The article discusses the book "Strangers in Our Fields," by Ernesto Galarza. Most of the people who read newspapers are familiar with government's efforts to win the trust of Latin American neighbors. But the general public is not aware of the fact that, along with holding Pan American solidarity conventions, bewilderment and hostility is also planted in the minds of millions of Mexicos. Credit for developing this army of ill-will ambassadors goes to employers' groups in the West and Southwest who for years have been mistreating the Mexican nationals they employ as seasonal farm laborers, and to government officials and members of Congress who have been letting the employers get away with it.
