This paper proposes an analytical model to understand, analyze and compare the state migration policies in the presence of persistent and increasingly migratory flows nowadays. Thus, migration policies are analyzed from the most critical concepts and with the historical reconstruction of the origin and development of migratory instruments and regulations. Finally, it proposes a model for analyzing the State's Governmental Logic with the help of Neo-institutionalist perspective and the Public Policies Approach; the Foucaultian-inspired debate on "technologies of power" for population control, and sociological developments on individuals' migration practices.
