This study aims to improve the structural model of deliberative citizenship (Costa & Pinto, 2021, 2023), which is based on studies related to the application of criteria (Tenório, 2012) to the theoretical field of social management. Data were analyzed using structural equation modeling (Hair, Hult, Ringle, & Sarstedt, 2017; Hair et al., 2021). A sample of 213 people from various regions of Brazil responded to an electronic questionnaire after being invited via social media, with emphasis on LinkedIn. In addition to confirming the statistical quality of the structural model of deliberative citizenship (Costa & Pinto, 2021, 2023), two indicators proposed for the "participation" construct (Costa & Pinto, 2021, 2023) were validated. The "deliberative process" construct is still in an exploratory phase, with a test proposition with an additional indicator related to the "cross-cutting spaces" criterion. The validation of additional indicators to the "participation" construct raised its quality above the exploratory zone, as its outer loadings were above 0.7. Therefore, the improvement carried out expands the theoretical and statistical understanding of the model, which can be applied to the various collegiate bodies in public management. Sentiment analysis is a knowledge discovery technique developed from data mining; its purpose is to reveal people's opinions on specific topics. This is an appropriate technique to apply to unstructured data sources, such as social media, that cover information on a variety of topics (such as politics and public administration). In this context, the objective of this study was to identify whether sentiment analysis can reflect public opinion and, thus, contribute to practices of social management. Therefore, the sentiment analysis technique was applied to reveal citizens' opinions, which were expressed on Twitter and concerned some of the main social programs in force during Brazil's Rousseff government. The study consisted of a comparison between the results of the sentiment analysis and the concepts and applications involving four strategies of social media used by governments from the point of view of social management. This article aims to discuss sustainable territorial development from the performance of different actors from the perspective of corporate management and the process of deliberative citizenship. Analyzes the construction of the "Programa de Manejo Agroambiental da Bacia do Rio Almada" in the region belonging to the citizenship's territory of South Bahia Coast. Organized the data, information and interviews through case study. To build the case, we used triangulation techniques of oral history and sensemaking. The case in question contributes to the discussion of the challenges and opportunities related to social management, indicating that the process of deliberative citizenship may be a necessary strategy for sustainable territorial development. Thus, it is clear that dialogue, stakeholder participation in the development and implementation of public policies is a complex, but essential, when it aims transformations of social realities. This paper analyze the dynamics of participation of social actors in the social management of territorial development policy and how it influences the process of allocation of public resources through the process of monitoring projects in the Territory of Serra do Brigadeiro, Minas Gerais. The study identifies that the experience of constructing and legitimizing policy has enabled a new institutional space (Territorial Forum), which enabled the discussion and selection of collective projects. The Forum, through its deliberative action, managed to establish a relatively autonomous development agenda, which enabled broader discussions on rural development, despite the limitations of the operation of the public policy program and the quality of participation.
