The purpose of the paper is to discuss the application of the Delphi technique in the research design of developing a valid and reliable ICT (Information & Communication Technology) competency standard for teachers. Much investment has been placed on organizing ICT training programmes for in-service teachers but the effects of teaching and learning practices in the classroom have not achieved expected outcomes. In addition, allegations from teachers highlighted that the training programmes are inadequate to completely meet the needs of ICT competencies. Hence, an ICT competency standard is necessary and timely to be developed to serve as a guide for organizing ICT training programmes. The Delphi technique is a research approach used to obtain a consensus opinion from experts using a series of questionnaires. This study was carried out with the purpose to obtain a consensus opinion from the experts on the types of important ICT competencies to be mastered by secondary school Science and Mathematics teachers, and ultimately develop the ICT competency standard for Malaysian Science and Mathematics teachers. The developed competency standard using the Delphi technique is valid and reliable.

Pronunciation continues to grow in importance because of its central roles in speech communication and speaker identity. However, correct pronunciation has been the concern among non-native English speakers as they tend to carry the intonation, phonological processes and pronunciation rules from their mother tongue into the pronunciation of English language. To address the issues of mispronunciation, this study designs and develops the Multimedia Pronunciation Learning Management System (MPLMS) by digitising the universally agreed system of phonetic symbols with full face motions or mouth movements. This paper discusses the design and development of the MPLMS based upon Alessi and Trollip's instructional system design model.

This paper shares an innovative approach in the development of a Cloud-based Sign Language Center (CSLC). Based upon the Alessi and Trollip Instructional System design Model, the CSLC was developed using the Google Sites as the main platform and incorporating Google Docs, Profprofs.com and Camtasia Studio to create a rich student centred learning environment. This CSLC is designed to be a sustainable system to supplement the learning of sign language among hearing-impaired learners as well as hearing parents and the general public. Implications of the design and the use of cloud-based tools shall be discussed.

This research is an attempt to examine the effect of succinct item in a multimedia geography lesson among low ability students. Three modes of multimedia presentation, namely Graphics, narration and full-text (GNFT), Graphics and audio (GN) and Graphics, audio and succinct item (GNSI) on lower secondary geography learning were investigated. A total of 107 grade seven students from a secondary school in Malaysia were randomly assigned to one of the three modes of presentation. The findings of this study showed that students interacted with the GNSI mode obtained significantly higher achievement and motivational scores compared to students using the GNFT and GN modes. Apparently, succinct text serves as a form of scaffolding support to reinforce understanding among low ability students.

The purpose of this study was to investigate the effects of multimedia simulation presentation developed in two different modes - Multiple Simulation Presentation (MSP) and Single Simulation Presentation (SSP) on the achievement of students with different levels of anxiety in the learning of Probability. The mathematical topic on “Probability” is considered to be abstract and difficult for students to understand and apply. The findings of this study showed that students using the SSP mode achieved significantly higher achievement than students using the MSP mode. The high anxiety students using the SSP mode achieved significantly higher achievement as compared to the high anxiety students using the MSP mode. This study concludes that the SSP mode is more effective for the learning of probability, especially for students with high anxiety level. From a cognitivist view point, this paper will discuss the effects of cognitive overloads on the information processing capacity of students with differing anxiety levels.

This study investigated the effectiveness of segmented animation utilized to facilitate learning in the procedural knowledge of meiosis process. A total of 237 Secondary Four biology students with three different trait anxiety levels were randomly assigned to one of the experimental conditions: (a) text with static graphics (TSG), (b) text with animated graphics (TAG) and (c) text with segmented animation (TSG). Analysis of t-tests and ANCOVA were conducted by using intelligent quotients as a covariate. The results showed that segmented animation is more effective than continuous animation and static graphics for improving learning across all levels of anxiety. Seemingly, a continuous animation does not provide sufficient time for optimal cognitive processing of information, thus inhibiting effective learning. Segmented animation helps high anxiety students overcome the threat of extraneous cognitive load thus optimizing their information-processing abilities.
