A modular gas tube calorimeter for the detection of high energy photons has been constructed and tested. The calorimeter is physically segmented into towers and can be configured to match the geometrical constraints of an experiment. Each tower has the anode signals from the gas tubes combined by a resistive network to give the transverse position and width of an electromagnetic shower in addition to its total energy.
