The struggle between Secretary Edward M. Lee and newspaper publisher Nathan A. Baker to control Wyoming Territory's public printing during the period 1870 to 1874 is presented.

The Treasury official should oversee territorial matters, but internally the job was assigned to the first comptroller who was already so burdened by other duties that territories were well beneath his level of attention. The obscurity of a US Treasury Comptroller's understanding where may be the clerks had taken over the job completely and cut out the comptroller altogether.

New towns and states established during the 19th century rarely had printing industries because their taxpayers have little capacity to raise funds needed for their establishment. For this reason, small towns rely on the printers of other states for the production of state documents such as laws. However, the town of Cheyenne, WY, was able to establish its own printing industry during the early years of existence. Cheyenne's printing sites were chosen by Sec E.S.N. Morgan in 1886 as a place to print laws and legislative journals.

A feud between Secretary Gosper and Charles Beach of the Arizona Miner led to the extraterritorial printing of legislative bills outside Arizona in 1881, a practice which persisted up to 1889. Gosper awarded the printing to H.S. Crocker and Co. of San Francisco. Later, Secretary Hiram M. Van Arman favored the Nebraska State Journal Publishing Co. of Lincoln, Nebraska, in 1883 and the H.S. Crocker and Co. in 1885. In 1887, the bills were awarded to Nixon-Jones Printing Co. of St. Louis, Missouri. Although records show that the 1889 printings were done outside Arizona, evidence suggests otherwise.

Thirty-seven of the fifty-four volumes of session laws, session journals and law codifications of the state of Montana were printed outside Montana in Helena, Iowa and Virginia City, during the nineteenth century as the necessary infrastructure did not exist within the state. As the law of each state did not permit the printing of these documents outside the state, the name of the printer was not mentioned in any of these documents. Only the local printer, through whom the deal was transacted, was mentioned.

Within a month of President Abraham Lincoln's inauguration in March 1861, John Hutchison was appointed to be secretary of Dakota Territory. But he did not last long as after being passed over for the governor's job twice and failing in his effort to be reappointed as secretary, he accepted appointment as United States consul in Leghorn, Italy.
