Place leadership (PL) influences the capability of places hit by disruptive challenges to react and reroute to new paths of development. Recent contributions consider the positive role of PL, while negative aspects are still under-investigated. This paper proposes a conceptual framework that, focusing on local productive systems (LPSs), explores PL's dark side. Forms of PL accompanying LPSs show different degrees of openness and strength that interact with the same LPS structural features. Enclosed forms of PL, aiming to preserve restricted and well-established interests, might intentionally resist attempts of LPS rerouting if undermining such interests, albeit beneficial to the system overall. This paper addresses territorial servitization in manufacturing systems of small and medium-sized enterprises, introducing a framework for the interpretation of changes in local productive configurations and the assessment of territorial servitization trajectories. It includes three main variables: multiplicity of know-hows, transaction costs and the entrepreneurial drive. Moreover, it proposes a mixed methodology that elaborates proxies of these variables for empirical analysis. The methodology is tested by investigating the changing features of an archetypal case of Italian industrial district, the textile district of Prato, throughout the period 2005-13. Different scenarios seem to open up, highlighting the opportunities and difficulties of transition to strong territorial servitization trajectories. [ABSTRACT FROM AUTHOR]

This research studies to what extent the absorptive capacity of a firm influences its capacity to exploit new opportunities through new products, particularly in a specific context of industrial districts. A multidimensional approach to the absorptive capacity concept is used to distinguish between identification, assimilation, and exploitation of external knowledge. The population of companies belonging to a Spanish textile district is studied. Findings suggest that information and knowledge that a company receives from external sources provide the company with the necessary abilities to innovate. This paper analyses the transformation of Suzhou, known previously for its Sunan model of development into a globalizing foreign direct investment (FDI) and high-technology centre. It is argued that the key to the transformation has been the efforts of states in utilizing global capital, mainly through the development of the Suzhou Industrial Park (SIP). However, the nature of Suzhou Industrial Park is largely that of a satellite district, and its future is likely a satellite neo-Marshallian district. A third pathway of development is promoted by integrating globalizing regional development with domesticating globalization, and by moving beyond the divide of globalization and localization. Wir argumentieren, dass der Schlussel fur diese Verwandlung in den Bemuhungen der Staaten zur Nutzung von globalem Kapital lag, insbesondere durch die Entwicklung des Suzhou Industrial Park (SIP). The findings provide evidence of different types of networks, as well as how interpersonal networks can be transformed into inter-organizational networks, and vice versa, thus strengthening the district. Mayer H. Entrepreneurship in a hub-and-spoke industrial district: firm survey evidence from Seattle's technology industry, Regional Studies. The paper investigates entrepreneurial dynamics in a hub-and-spoke industrial district. Using data on the genealogy of high-technology firms in Seattle, Washington State, the study examines the ways in which entrepreneurial firms relate to their parent firms and the role of agglomeration economies. The results illustrate that entrepreneurship is an important vehicle for the diversification of such a district. When compared, hub-related spinoffs such as those founded by former Microsoft employees do not differ much from other start-ups. The differences between Microsoft spinoffs and start-ups are very limited; both diversify the regional economy by entering new markets when compared with their parents.

Tomlinson P. R. and Jackson I. Cooperative ties and the impact of external factors upon innovation in an industrial district: some insights from the North Staffordshire table and giftware sector, Regional Studies. Drawing upon a sample of 118 firms, this paper explores the impact of cooperative ties and the role of institutions upon innovation in the UK ceramic table and giftware sector. It is found that locational economies are important for aiding innovation, with firms in the North Staffordshire industrial district holding an inherent advantage vis-a-vis non-district firms. However, while close vertical ties enhance innovation, recent concerns have arisen that horizontal collaboration between district and Asian firms is having a detrimental impact upon innovative capacity within the district. Existing perspectives on the social and institutional underpinnings of regional economic performance lack an account of how regions in post-socialist or developing countries lacking embedded, cohesive, trust-based networks could organize to transform themselves. This paper shows how provisional, contingent post-socialist projects--in opposition to more stable firm, market or network forms of organization--temporarily drawing together sets of actors from diverse organizational environs can enable regions to overcome social impediments to development. The literature on small firm networks in industrial districts postulates the importance of territorial proximity for business innovation and regional development, but empirical research to test this proposition is sparse. While there is some research on the extent of interfirm co-operation, little is known about the performance outcomes of co-operation. I develop competing hypotheses from institutional, ecological and random action theories concerning the survival chances of firms located in geographic proximity, and test them with data on the complete population of knitwear firms in Baden-Wurttemberg, Germany, for the period from 1960 to 1998. Proportional hazard estimates show that location in clusters of firms in the same industry increased business failure rates, and location in diversified clusters of firms operating in complementary industries reduced failure rates. Recent theoretical discussion about modern approaches to explaining knowledge-based regional development in terms of industrial district, innovative milieu and network hypotheses emphasizes the importance of intraregional linkages between innovative actors. Among these, innovative firms and research institutions are regarded as most important for influencing regional economic development by intraregional linkages. This paper supplies databased research by analysing several comprehensive surveys in three German regions. Industrial districts have attracted the attention of development economists in the search for new models of industrial development. Many case studies have shown that clustering helps local enterprises to overcome growth constraints and compete in distant markets. However, empirical studies also reveal shortcomings of the industrial district model. This paper shows that, within the districts, there is enormous heterogeneity by size and performance. Even though clustering firms feed on each other, they vary a great deal in the strategies they employ and the growth they achieve. Rapidly growing regions exhibit distinct varieties of industrial district structure. One variant is the hub-and-spoke form, where an industry and its suppliers cluster around one or several core firms. The hub-and-spoke district is distinct from the flexibly specialized district, its successs a function of dominant firm market power and strategy rather than networking. Hub-and-spoke districts are capable of generating high regional growth rates and good income distributions, but may render a region vulnerable to cyclical and secular decline and/or to the crowding out of noncompeting, newer sectors. This paper examines the regulatory underpinnings of industrial districts. As many regional governments have been forced to accept greater responsibility for their own economic futures, the industrial district model has been presented as an attractive path to economic development. The underlying assumption among many policy makers is that all industrial districts are based on similar models of production organization and labour relations. Nevertheless, the comparative approach illustrates that districts which appear similar on the surface are often quite distinct, particularly when the experience of workers is considered. By applying the concepts of regulation theory to the experiences of Emilia-Romagna, Baden-Wurttemberg and Silicon Valley, this paper illustrates that flexibly-specialized districts can result in a variety of social outcomes. According to the theory of industrial districts, a new wave of economic growth is being led in a number of regions in Europe, North America and East Asia by spatially concentrated networks of mostly small and medium sized enterprises, often using flexible production technology and characterized by extensive local interfirm linkages. Does this amount to a re-emergence of the dominance of what urban and regional economists call ‘agglomeration economies’ over the well-known pressures on business to spatially disperse its operations? Neoclassical economic theorizing from Marshall to Perroux provides one perspective on the contemporary industrial district phenomenon.
