A difficult problem facing states with significant commercial hazardous waste treatment and disposal capacity is the inflow of waste into the state for disposal. The states with commercial capacity allege that other states are reluctant to aggressively pursue siting facilities, and in fact may be impeding development through restrictive siting provisions. Likewise, capacity states are frustrated with the Environmental Protection Agency for its perceived inaction in reviewing state siting standards. Equity discussion abounds at the state level. Capacity states hoped that equity would be elevated to federal debate through Section 104(k) of the Superfund Amendments and Reauthorization Act of 1986. I examine equity and review hazardous waste management in a federalism context to discern the relationship between EPA and the states. I focus on the different roles EPA and the states perceived for the other during implementation of Section 104(k). This research demonstrates the need for and the usefulness of a multi-dimensional approach to the management of environmental programs. While the thrust of the paper is toward environmental quality programs the conceptual development is appropriate for many public sector programs. The paper describes an experiment in the determination of multi-dimensional objectives within three programs in a state environmental quality program. In addition, measures of effectiveness, based on the multi-dimensional objectives, are proposed as relevant measures of program effectiveness. [ABSTRACT FROM AUTHOR]

There is a growing interest within universities in the operation of state and local governments, and in the services they provide. An example of this interest is the Program for Urban and Policy Sciences (UPS) at the State University of New York at Stony Brook. Since its inception two years ago, it has been the operating policy of the Program to direct its principal research activities to real and immediate problems facing state and local governments in the New York area. In each of the collaborative efforts undertaken with an outside agency, we have seen our role as that of both problem analysts and catalytic agents for bringing about change. This means our faculty and students actively participate in the policy formulation and policy implementation processes. A case study of a cooperative effort undertaken with the Environmental Protection Administration of New York City illustrates these ideas. We believe that a successful university program should combine research with real world experience; the university should encourage the faculty to broaden the scope of their activities; and students, particularly those from minorities, should be trained for professional careers as planning and program analysts.
