The article examines a growing water shortage in China, one of the country's many environmental crises caused by its explosive economic growth. Water pollution is a problem throughout the country, while industrial and agricultural development in northern China has led to a severe water shortage there. Water use has quintupled since 1949. Allocating supplies poses many difficult political choices for China's risk-averse government.
