Learning through social communication is promoted when citizens are able to identify which of their associates is likely to possess the necessary political information. This paper examines the factors that influence individuals' evaluations of political expertise. Actual political expertise plays a large role in perceived expertise, but mistakes are made. These are largely the result of assuming that those engaged in politics must also be knowledgeable about politics. This paper uses the 1996 Indianapolis-St. Louis Study and the 2000 National Election Study to identify factors that bias levels of perceived political knowledge. Using the Latino National Political Survey, this paper tests the hypothesis that military service serves to stimulate electoral and nonelectoral political participation by Latinos. The results are compared with those for Anglos (non-Hispanic whites). The data show that Latino veterans, and particularly draftees, exhibited higher levels of voting and low-intensity nonelectoral political activities. Anglo veterans did not increase their participation to the same extent. Service in the volunteer army was a much less important explanatory factor of both Latino and Anglo political participation. Military experience therefore has a greater impact on Latinos than Anglos, and the draft experience was more important than volunteer service. [ABSTRACT FROM AUTHOR]

The timing of message delivery in political campaigns is a key component of strategy. Yet studies that examine the impact of message timing on political behavior are surprisingly rare. Although one recent study finds that appeals delivered closer to Election Day will be most effective (Nickerson, American Journal of Political Science 51(2):269-282, ), methodological considerations render this conclusion tentative and suggest the impact of message timing remains an open question. In this paper I report the results of a randomized field experiment designed to compare the mobilization effects of nonpartisan messages delivered via commercial phone banks at different points during a campaign cycle. The results of the experiment, conducted during the November 2005 municipal elections in Rochester, New York, suggest calls delivered early on during a campaign cycle can also be effective. Many observers suggest that white evangelical Protestant churches serve to mobilize their members into politics, while others argue that they encourage withdrawal from political life. This paper reconciles these two claims. I hypothesize that the time members of evangelical Protestant denominations spend in service to their church comes at the expense of participation in the wider community, contrary to the way mainline Protestant and Catholic churches foster civic activity among their members. However, I further hypothesize that the tight social networks formed through this intensive church activity can at times facilitate rapid and intense political mobilization. Data from the Citizen Participation Study supports the first hypothesis, while applying King's method of ecological inference to two elections in Alabama supports the second. [ABSTRACT FROM AUTHOR]

This paper examines the extent to which attention to television news impacted affective evaluations of presidential candidates during the last two months of the 1992 campaign. Our analyses show that attentiveness to campaign news significantly influenced evaluations in a manner consistent with the tone of news coverage for each candidate. We disaggregate the data by party and ideology, however, and discover this effect to be conditional, depending critically on the character and intensity of political predispositions. Throughout the paper we emphasize the interplay between political predispositions and the valence of network coverage, underscoring the contingent effect of media messages. We conclude with a brief discussion of our results and stress the importance of partisan reinforcement, which we found was a major consequence of news media reception during the fall 1992 campaign. This paper presents two perspectives on a fundamental issue of elections as mechanisms of democratic accountability. One is the interelection floating voter hypothesis, which implies that it is the least informed segment of the electorate that contributes most to electoral change. The second perspective is from V. O. Key's argument that vote switching is rooted in rational policy concerns. A direct test of Key's formulation of the problem on the Reagan election victories of 1980 and 1984 adds to the evidence supporting Key's perspective. The reasons why some voters hold firm to particular parties and candidates while others switch support is well explained by their different positions on matters of party, policies, and judgments of the candidates. Vote switching is not simply the by-product of an ill-informed segment of the electorate responding to its meager grasp of the short-term stimuli of a campaign. Vote switchers appear to judge the policies and the performance of an incumbent against their best estimates of these qualities in the competing candidate. The purpose of this paper is to investigate the empirical utility of a new theoretical model of elections developed by Enelow and Hinich (1982, 1984a, 1984b) and Hinich and Pollard (1981). At the heart of this model is the assumption that candidate positions on campaign issues can be reduced to a set of positions on a smaller set of predictive dimensions. Factor analysis can be used to test the empirical adequacy of this assumption. Further, factor scores can be used as estimates of each voter's linear translation coefficients, measuring the linkage between candidate positions on the underlying dimensions of the campaign and candidate positions on real campaign issues. To obtain estimates of these translation coefficients, we factor analyze six candidate variables, using voter perceptions of each candidate's issue positions in the 1980 Pre-Election NES Survey. We then assign scores to each voter-issue pair on each of two underlying factors and examine group differences in these scores. We find systematic differences in mean factor scores among racial, ideological, partisan, educational, and income groups. These differences are consistent with the results obtained from a direct examination of perceived issue differences between Jimmy Carter and Ronald Reagan. [ABSTRACT FROM AUTHOR]

This paper focuses on the effect of disgruntlement among those primary voters who supported U.S. presidential nomination losers. It analyzes the general election voting behavior of primary voters in the last five presidential elections in order to determine if differences exist between those supporters of the winning nominee in each party and backers of other candidates who also sought the nomination. A multivariate analysis of the determinants of voter turnout shows significant results only for the Democrats in 1972, when primary voters who supported candidates other than George McGovern were more likely to abstain in the general election. Taking into account the option of defecting to another party in November, both parties appear to have been plagued by a considerable amount of disloyalty on the part of supporters of candidates who failed to win the nomination, although for the Republicans this type of response is confined to the 1980 election. Although political discontent has risen substantially among Americans since the mid-sixties, there is considerable disagreement about the implications of this trend for individual political behavior and system performance. This paper develops a conceptual and theoretical framework within which this question can be examined. Two dimensions of political discontent, low diffuse support and external inefficacy, are hypothesized as motivations for political action when certain other conditions are met. In addition, because each of these orientations should be associated with different styles of political behavior, the mobilizing potential of political discontent may be greater than previous studies have indicated. This paper reviews the major econometric analyses of electoral behavior in the United States. After a discussion of the early works in this area, analysis focuses on the recent debate precipitated by Kramer's 1971 work. The most important econometric works are summarized so that political scientists not working in this area but still interested in understanding the economic influences on voting can become acquainted with the substantive conclusions of each work and learn something of the different variables and methodologies employed in the analysis. For scholars engaged in research in this field, the paper will serve as a useful summary of previous works. An increasingly predominant strategy used by organizations seeking to increase support for gay marriage is to personalize the issue by focusing on individuals in the LGBT community. However, competing theoretical traditions (e.g., Allport's contact theory, group threat, implicit bias) raise questions about whether this strategy has the desired effect. This paper presents results from an original field experiment conducted in coordination with a marriage equality organization. Callers who self-identified as a member of the LGBT community were less effective in soliciting donations compared to callers who did not self-identify, suggesting that personalization has a negative effect on persuasion efforts. The findings cut against the grain of the Allport (The nature of prejudice, ) hypothesis and have important implications for social advocacy organizations in terms of rhetorical and message strategy. Despite attempts to mobilize communities of color, gaps in turnout among racial and ethnic minorities persist (e.g., Abrajano et al., J Polit 70:368-382, ; Pantoja et al., Polit Res Q 54:729-750, ; Kaufmann, Polit Res Q 56:199-210, ; Ramirez, Ann Am Acad Pol Soc Sci 601:66-84, , Am Polit Res 35:155-175, ). Scholars are only beginning to understand how parties or independent groups seek to mobilize these communities. In this paper, we develop and test the Differential Contact Thesis, which holds that turnout differences between whites and minority groups are influenced both by lower rates of contact by the parties and the use of less effective methods of contact. To test this, we examine data from the 2004 National Annenberg Election Study (NAES), 2004 American National Election Study (ANES), and the 2004 Miami Exit Poll. Our results support the Differential Contact Thesis: even controlling for the initial likelihood to be contacted by the parties, racial and ethnic minorities were less likely to be contacted using the most effective techniques. To some extent, non-partisan contact seems to compensate for the inattention of the major parties toward minority voters, but this contact is less likely to mobilize voters than contact from the parties. Rabinowitz and Macdonald (Am Polit Sci Rev 83(1):93–121, 1989) have advanced a directional theory of electoral choice that stands as an alternative to the proximity models that have dominated thinking in this area for a number of years. In this paper, we assess the utility of directional theory in another area of political behavior: the evaluation and influence of politically significant others in an individual’s social environment. Using two datasets collected during presidential election campaigns in 1984 and 1996, we find that respondents are more likely to evaluate their political discussants highly and be influenced by discussant vote choice if they agree in a directional rather than proximity manner. In looking at agreement on party identification, ideology, and issue positions, the directional model prevailed in 11 of 17 estimations, with neither explanation acquiring empirical support in the other six. In no instance did the proximity model prevail as an explanation of how political discussants relate to each other. The purpose of this paper is to offer an explanation as to why Eucidean distance serves as a reasonably good approximation of reality when it does not incorporate explicitly a consideration of the sides of the issue taken by the voter and candidate. The empirical evidence indicates quite clearly that Eucidean distance and side of issue are extremely highly correlated. Two general classes of explanation are offered. First, this powerful association can be seen as a function of the mathematical difficulty of actually being in close proximity to a preferred party while being on the opposite side of an issue on a 7-point scale. Second, even after this mathematical artifact is taken into account, the combined effects of assimilation, contrast, and negativity may bring favored candidates closer to the voter and drive the opposition further away, resulting in a strong correlation of Euclidean distance and side of the issue. If the American citizen is capable of constructing reliable political judgments without engaging in extensive cognitive deliberation, then criticism that public opinion is largely vacuous in character may overstate the implications of a politically inattentive citizenry. Heuristic processing, reliance on simple rules of judgment, provides a cognitive mechanism that may enable citizens to advance informed yet efficient issue appraisals. More specifically, application of heuristic processing to source cues-references to prominent political leaders-can allow individuals to extend evaluations of those leaders to the policies and issues with which they are associated. In this paper, discussion of heuristic principles of judgment facilitates specification of the expected relationship between source cues and two component processes of individual-level public opinion: opinion holding and opinion direction. This paper concerns the effects of primary season presidential debates on public opinion. Using a quasi-experimental design, we investigate one of the Democratic debates conducted during the 1988 campaign. We attempt to link the actual statements of the candidates with the reactions of our subjects. We find that viewers' opinions of the candidates changed dramatically after watching the debate, and that these changes are related to subjects' assessments of the candidates' images and debating "styles" (rather than their presentations of substantive issue positions). When Geraldine Ferraro was selected to be the Democratic Party's vice-presidential candidate, questions were raised about why she was chosen. Was her selection an outcome of affirmative action in the political arena? The research reported in this paper investigates whether the effect of Ferraro's candidacy on voting inclinations and behavior among college students was mediated by conceptions of the procedure of affirmative action. As predicted, conceptions of affirmative action (the difference between actual and threshold ratios) influenced changes in inclination to vote Democratic in response to the Ferraro candidacy. In turn, those inclinations affected voting behavior in the 1984 presidential election. This research considers the effects of reapportionment on partisan competition. More precisely, this study develops a set of specifications under which we might expect varying effects of reapportionment on electoral patterns. By considering the history of political competition in the state, the geographic distribution of partisans, the history and methods of previous apportionments, and the political nature of the reapportionment. a set of specific hypotheses regarding the effects can be deduced. The theory is tested by application of it to the state of Oklahoma. Utilizing an interrupted time-series analysis of election results, we conclude that the 1964 reapportionment in Oklahoma had immediate electoral consequences. The 1971 reapportionment had virtually no effect. These findings are consistent with the expectations based on the theory developed in the paper. [ABSTRACT FROM AUTHOR]

Until 1964, ideological conservatives tended to participate in presidential campaign activities at higher rates than liberals. Since then, Beck and Jennings (1980, 1984) have shown the variable nature of the participation-ideology relationship, arguing that ideologically extreme candidates have successfully mobilized their followers in particular elections. In this paper, we explain the "anomaly" of the 1980 election in which strong liberals participated at higher rates despite a very strong conservative on the Republican side. Using data collected over time in 1980 by the University of Michigan's Center for Political Studies (CPS/NES), we broaden the Beck-Jennings model to include participation during the primary season and hypothesize that mobilization of ideological groups may result from ideological candidates and the competitiveness or closeness of a nomination contest. We find that the ideological candidate model explains general election participation to a significant degree, while competitiveness considerations are more important for mobilization during the primaries. This paper examines the spending behavior of candidates for the U.S. House of Representatives. Particular attention is paid to the timing of receipts and expenditures over the complete 2-year election cycle. Incumbents raise and spend large amounts of money very early in the race, and this preemptive spending may have a great impact on the selection of challengers and therefore on electoral outcomes. In addition, a model of reactive spending is tested for the general election period. Incumbents' expenditures are a function of the underlying partisan division in the district, the strength of the challenge, and candidates' feelings of vulnerability. Incumbents are strategic actors who attempt to maximize their chances of reelection. Early in the term, they spend preemptively in an effort to influence the selection of their challengers. Later in the term, they spend in reaction to the strength of their challengers' campaign. The role of money in congressional campaigns is neither simple nor direct. More attention needs to be given to the strategic uses of money in the period leading up to the general election campaign as well as to the dynamics of receipts and expenditures over an entire election cycle. This paper reports on an experiment designed to test the way (fourth grade) children congnitively process various kinds of information about politics. Our findings provide evidence that children integrate symbols from their immediate political environment into "themes." These themes may then serve to organize their political knowledge and mediate receipt of new information. We did not find similar evidence of thematic integration for "adult" political symbols. These findings raise questions about the degree to which events in the adult political world will directly affect children's developing orientations toward that world. [ABSTRACT FROM AUTHOR]

This paper shows that one of the consequences of electoral campaigns is activation. Much research in the last decade has shown that campaign spending is related to electoral outcomes, but nearly all of this research has been conducted on district-level data, so we do not know how campaigns influence individual voters. This research returns to the theoretical framework offered in The People's Choice and shows that at least part of the effect of campaigns is due to the increased likelihood of people voting when campaigns are more intense. The tendency for negative information to have more weight than equally extreme or equally likely positive information appears in a variety of cognitive processing tasks, but has rarely been documented empirically in politics. This paper provides evidence for two types of negativity effects in electoral behavior: negativity in the formation of impressions (of Humphrey and Nixon in 1968, of McGovern and Nixon in 1972, and of Carter and Reagan in 1980), and negativity as a consequence of impressions (in the 1974 and 1978 congressional elections). Both post hoc rationalization and the nonequivalence of the positive and negative information were examined and ruled out as artifactual explanations for these results. Discussion centered around two possible explanations for negativity, a cost-orientation hypothesis (which holds that people are more strongly motivated to avoid costs than to approach gains) and a figure-ground hypothesis (which holds that negative information stands out against a general positive background). This paper attempts to assess the strength and direction of the attitudinal consequences of the tax revolt. An initial taxonomy of potential attitudinal effects is developed in the first section via a brief examination of the attitude-based explanations of the revolt. Those effect hypotheses are then tested via a pretest-posttest comparison group design analysis of 1976, 1978, and 1980 American National Election Study data. The American public expresses considerable consensus on those qualities of character and performance indispensable to a modern president. Contrary to expectations, however, such conceptions of an ideal president (or presidential prototypes) generally failed to provide standards by which actual presidential candidates were evaluated. Across five complementary tests, qualities that citizens thought important for an ideal president counted no more heavily in their evaluations of presidential hopefuls than did qualities thought less important-with one consistent and striking exception. Conceptions of an ideal president did set the standards by which the incumbent president was evaluated, and quite powerfully so. In the final section of the paper, we provide several interpretations of these results, suggest how public conceptions of an ideal president are acquired, and speculate about processes of presidential appraisal. Why did Mitt Romney face antagonism toward his Mormon religion in the 2008 election? Using experiments conducted in the real time of the campaign, we test voters' reactions to information about Romney's religious background. We find that voters were concerned specifically with Romney's religious affiliation, not simply with the fact that he is religious. Furthermore, concern over Romney's Mormonism dwarfed concerns about the religious backgrounds of Hillary Clinton and Mike Huckabee. We find evidence for a curvilinear hypothesis linking social contact with Mormons and reaction to information about Romney's Mormonism. Voters who have no personal exposure to Mormons are most likely to be persuaded by both negative and positive information about the Mormon faith, while voters who have sustained personal contact with Mormons are the least likely to be persuaded either way. Voters with moderate contact, however, react strongly to negative information about the religion but are not persuaded by countervailing positive information. [ABSTRACT FROM AUTHOR]

This research considers whether there is evidence of legislators' issue avoidance, or un- willingness to reveal one's position. It links, for the first time, two important areas of inquiry: legislative decision making and issue avoidance. The data describe senatorial behavior over eighteen years, involving approximately 200,000 individual voting decisions. During that time, senators were polled by CQ after each missed roll call, and asked to indicate their positions. Issue avoidance is a subset of the nonresponses to that poll. A conceptual model of voting and position taking is presented, incorporating both behaviors and intentions. It defines two kinds of issue avoidance: "proactive," deliberate avoidance at the time of the roll call, and "reactive," avoidance decided on after votes missed inadvertently. Application of the model permits inferences about intent. Proactive avoidance accounts for 12% of nonvoting during the terms' first five years. It also represents 40% of failures to reveal positions. As much as another 19% of nonvoting results in reactive avoidance. A sixth-year increase in issue avoidance is indicated, although not conclusively. The findings strongly suggest that models of legislative voting should he amended to account for both proactive and reactive avoidance. [ABSTRACT FROM AUTHOR]

This article examines the relationship between self-designated political ideology, opinions on twenty-one issues, and campaign activity at local, state, and national levels. The samples examined include delegates to the 1984 Party Conventions in eleven states. Generally, the findings indicate that ideology and issue position are most strongly associated with activity in national campaigns. Among Democrats liberalism is associated with national activity, whereas among Republicans those who are conservative are most active in national campaigns. Some important intraparty differences are found between local campaign activists and national activists. The 1980 and 1982 American national election studies include a new series of questions about individual partisanship. It is possible to create a 5-point scale of party support/closeness from these questions. The new measure performs reasonably as regards its relationship to other measures of partisanship, to its own continuity over time, and to dependent behavior. There is also a new question on independence, but this is best treated as a separate item rather than being incorporated in the party support/closeness scale. How do regular people define the term 'political'? This original study gives Americans and Canadians an opportunity to express their interpretations of the concept. It identifies a great deal of inter-personal variation in terms of how many and what kinds of topics people perceive as the stuff of politics. And this variation comes in predictable patterns: the findings reveal correlations between socio-political attributes (such as gender, nationality and ideology) and the boundaries people draw around the political domain. The study also provides insight into the ways people distinguish the political from the non-political in their minds. And importantly, individuals' interpretations of the term 'politics' relate systematically to other measures of self-reported political behavior including political interest and frequency of political discussion. Critics have long denounced the design of suburban communities for fostering political apathy. We disaggregate the concept of suburban design into four distinct attributes of neighborhoods. We then use tract-level Census data, the Social Capital Community Benchmark Survey, and multilevel models to measure the relationship between these design features and political participation. Certain design aspects common in suburban neighborhoods are powerful predictors of reduced political activity, illustrating a potential link between neighborhood design and politics. We investigate how material and symbolic campaign appeals may motivate segments of the electorate to be more engaged with the unfolding presidential campaign; this engagement is a first step toward bringing these populations into an electoral coalition. We pair two massive new data collections-the National Annenberg Election Study capturing public opinion across an entire campaign and The Wisconsin Advertising Project recording and cataloging the political commercials aired by campaigns-to examine how the candidates' choice of issues affects who gets into the game. Political scientists maintain that self-interest should motivate political participation; however, empirical verification of the self-interest motive for participating is rare. Self-interested activism among the less-affluent is shown to be even more uncommon. Results of the present study suggest that when lower-income college students have resources and increased self-interest motives to act, not only do they choose to participate, they do so at higher levels than their more affluent peers. Utilizing policy-motivated activism (defined as voting, contributing, and contacting officials) with respect to student loans, the analysis suggests that the probability of contacting increases among student borrowers as their income decreases. Results suggest that lower-income borrowers are more likely to participate out of concern for the program than their higher-income counterparts, and self-interest explains the behavior. Generally speaking, campaign-related contact motivates voters. One form of such contact not much explored in the voter mobilization literature is the petitioning for ballot initiatives that occurs with considerable frequency in about half the states and even more localities. Using newly-available data that allow us to match individual petition signers with their subsequent election behavior, we explore the role of having had a hand in a ballot measure's qualifying stage in propelling individual voters to the polls. Specifically, we perform multivariate analysis on a random sample of 1,000 registered Arkansas voters, 1,100 registered Florida voters, and all 71,119 registered voters in Gainesville, Florida to measure the influence of petition-signing in spurring voter turnout. We find marginal effects in the statewide samples, but substantial and significant turnout effects in the Gainesville municipal election-an off-cycle, low-profile election. Furthermore, the effect of petition-signing-across all of our samples-is strongest among irregular, as compared to habitual, voters. These findings are in keeping with recent campaign mobilization experimental research and comport with previous findings on the 'educative effects' of ballot measures on voter turnout. Although many scholars agree that social interactions within traditional social groups build social capital, there is less consensus on the benefits of virtual interactions for political engagement. Our research examines how interpersonal social group activity and virtual activity contribute to two dimensions of social capital: citizen norms and political involvement. We rely on data collected in the 2005 Citizenship Involvement in Democracy survey conducted by the Center for Democracy and Civil Society at Georgetown University. This survey provides unique detail on participation in both social groups and virtual interactions. Debates about the role of money in politics are commonplace. Although some critics point to the potentially negative impact spending has in elections, most recent scholarly evidence indicates that spending may actually promote greater participation in the political process. However, most of this research has uncovered this relationship in races for more visible offices; few studies have focused on whether the same linkage is present in low-information elections. For a variety of reasons, it is not altogether certain whether this relationship would exist for such offices. To test this proposition, we examine the impact of campaign spending on voter rolloff in 172 contested races for intermediate appellate courts (IAC) between 2000 and 2008. One of the most consistently documented relationships in the field of political behavior is the close association between educational attainment and political participation. Although most research assumes that this association arises because education causes participation, it could also arise because education proxies for the factors that lead to political engagement: the kinds of people who participate in politics may be the kinds of people who tend to stay in school. To test for a causal effect of education, we exploit the rise in education levels among males induced by the Vietnam draft. Elections are now a common feature of countries across regime types, yet we know little about what leads people to perceive an election as fair, or how the democratic context shapes the ingredients of fairness judgments. While the conduct of a process is most important for perceptions of fairness in established democracies, 'procedural fairness' may not travel to non-democracies, where economic outcomes occasionally take precedence over procedure. Additionally, individual level characteristics, such as political engagement, may also shape how people view the fairness of elections. Using original experiments conducted in the United States and China, I find procedural considerations are most important for fairness judgments, across democratic contexts and largely independent of political engagement. Telephone surveys have been a principle means of learning about the attitudes and behaviors of citizens and voters. The single mode telephone survey, however, is increasingly threatened by rising costs, the declining use of landline telephones, and declining participation rates. One solution to these problems has been the introduction of mixed-mode surveys. However, such designs are relatively new and questions about their representativeness and the intricacies of the methodology remain. We report on the representativeness of a post election mixed-mode (Internet and mail) survey design of 2006 general election voters. We compare sample respondent means to sample frame means on key demographic characteristics and examine how mail and Internet respondents differed in terms of attitudes, behaviors and demographics. We find that overall the Internet respondents were representative of the population and that respondent choice of mode did not influence item response. We conclude that mixed-mode designs may allow researchers to ask important questions about political behavior from their desktops. [ABSTRACT FROM AUTHOR]

Scholars typically argue that elite polarization has only negative consequences for American politics. I challenge this view by demonstrating that elite polarization, by clarifying where the parties stand on the issues of the day, causes ordinary voters to adopt more consistent attitudes. Scholars have made such claims in the past, but because only observational data has been available, demonstrating a cause-and-effect relationship has proven to be difficult. I use original experiments to verify that there is a small but significant causal link between elite polarization and voter consistency. These findings have important normative implications for our understanding of the consequences of elite polarization, the role of political parties in a modern democracy, and the standards scholars use to assess citizen competence and participation. In a polarized opinion climate, people may refrain from participating in publicly observable political activities that make them vulnerable to scrutiny and criticism by others who hold opinions that differ from their own. We took a dispositional approach to testing this claim by determining whether people who are relatively more influenced by the climate of opinion when choosing whether or not to voice an opinion, measured with the Willingness to Self-Censor scale [Hayes et al. International Journal of Public Opinion Research 17 (2005) 298], are also relatively less likely to engage in public political activities. In a poll of residents of the United States, we found that even after controlling for interest in politics, political ideology, ideological extremity, political efficacy, attention to political news, dispositional shyness, frequency of political discussion, and demographics, dispositional self-censors reported having engaged in relatively fewer public political activities over the prior 2 years compared to those less willing to censor their own opinion expression. These results are consistent with our interpretation of political participation as a social process that is governed in part by the social psychological implications of participation to the person. This study analyzes how perceptions of discrimination against oneself and/or one's group and whether one self-identifies in national (American), national origin, or panethnic terms affect levels of political engagement among Latinos in the United States. The findings show that perceptions of discrimination against oneself are particularly damaging in that they promote both behavioral and attitudinal alienation (e.g., non-voting and lack of trust), especially among Latinos who identify primarily as American. Behavioral alienation can be mitigated, and even overcome, when perceptions of discrimination are accompanied by a panethnic or national origin self-identification. However, the attitudinal alienation created by perceptions of discrimination is not mitigated by any type of self-identification. These findings shed light on understudied factors that affect political engagement that are going to become more important to understand as the American population continues its ethnic diversification. In addition to expanding our knowledge of political engagement generally, this study also raises important questions about whether the adoption of an American selfidentification is in fact beneficial for the health of our participatory political system as a whole. Recent studies have argued that mobilization is not only an important determinant of individual participation, but that it can explain the mystery of declining voter turnout in the United States over the past 40 years. We identify and evaluate three possible ways in which mobilization might have affected levels of turnout over time: (a) aggregate rates of mobilization may have declined, (b) the effectiveness of mobilization contacts may have declined, and (c) the targeting of mobilization may have changed. The first two theories have been well articulated in the literature; the third has not. We find no evidence of a decline in mobilizing activity, nor do we find that mobilizing techniques have become less effective. Although we find that campaigns are more likely to target habitual voters in recent years, this pattern of behavior can only explain a small amount of the overall decline in turnout. Little is known about the voting behavior of naturalized Americans, primarily due to a lack of good quality data on the national level. Using data from the Voting and Registration Supplement to the November 1996 Current Population Survey (CPS), we examine whether region of origin and length of time spent in the United States affect the likelihood of registering and voting among naturalized citizens, net of other socioeconomic and demographic factors already known to influence electoral behavior. We find that naturalized citizens who have a longer length of time at current residence and in the United States, and those who are older, with more education and higher income are more likely to register and vote. Region of origin is not a major explanatory variable, but there are differences in registering and voting by country of origin among naturalized citizens from Asia and Latin America. The impact of racial context on white voters' support for black candidates in biracial elections has drawn considerable attention from students of racial politics. Two major theories—black threat and social interaction—use different geographic units and provide conflicting explanations. The present study seeks to contribute to the resolution of the controversy by empirically examining white crossover voting at both election unit and neighborhood levels. Twenty-nine mayoral and councilmanic district elections in New Orleans from 1977 to 1998 are investigated. The findings are not consistent with the hypotheses derived from black threat and social interaction theories. Rather than a reflection of racial tolerance or hostility, the changes in white crossover voting in different racial contexts may indicate a rational and strategic adjustment on the part of white voters when they face the prospect of black electoral success. In this article, we develop a dynamic model of aggregate attitudinal change among party activists in order to better understand the process by which new issues/cleavages divide major political parties. We build on existing research by developing a model of change that incorporates both conversion among continuing activists and the replacement of previous activists with newcomers who hold different views. We first explore such change among activists of the two major parties in the United States on the abortion issue. We then consider a number of alternative specifications of the model in order to generalize our findings. We conclude that conversion among continuing activists contributes in a substantial way to aggregate change among party activists by influencing the level of change, accelerating the change process, and sustaining change over time. Over-time and multivariate cross-sectional analyses of large survey samples are used to estimate the likely effects of the National Voter Registration Act (NVRA) by examining turnout in those states where procedures comparable to any of the act's provisions were in force in 1992. In contrast to previous studies, we find that most state motor voter programs did not resemble the NVRA provision. We analyze one state program that did, and in addition use election-day registration as a surrogate, because it also provides one-trip voting. Our two approaches lead to estimates of turnout increases due to the motor voter provision of 4.7 and 8.7 percentage points, respectively. The lack of state counterparts to public agency registration prevents estimates of this provision's consequences. Eliminating purging for not voting will increase turnout by as much as 2 percentage points. Universal mail registration will have no effect. The turnout effects will be greatest among the two largest groups of current nonvoters: people under the age of 30 and those who moved within two years of election day. Little attention has been paid to the influence of expectations for victory on the formation of general election preferences in U.S. presidential races. There is good reason to believe, however, that under certain conditions citizens' forecasts of who will win the fall election may influence their preference and their vote. We model preferences during the course of the fall 1992 campaign as a function of two kinds of expectations. First we attempt to identify a component of expectations that is independent of political projection. We discover that expectations based only on information about the race play a prominent role in preference formation early in the fall but decline later as the cost of information drops. Similar results obtain when we include projection in the model of expectations. We conclude that general elections may have some of the same dynamic properties that are observable in primaries. Since early momentum in the fall campaign may influence subsequent preference formation, we contend that leads in early polls are valuable. [ABSTRACT FROM AUTHOR]

This essay refines and extends our argument (Green and Palmquist, 1990) that net of the distorting effects of measurement error, Americans' partisanship tends to be highly stable over time. Three challenges to this thesis are addressed. In response to doubts about the geiseralizabillty of our earlier findings to panel studies of longer duration or from other eras, we show that nine multi-wave panel studies yield similar results. Next, we take up the question of whether our model can account for observed patterns of partisan conversion. The rate of party-switching forces some modifications in the statistical assumptions used to model party identification over time, but a revised model which can account for inter-party change reproduces earlier findings of partisan stability. Third, we grapple with the question of how our findings square with fluctuations in what has been termed "macropartisanship." We suggest that aggregate shifts in party identification need not be incompatible with strong over-time correlations at the individual level. Finally, we develop a simulation of micropartisanship to illustrate that over long stretches of time very gradual changes in partisanship can accumulate to produce appreciable levels of micropartisan change. Sidney Verba and Norman Nie, in their 1972 work Participation in America, advance the notion that political participation is not unidimensional, but is comprised of different modes. In recent years, the availability of panel and cross-sectional time series data has led to greater interest in the temporal dimension of political participation. Using data from nine American National Election Studies, we confirm the Verba and Nie findings with respect to voting and campaign participation and expand upon them. We examine the factor structure of indicators used in composite indices of voting and campaign participation and find that the structure of participation is stable across age groups, cohorts, and periods, confirming that composite indices of voting and campaign participation are not confounded by age, cohort, or period effects.
