In 2010, the Conservative-Liberal Democrat Coalition placed a moratorium on airport expansion in the south-east of England. In office, however, it has faced a sustained political campaign from supporters of the aviation industry and expansion, leading to the appointment in September 2012 of the Davies Commission on airport capacity. This paper critically evaluates this nascent policy reversal in aviation policy, analysing the political backlash in favour of expansion and the political mediation of such demands by the Coalition. It argues that while the shifting political context has placed new pressures on the coalition, its current difficulties cannot be divorced from the continued resonance of the logic of aviation expansion embedded in British institutions at the end of the Second World War. The paper concludes with an assessment of the challenges facing the Davies Commission, the coalition and campaigners, when set against the continued 'grip' of aviation on our collective consciousness. The Electoral Reform Society has recently published two reports putting the case for electoral reform in local government. These suggest acceptance, in the wake of defeat in the 2011 Alternative Vote referendum, that the group's ultimate goal of change to the Westminster electoral system is unlikely to be fulfilled soon and that a more gradual strategy is therefore needed. This paper examines this shift by asking three questions. First, is Westminster electoral reform really a dead letter? In the UK the rules governing caretaker situations have historically been underspecified. The UK's constitutional traditions, such as prime ministerial discretion to time elections and its two-party system, have in the past limited the frequency and duration of caretaker periods. However, the recently lengthened election timetable, new constraints on the executive introduced by the Fixed-term Parliaments Act (2011), and a decline in the dominance of the two largest parties are raising the risk that the UK will experience caretaker periods more often and for longer stretches of time. In this paper, we offer an analysis of the UK's current caretaker provisions and conclude that the existing conventions are insufficiently detailed and can render such periods problematic and controversy-prone. Important lessons, we suggest, can be learned from reforms in other Westminster systems, and from the caretaker rules of other countries. [ABSTRACT FROM AUTHOR]

Immigration politics in Britain have been transformed by high levels of immigration, the effects of EU free movement, strong anti-immigration sentiment and UKIP's rise. All are compounded by a more general discontent with politics and politicians. In face of claims that something must be done, politicians seek tougher controls on immigration and free movement, but these may be difficult to attain because of entanglement with EU rules, while failure to achieve stated objectives can further compound the disconnect that fuels support for UKIP. The centre of power in the UK lies in No 10 Downing Street and is surprisingly weak in terms of numbers. This article, written by a former insider, looks at how power is exercised in a variety of ways, some formal, through cabinet and its committees some informal, through the force of personality of the Prime Minister and his team especially his policy unit. It goes on to examine the creation and functioning of the National Economic Council, set up by Gordon Brown in response to the financial and economic crisis of 2007-8. It argues that this was a successful innovation towards a more structured approach that delivered faster policy formation and delivery and created a sense of unity. Debates on Scottish constitutional reform go hand in hand with discussions of political reform. Its reformers use the image of 'old Westminster' to describe 'control freakery' within government and an adversarial political system. Many thought that the Scottish political system could diverge from the UK, to strengthen the parliamentary system, introduce consensus politics and further Scotland's alleged social and democratic tradition. Yet the experience of devolution suggests that Holyrood and Westminster politics share key features. Both systems are driven by government, making policy in 'communities' involving interest groups and governing bodies, with parliaments performing a limited role and public participation limited largely to elections. The Scottish government's style of policy-making is distinctive, but new reforms are in their infancy and their effects have not been examined in depth. In this context, the article identifies Scotland's ability to make and implement policy in a new way, based on its current trajectory rather than the hopes of reformers. [ABSTRACT FROM AUTHOR]

Superdiversity across Europe has focused attention on the increasing significance of ethnic minorities to electoral outcomes. We use unique Origins software to analyse a sample of minority voters in the May 2014 European elections; drawing on the work of the Ethnic Minority British Election Study (EMBES), we show that the growth of non-White minorities will combine with a persistent preference for Labour to produce some unexpected consequences. We also compute the different ethnic penalties suffered by minority Labour and Conservative supporters, and demonstrate their likely trend between now and mid-century. The analysis shows the increased importance of social and cultural factors in determining political preferences, and illustrates the way in which Big Data-derived tools such as Origins can be used to produce fresh insights. The article critically evaluates liberal nationalist perspectives on immigration by drawing on findings from a qualitative research project undertaken in 2014 among White British interviewees in England. From one perspective the study's participants' attitudes seem to support arguments made by David Goodhart and other liberal nationalists regarding immigration, social trust and integration. However, further analysis suggests that these attitudes are to a very significant extent drawn first from partially imagined ideas surrounding immigration and second from potentially unreliable sources. These findings thus provoke the question of whether social trust and notions of a national community are actually being disrupted by immigration, or whether they are being disrupted by prejudiced nationalist and xenophobic perceptions about immigration and immigrants. The article will conclude by arguing for more nuanced research into attitudes towards immigration and in favour of a sceptical approach to nationalist frameworks for interpreting society and politics in Britain today. Immigration is one of the most frequently covered issues in opinion surveys-but the volume and type of questions asked has actually obscured many of the key facts about our attitudes. This article summarises a year-long project to draw together as much of the published polling as possible in one place, in as neutral a way as possible. The overall picture is one of genuine concern about immigration among a large proportion of the population-but more nuance on specific aspects, and a number of important gaps between perceptions and reality. Also highlighted are the increasingly polarised views on immigration between generations and different class and education groupings. The lower level of concern among younger generations and the growing graduate class suggests that immigration may be less of a concern in the future-but that the electoral weight of the more concerned older generations means that restrictive rhetoric and policy on immigration will be a key feature of the 2015 general election. 'A property owning democracy' has been at the centre of Conservative Party social policy since Noel Skelton coined the phrase in 1924. The idea has been underpinned by contrasting the independent, hygienic, suburban homeowner with the urban, managed, flat-dwelling, high-density council tenant. No Conservative-led government has left office with a homeownership rate lower than when it came to power and the right to buy has enabled this growth to be maintained. However, in 2005, homeownership started to decline and this drop has continued into the Coalition government's term of office with more households now exiting owner-occupation into the private landlord sector than entering owner-occupation from private renting. The 'reinvigorating' the right to buy is an attempt put a 'property owning democracy' back on track but, should it fail, the Conservative Party may turn to more radical policies such as sale on vacant possession of 'high value' local authority and housing association houses. This article considers the claims made by members of the current UK Coalition government to adopt a new style of listening, consultative politics based upon the so-called wisdom of the crowd. It considers how these claims have-and could have-been acted upon, focusing upon two central policy proposals; the funding of higher education and the reform of the National Health Service. This article considers possible future directions for education policy and public service governance under the Conservative-led coalition government. The article considers the extent to which Conservatives might develop a distinctive strategy for managing public services that breaks decisively with that of the New Labour era. The coalition faces a markedly different political and economic context for public service reform compared to its predecessor. This article argues that these contextual constraints make a continuation of the New Labour governing strategy less viable, but unresolved tensions in the coalition education policies enacted to date may hinder the development of a novel project for education reform. The May 2010 general election represented a change in tone on immigration and asylum policy for the Conservative party. Although its manifesto still contained a promise to limit numbers and expressed concern about the abuse of student visas, the Party's previous fixation with asylum seekers had disappeared. This article considers the rationale for these developments in the light of David Cameron's election as leader in late 2005 and his efforts from then on to reposition his party. Cameron's initial silence on this issue and his appointment of a moderate as immigration spokesman were part of an attempt both to shift the focus onto the economic impact of migration and, more broadly, to 'decontaminate the Tory brand' in order to gain 'permission to be heard' by small-l liberals who were critical to the Party's electoral recovery but alienated by hard-line stances. That said, immigration was never entirely forgotten even in this early period and was always seen, so long as it was carefully handled, as an issue capable of benefitting the Tories. As such, it was skilfully factored back into the Party's offer from late 2007 onwards.
