This article focuses on macro-evaluation. Macro-evaluation provides a framework for bringing together the diverse research activities pursued under the rubric of public policy analysis. It attempts to link rather than displace ongoing public policy research. Indeed, it demands that the diversity of research interests, methods, and techniques be preserved. It requires additional efforts to construct middle-ranged theory that acknowledges the interface among the segments of the policy system and those factors which impinge upon it.
