The paper presents analysis of European counter-crisis response programs: investment initiatives in response to the coronavirus; REACT-EU package of measures; a long-term recovery program (budget for 2021-2027) and Next Generation EU; and a banking package of measures titled “Supporting businesses and households amid COVID-19”. The sources of financial instruments for the recovery and adaptation of EU member states to the transcrisis state are described, and the most effective mechanisms for supporting entrepreneurship in the COVID-19 crisis are shown. The example of Slovakia and Poland is used to demonstrate the European experience in organizing the credit process, providing guarantees, intensifying social entrepreneurship in the face of the ongoing epidemic shock. The European investment trends and the participation of financial intermediaries in the post-crisis recovery are determined and used as a basis to characterize nationalization of the European long-term investment process. The special role of the state and the formation of state funds in the process of ensuring the effective adaptation of the Ukrainian financial and institutional environment to new challenges is substantiated; the importance of developing long-term programs for adapting the Ukrainian economy and society to the challenges of sanitary, humanitarian, climatic and political and economic nature, as well as forming appropriate institutions is shown. It is concluded that, given the peculiarities of the operational behavior of Ukrainian banking institutions, which are now focused on operations with government securities and commission activities, the adaptation investment process should be provided by public financial institutions.

Formulating regional development goals stands out as an important part of the state regional policy, which in its essence has a purposeful character reflected in the state’s permanent influence on the socio-economic development of the country's regions. Analysis of modern research on the issue has shown urgent need to deepen the theoretical foundations and toolkit for solving problematic situations in the regions, the latter being the purpose of the study. The theoretical basis to enable setting the goals (goal-setting) for regional development is substantiated. It is proved that the cognitive approach is among the most powerful tools for studying poorly structured systems and situations, and the expediency of using fuzzy cognitive modeling to form regional development scenarios and solve problematic situations present in the relevant regions is substantiated. A special algorithm to carry out structural analysis of socio-economic regional development and to form a fuzzy cognitive model has been designed. Using this algorithm, a fuzzy cognitive model of socio-economic development of Ukraine’s regions has been formed. Pulse modeling based on the fuzzy cognitive model of socio-economic development of Ukraine’s regions by the self-development scenario is carried out. Scenario modeling has been implemented as for raising the strategic goals level of socio-economic development in the Kharkiv region on the basis of pulse modeling. The expediency of introducing a criterion showing the total impact effectiveness of certain scenarios exerted on goals achievement topical for the Kharkiv region is analyzed. It is substantiated that this criterion should be based on weighted additive convolution of the growth rate as for the level of target factors relative to the self-development scenario. The scenario modeling of the Kharkiv region socio-economic development based on the cognitive model formed in accordance with the approach mentioned above shows that reaching the top level of the region’s goals requires implementing development scenarios based on the effective growth of the region’s scientific potential and its combination with other domestic potentials.

Achieving sustainable development of the countries against the background of overcoming the problems and backwardness of some territories, reducing the disproportion of socio-economic indicators, creating conditions for the development of competitive economic environment, and achieving a high standard of living form the main directions of regional policy in many countries, including the European Union. Detailed study of the experience in the formation and implementation of regional policy, the positive examples and trends of some countries and, in particular, EU member states, that have achieved economic growth and improved the welfare of their residents, are relevant for the development of modern Ukraine and its regions during the ongoing European integration processes, socio-economic changes and the formation of Ukraine’s own national regional policy. Analysis of the uneven development of territories and the identification of the main characteristics of this asymmetry allow not only to determine the current state of disproportion in regional development potentials, but also to assess the regional policy directions aimed at eliminating the disproportion. European integration direction in Ukraine’s policy confirms the relevance of a comprehensive study of the regional policy experience in the world and the EU, in particular, especially that of the best practices of Central and Eastern Europe, the latter demonstrating stable positive changes in socio-economic development. This experience could be useful for Ukraine to form and implement its own regional policy principles of organizing regional and local development management and building up local self-government.

The urgency, versatility and complexity of the problem of establishing the economics of peacebuilding in the system of national economic security are a matter of utmost importance for Ukraine, which has become an object of the Russian aggression, and requires a more deep study. The absence in the Ukrainian realities of a relevant study on the problem of the economics of peacebuilding complicates the development of mechanisms for overcoming internal and external threats to the economic security of the country, which necessitates the intensification of scientific research in this area. The article examines the development principles of the economics of peacebuilding, as a tool to overcome the social and economic imbalances in the development of Ukraine, and its impact on ensuring the economic security of the country. An attempt is made to determine the impact of the economics of peacebuilding on the system of economic security of the country in the post-conflict period. It is proved that the economics of peacebuilding in the system of national security is the material basis for the national sovereignty. The results of the study deepen the problem of underdevelopment of economic ties with EU countries. The authors are convinced that the reduction of hybrid threats and risks to the economic security of the country based on the economics of peacebuilding can guarantee the sustainability and stability of the national economy, its ability for self-development and economic progress along with social priorities and interests of the country. At the same time, the achievement of a truce creates new opportunities for the restoration of industrial and infrastructure facilities, attraction of international donors, resumption of economic ties, real support and revitalization of small and medium-sized businesses, formation of a new business model of the national economy. It is concluded that among the national interests of Ukraine in the sphere of economic security the highest priority should be paid to the creation of a competitive, socially oriented economy on the basis of peacebuilding and ensuring a steady increase in the standard of living and welfare of the population.

The aim of the article is to study the cause-effect relationship of the imbalances in the socio-economic development of Ukraine’s regions and determine the key measures to overcome the existing imbalances in certain areas, with regard to systemic transformations in the modern economy of the country. The main imbalances in the regional development of Ukraine are considered. The criteria of regional imbalances are identified. It is revealed that the largest imbalances in regional development occur in terms of gross regional product and international trade. The leading regions and outsiders in terms of socio-economic development are singled out using the selected indicators. There determined regions in which, in recent years, the number of technology parks was increased and the largest number of enterprises created. The basic measures to reduce the imbalances in the regional socio-economic development under modern conditions of systemic transformations in the economy as well as measures aimed at regional development are proposed. There highlighted priority areas of the socio-economic policy at the level of local government based on the development of small enterprises, for the implementation of which it is advisable to introduce relevant norms as concerns development programs and government measures. It is established that there is a need for creating infrastructure support to promote entrepreneurial initiatives through granting microcredits to small enterprises for the development of their business. It is determined that one of the directions for the advancement of international trade of the regions is using their maximum potential and export-oriented production. It is found that in order to improve the financial sustainability of communities, it is necessary to streamline the inter-budget relations, create an effective financial base comprising local budgets and attracted extra-budgetary resources.

With the growing influence of economic globalization processes on the development of rural areas and the domestic agricultural sector, the relevance of studying new approaches to the formation of the economic basis for the functioning of self-sufficient territories, to overcome the critical problems of rural areas and ensure their sustainable development in the context of aggravating endogenous and exogenous risks, is increasing. Obviously, the current crisis situation in rural areas of the country neither contributes to satisfying interests and needs of producers and consumers of domestic agricultural products nor to providing residents of the territories with jobs and modern public services. Moreover, there intensified efforts on searching for new strategic approaches to managing the development of territories, which are aimed at reducing the differentiation of the level of socio-economic development of regions (territories, communities, etc.) by equalizing the conditions of economic activity, ensuring rational use of the production and resource potential of regions (territories, communities and etc.); achieving sustainable economic growth; improving the socio-economic indicators of the living standards in Ukraine. The importance of forming a legal framework essential for the functioning of an individual administrative territorial system (region, territory, community, etc.), assessing its condition with a view to its further use in public administration of territorial development determines the importance of elaborating and implementing an effective legal framework for solving socio-economic problems and stimulating sustainable regional development in Ukraine.

The article deals with studying the most important macroeconomic indicators characterizing the trends in the social and economic development of Ukraine for the period 2010–2017. Particular attention is paid to the index of nominal and real gross domestic product (GDP), including per capita, and to the factors that restrain its growth. An analysis of inflation processes using the dynamics of price indices (GDP Deflator, Consumer Price Index) is carried out. Furthermore, the problem of unemployment and employment, their impact on GDP dynamics are highlighted. Some aspects of Ukraine’s financial and economic stability are assessed on the basis of analysis of the performance of government debt obligations, balance of payments, and investments. As a result of the conducted research, it is revealed that during the last 2016-2017 there observed a partial stabilization of the socio-economic state of the national economy and its transition to the phase of recovery (in particular, the real GDP growth was 2.5 %, inflation — only 1.3 %, and unemployment — only 0.2 %). However, the analyzed indicators testify to the still relatively low rates of economic recovery caused by the previous loss of production capacities, interbranch and logistics links in the interregional and foreign economic space, restriction of access to energy raw materials, devaluation of the national currency, and growth of investment risks. As a result, the directions of addressing the main unsolved problems for the transition to sustainable economic growth are outlined.

The article examines the experience of recent years, which indicates an increase in the unevenness of incomes and social inequalities in the process of development of scientific and technological progress, modernization of the economy and economic growth. That is, there arises not only the problem of sustainability of economic growth, but its inclusiveness as well. The differences between the extractive and inclusive models of the economy are given, the very concept “inclusiveness” is considered as the involving of all strata of the population, without any distinctions and limitations, in the process. There studied the concept of inclusive growth creating maximum opportunities for all strata of the population to find employment and participate in all spheres of the country’s life and ensuring an equitable distribution of labor income. The basic components and characteristics inherent in inclusive growth as a basis of social and economic development are formed. The Inclusive Development Index (IDI) and the place of Ukraine in terms of IDI and GDP per capita among developing countries in 2017 are analyzed.

The deep socio-political crisis in almost all areas of development of modern Ukraine have determined the importance and necessity of implementing the decentralization reform as an effective factor to stabilize the current socioeconomic situation, overcome the financial crisis, regulate the contradictions between power structures at different levels on the principles of efficient allocation of powers and resources, comprehensive responsibility, provision of citizens with all social benefits and improvement of the efficiency of using budgetary funds at all levels of government. Implementing the financial decentralization on the basis of the administrative-territorial reform and a new ideology of public administration in Ukraine creates opportunities for providing comfortable operating conditions and self-development of a selfsufficient community, establishing principles of sustainable socio-economic development, using modern infrastructure, obtaining the necessary highquality services and ensuring a high level of well-being of its own people.

The article is devoted to evaluating β-convergence of the socio-economic development of Ukraine’s regions. The essence and theoretical basis of evaluation of σ- and β-convergence is studied. The neoclassical theory of growth of R. Solow that serves as a basis for models of β-convergence is considered. The essence and features of evaluation of the absolute (unconditional) and conditional β-convergence is examined. The existing empirical researches of the economic development of countries and their regions with the use of convergence models are analyzed and it is found that: the theory of convergent-divergent development of countries and their regions is sufficiently developed; there are certain studies aimed at evaluation and analysis of the convergence of regional development in Ukraine, but there is no comprehensive study that comprises the building of all the above types of β-convergence models for the period covering the years before and after the crisis of 2008–2009. A scheme of the investigation of the convergence process in regions of Ukraine is proposed, and on this basis the evaluation of β-convergence for Ukraine’s regions is conducted with the use of four types of models: the Barro and Sala-i-Martin model, the Baumol model, the Solow-Swan model, the Cuadrado-Roura model. On the basis of the study it has been found that for the peripheral regions the presence of convergence of their social and economic development is determined by the share of services in the gross regional product to a greater extent and availability of mineral resources to a less extent, but the given result is obtained only with the use of the Barro Sala-i-Martin model, for the other models the condition of β-convergence is not met.

The efficient system of public administration, comprehensive, rational and effective use of all existing territorial resources are impossible without a system versatile assessment of the existing socio-economic potential of the territories, on the basis of which the priority directions of socio-economic development of the country, region, individual territory, city are determined. The main driver of development of a certain territory (region) is administrative cities (regional centers, cities of regional and district significance), which due to economic and geographical, natural resource, social and environmental potentials act as points (centers) of regional development, and directly affect the general potential, positioning and competitive advantages of the territory as a whole among the regional economic entities of Ukraine. Administrative centers acquire in this context particular importance for socio-economic development of the regions. In the presented materials the importance of the city of Kharkiv in the economic and social life of the region is considered, the positioning of the city of Kharkiv and individual large cities of Ukraine at the regional, national and international levels is studied.

The need of all parts of the modern Ukrainian society for structural transformations determines the direction of development of the country and its territories. One of such priority vectors is the decentralization reform, efficiency of which is inextricably linked with the changes that occur in all vital for the development of society and every individual public areas: public administration, judicial system, law enforcement bodies, deregulation and development of business, banking and financial sectors, innovation and trade policies, education, medicine and other sectors of the economy and social sphere. The initiated in Ukraine transformations, including the decentralization of public power, require further legislative changes and desire of all public institutions to ensure their effective implementation through public initiative and public support. Monitoring the course of the decentralization reform in Ukraine has demonstrated little actual results of its implementation. Today an adequate legislation framework concerning the powers, resources and responsibilities has not been established yet. It is advisable to carry out a profound theoretical and practical study of the world and Ukrainian experience, develop and introduce an own science-based system of power decentralization with consideration for historical, ideological, cultural, social, economic, geographical and other features of the country, while taking into account the best practices, which can be effectively used.

The modern development of Ukraine and its regions on the background of the ongoing European integration process requires a detailed study of the experience of forming the European regional policy, positive examples and trends that have contributed to economic growth of the territories and improvement of population welfare of EU countries with a view to their use in forming the own national policy in the country. The EU regional policy, which is called the “unification” policy, as part of the European structural policy is aimed at solving development problems of the territories, primarily, depressive, old industrial, underdeveloped ones reducing the existing imbalances in social and economic development of the regions and preventing the emergence of inter-regional imbalances in the European Union. Studies of the uneven development of a country’s territories are an important part of its government policy. Identification of the main features of the asymmetry makes it possible not only to reveal the current situation with imbalances in the regional potential for sustainable development but also to assess the government’s actions aimed at their elimination. For Ukraine, which sets a goal to integrate into the European community, a detailed study of the experience and analysis of the priority principles of EU countries’ regional policy are very feasible in the formation and implementation of its own regional policy with regard to the best European principles of organization of managing the regional and local development and local government reform. Using the best practices of the regional policy of EU countries in Central and Eastern Europe, which show stable positive change in the socio-economic development, can appear to be of a special value

The article investigates problems of differentiation of regional socioeconomic development in EU Member States. As the countries studied there were chosen: Germany, Spain, France, Italy, Poland and the United Kingdom. To compare the socio-economic level of development of regions in the EU Member States the indicators of GDP per capita and unemployment rate were used. With the help of the matrix approach to identifying problems of the countries’ regions in the context of their socio-economic development, there were carried out corresponding calculations by regions of the chosen countries and compared with the values of the relevant indicators of the matrix to the average for the EU and the country studied. On the basis of using the theory of “center-periphery” and grouping the regions in EU Member States by levels, it is proved that a greater level of GDP per capita on the EU scale is achieved by the EU Member States, which have more economically developed center with an appropriate kernel (or the number of regions).

The regional policy of the European Union aims to address issues of regional development associated with the decreasing of existing regional imbalances, preventing the emergence of regional imbalances, reducing the gap between the socio-economic indicators of development of various countries and regions, solving problems of territorial development, which are of priority for the development of modern Ukraine. The integration of Ukraine into the European community makes the matters of a detailed study of the EU experience and analysis of the key elements of its regional policy urgent. It also provides for the need to create Ukraine’s own regional policy taking into account the best European principles for the organization of management of regional and local development as well as the modernization of the local self-government system. Most appropriate for Ukraine is to use the best practices of regional policy of the EU member countries, which have successfully passed the transitional stage in their economic development and demonstrate stable positive transformations. Modern socio-political changes in Ukraine, which are accompanied by reforming the principles of local self-government and territorial organization of government at the local level, raise considerable interest on the part of state bodies and public organizations of our country to successfully carried changes in administrative-territorial system in combination with other structural reforms in Poland. Ukraine’s desire to integrate into the modern European Community makes it relevant to study the results of development of Poland and its regions, dynamics of changes in socio-economic indicators for the period of the country’s membership in the European Union

In the work strategic approaches to the organization and functioning of the system for forecasting the socio-economic development in the EU countries, Ukraine and its regions have been considered, the existing problematic issues in Ukraine in this field analyzed, suggestions for their solving presented. Socio-economic development of the state and its regions is inextricably linked to providing the economic function of public safety. The mechanism for implementation of this task requires an objective and comprehensive analysis of the economy of Ukraine’s regions within the relevant indicators, which includes actual observation, monitoring, analysis and forecasting of key socio-economic indicators. The EU countries have a long experience of the functioning of an effective mechanism for territorial development management, the implementation of European economic policy is carried out in complex, involving all levels of the governmental authorities and civil society, which is reflected in the increase of their economies and approaching the goals of sustainable development. At the level of regions and individual territories in Ukraine the forecasting developments are non-systemic and isolated, there is no relationship with the national strategic documents of regional and sectoral development, practically no attention is paid to forecasting critical events and crises phenomena in individual regions of the country. Thus, for today the issue of creating and implementing an effective system for the strategic forecasting and planning of socio-economic development of the regions and individual territories remains relevant and appropriate. One of the components of such a system has to be a system for early detecting and preventing emergence of negative trends and factors, which implies a timely warning about the birth or beginning of crisis processes in every region, which, in turn, will be a signal to tighten anti-crisis measures and develop short-term plans of forestalling negative course of events with the purpose of the further effective functioning of the socio-economic system and achieving the goals of sustainable development of the country, regions and separate territories.

The article defines goals and priorities of reforms in Ukraine with consideration of the current situation in economy and social sphere. It marks the necessity of changing strategic goals and giving realistic orientation to the process of reformation. The author marks the necessity of development of institutional grounds of state management, activation of internal reserves of development of socio-economic processes, development of science intensive technologies and innovation activity, development of the weighted socio-economic policy, refusal from the paternalistic model and consequent establishment of conditions for activation of possibilities of the population to solve their social problems independently. The article provides a strategic contour of participation of the state in achievement of goals of socio-economic development, which includes a strategic analysis and identification of goals, strategic and tactical levels of goal-setting, strategic control and regulation of socio-economic development.

The article studies specific features of the domestic practice of strategic planning of economic and social development of territories of the meso-level from the positions of regulation of the issue in the country’s legislation. It shows shortcomings inherent in the domestic practice of composing strategies of economic and social development of territories in the context of the chaotic character of the process and personal initiative from the part of meso-systems and also non-observance generally accepted world practice of the project management during realisation of strategic plans. It shows, form the point of view of strategic planning as a form of state administration, prospects of economic and social development of the City of Odessa till the year 2022 as a result of symbiosis of the existing domestic methodological legislation and foreign practice of strategic planning at a local level.В статье исследованы особенности отечественной практики стратегического планирования экономического и социального развития территорий мезоуровня с позиций регламентации вопроса в законодательстве страны. Показаны недостатки, свойственные отечественной практике составления стратегий экономического и социального развития территорий в контексте хаотичности процесса и личной инициативности со стороны мезосистем, а также несоблюдения общепринятой в мире практики проектного менеджмента во время реализации стратегических планов. В разрезе стратегического планирования как формы государственного управления показаны перспективы экономического и социального развития г. Одесса до 2022 года как результат симбиоза действующего отечественного методологического законодательства и зарубежной практики стратегического планирования на местном уровне.

In the article the state and the peculiarities of the housing and communal services in today's socio-economic development of the Ukrainian economy is investigated. Indicator-based national statistics the main tendencies in the pricing policy of the enterprise services. The features of the pricing mechanism of this industry is determined. It is concluded that, in the post-crisis period, the housing and communal complex becomes an important element of economic activity. With proper grounded socio-economic policies it can be used as an engine of economic growth, and therefore can serve as a basis for the formation of private capital.В статье исследовано состояние и особенности функционирования сферы жилищно-коммунальных услуг в условиях современного социально-экономического развития экономики Украины. На основе показателей национальной статистики определены основные тенденции в ценовой политике предприятий этой сферы услуг. Исследованы особенности механизма формирования цен этой отрасли. Сделан вывод о том, что в условиях посткризисного периода жилищно-коммунальный комплекс становится важным элементом экономической деятельности. При должной обоснованной социально-экономической политике он может использоваться как двигатель экономического роста, а следовательно и может служить основой для формирования частного капитала.
