The paper presents the studies of an improvement of techniques for energy saving management on the principle of sustainable development. The authors proposed a hypothesis for the sociocultural, environmental and economic aspects of the sustainable development principles and their correlation with the management of energy-saving procedures in civil construction. Qualitative and quantitative efficiency from improving techniques of energy-saving managing are highlighted. The baselines of the energy consumption are identified and ranked upon the aims and purposes of the building functioning. A complex of improving managing techniques based on organizational principles, technical measures, and motivational effects is proposed. A general list of passive and active procedures contributing to energy-saving efficiency and resource consumption reducing is systematized on the detailing of goals, effects and applied technologies. Additional procedures that provide energy saving through the use of waste, secondary, renewable energy resources are focused. Managing techniques for energy saving highlighted in groups dealt with the building’s functioning regime, operation and maintenance of the building’s systems, energy consumption schedules, responsibilities assigning, energy and resource saving promotion, energy audits, and energy monitoring. The paper concludes the energy-saving management is to be improved on the basis of the principle of sustainable development considering the energetic, economic, ergonomic, social, environmental and financial effects.
