There has been a growing interest by both academics and policymakers at the local and regional scales in the development of a green economy both to promote economic development and to achieve environmental policy aims. Despite this, there is little evidence about whether either the economic or the environmental aims are being met, nor how local and regional authorities are promoting and developing green economies in their localities. In order to address these issues, this paper explores the development of the offshore wind industry in North West Germany, drawing upon sustainability transitions research and the path creation literature. The business, social and environmental characteristics that drive the growth of industrial ecology and eco-industrial development, as a future standard for regional development, are described.

An overview of developments in policies on information and communication technologies (ICT) at the level of local authorities in the UK is described. A postal survey of 514 local authorities was undertaken to address the lack of empirical evidence on the growing importance of ICTs in local economic development initiatives. Results showed that a greater proportion of local authorities in the peripheral regions, especially Northern England and Wales, have incorporated ICT policies.
