The article discusses the report published by the Canadian Institute for Environmental Law and Policy (CIELAP) which focuses on the country's top three hazardous waste districts. It states that Ottawa, Windsor and Burlington have the highest amount of hazardous waste disposal from among other regions. However, it reveals that programs are being carried out by the government to address the development of various environmental problems. It states that the move aims to reduce waste disposal as well as prevent air pollution and the discharge of toxic wastes. The institute reveals that the combined volume of wastes produced by the three districts in 2005 is 671, 876 tonnes, which is 39 percent of the total.
