The 2014 FIFA World Cup in Brazil gathered approximately BRL 24 billion in investment to build and improve airports, sports arenas, ports, and urban mobility through public-private partnerships. This study analyzes these partnerships and discusses potential conflicts of interest and corruption driven by networking. From the structural sociology of relationships, we built a graphical representation of the investment network and the centrality, proximity, and intermediate positions of 446 actors involved in this sporting event. The results show that, in public-private partnerships, the state takes on different roles in public services coordination. The study found that INFRAERO is the most powerful state agency in the network of investments examined, followed by BNDES and CEF bank. In addition, the research identified seven private companies involved in the well-known corruption case Operation Car Wash. This study contributes to the literature by highlighting the composition of the investment network formed around the 2014 FIFA World Cup, enabling society and governments to consider public-private partnerships in the context of ethics, conflicts of interest, and corruption that may emerge from these relationships. The objective of this paper is to analyze the reform of the Judiciary, considering aspects of its organizational culture on the basis of the perceptions of the civil servants in the Bahia State Courts of Justice. We begin by looking at the reform of the Brazilian State and of the Judiciary. We then look at aspects of Brazilian culture and their relationship with organizational culture. Using content analysis, we follow this by reviewing the data obtained through interviews with 37 civil servants. The paper ends with reflections regarding compatibilities and incompatibilities between the reform model adopted by the Judiciary and its organizational culture. [ABSTRACT FROM AUTHOR]

Social organizations have assumed a growing role in the management of public policies of culture in the state of São Paulo. Founded in the "new public management" school, one can affirm that this model of management would bring more quality to democracy from the administrative reforms of public organizations. In the light of the theory of the quality of democracy, the article analyzes the model's implementation in the state, using the descriptive data of the resources provided and of the contracts of management established between the government and civil society organizations. We conclude that, despite the high effort in the implementation of the model, one cannot notice a pattern of management from social organizations of culture in its relationship with the state, as well as suggest other investigative dimensions to establish the research agenda. The information about costs in public sector is important to an adequate analyze about management efficiency and expenditure quality. In countries identified as reference for implementation of that methodology, the process was part of a extensive reforms plan. The Institutional Theory claim the importance that changes in those work proceedings need analyze rules, values and practices in use on the organization involved in change process. This study was intended using the institutional theory to establish an analyze of how was the implementation of public sector Brazilian management instruments, and comparing that same process in Australian government. It was possible identified that Brazilian government different of the international experience and institutional theory proposals that suggest a wide cultural and institutional mobilization, it chose only the implementation of a technological system.
