Learning through social communication is promoted when citizens are able to identify which of their associates is likely to possess the necessary political information. This paper examines the factors that influence individuals' evaluations of political expertise. Actual political expertise plays a large role in perceived expertise, but mistakes are made. These are largely the result of assuming that those engaged in politics must also be knowledgeable about politics. This paper uses the 1996 Indianapolis-St. Louis Study and the 2000 National Election Study to identify factors that bias levels of perceived political knowledge. Using the Latino National Political Survey, this paper tests the hypothesis that military service serves to stimulate electoral and nonelectoral political participation by Latinos. The results are compared with those for Anglos (non-Hispanic whites). The data show that Latino veterans, and particularly draftees, exhibited higher levels of voting and low-intensity nonelectoral political activities. Anglo veterans did not increase their participation to the same extent. Service in the volunteer army was a much less important explanatory factor of both Latino and Anglo political participation. Using an experimental design, this paper addresses a few basic, but important, questions about the influence of televised political advertising. How effective are different kinds of political spots in creating impressions of a candidate among viewers? Do negative ads work better than positive ads in creating favorable impressions? Do spots that focus on issues create more favorable impressions than spots that stress the traits of a candidate? Do two ads work better than one ad in creating impressions? This paper examines two influences on an individual's decision to vote or not to vote on election day: the partisan door-to-door canvass and the social setting. Because that decision is important to political parties and candidates, they do what they can to influence the individual's decision, with the campaign canvass being one of the most important and effective methods. However, the decision also takes place in a social setting and is influenced by others in that setting. This paper examines these two influences on the individual and finds how they interact and that one conditions the other; the paper argues that the conditioning occurs because the social setting and canvass share a similarity in mechanism in the way that each exerts influence on the individual. This paper analyzes the effect of registration deadlines on voter turnout. The theoretical explanation considers how registration deadlines affect turnout when individuals influence the participation of others. The theoretical model leads to a novel empirical hypothesis, that deadlines can have both a direct and indirect effect on turnout through a behavioral contagion process. The paper reports empirical findings that confirm the theoretical expectations. These results have important implications for future research on registration deadlines and Election Day registration as the effects of these reforms depend on the specific social context in which they are adopted. When considering elections in multi-level contexts, scholars have typically assumed-in line with second-order election theory-that the way voters approach an election depends on their attributions of responsibility, that is, on what they see as being at stake in that election. This assumption is questionable. The formal position is not always clear, and is further blurred by parties and the media. Moreover, many voters pay little attention to politics and have little incentive to trace constitutional responsibilities. In this paper I use data from election studies in two multi-level contexts, Ontario and Scotland, to explore the nature and impact of voters' attributions of responsibility. The evidence suggests that, when called upon in surveys to do so, many voters can confidently and fairly accurately assign issues to different levels of government. Yet they do not seem to consider these attributions much at elections. There is very little indication that issues weighed heavier in the decision-making of those who regarded them as the responsibility of that electoral arena. The timing of message delivery in political campaigns is a key component of strategy. Yet studies that examine the impact of message timing on political behavior are surprisingly rare. Although one recent study finds that appeals delivered closer to Election Day will be most effective (Nickerson, American Journal of Political Science 51(2):269-282, ), methodological considerations render this conclusion tentative and suggest the impact of message timing remains an open question. In this paper I report the results of a randomized field experiment designed to compare the mobilization effects of nonpartisan messages delivered via commercial phone banks at different points during a campaign cycle. The results of the experiment, conducted during the November 2005 municipal elections in Rochester, New York, suggest calls delivered early on during a campaign cycle can also be effective. With the continuous inflow of new immigrants, political participation of Latinos and Asian Americans has become increasingly important for understanding the American electoral politics. A few previous studies examining how political participation of Latinos and Asian Americans is contextually determined reported mixed empirical findings, and this paper re-examines the issue by considering how different features of racial contexts interact to influence the voting turnout of individual Latinos and Asian Americans. Theoretically, we present a model of turnout where a rational individual is motivated to participate, not only by individualistic benefits accrued to him- or herself, but also by perceptions of group-level benefits—concerns regarding the welfare of other members of the racial group. We argue that racial contexts provide distinctive (dis-)incentives to participate, by influencing their perception of participatory benefits at the group level. Empirically, we find that the size of the group exerts a significant effect on turnout decisions of Latino and Asian American individuals, and, particularly for Latinos, its effect interacts with the economic status of the group and the overall racial heterogeneity in the county of residence. Although robust citizen participation is fundamental to a healthy democracy, we still lack a clear sense of how to motivate participation. This paper presents the results of an experimental study designed to see if the content of political appeals matters in motivating participation. Previous research in this area has had mixed results. This paper finds that political appeals that include some self-disclosure about the person making the request triggers a liking heuristic that causes subjects to be more likely to comply with a request for action. In this paper we examine the role that political scandals play in eroding regard for government and political institutions in general. We know that scandals can lower regard for individual politicians and government leaders. Yet, less is known about how scandal influences attitudes toward institutions and the political process. It has been widely assumed that such attitudes are influenced by factors that lie largely beyond the control of individual politicians. Using data from the U.S. and the U.K. we show that scandals involving legislators can have a negative influence on their constituent's attitudes toward institutions and the political process. One consequence of this finding is that, instead of looking for scapegoats in Hollywood or among the failings of voters themselves, politicians should first get their own House in order. Many observers suggest that white evangelical Protestant churches serve to mobilize their members into politics, while others argue that they encourage withdrawal from political life. This paper reconciles these two claims. I hypothesize that the time members of evangelical Protestant denominations spend in service to their church comes at the expense of participation in the wider community, contrary to the way mainline Protestant and Catholic churches foster civic activity among their members. However, I further hypothesize that the tight social networks formed through this intensive church activity can at times facilitate rapid and intense political mobilization. This paper examines the extent to which attention to television news impacted affective evaluations of presidential candidates during the last two months of the 1992 campaign. Our analyses show that attentiveness to campaign news significantly influenced evaluations in a manner consistent with the tone of news coverage for each candidate. We disaggregate the data by party and ideology, however, and discover this effect to be conditional, depending critically on the character and intensity of political predispositions. Throughout the paper we emphasize the interplay between political predispositions and the valence of network coverage, underscoring the contingent effect of media messages. We conclude with a brief discussion of our results and stress the importance of partisan reinforcement, which we found was a major consequence of news media reception during the fall 1992 campaign. Recent research has suggested that women with a feminist consciousness differ from non-feminists in their attitudes and values. This paper investigates the impact of feminist consciousness on candidate preference and vote choice in presidential elections from 1972 to 1988. In those elections in which candidates took divergent positions on feminist issues, feminism was a significant predictor of candidate preference after controls for demographic variables, political attitudes, and partisanship. In elections in which the candidates took similar positions, however, feminism did not affect candidate preference. This paper examines a model of political participation and political protest that includes the several well-established modes of orthodox participation as well as a number of dimensions of political protest, and also takes account of the causal order between conventional participation and protest. The analysis indicates that previous findings demonstrating a substantial positive association between unidimensional measures of conventional and unconventional political behavior are incomplete and indeed somewhat mis-leading. The connection between orthodox participation and protest weakens as the style of protest becomes more unorthodox, to such an extent that none of the separate modes of conventional participation are directly related to "radical" protest. Using sheaf coefficients, the paper also tests the relative explanatory power of three sets of determinants of participation and protest: social background characteristics, general orientations toward politics, and attitudes toward issues. Issues are repeatedly weaker than the other two groups of variables in predicting conventional participation but have relatively strong effects on political protest, particularly compared with political orientations, while social structure is consistently influential. Chronic accessibility refers to a long-term bias to notice, process, and have available for recall certain types of information across a variety of different stimulus objects in a variety of different situations. This paper illustrates the usefulness of studying the chronic accessibility of political constructs in the field of political behavior. The chronic accessibility of four generic political constructs are operationalized: candidates, issues, groups, and parties. The accessibility of these four political constructs is shown to be relatively stable over time and to guide the processing of information about a wide variety of political objects. Next, a voting model is tested that identifies which voters will rely chiefly on issue orientations, group orientations, candidate orientations, and/or party orientations in making their vote decision. The voting model is validated across two distinct ways of operationalizing the political chronicities and three different election studies spanning a 28-year period. Finally, although this paper has focused on individual political behavior, several ways that an information processing approach could shed light on macrolevel political questions are discussed. This paper presents two perspectives on a fundamental issue of elections as mechanisms of democratic accountability. One is the interelection floating voter hypothesis, which implies that it is the least informed segment of the electorate that contributes most to electoral change. The second perspective is from V. O. Key's argument that vote switching is rooted in rational policy concerns. A direct test of Key's formulation of the problem on the Reagan election victories of 1980 and 1984 adds to the evidence supporting Key's perspective. The reasons why some voters hold firm to particular parties and candidates while others switch support is well explained by their different positions on matters of party, policies, and judgments of the candidates. Vote switching is not simply the by-product of an ill-informed segment of the electorate responding to its meager grasp of the short-term stimuli of a campaign. Vote switchers appear to judge the policies and the performance of an incumbent against their best estimates of these qualities in the competing candidate. The purpose of this paper is to investigate the empirical utility of a new theoretical model of elections developed by Enelow and Hinich (1982, 1984a, 1984b) and Hinich and Pollard (1981). At the heart of this model is the assumption that candidate positions on campaign issues can be reduced to a set of positions on a smaller set of predictive dimensions. Factor analysis can be used to test the empirical adequacy of this assumption. Further, factor scores can be used as estimates of each voter's linear translation coefficients, measuring the linkage between candidate positions on the underlying dimensions of the campaign and candidate positions on real campaign issues. To obtain estimates of these translation coefficients, we factor analyze six candidate variables, using voter perceptions of each candidate's issue positions in the 1980 Pre-Election NES Survey. We then assign scores to each voter-issue pair on each of two underlying factors and examine group differences in these scores. We find systematic differences in mean factor scores among racial, ideological, partisan, educational, and income groups. These differences are consistent with the results obtained from a direct examination of perceived issue differences between Jimmy Carter and Ronald Reagan. [ABSTRACT FROM AUTHOR]

This paper focuses on the effect of disgruntlement among those primary voters who supported U.S. presidential nomination losers. It analyzes the general election voting behavior of primary voters in the last five presidential elections in order to determine if differences exist between those supporters of the winning nominee in each party and backers of other candidates who also sought the nomination. A multivariate analysis of the determinants of voter turnout shows significant results only for the Democrats in 1972, when primary voters who supported candidates other than George McGovern were more likely to abstain in the general election. Taking into account the option of defecting to another party in November, both parties appear to have been plagued by a considerable amount of disloyalty on the part of supporters of candidates who failed to win the nomination, although for the Republicans this type of response is confined to the 1980 election. The latest revisionism in the study of political tolerance has produced some of the most provocative well-designed research in the field of political science. In particular. the work by Sullivan, Piereson, and Marcus offers one of the most fully specified and rigorously executed models of public opinion formation. Yet this contemporary revisionism is flawed. This paper argues that these researchers misconceptualize tolerance, that this misconception contaminates their measurement process, that the resulting model is misspecified, and that the political conclusions offered are not supported in fact or principle. More generally this paper argues that the field of public opinion as a whole has been trapped by limited conceptions about the nature of cognitive constraint and by simplistic and inadequate methods for measuring and identifying this constraint. To remedy this, a developmental measure of cognitive moral stages is fashioned along lines suggested by Kohlberg. This measure satisfies a number of tests for both validity and reliability and appears to be one of the most powerful predictors of tolerance and intolerance - if not the most powerful single predictor. This paper identifies certain characteristics of field experimentation that if more widely appreciated could persuade more political scientists — especially behavioralists — to consider adopting a field experimental strategy in dealing with the testing of their theoretical models. Specifically, this paper identifies the greater ease of analysis provided by experiment-generated data and certain improvements in the design and execution of field experiments that ease the burden of the researcher at the most difficult phase of such research, that is, at the design and data collection stages of the research. These improvements involve the integration of more than one test design into a field experiment such that a given field experiment can be used to answer a multiplicity of questions. This can include situations where two or more researchers work their own tests into a given experimental occasion such that the magnitude of effort is reduced for all involved - and thus the final product will not only be more methodologically defensible but also more practical to accomplish. The issue of personal economic self-Interest - people responding politically to changes in their financial well-being-has been a central focus In the economic voting literature. In a recent article, Kramer (1983) contended that people may be acting in a personally self- interested manner despite findings to the contrary from survey research analyses. In another article, Sears and Lau (1983) argued that findings of economic self-Interest from survey data may be artifactual and that self-Interested behavior may be even weaker than previously thought. In this paper the concept of uncertainty regarding for whom a citizen should vote is developed and is shown to be an important component of rational choice models of decision making. Uncertainty is measured using the 7-point issue scales from the 1980 Center for Political Studies survey. A nonrecursive, simultaneous-equation model of the determinants of uncertainty and turnout is developed and is estimated using a "modified" two-stage least squares technique. Among other results, we find that uncertainty is the most important determinant of whether or not citizens vote-stronger than civic duty, education, or strength of partisanship. A state supreme court, in making and justifying choices, uses a variety of sources of information and authority--its own precedents, scholarly commentaries, articles in law reviews, encyclopedias, restatements, and so forth. Quite often a state supreme court appeals to the wisdom or rejects the lack of it in the decision of a sister court in order to arrive at or buttress reasoning in a particularly problematic case. These citations--construed as derogation or deference--yield very handy and nonreactive indicators of hierarchies of prestige between and among the highest appellate courts of the several states. In this paper, I develop a simple and general measure of judicial reputation, present evidence on the hierarchy of state supreme courts as of 1975, show how this ranking has changed in the last 50 years, and examine competing and sometimes complementary explanations of judicial prestige. Taken together, social diversity, judicial professionalism, political ideology, and the size of case load provide an impressive explanation of the reputation of state supreme courts. Multivariate predictions of party identification have been based on father's party and social or demographic characteristics in past studies. This paper uses two policy attitudes to predict party along with the usual predictors of partisanship, from 1956 to 1980. The policy attitudes--domestic welfare policy opinion and civil rights policy opinion--have theoretical links to partisanship stemming from the New Deal and the 1960s. Domestic welfare policy opinion is found to be a major predictor of party identification. Despite the inclusion of the two policy attitudes and correction for attenuation caused by measurement error, only about 50% of the variance in party identification can be explained. In this paper we consider the abortion and E.R.A. issues as examples of single-issue politics, as well as the nature of single-issue politics in general. We argue that many single issues are what others have called "easy" issues but that "hard-issue" voting as well as "easy-issue" voting may be occurring on both issues. We test this hypothesis using both "mass" and "elite" data sets. Our findings suggest that political activists may be cuing the masses into a pattern of single-issue voting, and hence keeping the battle over abortion and the E.R.A. intense. [ABSTRACT FROM AUTHOR]

Economic classes represent groupings of individuals in terms of some long-run distribution of economic advantages. Recessions and inflations impose unequal short-run costs which may or may not be congruent with class inequalities. This paper begins with the hypothesis that the class structure channels the personal impacts of macroeconomic fluctuations and helps to explain the opinion formation process which underlies any observed political response. The empirical puzzle involves properly specifying and implementing a test of this hypothesis. I outline two alternative conceptions of social stratification: one emphasizing individualistic competition for places in a continuously ranked status system, and the other focusing on patterned inequalities arising in the productive process and resulting in a discontinuous distribution of classes. The two are only modestly related empirically. The analysis section of the paper shows that status and class covary in distinctive ways with measures of financial condition and political opinion. The paper suggests that earlier research based on continuous indexes of social status may have erred in concluding that stratification is irrelevant to short-run fluctuations in political opinion. Although political discontent has risen substantially among Americans since the mid-sixties, there is considerable disagreement about the implications of this trend for individual political behavior and system performance. This paper develops a conceptual and theoretical framework within which this question can be examined. Two dimensions of political discontent, low diffuse support and external inefficacy, are hypothesized as motivations for political action when certain other conditions are met. In addition, because each of these orientations should be associated with different styles of political behavior, the mobilizing potential of political discontent may be greater than previous studies have indicated. This paper reviews the major econometric analyses of electoral behavior in the United States. After a discussion of the early works in this area, analysis focuses on the recent debate precipitated by Kramer's 1971 work. The most important econometric works are summarized so that political scientists not working in this area but still interested in understanding the economic influences on voting can become acquainted with the substantive conclusions of each work and learn something of the different variables and methodologies employed in the analysis. For scholars engaged in research in this field, the paper will serve as a useful summary of previous works. This paper presents the first investigation of whether direct democracy supplements or undermines the attendance of demonstrations as a form of protest behavior. A first approach assumes that direct democracy is associated with fewer protests, as they function as a valve that integrates voters' opinions, preferences, and emotions into the political process. A competing hypothesis proposes a positive relationship between direct democracy and this unconventional form of political participation due to educative effects. Drawing on individual data from recent Swiss Electoral Studies, we apply multilevel analysis and estimate a hierarchical model of the effect of the presence as well as the use of direct democratic institutions on individual protest behavior. Assigning credit and blame in systems of multilevel government, such as federal states, requires information. This paper examines how voters respond to information about policy outcomes when attributing responsibility to multiple levels of government in a European context. Using an experimental design, we show that the responsibility attributions of British voters are affected by perceptual biases, notably their feelings about the government and the European Union (EU). But interestingly, we also find that voters, regardless of their predispositions, are only responsive to information they receive from their national government, whereas they ignore information provided by EU officials. These findings have implications not only for our understanding of attribution in systems of multiple levels of government, but also for how voters use information selectively depending on the credibility of the source. Recent analyses have demonstrated that personality affects political behavior. According to the mediation hypothesis, the effect of personality on political participation is mediated by classical predictors, such as political interest, internal efficacy, political discussion, or the sense that voting is a civic duty. This paper outlines various paths that link personality traits to two participatory activities: voter turnout in European Parliament elections and participation in protest actions. The hypotheses are tested with data from a large, nationally representative, face-to-face survey of the Spanish population conducted before and after the 2009 European Parliament elections using log-linear path models that are well suited to study indirect relationships. The results clearly confirm that the effects of personality traits on voter turnout and protest participation are sizeable but indirect. They are mediated by attitudinal predictors. An increasingly predominant strategy used by organizations seeking to increase support for gay marriage is to personalize the issue by focusing on individuals in the LGBT community. However, competing theoretical traditions (e.g., Allport's contact theory, group threat, implicit bias) raise questions about whether this strategy has the desired effect. This paper presents results from an original field experiment conducted in coordination with a marriage equality organization. Callers who self-identified as a member of the LGBT community were less effective in soliciting donations compared to callers who did not self-identify, suggesting that personalization has a negative effect on persuasion efforts. The findings cut against the grain of the Allport (The nature of prejudice, ) hypothesis and have important implications for social advocacy organizations in terms of rhetorical and message strategy. Despite attempts to mobilize communities of color, gaps in turnout among racial and ethnic minorities persist (e.g., Abrajano et al., J Polit 70:368-382, ; Pantoja et al., Polit Res Q 54:729-750, ; Kaufmann, Polit Res Q 56:199-210, ; Ramirez, Ann Am Acad Pol Soc Sci 601:66-84, , Am Polit Res 35:155-175, ). Scholars are only beginning to understand how parties or independent groups seek to mobilize these communities. In this paper, we develop and test the Differential Contact Thesis, which holds that turnout differences between whites and minority groups are influenced both by lower rates of contact by the parties and the use of less effective methods of contact. To test this, we examine data from the 2004 National Annenberg Election Study (NAES), 2004 American National Election Study (ANES), and the 2004 Miami Exit Poll. Our results support the Differential Contact Thesis: even controlling for the initial likelihood to be contacted by the parties, racial and ethnic minorities were less likely to be contacted using the most effective techniques. To some extent, non-partisan contact seems to compensate for the inattention of the major parties toward minority voters, but this contact is less likely to mobilize voters than contact from the parties. Low turnout among the urban poor has implications for democratic representation. The fact that turnout among the economically disadvantaged is especially low in municipal elections means that citizens most in need of services provided at the local level may not be represented in policy decisions that affect their daily lives. This paper reports the results of an experiment that compares the effects of two voter mobilization interventions: traditional canvassing appeals and face-to-face exchanges in which canvassers distribute a feedback intervention consisting of printed records of individual voter histories. In contrast to previous studies, this experiment measures the effectiveness of using social pressure to mobilize turnout among relatively infrequent voters in a low salience election. The campaign was implemented by a credible tenant advocacy organization within the context of a municipal election; the sample consisted of registered voters in two Boston public housing developments. I find that the feedback intervention dramatically increased voter turnout. Turnout among those reached by canvassers with voter histories was approximately 15–18 percentage points higher than turnout in the control group, an effect that is approximately 10 percentage points larger in magnitude than that of standard face-to-face mobilization. Why does community matter for political participation? In this paper, I consider how community psychology, particularly “sense of community” can be used to address questions of political behavior. Individuals’ perceptions about their significance in a given community can have meaningful effects on the way in which communities influence politics. Using a unique survey instrument designed to capture individual’s perceptions of community connectedness and political behavior across five contexts (workplace, church, associations, neighborhood, and circle of friends (i.e., an informal network) I analyze data from 822 respondents and examine how sense of community influences two types of political behavior: voting in local elections and political discussion. The empirical analyses presented demonstrate that sense of community contributes to explaining voting and discussion, even after controlling for demographic, personality, and other political factors. One of the more striking findings in recent work on political discussion among citizens has been that exposure to disagreement in discussion networks demobilises people, making political participation less likely. This runs counter to the expectations of theories of social capital and deliberative democracy, and also to the finding that exposure to cross-cutting views leads to greater tolerance of the opinions of others. This result is of great significance if it proves to be a general finding, holding in a variety of contexts and for a range of forms of political activism. This paper therefore provides a test, analysing a wide range of forms of political activism. The results suggest that it is premature to blame disagreement for demobilisation: in some circumstances, and for some forms of activism, exposure to countervailing views may actually motivate participation. Using data from the Current Population Survey November Supplement and American National Election Studies for each election between 1978 and 2004, it demonstrates that voter initiatives in the American states have limited effects on turnout, and on political knowledge and efficacy. Initiatives increase voters’ likelihood of turning out to vote in six of seven midterm elections under study, but show no effect on turnout at presidential elections. Research on the influence of negative political advertising in America is characterized by fundamentally conflicting findings. In recent years, however, survey research using estimates of exposure based on a combination of self-reported television viewing habits and Campaign Media Analysis Group data (a database of all advertisements broadcast on national and cable television in the top 75 media markets) has argued that exposure to negative political advertising boosts interest in the campaign and turnout. This paper examines the measurement properties of self-reports of television viewing. I argue that the errors from common survey formats may both be nonrandom and larger than previously acknowledged. The nonrandom error is due to the tendency of politically knowledgeable individuals to be more sensitive to question format. Thus the inferences drawn about the relationship between political knowledge, exposure to negative ads, and political behavior are also sensitive to the measures used to estimate exposure. I demonstrate, however, that one commonly used measure of exposure—the log of estimated exposure—is not only more theoretically defensible but also alleviates some of the more serious problems due to measurement error. Rabinowitz and Macdonald (Am Polit Sci Rev 83(1):93–121, 1989) have advanced a directional theory of electoral choice that stands as an alternative to the proximity models that have dominated thinking in this area for a number of years. In this paper, we assess the utility of directional theory in another area of political behavior: the evaluation and influence of politically significant others in an individual’s social environment. Using two datasets collected during presidential election campaigns in 1984 and 1996, we find that respondents are more likely to evaluate their political discussants highly and be influenced by discussant vote choice if they agree in a directional rather than proximity manner. In looking at agreement on party identification, ideology, and issue positions, the directional model prevailed in 11 of 17 estimations, with neither explanation acquiring empirical support in the other six. In no instance did the proximity model prevail as an explanation of how political discussants relate to each other. This paper explores the role that membership in a politicized church and believing in a black Christ have on the political mobilization and participation of African Americans. Using data from the 1993–94 National Black Politics Study (NBPS), the authors conclude that imagining a black Christ is a radicalizing force on political participation. Hearing politicizing messages in a place of worship and believing that Christ is black appears to shift African Americans from relatively conservative or traditional forms of political participation, such as contacting officials, to more non-traditional political protest. Further, it appears that imagining a black Christ is distinct from other aspects of a racial belief system and while it has political implications, it clearly has religious roots that separate it from other racial beliefs. Turnout decline in Britain is greater than it first appears since changes in the social composition of the electorate have had a positive impact on turnout. This paper finds that whereas a weakening in the strength of party identification is associated with the long-term decline, the political context influences short-term variation. Partisan dealignment is also changing the dynamics of the determinants of turnout. Since non-identifiers are more strongly influenced by the political context than strong identifiers, and there are now more non-identifiers than previously, the political context is becoming a more important factor in determining whether people vote or not. This paper expands the relevance of the collective interest model of mass political action to explain collective-action behavior in the context of global warming and climate change. The analysis is an attempt to answer Ostrom’s call for a behavioral model of collective action that can be generalized beyond political protest to other collective-action problems. We elaborate, specify, and empirically test a collective interest model approach to citizen policy support, environmental political participation, and environmental behavior related to the issue of global warming. Key elements of the collective interest model—perceived risk, personal efficacy, and environmental values—are found to be directly, and positively, related to support of government policies and personal behaviors that affect global warming. Political tolerance is a key democratic value believed to undergird successful and healthy democracies. In nascent democracies especially, citizens must tolerate the views and participation of opposing groups in order to ensure methodical transfers of power with successive elections. Yet, despite its importance, little research considers tolerance outside established democracies. In this paper, we compare political tolerance across eight Eastern European countries and six Western countries. We demonstrate that mean levels of tolerance are lower in the newly democratized countries of Eastern Europe and then examine whether they are a function of East Europeans’ limited experience with democracy. We also test whether established individual-level theories of tolerance replicate across this wide range of new and old democracies. We find some support for theories of democratic learning and also show that models of tolerance operate differently across the range of countries in our sample. [ABSTRACT FROM AUTHOR]

Despite scholarly interest in determining how exposure to disagreeable political ideas influences political participation, existing research supports few firm conclusions. This paper argues that these varied findings stem from an implicit model of contextual influence that fails to account for the indirect effect of aggregate social contexts. A model of contextual influence is outlined which implies that the neighborhood partisan context moderates the effect of political disagreement in social networks on campaign participation. The evidence shows that network disagreement demobilizes people who are the political minority in their neighborhood, but has no influence on people in the majority. The relationship between nonformal education (NFE) and democracy has not been subject to empirical examination. Given the prominence that NFE has gained in many countries, such as those in Africa, this inattention is unfortunate. Using data from a survey involving a probability sample of 1484 Senegalese citizens, this paper examines the effects of education, both formal and nonformal, on political participation among rural Senegalese. The results indicate that NFE and formal education tend to have similar effects on several political behaviors, but the effect of NFE generally appears to be stronger. NFE has a positive impact on political participation. NFE increases the likelihood that one will vote and contact officials regarding community and personal problems. How large a role does the family play in civic development? This paper examines an important aspect of family influence by tracing the impact of divorce on voter turnout during adolescence. We show that the effect of divorce among white families is large, depressing turnout by nearly 10 percentage points. Using data from the National Education Longitudinal Study of 1988, we demonstrate that the impact of divorce varies by racial group and can rival the impact of parents’ educational attainment, which is generally regarded as the most important non-political characteristic of one’s family of origin. We attempt to explain the divorce effect by examining the mediating impacts of parental voter turnout, active social learning, income loss, child-parent interaction, residential mobility, and educational attainment. A wealth of comparative scholarship indicates that a transformation in the value priorities of Western publics has been occurring during the last quarter century, and that value-based cleavages are increasingly coming to structure Western political behavior. The United States, however, has been conspicuous by its relative absence from this research enterprise. This paper attempts to partially fill this void in the literature by examining the impact of materialist-postmaterialist value priorities on American political behavior. Using data from the 1972 through 1992 American National Election Studies, we first compare the impact of the value-based cleavage on partisanship and presidential vote choice to that of other relevant sociodemographic variables. These analyses show that the effect of postmaterialism on American political behavior is not negligible. When the parties take distinct stances on postmaterial concerns, value type exerts a noticeable, though not overwhelming, influence on partisanship and vote choice. Further analyses show that the effect of value priorities on electoral behavior is mainly indirect, as they significantly shape attitudes on defense and racial issues, which in turn influence vote choice. Surprisingly, however, value type is not related to attitudes on cultural issues such as abortion and homosexual rights. Thus, although postmaterialism does have some relevance for American political attitudes and behavior, it does not seem to be pertinent to the cultural conflicts that are increasingly salient to American political life. How are individual voters influenced by their social surroundings? Though numerous studies establish that voting behavior can be influenced by the social context, we lack a full understanding of how the actions of individual voters can be influenced by the composition of their social environment. In this paper, I develop and test a micro-level model of the operation of contextual influences on political behavior. The model specifies the effects of both personal contact and individual perception of the partisan nature of the local environment. The data show little support for personal contact as a mechanism of contextual influence, but reveal that perception of partisan dominance markedly enhances the impact of partisan identification on vote choice. The purpose of this paper is to offer an explanation as to why Eucidean distance serves as a reasonably good approximation of reality when it does not incorporate explicitly a consideration of the sides of the issue taken by the voter and candidate. The empirical evidence indicates quite clearly that Eucidean distance and side of issue are extremely highly correlated. Two general classes of explanation are offered. First, this powerful association can be seen as a function of the mathematical difficulty of actually being in close proximity to a preferred party while being on the opposite side of an issue on a 7-point scale. Second, even after this mathematical artifact is taken into account, the combined effects of assimilation, contrast, and negativity may bring favored candidates closer to the voter and drive the opposition further away, resulting in a strong correlation of Euclidean distance and side of the issue.
