The three main programmes of the Geneva-registered International Baccalaureate (IB) have grown substantially worldwide over the past decade, although the programmes have found a natural ‘home’ in the United States. This paper charts the growth of the IB in the United Kingdom (UK) revealing that involvement there, mainly in England and mainly with the original pre-university Diploma Programme (IBDP), peaked at about 230 schools in 2010, but since then the IBDP has begun suddenly to decline. Yet, in no other country has there been a fall in IBDP provision. This paper offers some key explanations for this phenomenon, where a lack of funding and continued lack of university recognition in the face of Advanced Level (A-Level) reform and numerous ‘baccalaureate’ developments has led to many state-funded schools in particular dropping the IBDP. The number and range of school types in England is increasing rapidly in response to a neoliberal policy agenda aiming to expand choice of provision as a mechanism for raising educational standards. In this paper, I seek to undertake a mapping of these school types in order to describe and explain what is happening. I capture this busy terrain from different perspectives: legal status; curricular specialism; pupil selection; types of academy; and school groupings. The mapping highlights the intersections between the current reform agenda and the historical diversity within the English school system to show the dialogue between past and present. Borrowing the geological metaphors of faulting and folding, I argue that long-established school types are not buried under sedimentary layers of reform, but are thrust into the present where they are discursively re-imagined through neoliberalism. Finally, I conceptualise the landscape holistically through the lenses of locus of legitimacy and branding, where I argue that current structural diversification policies enable the enactment of interests other than educational through transferring responsibility for education and related assets away from public and towards corporatised or religious actors and institutions. This paper investigates the relationship between stream placement and the academic progress made by children in England in Year 2 of primary school, drawing on data from the longitudinal Millennium Cohort Study (MCS). The MCS is a sample of 19,000 children born across the UK around the turn of the century and their families. Academic progress was compared between children in England in the ‘top’, ‘middle’ or ‘bottom’ streams, and among the majority of non-streamed children. Multiple regressions took into account child, family and school characteristics and showed that stream placement significantly impacted on the academic progress made by children. Children in the ‘top’ stream achieved more and made significantly more academic progress than children attending schools that did not stream, while children in the ‘middle’ or ‘bottom’ streams achieved less and made significantly less academic progress. Since coming to power in 2010, the UK Coalition government in power has implemented a range of reforms in relation to assessment at all stages of education in England. This paper focuses on two assessment reforms relating to children aged five and six years old, and considers their evolution from manifesto commitments to practice in classrooms. These reforms are the introduction of the Phonics Screening Check at age six, and the revised Early Years Foundation Stage Profile at age five. The main focus is on the coherence of these policies, both over time and as part of an overall government strategy on assessment in early years and primary education. It is argued that, despite claims of reducing bureaucracy, these assessment policies are driven by an agenda of increasing accountability in the first years of primary school. Educational and occupational aspirations have become an important reference point in policy debates about educational inequality. Low aspirations are presented as a major barrier to closing educational attainment gaps and increasing levels of social mobility. Our paper contributes to this on-going debate by presenting data on the educational aspirations of students from the Effective Provision of Pre-School, Primary and Secondary Education Project in England. We analyse factors that help predict students holding high aspirations. Our findings reveal generally high aspirations across all students but also differences by income group and other background factors. We evaluate the significance of these findings for the existing literature and public policy discussions about the importance of raising educational aspirations. This paper presents the results of an analysis of the admissions criteria used by the first two waves of secondary Free Schools in England. The type of criteria and their ranked order is explored and their potential impact on the school composition is considered. The findings demonstrate the diversity of criteria being used by this new type of school and give some insight in to how Free Schools appear to be prioritising access. As Free Schools operate outside Local Authority control with regards to admissions procedures they are able to choose their own feeder schools, set their own catchment areas, prioritise particular postcode districts, guarantee places for children of the school’s founders or opt to use banding systems. Whilst the admissions policies of the majority of secondary Free Schools appear to be adhering to the 2012 Admissions Code legislation, this study highlights the influence that such criteria may have in creating intakes which are less balanced in terms of socioeconomic status, ethnicity or religious affiliation. There are long-standing achievement gaps in England associated with socio-economic status (SES), ethnicity and gender, but relatively little research has evaluated interactions between these variables or explored school effects on such gaps. This paper analyses the national test results at age 7 and age 11 of 2,836 pupils attending 68 mainstream primary schools in an ethnically diverse inner London borough. The groups with the lowest educational achievement and poorest progress were both Black Caribbean and White British low SES pupils. White British middle and high SES pupils made substantially more progress than White British low SES pupils, significantly increasing the SES gap over time. However low and high SES Black pupils made equally poor progress age 7–11. School effects on pupil progress were large, but there was no evidence of differential school effectiveness in relation to SES, ethnicity or gender. Low SES pupils in the more effective schools performed significantly better than high SES pupils in the less effective schools, but all pupils (both low and high SES) benefit from attending the more effective schools and so these schools do not eliminate the SES gap. The distribution of pupils amongst schools is fundamental to concerns about equality of educational opportunity and it is for this reason that the process by which pupils are admitted to schools is of significance. This paper focuses on admissions criteria and practices used by English secondary schools in 2001 and 2008 in light of changes to legislation and the regulatory context. In 2008, unlike 2001, virtually all schools gave priority to children in care and very few used interviews. In a minority of schools, predominantly those responsible for their own admissions, criteria designed to 'select in' certain pupils were used, with partial selection by aptitude/ability increasing over time. An analysis of 'supplementary information forms' revealed that a minority of schools requested information that was prohibited and unrelated to admissions criteria. Notwithstanding some positive impacts, further changes could make the admissions process easier for parents/carers and enhance equality of educational opportunity. [ABSTRACT FROM AUTHOR]

Despite there being significant numbers of state maintained Catholic schools in England, they have, until recently, proved to be of interest only to a minority of researchers. Government initiatives to promote greater scrutiny and accountability through the publication of school test and examination results have generated interest in their academic performance from proponents and critics. Early attempts by government to compare school performance using 'raw' examination and test scores were severely criticised. Newly introduced 'Contextualised Value Added' measures, when correctly applied, have largely overcome the deficiencies of earlier datasets. This paper presents new CVA performance data provided by Ofsted that may help the debate about Catholic school effectiveness to progress. There has been a period of intense policy change involving GCSE examinations in England, proposed partly in response to schools using tactics to maximise performance against accountability measures. The reforms included a change to linear rather than modular entry, removing partial re-sits, and limiting early and multiple entry to examinations by changing school accountability measures. We present new empirical data from interviews conducted with senior teachers at 15 schools. The focus of these interviews has been in the English and mathematics departments; the first subjects to be examined in the new specifications. The data suggest that teachers acknowledge this practice of ‘gaming’ but only as something ‘other’ schools did. Whilst the reforms have now allowed for the system to be viewed as a more level playing field, teachers still describe a constant tension in the decisions surrounding examination entry. They describe the desire for a balance that is not just between school and student outcomes, but also between different outcomes such as motivation, performance, and engagement. Focusing on data and policies from England, trends in educational disadvantage by area are traced from the late 1960s when the first pilot projects were established in the UK, to the present. The origins of these developments and the subsequent rises and falls of such area-based policies in England are reviewed. Specially collected data for the pilot areas from the 1960s and national data for England from 2000 are used to draw out some striking patterns of changes over the period. Though many of the areas remain highly disadvantaged, educational measures at age 16 and at entry to higher education (HE) indicate some important changes. Thus the settled, white working-class pilot area in the 1960s with just below average results had fallen back very substantially by 2013, particularly in entry to HE. By contrast the newly settled Asian immigrant area in Birmingham where educational performance was exceptionally poor in the 1960s had moved above average despite remaining highly disadvantaged. Analysis of the national results since 2000 using local area data showed that these trends were widespread across England. Disadvantaged ‘multicultural urban areas’ were doing markedly better than the disadvantaged white working-class urban areas, where in many cases traditional industries had closed. This was especially marked at entry to HE where multicultural areas had rates close to the national average of 40% while white working-class urban areas had rates of entry to HE of between 10% and 15% of the age group and this gap has widened rapidly in recent years. These trends are likely to be the source of major resentment, with one group finding itself increasingly excluded from higher level employment opportunities, and the other failing to find opportunities that match their expectations once they leave education. The Labour government elected in 1997, which lost power in 2010, was the longest serving Labour administration Britain has ever had. This period saw an enormous expansion of further and higher education, and an increase in the proportion of students achieving school-level qualifications. But have inequalities diminished as a result? We examine the impact of this educational expansion on levels of social class and gender differentials in educational attainment and participation, using the Youth Cohort Study data for the period 1990-2006. We take a novel approach to the presentation of inequalities, examining differentials in the form of 1) Percentage points, 2) Proportionate gaps and finally, 3) Relative rankings in the hierarchy of examination results. We find that social class inequalities have declined since 1997, but more modestly in terms of relative rankings than in terms of proportionate gaps. [ABSTRACT FROM AUTHOR]

Ernest and Shena Simon were leading liberal thinkers and activists in early twentieth-century England who were committed to preparing their children for public life by educating them in liberal values and active citizenship. They produced two sons, Roger and Brian, and a daughter, Antonia (Tony). Their 'liberal education', and the learning that accrued, provide significant insights into the potential tensions that have underlain these processes in the modern world, and also into the character of civic leadership and education for citizenship that was championed by Ernest Simon in the 1930s. The privileged family environment of the Simons provided a key basis for their learning, as did the avowedly progressive public school Gresham's under its headmaster J.R. Eccles. The social organisation of learning, framed by social class and gender, accommodated a transition between the liberalism of the father and the Marxism espoused by the sons in their adult lives. 'Incorporation' in Further Education in England and Wales centralised policy control and implemented a per-pupil funding formula that promoted equity, in that colleges were paid more for enrolling 'disadvantaged' students, and for performance, in that funding was contingent on retention and student success rates. This article analyses the impact of funding policy on student success rates for adults in general further education colleges using five years of student-level administrative data from 1998/99 to 2002/03. Results from descriptive statistics show that student success rates rose by 10% during the five-year period, with the largest gains made by ethnic minorities, adult basic education students, and students from disadvantaged neighbourhoods. Logistic regression results mirror the descriptive statistic results but find especially strong gains for adult basic education students and students receiving additional learning support funding.
