task. However, based on our analysis of the relevant constitutional jurisprudence of five CEE countries – Croatia, Hungary, Romania, Serbia, and Slovenia – it seems that constitutional courts in the region have failed to properly conceptualize minority rights. Instead of developing appropriate tests for assessing the constitutionality of legal regulations, they have only superficially touched upon the conceptual issues of minority rights, using incidental, case-by-case arguments to justify the (un)constitutionality of the legal provisions. Therefore, this article also attempts to outline a constitutionality test that may be suitable for constitutional courts to consistently evaluate submissions that challenge the constitutionality of laws on minority rights. This article highlights the significance of Lëvizja Vetëvendosje's (LVV) left-wing Kosovar Albanian nationalist challenge to the authoritarian and patrimonial nationalist system of Kosovo's rebel victors. LVV used the political settlement's own legitimizing metanarrative – that of Kosovar Albanian nationalism – to bolster their own legitimacy while undermining that of post-war elites drawn from organizations active in the conflict of the 1990s. A methodology based on Discursive Institutionalism makes sense of LVV's position as both a challenger of rebel victors but also as a representative of the same ideological culture that underpins Kosovo's political culture. There are two key contributions here. Empirically, this study characterizes LVV as a nationalist challenge to the rebel victor parties rather than as a distinctively nationalist or a protest party. The second contribution is theoretical: peacebuilding and political settlements theories must take a more dynamic and agency-sensitive view of legitimacy creation than they have hitherto. By analyzing selected Slovene newspapers, the article discusses the role of slivovitz in the reproduction of everyday nationalism in interwar Yugoslavia. The article is based on an analysis of texts containing the word slivovka (the Slovene word for slivovitz or plum spirit) that appeared in three major Slovene newspapers and three minor Slovene pro-Yugoslav newspapers in the period 1919–1945. In the period in question, slivovitz did not (yet) have the role of a signifier of the Yugoslav state, the Yugoslav nation and other elements associated with Yugoslav identity, but it was becoming part of the "structure of national feeling" – the specific experience of life in a given time and place that was common to the Yugoslav nation. Slivovitz, frequently included in repetitive and everyday habits, practices and assumptions, began to define the Yugoslav nation through a specific culture of drinking and drinks and became a component of this everyday, largely unnoticed reproduction of the Yugoslav nation. This article explores Russian occupation policy in Ukraine as an adaptive tactic of Russia's grand strategy and a manifestation of its military culture. Based on a comparative analysis of the Russian occupation policy during the hybrid and conventional stages of the Russian-Ukrainian war, including the employment of a de facto state playbook, we find both continuity and shifts in Russia's approach. Although the main shift lies in the change of Russia's conflict management in neighboring countries from reactive to proactive, the main continuities are the subordination of occupation policy to Russia's geostrategic interests and path dependence in its military culture, which together lead to the employment of brutal violence against civilians and the demodernization of occupied territories. There is a boom in the power of right-wing parties that are becoming government parties in Latin America and Europe. It has been pointed out that these are distinguished from traditional right-wing parties by their common ideology that transcends national contexts, which is why they have been grouped as New Right-wing parties. This article questions whether these parties share ideological themes or whether they are heterogeneous and obey national interests. This study systemizes the New Right-wing parties' programs and classifies them to answer the question. This corpus is then studied through frequency, network, and principal component analysis. Two conclusions are reached from this. First, these parties agree on issues such as provider States and nationalist claims, and, second, their programs have diverse themes that do not show the formation of an identifiable transnational ideological agenda in their programs. Consequently, grouping these parties as an ideologically homogeneous phenomenon can make invisible the fact that they are parties that adjust to particular demands of their political environment, in a logic that obeys more catch-all parties than ideological and dogmatic parties. The high infant mortality rate of illegitimate children in Dualist Hungary urged politicians to create a modern state child welfare system for the protection of abandoned children whose upbringing became a national matter. Their main concern was providing adequate nutrition for infants and increase their chances of survival. The article examines how demographical concerns and national-political ideals influenced the evolution of the child welfare system in multi-ethnic Transylvania, first as part of the dual monarchy and after the First World War as a province of Romania. The Hungarian state children's asylums offered a variety of nursing programs for abandoned infants, where the foster-care system often resulted in their Magyarization at a later age. During the First World War, the new objective was the protection of infants together with mothers and the promotion of breastfeeding in order to ensure the viability of the Hungarian nation. National arguments were used in both time periods to support infant protection initiatives. In interwar Transylvania, the urban-rural ethnic distribution influenced the development of infant protection facilities: all state investments were channeled toward the "authentic" Romanian countryside, while in the "foreign" urban environment ethnic minorities focused on their own institutions. This article addresses the protest against the 2019 Nobel Prize in Literature to Peter Handke as an example of transnational memory activism. It analyzes from a transnational mobilization perspective how activists achieved a globally visible protest in Stockholm and what role memory played in the protest mobilization and framing. Genocide survivors and former refugees, human rights activists, journalists, and academics formed a transnational protest coalition. In this way, they drew international attention to their outrage at the honoring of an author who is criticized for denying the Bosnian genocide. The analysis shows that memories of the violent dissolution of Yugoslavia and genocide united the diverse protesters as a "memory community" and shaped their framing. The protesters warned of the potential repercussions of the Nobel Prize to Handke for the internationalization and normalization of genocide denial. They argued that locally, Serb nationalist politicians can find legitimation in it for divisive politics. Moreover, they put the prize in a larger context of globally rising right extremism and islamophobia that find inspiration in the very Serb nationalist ideology and its propagators of the 1990s conflict. The existing literature explains the war in Donbas and the rationale for why conflict broke out there while failing to do so in other Ukrainian provinces, such as Odesa or Kharkiv. Local pro-Russian organizations could not attract considerable attention and support in the pre-war period in all parts of Ukraine, except for Crimea. The social marginalization and negligible influence of the pro-Russian organizations among the locals presumably stemmed from their weak social ties among the local population. The question is why they had such weak social embeddedness in the local societies despite relatively popular pro-Russian sympathies in these regions? Surprisingly, nobody has sought to explain the social origins of the pro-Russian movements as a source of their weakness and failure to be sparked by the anti-Ukrainian rebellion in 2014. Are referendum campaigns involving issues about sovereignty more likely to succeed if framed in a positive rather than a negative way? We ran a survey on a hypothetical referendum on a peace agreement between Serbia and Kosovo to answer this question, and we experimentally simulated both positive and negative frames. We found that the positive campaign frame, i.e. one that contains an invitation to support a lasting peace in the Balkans, economic prosperity, Serbia's path to EU integration, and the protection of the Serbian population and cultural heritage in Kosovo, is more appealing than the negative one, which focuses on avoiding the risk of failure. Our finding contradicts previous works that relied on the prospect theory to argue that negatively framed messages can attract more attention because people try to avoid adverse outcomes. To explain our findings, we argue that positive referendum campaigns are more effective than negative ones when the reference point is low due to attributive framing. [ABSTRACT FROM AUTHOR]

As an implication of the ethnically and nationally diverse nature of Mediterranean polities, identification-driven boundary-making strategies bear considerable relevance for their political processes, both in the contemporary context and in the historical past. By utilizing a Discourse-Historical Approach (DHA), this study provides an interpretative exploration of Greek-Cypriot elite discursive framing strategies regarding Turkish-Cypriot and Greek-Cypriot ethno-national identity during the Cypriot Civil War (1963–1967). The available historical interpretations of this period lead us to expect an exclusionary strategy of boundary contraction to be more prevalent than the inclusionary one of boundary expansion in the discourse of Greek-Cypriot elites. Through an examination of a sample of primary textual sources, the analysis disconfirms such an expectation, as elite figures primarily constructed broader, inclusive frames of ethno-national identity during the civil war. The relative absence of boundary contraction and the prevalence of boundary expansion indicate the applicability of Wimmer's (2008) universalist approach to ethnic boundary-making, in contrast to the expectations that are built by the Cyprus-specific historical evidence. This study thus lays the groundwork for future research to delineate the discursive framing strategies of elite figures in Cyprus and beyond the ethno-nationally divided island. This article seeks to discover how this contemporary Finno-Ugric identity has been politically instrumentalized and negotiated in Estonia. First, we look at how the Estonian state engages with the concept of Finno-Ugric world and inscribes it into Estonia's foreign policy goals. Then, we delve into the role of Finno-Ugric traditionalism in Estonian populist and far-right discourses. Third, we discuss how local identity constitutes and cements community building initiatives and projects in the Seto region known for its local specificity and cultural peculiarity. The intersection of nationalism and inequality is undoubtedly gaining interest in current debates in nationalism studies. The effects of economic inequalities on nationalist politics are the most researched area; however, there are other ways to explore the relationship between nationalism and inequality. Focusing on economic and political aspects of inequality this state-of-the-field article offers an overview of existing research on the relationship between inequality and nationalism in various areas of nationalism studies, ranging from nationalist politics to exploring the symbolic construction of nationhood. Following the inequality scholars, we highlight the growing importance of capital accumulation and emphasize the spatial aspect of it. We argue that while being largely overlooked, the role of territory—and territorial politics more broadly—becomes crucial for the understanding of the intersection of nationalism and inequality today. Overall, we show that it is necessary for nationalism studies scholars to engage in contemporary literature on inequality and acknowledge the wider implications of growing inequality to various manifestations of nationalism. Jews of Turkey have been applying for citizenship restitution from Spain and Portugal through processes formalized in 2015. Using 29 interviews, I analyze applicant motivations and find that cultural connections play a minor role in applicant decisions. The citizenship application process did not lead to self-questioning of identity for these applicants, unlike Sephardic Jews in other contexts. The more important motivators were Jewish fears about the future of Turkey, the practical benefits of easy travel on a European Union passport, and the desire for global mobility, allowing individuals to chase prosperity wherever it may go. While Jewish fears are mostly in the background, the other two motivations were more pressing. I place these motivations in the context of changing conceptions of citizenship in Europe and the global inequality of citizenship, crystallized in a hierarchy of passports. I find that after acquiring Iberian citizenship, Jews from Turkey relate to their new citizenship solely in practical ways. [ABSTRACT FROM AUTHOR]

This article uses the French Rassemblement National (RN) as a case study to examine how the populist radical right (PRR) prepares for a world after COVID-19 dominated by climate change concerns. Research suggests that certain measures introduced to contain the virus – such as the establishment of strict border and travel restrictions – may legitimize the PRR's protectionist and anti-immigration agendas, yet few have examined whether or how PRR parties have used COVID-19 to promote their environmental agenda. If anything, the expectation has been that the pandemic would hurt the PRR precisely because its effects, unlike climate change, cannot be dismissed as a "hoax." This view overlooks not only the "environmental turn" recently taken by several PRR parties but also the possibility that public awareness of the causal link between climate change and COVID-19 may work to their advantage. The analysis presented in this article highlights this possibility, showing that the RN used COVID-19 not only to capitalize on anti-immigrant sentiment but also to bolster its self-image as a champion of environmental protection. This article problematizes the study of religious nationalism, which lacks conceptual, religious, and nationalist "seriousness." These problems of "seriousness" obscure the nature of religious nationalism as they overstretch and do not do justice to the concepts of religious nationalism, religion, and nationalism, respectively. Seeking for the nature of and a path to religious nationalism, it is suggested that the later writings of İsmet Özel, a well-known poet and public intellectual in Turkey, make an emblematic case for a religious type of nationalism, demonstrating not only religious seriousness with his Islamist ideology but also a central orientation to the nation through his exclusive focus on Turkishness and Turkey. In so doing, this article introduces a wide range of categories to specify the ways in which religious nationalism is operationalized and to measure the patterns of religious nationalism in an attempt to overcome the problems of "seriousness." It identifies and examines six main patterns in Özel's thinking and shows their interactions: religio-national identity, exceptionalism, religious territoriality, civilizational othering, sectarianism, and anti-secularism. This article looks at different strategies in which authoritarianism operated in relation to the redesign of Skopje during the rule of the conservative party VMRO-DPMNE and its leader Nikola Gruevski. It argues that the promoters of the urban project called "Skopje 2014" relied on a set of nondemocratic mechanisms and involvement and coordination of various individuals and institutions on all levels to implement and legitimize the project and expand its political dominance. These ranged from state-driven mechanisms and urban design strategies to contributions of non-state groups, thus demonstrating a systematic effort behind the makeover of Skopje. Examining the project through the concept of authoritarianism, the article goes beyond (methodological) nationalism to understand the complexity of the revamp of North Macedonia's capital. It also demonstrates how the party used its ideological principles to leave its enduring mark on Skopje's urban environment. Additionally, the article points out the need to study urban space politics in the context of hybrid and competitive authoritarian regimes. [ABSTRACT FROM AUTHOR]

Since the early 1990s, large numbers of Polish Roma have emigrated, mainly to Germany and Great Britain. Unlike the migration of Polish (non-Roma) citizens there was an intriguing silence regarding the migration of this ethnic group. The absence of Roma in the grand narrative of migrations from Poland, as we argue, suggests that the notion of belonging and citizenship were unequally distributed among Poland's population. Based on our ongoing ethnographic research among Polish Roma migrants, complemented by an analysis of relevant documents, we argue that these inequalities and hierarchies are deeply rooted and there is an interesting continuity in how they were produced and reproduced prior to and after the 1989 regime change. We argue that one of the key factors in these movements, the collectiveness of the migration project – i.e. migrating as an extended family group as a component of the moral economy of Roma mobility – is mutually produced by unequal citizenship, mobility regimes and strong moral obligations stemming from kinship ties.
