The article presents the formation of the energy transition basics. It is shown that in order to implement the current provisions of the energy transition, a systematic approach is needed; the basic elements of such transition are integration of renewable energy and energy efficiency (intensification of energy intensity reduction of goods and services). The main factors and forces of the global energy transition, formed by the International Renewable Energy Agency (IRENA) in cooperation with other international agencies in the late 20's of the 21st century, are presented. The article analyzes the development of legislative and regulatory regulation of European Union electricity markets activity, which created the system background for implementing the provisions of the European energy transition. The characteristic features of the acceleration of renewable energy sources implementation, in particular solar, worldwide and in Ukraine 2017-2018 are considered, the provisions of the Fourth Energy Package (Winter energy package) and the construction of the Energy Union. Features of the Ukrainian energy transition in the field of implementation of renewable energy sources are described.

3. PROSPECTS OF MODERNIZATION OF THE UKRAINIAN GAS TRANSPORT SYSTEM WITH REGENERATIVE GAS TURBINE POWER PLANTS

Nearly 64% of gas compressor units (GCUs) of the Ukrainian Gas Transport System (GTS) are equipped with gas turbine power plants (GTPPs), and their total capacity amounts to 83,4% of the power of all drive motors. Most of these GTPPs have already exceeded a life cycle and become out-of-date. Their average performance efficiency stands at 24-25%. The current state of the Gas Transport System demands immediate measures aimed at increasing its reliability and efficiency. At the first stage of modernization of the gas turbine power plants park, it is reasonable to extend the life of regenerative gas turbine power plants by 50-60 thousand hours, replacing their plate regenerators with new high-efficiency and reliable tubular heat exchangers. Recommended regenerator parameters: thermal efficiency 0.82; total relative loss of working fluid pressure 0.035. This will increase the efficiency to 31.2 % (instead of the existing 20–21.3 %), resulting in decreasing of the total fuel consumption for drive gas turbine power plants by 7.4%. At the same time, the weight of the plant will increase by 40% compared to the GTPPs with a base plate regenerator, but it can be reduced by using tubular surfaces profiled with dimples (the weight of the regenerator will decrease by 15-20%, the weight of the plant – by 6-14%). Replacement of the out-of-date GTPPs with modern high-efficiency plants is the second stage of modernization. The use of new regenerative plants with an efficiency of 40.3% will reduce the total fuel consumption on GCUs by 3.0% at modernization of the 16 MW GTPPs, by 18.1 % at modernization of the 10 MW GTPPs, and by 4.2 % at modernization of the 6 MW GTPPs. Recommended regenerator parameters: thermal efficiency 0.837; total relative loss of working fluid pressure 0.032. The total fuel economy for the gas turbine drive of the GCU due to the use of the regenerative GTPPs can be estimated within the range from 10.4 % to 25.3 %.

На основі аналізу зарубіжних літературних джерел виконано їх класифікація за основними задачами модернізації локальних енергосистем згідно положень концепції Smart Grid. Дана коротка характеристика розвитку локальних електроенергетичних систем з наявністю розосередженої генерації та активних споживачів, а також наслідків їх взаємодії з центральною енергосистемою. Розглянуто роль активного споживача як суб’єкта електроенергетичної системи, який спроможний своїми діями суттєво впливати на її стан. Досліджено методи побудови локальних електроенергетичних систем та особливості їх функціонування. Проаналізовано можливості впровадження результатів розвитку локальних електроенергетичних систем з точки зору їх керування, схемних рішень, оптимізації енергетичних процесів та взаємовпливу елементів електричних мереж в умовах України. Наведено моделі ринкових процесів на локальних лібералізованих ринках електроенергії та механізм проведення аукціону на ринку електроенергії. Розкрито роль агрегатора як суб’єкта локального енергетичного ринку та його можливостей в керуванні попитом на енергоресурси та запропоновано оптимальні рішення з модернізації енергетичних процесів на різних ієрархічних рівнях електричної системи. З точки зору керування кінцевим споживачем розглянуто чотирьохшарову структуру взаємодії споживачів електроенергії з елементами електромережі на соціальному, інформаційному та технологічному рівнях. Наведено принцип компенсації реактивної потужності з метою підвищення надійності мережі та показників якості електроенергії. Розглянуто принципи побудови мультиагентних систем керування, її переваги порівняно з іншими системами інтелектуального керування енергетичними процесами, можливості та архітектуру побудови., On the basis of the analysis of foreign literary sources, their classification according to the main tasks of modernization of local power systems according to the provisions of the concept of Smart Grid has been performed. A brief description of the development of local power systems with the presence of dispersed generation and active consumers as well as the consequences of their interaction with the central grid system is given. The role of the active consumer as an entity of the electric power system, which is capable by its actions to significantly affect its state, is considered. The methods of construction of local electric power systems and features of their functioning are investigated. The possibilities of introduction of the results of development of local electric power systems from the point of view of their management, circuit decisions, optimization of energy processes and mutual influence of elements of electric networks in the conditions of Ukraine are analyzed. The models of market processes in the local liberalized electricity markets and the mechanism of auctioning in the electricity market are presented. The role of the aggregator as the subject of the local energy market and its possibilities in managing the demand for energy resources is disclosed, and optimal solutions are proposed for the modernization of energy processes at various hierarchical levels of the electric system. From the point of view of end user management, the four-layer structure of interaction of electricity consumers with elements of the power grid at social, information and technological levels is considered. The principle of reactive power compensation is presented in order to increase the reliability of the network and indicators of electric power quality. The principles of construction of multi-agent control systems, its advantages in comparison with other systems of intellectual control of power processes, possibilities and architecture of construction are considered.

In order to identify the EU tendencies and priorities a systematic study of the changes that occurred during recent years in the EU energy policy and energy innovation policy has been conducted. The characteristic of modern tendencies, goals, main objectives and directions of innovative development in the energy sector and the areas of final energy consumption of the EU is given. An informational model on the dynamics of forming the political and strategic factors, which found direction of innovative development in the energy sector of the EU, has been constructed. The peculiarities of innovative processes connected with functioning the energy business, energy markets and energy efficient technologies market as well as the priorities of innovative development in the areas of energy production, transmission, distribution and consumption are considered. The importance of the transition in the energy sector to service-oriented business models that are more marketable in the context of transforming the energy industry and energy markets is noted. The tendencies of changes in the European energy regulatory environment, which took place as a result of the development and strengthening the commercialization of innovations in the conditions of energy transition and changes in the European energy landscape, are presented. The characteristic of the strategic priorities and conditions necessary to strengthen the innovative development and the spread of energy innovation in Ukraine in the long-term perspective is given.

В статті розглянуто питання удосконалення процедури побудови моделі коливань проводів повітряних ліній електропередачі в різних режимах вітрових та ожеледних навантажень. Наведено необхідність підвищення експлуатаційної надійності повітряних ліній електропередачі як одного з основних елементів системи передачі електричної енергії. Обґрунтовано доцільність додаткових поглиблених досліджень виникнення складних коливань проводів з різною частотою та амплітудою, які виникають у разі налипання ожеледі, форма якої досить часто не є ідеально циліндричною і істотно вливає на зміну коливального процесу. Представлено послідовність моделювання обтікання проводу марки АС 70/11 потоком повітря без урахування та з урахуванням налипання ожеледі різної форми. Наведено результати моделювання, які підтверджують доцільність урахування сили та вектору вітрового потоку, а також форми ожеледі, що є визначальними факторами під час визначення амплітуди та частоти коливань. Показано, що використання результатів моделювання дозволить істотно підвищити експлуатаційну надійність повітряних ліній електропередачі, особливо напругою від 6 до 35 кВ, розташованих в районах зі значними ожеледно-вітровими навантаженнями. The article in question about reliability increasing of the overhead transmission lines which cross the area with a high probability of increased wind and ice loadings. It has been shown the need of increasing the operational reliability of the overhead transmission lines as one of the main part of electrical power transmission system. The question of improve of wires oscillation simulation of the overhead line under different ice-wind loading conditions. It has been shown modeling sequence overhead line wire airflow, type AS-70/11, without talking about coating of ice, and talking about coating of ice of different shape. It shows the results of modeling which confirm the feasibility to give proper weigh of wind flow force and direction, and coating of ice of different shape. Wind and ice-load are the determining factors in computation the amplitude and frequency of oscillations. The use of simulation results will significantly improve the operational reliability of the 6-35 kV overhead transmission lines especially, which cross the area with a high ice-wind loadings. It shows the expediency of additional studies of the occurrence of complex oscillations of wires with different frequency and amplitude, which arise in the case of ice formation, whose shape is not perfectly cylindrical and significantly affects the variation of the oscillatory process, is substantiated. A particular case of such a study can be spatial modeling of the oscillatory process of the overhead of the transmission line wire, talking about coating of ice of different shape. Статья посвящена проблеме повышения надежности воздушных линий электропередачи, расположенных в районах с высокой вероятностью возникновения повышенных ветровых и гололедных загрузок. В статье показана необходимость повышения эксплуатационной надежности воздушных линий электропередачи как одного из основных элементов системы передачи электрической энергии. Рассмотрен вопрос совершенствования построения модели колебаний проводов воздушных линий электропередачи в различных режимах ветровых и гололедных загрузок. Представлена последовательность моделирования процесса обтекания провода марки АС 70/11 потоком воздуха без учета и с учетом образования гололеда различной формы. Приведены результаты моделирования, которые подтверждают целесообразность учета силы и направления ветрового потока, а также формы гололеда, которые являются определяющими факторами при определении амплитуды и частоты колебаний. Показано, что использование результатов моделирования позволит существенно повысить эксплуатационную надежность воздушных линий электропередачи, особенно напряжением от 6 до 35 кВ, расположенных в районах со значительными гололедно-ветровыми нагрузками. Обоснована целесообразность дополнительных исследований возникновения сложных колебаний проводов с разной частотой и амплитудой, которые возникают в случае образования гололеда, форма которого не является идеально цилиндрической и существенно влияет на изменение колебательного процесса. Такими исследованиями, в частности, может быть пространственное моделирование колебательного процесса провода в пролете линии электропередачи с учетом гололедных образований различной формы.

Представлений аналіз математичних моделей турбулентності для числового моделювання теплообмінних процесів в гвинтоподібних трубах. Запропонована методика числового дослідження теплообміну всередині труб з рівнорозвиненою поверхнею, які виготовлені за технологією, що розроблена в КПІ ім. Ігоря Сікорського. Проведена валідація даної методики для двох типорозмірів гвинтоподібних труб. Виконані числові дослідження впливу геометричних характеристик та кількості заходів гвинтової канавки на процеси теплообміну в діапазоні чисел Рейнольдса від 15000 до 65000. Аналіз отриманих результатів свідчить, що гвинтоподібні труби мають в 1,5-2,6 рази вищу інтенсивність тепловіддачі в порівнянні з гладкими трубами. Вперше визначено вплив кількості заходів гвинтової канавки на інтенсивність теплообміну всередині труби. Результати дослідження можуть бути використані при розробці теплообмінників типу «газ-газ». Analysis of mathematical models of turbulence for numerical simulation of process of heat exchange in helical grooved tubes is presented. The technique of a numerical research of heat exchange in tubes with a equally developed surfaces made behind technology which is developed in Igor Sikorsky KPI is offered. Validation of this technique for two standard sizes of helical tubes is carried out. Numerical researches of influence of geometrical characteristics and the number of starts of a screw groove on processes of heat exchange within the range of Reynolds numbers from 15000 to 65000. The analysis of numerical data demonstrates that helical tubes have 1,5 - 2,6 times above intensity of heat exchange in comparison with smooth tubes. Influence of number of starts of a screw groove on intensity of heat exchange in a tube is for the first time defined. Results of the research can be used in the development of gas-to-gas heat exchangers. Представлен анализ математических моделей турбулентности для численного моделирования теплообменных процессов в винтообразных трубах. Предложена методика чесленного исследования теплообмена внутри труб с равноразвитой поверхностью изготовленных за технологией которая разработана в КПИ им. Игоря Сикорского. Проведена валидация данной методики для двух типорозмеров винтообразных труб. Выполены чесленные исследования влияния геометрических характеристик и количества заходов винтовой канавки на процессы теплообмена в диапазоне чисел Рейнольдса от 15000 до 65000. Анализ полученых результатов свидетельствует о том, что винтообразные трубы имеют в 1,5 – 2,6 раза выше интенсивность теплообтдачи в сравнении с гладкими трубами. Впервые определено влияние количества заходов винтообразной канавки на интенсивность теплоообмена внутри трубы. Результаты исследования могут быть использованы при разработке теплообменников типа «газ – газ»

In the article are considered the features of the sustainable development of the world power industry, the characteristics of the "Sustainable Energy for All" initiative (SEforAll) are given. An estimation of the influence of development of the energy industry on the sustainable development of the economy as a whole and on climate change under the provisions of the Paris Climate Agreement is given. To assess the directions of Ukraine's energy development in the twenty-first century. European benchmarks are presented. The state of fulfillment of the requirements of sustainable development in the Ukrainian fuel and energy sector in accordance with the purpose of sustainable development No. 7 and the main tasks of the national policy documents is analyzed in detail. To analyze the prospects for the development of the national fuel and energy sector, the indicators of energy trilemma (energy security, energy equality, environmental sustainability), proposed by CEE, for Ukraine and individual countries of the world have been analyzed. According to the data of the World Bank Enerdata Yearbook, in particular, the dynamics of changes in energy intensity, consumption and energy production in 1990-2016, as well as according to World Development Indicators 2016 in Ukraine, the comparison of the indicators of Ukraine and individual countries was carried out for the complex characterization of the separate sectors of the fuel and energy complex of Ukraine. The status of Ukraine according to the results of 2016 has been characterized according to the World Economic Forum according to the Global Energy Architecture Performance Index by indicators such as economic growth and development, environmental sustainability, energy access and security.

В статті наведені результати розробки алюмінієвих теплових труб та їх випробувань, а також опис дослідних зразків плоского и вакуумного сонячних колекторів і результати їх випробувань. Експериментальні дослідження показали, що нові легкі та недорогі теплові труби мають високі теплопередаючі характеристики. Максимальна теплопередаюча спроможність одної теплової труби не менш ніж 210 Вт, а її термічний опір - від 0,02 до 0,07 C°/Вт. Гідравлічний опір теплообмінника сонячного колектора може бути знижено нижче за 100 Па, а їх ККД достатньо висок до 0,72. Проведені дослідження показали перспективність використання алюмінієвих профільних теплових труб в сонячних колекторах водонагрівальних установок., Results on aluminum heat pipes developments and tests as well as the description of flat plate and evacuated tube solar collector experimental prototypes based on aluminum heat pipes and their tests are presented in the article. As it was proved by the experiments, new lightweight and inexpensive heat pipes have high thermal performances. Maximal heat transfer power of one heat pipe is not less than 210 W; and its thermal resistance is very low - from 0.02 to 0.07 C deg/W. Hydraulic resistance of flat plate solar collector and evacuated one, where aluminum profiled heat pipes are used, could be reduced to less than 100 Pa, and their thermal efficiency is rather high (up to 0.72). The prospects of solar collectors based on aluminum heat pipes application to water heating plants become evident due to their study.

Comparison of the methods of selection of non-linear surge arresters 6-750 kV is carried out. It is shown that methods of selections of SA are mainly performed for two types of networks: 6-35 kV and 110-750 kV. Comparison of the main requirements of normative documents of Ukraine and other countries at the selection of SA is performed by features: selection of continuous operating voltage of SA, selection of SA on switching and lightning overvoltages, selection of SA on conditions of explosion safety and on mechanical characteristics. A need for a transition to the statistical methods of calculations for the further development of the methods of SA selection is shown., Проведено порівняння методик вибору обмежувачів перенапруг нелінійних 6-750 кВ. Показано, що методики вибору ОПН, в основному, виконані для двох типів мереж: 6-35 кВ та 110-750 кВ. Порівняння основних вимог нормативних документів України та інших країн з вибору ОПН виконане по характеристикам: вибір найбільшої тривало допустимої робочої напруги ОПН, вибір ОПН по комутаційним та грозовим перенапругам, вибір ОПН за умовами вибухобезпечності та по механічним характеристикам. Показана необхідність переходу до статистичних методів розрахунку для подальшого розвитку методик вибору ОПН.

На современном этапе развития ядерной энергетики к ней предъявляется всё больше требований в части обеспечения безопасности ядерных энергоустановок, как со стороны традиционных международных организаций, таких как МАГАТЭ, так и со стороны общественно-политических организаций и движений, что приводит к чрезмерному росту затрат и снижению её конкурентоспособности. Для достижения баланса между жёсткими требованиями обеспечения высокого уровня безопасности АЭС и расходами на его поддержание необходима разработка новых детерминистических методик, так как существующие количественно учитывают только вероятностные факторы. В статье предлагается подход по количественной оценке такого основного фактора безопасности, как детерминистический, что позволяет повысить объективность интегральной оценки необходимости мероприятий по безопасности и найти баланс между рас ходами на безопасность и достигнутым уровнем безопасности. Методология применена к энергоблоку №5 Запорожской АЭС, что позволило выявить скрытые дефициты и избыточные запасы безопасности, а также предложить новые критерии безопасности для использования в нормах, правилах и стандартах по ядерной и радиационной безопасности.

В статі розглянуто питання використання водопаливної емульсії (ВПЕ) як альтернативного палива для середньо- та малооборотних дизельних двигунів. Встановлено, що найбільш токсичними компонентами, які впливають на довкілля в процесі роботи дизельного двигуна, є оксиди азоту, вуглецю, вуглеводні та тверді частки сажі. Ефективним шляхом вирішення проблеми захисту довкілля є застосування водопаливної емульсії, оскільки її використання не вимагає конструктивних змін двигуна. Також визначено основні методи підготовки водопаливних емульсій та установки, в яких створюється емульсія, їх переваги та недоліки. Для аналізу характеристик установок використано діаграми Ісікави. Виділено перспективні системи створення емульсованих палив. The article considers the use of water in fuel emulsion (WIFE) as an alternative fuel for medium- and lowspeed diesel engines. The problem of a rapid increasing of the price for light fuels for marine diesel engines was determined. It was also defined a tightening of the requirements for the level of toxic components in the exhaust gases. It is also, established that in recent years the quality of heavy fuel grades has deteriorated. It is determined that the most toxic components that affect the environment during the operation of the diesel engine are nitrogen oxides, carbon monoxide, hydrocarbons and particulate matter of soot. Effective way to solve the problem of environmental protection is the use of water in fuel emulsion, their use does not require any structural changes in the engine. The basic methods of preparing water-fuel emulsions and installations in which an emulsion is creates, their advantages and disadvantages are also had defined, their advantages and disadvantages are also defined. The Isikawa diagrams had used to analyze the characteristics of installations. Promising systems for the creation of emulsified fuels have identified.

- Abstract
Results on aluminum heat pipes developments and tests as well as the description of flat plate and evacuated tube solar collector experimental prototypes based on aluminum heat pipes and their tests are presented in the article. As it was proved by the experiments, new lightweight and inexpensive heat pipes have high thermal performances. Maximal heat transfer power of one heat pipe is not less than 210 W; and its thermal resistance is very low - from 0.02 to 0.07 C deg/W. Hydraulic resistance of flat plate solar collector and evacuated one, where aluminum profiled heat pipes are used, could be reduced to less than 100 Pa, and their thermal efficiency is rather high (up to 0.72). The prospects of solar collectors based on aluminum heat pipes application to water heating plants become evident due to their study.

- Abstract
It was shown the necessity to improve the operational reliability of overhead transmission lines as one of the main parts of the electric power transmission system. Question considered the feasibility of using poly-circuit overhead transmission lines. Analyzed the regulatory framework governing the design and construction of poly-circuit overhead transmission lines, as well as the calculation of electric and magnetic fields. It was shown that the regulatory framework governing nonrelevant to the possibility of using poly-circuit overhead transmission lines with a vertical arrangement of the phases wires. It was substantiated the advisability of additional in-depth studies of the electric and magnetic fields distribution of poly-circuit overhead transmission lines of various designs and voltage levels. It was presented the sequence of modeling the distribution of the electric field for overhead transmission line both traditional and poly-circuit design of 110 kV. It was presented the simulation results that confirm the accounting feasibility the design of transmission towers and the spatial arrangement of wires during the calculating of electric field strength. It was shown that simulation results using will significantly improve the reliability and operational safety of poly-circuit overhead transmission lines.

- Abstract
On the basis of the analysis of foreign literary sources, their classification according to the main tasks of modernization of local power systems according to the provisions of the concept of Smart Grid has been performed. A brief description of the development of local power systems with the presence of dispersed generation and active consumers as well as the consequences of their interaction with the central grid system is given. The role of the active consumer as an entity of the electric power system, which is capable by its actions to significantly affect its state, is considered. The methods of construction of local electric power systems and features of their functioning are investigated. The possibilities of introduction of the results of development of local electric power systems from the point of view of their management, circuit decisions, optimization of energy processes and mutual influence of elements of electric networks in the conditions of Ukraine are analyzed. The models of market processes in the local liberalized electricity markets and the mechanism of auctioning in the electricity market are presented. The role of the aggregator as the subject of the local energy market and its possibilities in managing the demand for energy resources is disclosed, and optimal solutions are proposed for the modernization of energy processes at various hierarchical levels of the electric system. From the point of view of end user management, the four-layer structure of interaction of electricity consumers with elements of the power grid at social, information and technological levels is considered. The principle of reactive power compensation is presented in order to increase the reliability of the network and indicators of electric power quality. The principles of construction of multi-agent control systems, its advantages in comparison with other systems of intellectual control of power processes, possibilities and architecture of construction are considered

- Abstract
The combined heat pump-recuperative scheme of water heating and ventilation using ground heat and ventilation emissions is considered. A thermodynamic analysis of the heat supply scheme was completed. Based on this analysis, the temperature parameters at the nodal points of the system, the unit cost of external energy per unit of heat produced at the entrance to the object of heating and ventilation and the proportion of heat load covered by the soil heat exchanger are determined. The graphical dependences of the efficiency criteria on the quantities that determine the conditions of operation of the circuit are constructed and analysed. A comparison of the obtained energy efficiency criteria with the corresponding values for a traditional heat pump system with the ground heat exchanger was completed. The introduction of the proposed combined scheme increases the air temperature supplied to the heater of the ventilation system. This, in turn, reduces the capacity of the heat exchangers of the ventilation system and improves the conditions of their operation, reducing the risk of icing over ducts. The proposed heat pump scheme leads to a decrease in specific energy consumption per unit of heat to meet the needs of water heating and ventilation of the premises. The energy efficiency of the heat supply system increases with the increase of both the recuperation coefficient of the recuperator and the relative heat consumption for ventilation compared with the heat consumption for heating. Reducing the total energy consumption for the heating and ventilation system results not only in increasing the energy efficiency of the heat supply system, but also leads to a decrease in capital costs for the construction of a heat pump unit (in particular, for the construction of a pre-heavily ground heat exchanger) in proportion to the reduction of its required capacity.

- Abstract
An extruder as object of mathematical design is investigational. At a design an extruder was examined as a thermal object which consists of such capacities: worm, corps, air space between worm and corps and heater. The questions of mathematical design of the mode of warming-up of an oneworm extruder are considered at a make ready. The mathematical model of the mode of warming-up of an oneworm extruder is got, which takes into account basic factors which influence on the increase of efficiency of work of extruder and energy-savings. This model has universal character and can be used in the extruders of different geometry. For the analysis of efficiency of the subsequent use of the developed mathematical model it is necessary to conduct experimental researches of its adequacy., Досліджено екструдер як об’єкт математичного моделювання. При моделюванні екструдер розглядався як тепловий об’єкт, який складається з таких ємностей: шнека, корпусу, повітряного прошарка між шнеком і корпусом та нагрівачем. Розглянуті питання математичного моделювання режиму розігріву одночерв’ячного екструдера при підготовці до роботи. Отримана математична модель режиму розігріву одночерв’ячного екструдера, яка враховує основні фактори, які впливають на підвищення ефективності роботи екструдера та енергозбереження. Ця модель має універсальний характер і може бути використана в екструдерах різної геометрії. Для аналізу ефективності подальшого використання розробленої математичної моделі слід провести експериментальні дослідження її адекватності.

- Abstract
The article presents the formation of the energy transition basics. It is shown that in order to implement the current provisions of the energy transition, a systematic approach is needed; the basic elements of such transition are integration of renewable energy and energy efficiency (intensification of energy intensity reduction of goods and services). The main factors and forces of the global energy transition, formed by the International Renewable Energy Agency (IRENA) in cooperation with other international agencies in the late 20's of the 21st century, are presented. The article analyzes the development of legislative and regulatory regulation of European Union electricity markets activity, which created the system background for implementing the provisions of the European energy transition. The characteristic features of the acceleration of renewable energy sources implementation, in particular solar, worldwide and in Ukraine 2017-2018 are considered, the provisions of the Fourth Energy Package (Winter energy package) and the construction of the Energy Union. Features of the Ukrainian energy transition in the field of implementation of renewable energy sources are described., У статті наведено особливості формування основ енергетичного переходу. Показано, що для реалізації сучасних положень енергетичного переходу необхідно задіяти системний підхід. Базовими елементами такого переходу є впровадження відновлюваної енергетики та енергоефективність (інтенсифікація зниження енергоємності товарів та послуг). Представлено основні фактори та чинники глобального енергетичного переходу, сформовані Міжнародним агентством з відновлюваної енергетики (IRENA) у співпраці з іншими міжнародними агентствами в кінці 20-х років ХХІ ст. Проаналізовано розвиток законодавчого та нормативно-правового регулювання діяльності ринків електроенергії в Європейському Союзі, що створили системні передумови реалізації положень енергетичного переходу в Європі. Розглянуто характерні риси пришвидшення впровадження відновлюваних джерел енергії, зокрема, сонячної енергетики, у світі та в Україні в 2017–2018 рр., зокрема, положення Четвертого енергетичного пакету (Winter energy package) та побудову Європейського Енергетичного Союзу. Описано особливості реалізації вимог енергетичного переходу в Україні у сфері впровадження відновлюваних джерел енергії.

- Abstract
In this article authors made the analysis of features used in flexible alternating current transmission systems. It is shown that FACTS device family is the effective adjustment of existing distortions in the system and helps to achieve optimal operating mode as in the control system and in power supply system as a whole. To effectively identify individual types of FACTS it is appropriate to conduct in-depth analysis based on the metabolism definition of levels of mutual influence of elements of one another, and on processes in the system as a whole. Also the analysis of FACTS implementation in the integrated power systems and local systems was made. Authors also made the analysis of global trends of the FACTS technology implementation and the analysis of trends of implementing flexible transmission systems in Ukraine., Проведено аналіз особливостей використання в системах електроживлення гнучкої передачі змінним струмом. Показано, що пристрої сімейства FACTS є ефективним засобом коригування наявних в системі спотворень, і забезпечення оптимальних режимів роботи, як системи керування, так і системи електроживлення в цілому. Для ефективного вибору окремих типів FACTS доцільно проводити поглиблений аналіз на основі обмінних процесів із визначенням рівнів взаємного впливу елементів системи як один на одного, так і на процеси в системі в цілому. Проведено аналіз щодо застосування технологій FACTS в об’єднаних енергетичних системах та в локальних системах. Проаналізовано світові тенденції впровадження технологій FACTS та тенденції впровадження технологій гнучкої передачі в мережах України.

In this article the problem of estimating phytotoxicity a mixture of aviation fuels with the use plant testers is considered.Object of research - assessment of phytotoxicity mixed aviation fuels.The main purpose of the work was to identify plant test objects pollution-sensitive blended aviation fuels in the early stages of germination. Establishing the relationship between the content of aviation fuel in the soil and the initial growth parameters of test plants, the establishment of a plant indicator pollution with mixed aviation fuel, which responds to low fuel content in the soil, at the level of approximately allowable concentrationStudies have made it possible to establish that the Lola Ross salad and the Rudolf radish are sensitive to the content of JETA-1 aviation fuel and JETA-1 blended aviation fuel biofuel in the early stages of germination in a wide range of concentrations of pollutant 0-20%. It was determined that in order to assess the toxicity of the measurement of the initial growth parameters of these plants, obtained on the 6th day of growth in the dark, is optimal. Plants: Peas, beans and cucumbers are not suitable for testing the toxicity of aviation fuel JETA-1 and mixed aviation fuel JETA-1 biofuels, since they died at the germination stage.To obtain quantitative characteristics of the influence pollutants, we determined the relationship between the plant's response to the stress factor and the dose of the factor. We discovered that when adding JETA-1 aviation fuel with a concentration 50 ml, the length of the stem the Lola Ross salad and the Rudolf radish remained almost identical to the samples we drank in concentrations of 70x30 JETA-1 biofuels and decreased in comparison with the samples that we were watering, concentrations of 50 ml of biofuel and 50 ml of a JETA-1-biofuel mixture of 50x50. Highlight the basic principles of energy efficiency policy in Ukraine: energy planning as source control energy efficiency, autonomy of cities and regions of Ukraine in developing plans fo r energy development and energy conservation programs, taking into account the established objectives, monitoring of energy efficiency in Ukraine, state control over the implementation of the plans of energy development in Ukraine and energy efficiency programs cities. Shown that the methods and tools of energy efficiency policy are: regulatory and legal regulation of activities on energy consumption, pricing, credit and tax policies that encourage energy efficiency and energy conservation, state support of innovative development of energy-saving technologies and equipment, attracting investment for energy saving, energy efficiency projects, certification and standardization of energy equipment and technology, accounting and control of energy expenditure, en ergy audits, information support energy markets.

- Abstract
The article covers the possibility of the electric power system efficiency improvement and energetic processes optimization by means of use conditions and power take-off optimization. It marks off and analyses the criteria of the optimal power take-off. These criteria are then systematized. The comprehensive analysis of the optimality criteria characteristics is made. The index system and the characteristics for assessing optimization algorithms and electric power system analysis are formed. The article also marks the peculiarities of the reactive power compensator realization. It puts forward the algorithm of the reactive power compensator implementation into the electric power system and, finally, reviews the ways of consumption efficiency improvement by means of the load use condition alteration.

- Abstract
The construction of middle-temperature no-wick heat-pipe was designed with the heat carrier "Dowtherm" being used for the exhaust gases heat recovery applications with the estimated temperature levels more than 400 °C. The heat transfer coefficients for the evaporation and condensation areas were determined due to experimental data analysis. They were estimated as respectively 1100 W/(m 2 ·K) and 1400 W/(m 2 ·K). The thermal resistance of the heat-pipe did not exceed 0,026 °C/W in the operation temperature range (from 150 °C to 370 °C). The maximum heat flux transmitted was 2800 W at 390 °C. Also, the experimental studies have shown that it is advisable to apply the heat carrier "Dowtherm" at the vapor temperature inside the heat-pipe lower then than 350 °C. At the higher temperatures there is the high risk of generation of non-condensable gas.

40. GUIDELINES OF TECHNOLOGICAL CONCEPTS OF SMART GRID IN POWER SYSTEM

- Abstract
The features of the policy raise the intellectual level of electric power systems in terms of international best practices. Presents the basic principles of the Smart Grid concept with the release of three generations: Smart Grid 1.0 – responding to demand; AMI-chain (based AMR, RTU devices, etc.); specialized software (EMS/SCADA); distributed automation; Smart Grid 2.0 – IP-protocol; electric vehicles; energy storage; Smart Grid 3.0 – roaming energy; energy trade Peer-to-Peer. The characteristic of modern projects in the Smart Grid, implemented in the advanced countries of America and Europe, assessed the role of international organizations that provide coordinate the Smart Grid concept and in the international market of modern advances to improve the intellectualization of electric power systems. Determined that the basic methods and tools of the concept of Smart Grid are: integration of electricity heterogeneous sources of electricity, including from renewable energy and "active" users; selection of the optimal composition of generating sources, including dispersed generation; automatically detect, eliminate or reduce the consequences of malfunction of electric power systems both at local and at the system level; control power consumption stimulating methods and selective restriction of consumers; resistance to security threats (physical, information and resource security); opportunity to develop system-based services market mechanisms; optimal use and maintenance of energy facilities assets throughout the life cycle. The features of building reference architectures of intelligent power systems, the use of multi-agent control systems. It is shown that standardization plays an increasingly important role in deciding priorities for implementing the concept of technological Smart Grid. Reviewed by a major technological guidance implementing the concept of Smart Grid power systems in Ukraine.

- Abstract
The software techniques realized in C++Builder, MATLAB and LabView have been developed for the analysis of the DC-AC inverter output voltage. The output voltages have been digitized by the m-DAQ12 microsystem. The individual (IHD) and the total (THD) harmonic distortion dependencies of the load power factor have been obtained. The differences between calculation results obtained by the above mentioned programs were about 5-6 %. The C++ Builder program has appeared to be the most applicable for a real-time voltage analysis.

- Abstract
Reviewed existing national and European standards for lightning protection. A comparative analysis of the characteristics of application programs aided design of lightning protection. Shows the sequence of 3D-modeling of lightning protection systems of the electric network. Objective: increasing the reliability of operation of electrical networks through the introduction of effective lightning protection systems. Method of implementation: the introduction of advanced algorithms and software of the automated 3D-modeling of lightning protection systems of the electric network, in particular step-down substations. Results of the study: analyzed the main provisions of the existing Ukrainian and European standards for lightning protection; a comparative overview of modern computer-aided design of lightning protection systems; investigated the prospects of introduction of 3D-modeling of lightning protection systems of the electric network. Conclusions: shown that the introduction of modern technologies and algorithms of 3D-modeling can significantly improve promises more effective design of lightning protection systems and emergency facilities has decreased in numbers of electrical networks, in particular the step-down substations.

- Abstract
On the basis of the improved method, the heat and aerodynamic efficiency of the staggered bundles of screwing and smooth round tubes was evaluated. A comparison is made of their heat-aerodynamic, weight, and overall characteristics by the example of heat and aerodynamic calculations of the air heater-regenerator. Based on the results of the comparative analysis, the advantages of screw-shaped tubes with an equally developed heating surface over the surfaces of traditional tubes of circular cross-section are shown.

- Abstract
In order to identify the EU tendencies and priorities a systematic study of the changes that occurred during recent years in the EU energy policy and energy innovation policy has been conducted. The characteristic of modern tendencies, goals, main objectives and directions of innovative development in the energy sector and the areas of final energy consumption of the EU is given. An informational model on the dynamics of forming the political and strategic factors, which found direction of innovative development in the energy sector of the EU, has been constructed. The peculiarities of innovative processes connected with functioning the energy business, energy markets and energy efficient technologies market as well as the priorities of innovative development in the areas of energy production, transmission, distribution and consumption are considered. The importance of the transition in the energy sector to service-oriented business models that are more marketable in the context of transforming the energy industry and energy markets is noted. The tendencies of changes in the European energy regulatory environment, which took place as a result of the development and strengthening the commercialization of innovations in the conditions of energy transition and changes in the European energy landscape, are presented. The characteristic of the strategic priorities and conditions necessary to strengthen the innovative development and the spread of energy innovation in Ukraine in the long-term perspective is given.

- Abstract
In this work by examined the model of the electricity market of Ukraine and the prospects for its reform. Was made comparative analysis of incentive regulation mechanism carried out to improve the investment climate in the electricity sector. Objective: to stimulate regulation of power supplying companies in the existing and reformed electricity market of Ukraine. Method of implementation: implementation of tariff regulation of power supplying companies. Results of the study: current model of electricity market of Ukraine has been analyzed and examined; its advantages and disadvantages have been defined; prospects of reforming the electricity market of Ukraine – that is, the introduction of market of bilateral contracts and balancing market (MBCB), have been studied; the benefits of introducing incentive tariff regulation of power supplying companies have been examined. Conclusions: showed by that a necessary condition for improvement of power supplying companies and increasing their investment attractiveness is the introduction of incentive tariff regulation.

- Abstract
The present status of the energy resources efficiency in Ukraine and CIS countries can be defined as one that does not meet modern requirements. One of the reasons for this is the excessive waste of hydrocarbons. Particularly acute this problem is in the field of oil refining. Most of the processing units on the CIS countries territory were built in 60-70 years, when energy savings were not given much importance. To date, refinery equipment are worn out, the power consumption and the level of hydrocarbons waste in the basic processes on 30-60% higher than in modern foreign plants. This is explained by the crisis theories and methods of energy-efficient hydrocarbon resources use. This is the urgent need now in comprehensive introduction into practice new techniques and new energy efficient equipment based on preventing excessive hydrocarbons waste during oil processing, storage and shipment of petroleum products at the refinery The paper describes the functional model of energy efficiency management system and the main stages the hydrocarbon resources waste monitoring system implementation at the refineries. This system contributes to the effective management of the refinery units, decreases the power and crude oil consumption expenditures and provides the possibility of obtaining higher quality oil products while reducing human impact on the environment.
