This article analyzes two challenges facing Russia’s priority social and economic development areas (PSEDAs). The first comes from the changes in the international economic environment (the structural crisis, changes in the multilateral trading system, and the peculiarities of international trade regulation), and the second comes from the very nature of Russia’s industry and the internal circularity of its domestic links. Russia’s enterprises are weakly connected with international production networks despite the fact that this has become one of the essential elements of any industrial policy. The author gives several prescriptions on what mistakes should be avoided during the development of Russia’s PSEDA policy while integrating the country’s Far East into the economy of the Asia-Pacific region.
