The Galati-Izvoarele region, located in eastern Romania, came into the public attention relatively recent, when hosted an unusual intense earthquake sequence. During September-November 2013, several hundred shallow crust earthquakes were recorded in the area. There were several attempts to explain the phenomenon, and hypotheses more or less documented have been formed. Some speculations occurred on the potential connection between the seismic swarm and oil industry activities. The paper summarizes the results of local geophysical surveys conducted in the area, jointly analysed with the observed seismicity. The main results of the study reveal the Galati-Izvoarele region as a seismic-active area belonging to the northwest prolongation of North Dobrogea mobile zone. The earthquakes were generated mainly in a highly fragmented local graben-like structure, transversally superposed on the descending slope of the North Dobrogea Promontory. The graben fault system was and might be (re)activated each time when tectonic forces acting in the Carpathians foreland intensify. Changes in the intensity of tectonic forces may reflect in the slip acceleration along Peceneaga-Camena Fault, as observed at the Baspunar Geodynamic Observatory. For example, the paroxysmal phase of the Galati-Izvoarele swarm was shortly preceded by a significant increase of the Peceneaga-Camena Fault slip rate recorded at Baspunar Geodynamic Observatory. To conclude, the Galati-Izvoarele region must be seen as a seismic-prone area and any significant increase of the tectonic stress in the Carpathians foreland may generate another seismic sequence in an unpredictable future. The first part of the paper defines the terms and classifications common in earthquake prediction research and applications. This is followed by short reviews of major earthquake prediction programs initiated since World War II in several countries, for example the former USSR, China, Japan, the United States, and several European countries. It outlines the underlying expectations, concepts, and hypotheses, introduces the technologies and methodologies applied and some of the results obtained, which include both partial successes and failures. Emphasis is laid on discussing the scientific reasons why earthquake prediction research is so difficult and demanding and why the prospects are still so vague, at least as far as short-term and imminent predictions are concerned. However, classical probabilistic seismic hazard assessments, widely applied during the last few decades, have also clearly revealed their limitations. In their simple form, they are time-independent earthquake rupture forecasts based on the assumption of stable long-term recurrence of earthquakes in the seismotectonic areas under consideration. Therefore, during the last decade, earthquake prediction research and pilot applications have focused mainly on the development and rigorous testing of long and medium-term rupture forecast models in which event probabilities are conditioned by the occurrence of previous earthquakes, and on their integration into neo-deterministic approaches for improved time-variable seismic hazard assessment. The latter uses stress-renewal models that are calibrated for variations in the earthquake cycle as assessed on the basis of historical, paleoseismic, and other data, often complemented by multi-scale seismicity models, the use of pattern-recognition algorithms, and site-dependent strong-motion scenario modeling. International partnerships and a global infrastructure for comparative testing have recently been developed, for example the Collaboratory for the Study of Earthquake Predictability (CSEP) with test regions in California, Italy, Japan, New Zealand, and the Western Pacific. Algorithms and data bases are operated in a permanently learning and upgrading mode. Future perspectives and research requirements and the feasibility and possible problems encountered with the implementation of earthquake predictions in practice are briefly summarized. Seismic hazard in terms of spectral acceleration ( SA) has been estimated for the first time in northern Algeria. For this purpose, we have used the spatially-smoothed seismicity approach. The present paper is intended to be a continuation of previous work in which we have evaluated the seismic hazard in terms of peak ground acceleration ( PGA) using the same methodology. To perform these evaluations, four complete and Poissonian seismic models have been used. One of them considers earthquakes with magnitudes above M S 6.5 in the last 300 years, that is, the most energetic seismicity in the region. Firstly, seismic hazard maps in terms of SA, at periods of 0.1, 0.2, 0.3, 0.4, 0.5, 1.0, 1.5 and 2.0 sec, with 39.3% and 10% probability of exceedance in 50 years, have been obtained. Therefore, uniform hazard spectra ( UHS) are computed and examined in detail for twelve of the most industrial and populated cities in northern Algeria. All the reported results in this study are for rock soil and 5% of damping. It is noteworthy that, in the seismic hazard maps as well as in the UHS plots, we observe maximum SA values in the central area of the Tell. The higher values are reached in the Chleff region (previously El Asnam), specifically around the location of the destructive earthquakes of September 9, 1954 ( M S 6.8), and October 10, 1980 ( M S 7.3). These maximum values, 0.4 g and 1.0 g, are associated with periods of about 0.2 and 0.3 sec for return periods of 100 and 475 years, respectively. [ABSTRACT FROM AUTHOR]

The occurrence of the Algiers earthquake ( M 6.8) of May 21, 2003, has motivated the necessity to reassess the probabilistic seismic hazard of northern Algeria. The fact that this destructive earthquake took place in an area where there was no evidence of previous significant earthquakes, neither instrumental nor historical, strongly encourages us to review the seismic hazard map of this region. Recently, the probabilistic seismic hazard of northern Algeria was computed using the spatially smoothed seismicity methodology. The catalog used in the previous computation was updated for this review, and not only includes information until June 2003, but also considers a recent re-evaluation of several historical earthquakes. In this paper, the same methodology and seismicity models are utilized in an effort to compare this methodology against an improved and updated seismic catalog. The largest mean peak ground acceleration (PGA) values are obtained in northernmost Algeria, specifically in the central area of the Tell Atlas. These values are of the order of 0.48 g for a return period of 475 years. In the City of Algiers, the capital of Algeria, and approximately 50 km from the reported epicenter of this latest destructive earthquake, a new mean PGA value of 0.23 g is obtained for the same return period. This value is 0.07 g greater than that obtained in the previous computation. In general, we receive greater seismic hazard results in the surrounding area of Algiers, especially to the southwest. The main reason is not this recent earthquake by itself, but the significant increase in the mmax magnitude in the seismic source where the city and the epicenter are included. This paper provides a generic equation for the evaluation of the maximum earthquake magnitude mmax for a given seismogenic zone or entire region. The equation is capable of generating solutions in different forms, depending on the assumptions of the statistical distribution model and/or the available information regarding past seismicity. It includes the cases (i) when earthquake magnitudes are distributed according to the doubly-truncated Gutenberg-Richter relation, (ii) when the empirical magnitude distribution deviates moderately from the Gutenberg-Richter relation, and (iii) when no specific type of magnitude distribution is assumed. Both synthetic, Monte-Carlo simulated seismic event catalogues, and actual data from Southern California, are used to demonstrate the procedures given for the evaluation of mmax. The three estimates of mmax for Southern California, obtained by the three procedures mentioned above, are respectively: 8.32 ± 0.43, 8.31 ± 0.42 and 8.34 ± 0.45. All three estimates are nearly identical, although higher than the value 7.99 obtained by Field et al. (1999). In general, since the third procedure is non-parametric and does not require specification of the functional form of the magnitude distribution, its estimate of the maximum earthquake magnitude mmax is considered more reliable than the other two which are based on the Gutenberg-Richter relation. According to the historical earthquake catalog of Italy, the country experienced a pulse of seismicity between the 17th century, when the rate of destructive events increased by more than 100%, and the 20th century, characterized by a symmetric decrease. In the present work, I performed a statistical analysis to verify the reliability of such transient, considering different sources of bias and uncertainty, such as completeness and declustering of the catalog, as well as errors on magnitude estimation. I also searched for a confirmation externally to the catalog, analyzing the correlation with the volcanic activity. The similarity is high for the eruptive history of Vesuvius, which agrees on both the main rate changes of the 17th and 20th centuries and on minor variations in the intermediate period. Of general interest, beyond the specific case of Italy, the observed rate changes suggest the existence of large-scale crustal processes taking place within decades and lasting for centuries, responsible for the synchronous activation/deactivation of remote, loosely connected faults in different tectonic domains. Although their origin is still unexplained (I discuss a possible link with the climate changes and the consequent variations of the sea level), their existence and long lasting is critical for seismic hazard computation. In fact, they introduce a hardly predictable time variability that undermines any hypothesis of regularity of the earthquake cycle on individual faults and systems of interconnected faults. We present a systematic and updated overview of a seismotectonic model for the Po Plain (northern Italy). This flat and apparently quiet tectonic domain is, in fact, rather active as it comprises the shortened foreland and foredeep of both the Southern Alps and the Northern Apennines. Assessing its seismic hazard is crucial due to the concentration of population, industrial activities, and critical infrastructures, but it is also complicated because (a) the region is geologically very diverse, and (b) nearly all potential seismogenic faults are buried beneath a thick blanket of Pliocene-Pleistocene sediments, and thus can be investigated only indirectly. Identifying and parameterizing the potential seismogenic faults of the Po Plain requires proper consideration of their depth, geometry, kinematics, earthquake potential and location with respect to the two confronting orogens. To this end, we subdivided them into four main, homogeneous groups. Over the past 15 years we developed new strategies for coping with this diversity, resorting to different data and modeling approaches as required by each individual fault group. The most significant faults occur beneath the thrust fronts of the Ferrara-Romagna and Emilia arcs, which correspond to the most advanced and buried portions of the Northern Apennines and were the locus of the destructive May 2012 earthquake sequence. The largest known Po Plain earthquake, however, occurred on an elusive reactivated fault cutting the Alpine foreland south of Verona. Significant earthquakes are expected to be generated also by a set of transverse structures segmenting the thrust system, and by the deeper ramps of the Apennines thrusts. The new dataset is intended to be included in the next version of the Database of Individual Seismogenic Sources (DISS; , version 3.2.0, developed and maintained by INGV) to improve completeness of potential sources for seismic hazard assessment. Estimates of seismic hazard obtained using the neo-deterministic approach (NDSHA) and the probabilistic approach (PSHA) are compared for the Italian territory. The NDSHA provides values larger than those given by the PSHA in areas where large earthquakes are observed and in areas identified as prone to large earthquakes, but lower values in low-seismicity areas. These differences suggest the adoption of the flexible, robust and physically sound NDSHA approach to overcome the proven shortcomings of PSHA, thus allowing for a reliable seismic hazard estimation, especially for those areas characterized by a prolonged quiescence, i.e. in tectonically active sites where events of only moderate size have occurred in historical times. Western Turkey has a long history of destructive earthquakes that are responsible for the death of thousands of people and which caused devastating damage to the existing infrastructures, and cultural and historical monuments. The recent earthquakes of Izmit (Kocaeli) on 17 August, 1999 ( M = 7.4) and Düzce ( M = 7.2) on 12 November, 1999, which occurred in the neighboring fault segments along the North Anatolian Fault (NAF), were catastrophic ones for the Marmara region and surroundings in NW Turkey. Stress transfer between the two adjacent fault segments successfully explained the temporal proximity of these events. Similar evidence is also provided from recent studies dealing with successive strong events occurrence along the NAF and parts of the Aegean Sea; in that changes in the stress field due to the coseismic displacement of the stronger events influence the occurrence of the next events of comparable size by advancing their occurrence time and delimiting their occurrence place. In the present study the evolution of the stress field since the beginning of the twentieth century in the territory of the eastern Aegean Sea and western Turkey is examined, in an attempt to test whether the history of cumulative changes in stress can explain the spatial and temporal occurrence patterns of large earthquakes in this area. Coulomb stress changes are calculated assuming that earthquakes can be modeled as static dislocations in elastic half space, taking into account both the coseismic slip in large ( M ≥ 6.5) earthquakes and the slow tectonic stress buildup along the major fault segments. The stress change calculations were performed for strike-slip and normal faults. In each stage of the evolutionary model the stress field is calculated according to the strike, dip, and rake angles of the next large event, whose triggering is inspected, and the possible sites for future strong earthquakes can be assessed. A new insight on the evaluation of future seismic hazards is given by translating the calculated stress changes into earthquake probability using an earthquake nucleation constitutive relation, which includes permanent and transient effects of the sudden stress changes. For the seismic hazard evaluation of the region including the southern Calabro-Peloritanian Arc and southeastern Sicily, the determination of the macroseismic virtual intensity distributions has been carried out, characteristic of the seismogenic zones that fall within the area in study, starting with the structural framework of the region and from the analysis of the observed intensity effected through suitable filters. The macroseismic parameters, derived from such virtual distributions and used for seismic hazard evaluation, are not only a reference for eventual subsequently deeper knowledge referable to the need for a better characterization of the reference modelling, but distinguish themselves as an essential instrument for the definition of seismic hazard scenarios correlated to seismic events that take place in single seismogenic zones.
