The increase in global trade and traffic networks contributes to the introduction and spread of invasive alien species, posing a threat to biodiversity. EU Regulation 1143/2014 addresses the prevention and management of invasive alien species and requires an action plan on the priority pathways of unintentional introduction and spread of invasive alien species by each member state. To this end, the first German action plan was developed for the German government in cooperation with relevant Ministries and authorities, scientists, administrative experts, stakeholder working groups and political as well as public deliberation processes. As a result, 14 priority pathways of unintentional introduction, escape or release and spread were identified, resulting in 24 targeted measures. Nineteen sectors will be involved in the implementation of these measures. Here we describe the development process and outcome of Germany's first action plan. By this, we aim making the process public and transparent, which can facilitate a revision of the action plan required at least every six years, and trigger broader European as well as national cooperation in the future. Extensive literature is available on the diversity and magnitude of impacts that alien species cause on recipient systems. Alien species may decrease or increase attributes of ecosystems (e.g. total biomass or species diversity), thus causing negative and positive environmental impacts. Alien species may also negatively or positively impact attributes linked to local human communities (e.g. the number of people involved in a given activity). Ethical and societal values contribute to define these environmental and socio-economic impacts as deleterious or beneficial. Whilst most of the literature focuses on the deleterious effects of alien taxa, some recognise their beneficial impacts on ecosystems and human activities. Impact assessment frameworks show a similar tendency to evaluate mainly deleterious impacts: only relatively few, and not widely applied, frameworks incorporate the beneficial impacts of alien species. Here, we provide a summary of the frameworks assessing beneficial impacts and briefly discuss why they might have been less frequently cited and applied than frameworks assessing exclusively deleterious impacts. Then, we review arguments that invoke a greater consideration of positive and beneficial impacts caused by alien species across the invasion science literature. We collate and describe arguments from a set of 47 papers, grouping them in two categories (value-free and value-laden), which span from a theoretical, basic science perspective to an applied science perspective. We also provide example cases associated with each argument. We advocate that the development of transparent and evidence-based frameworks assessing positive and beneficial impacts might advance our scientific understanding of impact dynamics and better inform management and prioritisation decisions. We also advise that this development should be achieved by recognising the underlying ethical and societal values of the frameworks and their intrinsic limitations. The evaluation of positive and beneficial impacts through impact assessment frameworks should not be seen as an attempt to outweigh or to discount deleterious impacts of alien taxa but rather as an opportunity to provide additional information for scientists, managers and policymakers. The Environmental Impact Classification for Alien Taxa (EICAT) can be used to classify alien taxa according to the magnitude and type of their environmental impacts. The EICAT protocol, classifications of alien taxa using the protocol (EICAT classification) and the data underpinning classifications (EICAT data) are increasingly used by scientists and practitioners such as governments, NGOs and civil society for a variety of purposes. However, the properties of the EICAT protocol and the data it generates are not suitable for certain uses. Therefore, we present guidelines designed to clarify and facilitate the appropriate use of EICAT to tackle a broad range of conservation issues related to biological invasions, as well as to guide research and communication more generally. Here we address common misconceptions and give a brief overview of some key issues that all EICAT users need to be aware of to take maximal advantage of this resource. Furthermore, we give examples of the wide variety of ways in which the EICAT protocol, classifications and data can be and have been utilised and outline common errors and pitfalls to avoid. The European Union (EU) has recently adopted a regulation on invasive alien species that foresees the possibility of developing lists of species of National Concern. We developed a prioritisation process for alien mammals already established in Italy, but not yet included in the EU list (n = 6 species) and a systematic horizon-scanning procedure to obtain ranked lists for those species that are already introduced worldwide or traded in Italy (n = 213). Experts were asked to score these species, by evaluating their likeli-hood of establishment and spread and the magnitude of their potential impacts on biodiversity, economy, human-health and society. The manageability of each species was also evaluated, both for the proritisation and the horizon-scanning processes. We produced five lists that ranked species according to their potential spread and impacts and their manageability. These will allow policy-makers to select outputs according to a balance between risk assessment and risk management, establishing priorities for alien species management at the national level. Increased trade and travel have resulted in an increasing rate of introduction of biological organisms to new regions. Urban environments, such as cities, are hubs for human activities facilitating the introduction of alien species. Additionally, cities are susceptible to invading organisms as a result of the highly altered and transformed nature of these environments. Despite best efforts at prevention, new incursions of alien species will occur; therefore, prioritising incursion response efforts is essential. This study explores these ideas to identify priorities for strategic prevention planning in a South African city, Durban (eThekwini), by combining data from alien species watch lists, environmental criteria, and the pathways which facilitate the introduction of alien species in the city. Three species (with known adverse impacts elsewhere in the world) were identified as highly likely to be introduced and established in Durban (Alternanthera philoxeroides, Lithobates catesbeianus and Solenopsis invicta). These species are most likely to enter at either the Durban Harbour; pet and aquarium stores; or plant nurseries and garden centres - therefore active surveillance should target these sites as well as adjacent major river systems and infrastructure. We suggest that the integrated approach (species, pathways, and sites) demonstrated in this study will help prioritise resources to detect the most likely and damaging future incursions of alien species. Classification of alien species' impacts can aid policy making through evidence based listing and management recommendations. We highlight differences and a number of potential difficulties with two scoring tools, the Environmental Impact Classification of Alien Taxa (EICAT) and the Generic Impact Scoring System (GISS) using amphibians as a case study. Generally, GISS and EICAT assessments lead to very similar impact levels, but scores from the schemes are not equivalent. Small differences are attributable to discrepancies in the verbal descriptions for scores. Differences were found in several impact categories. While the issue of disease appears to be related to uncertainties in both schemes, hybridisation might be inflated in EICAT. We conclude that GISS scores cannot directly be translated into EICAT classifications, but they give very similar outcomes and the same literature base can be used for both schemes. For greater preparedness, pest risk assessors are required to prioritise long lists of pest species with potential to establish and cause significant impact in an endangered area. Such prioritization is often qualitative, subjective, and sometimes biased, relying mostly on expert and stakeholder consultation. In recent years, cluster based analyses have been used to investigate regional pest species assemblages or pest profiles to indicate the risk of new organism establishment. Such an approach is based on the premise that the cooccurrence of well-known global invasive pest species in a region is not random, and that the pest species profile or assemblage integrates complex functional relationships that are difficult to tease apart. In other words, the assemblage can help identify and prioritise species that pose a threat in a target region. A computational intelligence method called a Kohonen self-organizing map (SOM), a type of artificial neural network, was the first clustering method applied to analyse assemblages of invasive pests. The SOM is a well known dimension reduction and visualization method especially useful for high dimensional data that more conventional clustering methods may not analyse suitably. Like all clustering algorithms, the SOM can give details of clusters that identify regions with similar pest assemblages, possible donor and recipient regions. More important, however SOM connection weights that result from the analysis can be used to rank the strength of association of each species within each regional assemblage. Species with high weights that are not already established in the target region are identified as high risk. However, the SOM analysis is only the first step in a process to assess risk to be used alongside or incorporated within other measures. Here we illustrate the application of SOM analyses in a range of contexts in invasive species risk assessment, and discuss other clustering methods such as k-means, hierarchical clustering and the incorporation of the SOM analysis into criteria based approaches to assess pest risk. Prioritisation of high-impact species is becoming increasingly important for management of introduced species ('neobiota') because of their growing number of which, however, only a small fraction has substantial impacts. Impact scores for prioritising species may be affected by the type of effect model used. Recent studies have shown that environmental co-variation and non-linearity may be significant for effect models of biological invasions. Here, we test for differences in impact scores between simple and complex effect models of three invasive plant species (Heracleum mantegazzianum, Lupinus polyphyllus, Rosa rugosa). We investigated the effects of cover percentages of the invasive plants on species richness of invaded communities using both simple linear effect models ('basic models') and more complex linear or nonlinear models including environmental co-factors ('full models'). Then, we calculated impact scores for each invasive species as the average reduction of species richness predicted by basic and full effect models. All three non-native species had negative effects on species richness, but the full effect models also indicated significant influence of habitat types. Heracleum mantegazzianum had uniform linear effects in all habitats, while effects of L. polyphyllus interacted strongly with habitat type, and R. rugosa showed a marked non-linear relationship. Impact scores were overestimated by basic effect models for H. mantegazzianum and R. rugosa due to disregard of habitat effects and non-linearity, respectively. In contrast, impact of L. polyphyllus was underestimated by the basic model that did not account for the strong interaction of invader cover and habitat type. We conclude that simple linear models will often yield inaccurate impact scores of non-native species. Hence, effect models should consider environmental co-variation and, if necessary, non-linearity of the effects of biological invasions on native ecosystems. [ABSTRACT FROM AUTHOR]
