Development of ocean measurement technologies can improve monitoring of the global Ocean Heat Content (OHC) and Heat Storage Rate (HSR) that serve as early-warning indices for climate-critical circulation processes such as the Atlantic Meridional Overturning Circulation and provide real-time OHC assessments for tropical cyclone forecast models. This paper examines the potential of remotely measuring ocean temperature profiles using a simulated Brillouin lidar for calculating ocean HSR. A series of data analysis ('Nature') and Observational Systems Simulation Experiments (OSSEs) were carried out using 26 years (1992–2017) of daily mean temperature and salinity outputs from the ECCOv4r4 ocean circulation model. The focus of this study is to compare various OSSEs carried out to measure the HSR using a simulated Brillouin lidar against the HSR calculated from the ECCOv4r4 model results. Brillouin lidar simulations are used to predict the probability of detecting a return lidar signal under varying sampling strategies. Correlations were calculated for the difference between sampling strategies. These comparisons ignore the measurement errors inherent in a Brillouin lidar. Brillouin lidar technology and instruments are known to contain numerous, instrument-dependent errors and remain an engineering challenge. A significant decrease in the ability to measuring global ocean HSRs is a consequence of measuring ocean temperature from nadir-pointing instruments that can only take measurements along-track. Other sources of errors include the inability to fully profile ocean regions with deep mixed layers, such as the Southern Ocean and North Atlantic, and ocean regions with high light attenuation levels. With the ongoing changes in global climate, ocean data play a crucial role in understanding the complex variations in the earth system. These variations pose significant challenges to human efforts in addressing the changes. As a data hub for the satellite geodetic technique, unmanned aerial vehicles (UAVs) instill new vitality into ocean data collection due to their flexibility and mobility. At the same time, the dual-functional radar-communication (DFRC) system is considered a promising technology to empower ubiquitous communication and high-accuracy localization. In this paper, we explore a new fusion of UAV and DFRC to assist data acquisition in the ocean surveillance scenario. The floating buoys transmit uplink data transmission to the UAV with non-orthogonal multiple access (NOMA) and attempt to localize the target cooperatively. With the mobility of the UAV and power control at the buoys, the system throughput and the target localization performance can be improved simultaneously. To balance the communication and sensing performance, a two-objective optimization problem is formulated by jointly optimizing the UAV's location and buoy's transmit power to maximize the system throughput and minimize the attainable localization mean-square error. We propose a joint communication and radar-sensing many-objective optimization (CRMOP) algorithm to meliorate the communication and radar-sensing performance simultaneously. Simulation results demonstrate that compared with the baseline, the proposed algorithm achieves superior performance in balancing the system throughput and target localization. Polar-orbiting satellite observations are of fundamental importance to explore the main scientific challenges in the Arctic Ocean, as they provide information on bio-geo-physical variables with a denser spatial and temporal coverage than in-situ instruments in such a harsh and inaccessible environment. However, they are limited by the lack of coverage near the North Pole (Polar gap), the polar night, and frequent cloud cover or haze over the ocean and sea ice, which prevent the use of optical satellite instruments, as well as by the limited availability of external validation data. The satellite sensors' coverage and repeat cycles may also have limitations in properly identifying and resolving the dominant spatial and temporal scales of atmospheric, ocean, cryosphere and land variability and their interactive processes and feedback mechanisms. In this paper, we provide a state of the art of contribution of satellite observations to the understanding of the polar environment and climate scientific challenges tackled within the Arktalas Hoavva project funded by the European Space Agency. We identify the current limitations to the wider use of polar orbiting remote sensing data, as well as the observational gaps of the existing satellite missions. A comprehensive overview of all satellite missions and applications is given provided with a primary focus on the European satellites. The Sentinel-3 Mission Performance Centre (S3MPC) is tasked by the European Space Agency (ESA) to monitor the health of the Copernicus Sentinel-3 satellites and ensure a high data quality to the users. This paper deals exclusively with the effort devoted to the altimeter and microwave radiometer, both components of the Surface Topography Mission (STM). The altimeters on Sentinel-3A and -3B are the first to operate in delay-Doppler or SAR mode over all Earth surfaces, which enables better spatial resolution of the signal in the along-track direction and improved noise reduction through multi-looking, whilst the radiometer is a two-channel nadir-viewing system. There are regular routine assessments of the instruments through investigation of telemetered housekeeping data, calibrations over selected sites and comparisons of geophysical retrievals with models, in situ data and other satellite systems. These are performed both to monitor the daily production, assessing the uncertainties and errors on the estimates, and also to characterize the long-term performance for climate science applications. This is critical because an undetected drift in performance could be misconstrued as a climate variation. As the data are used by the Copernicus Services (e.g., CMEMS, Global Land Monitoring Services) and by the research community over open ocean, coastal waters, sea ice, land ice, rivers and lakes, the validation activities encompass all these domains, with regular reports openly available. The S3MPC is also in charge of preparing improvements to the processing, and of the development and tuning of algorithms to improve their accuracy. This paper is thus the first refereed publication to bring together the analysis of SAR altimetry across all these different domains to highlight the benefits and existing challenges. Earth observation data can help us understand and address some of the grand challenges and threats facing us today as a species and as a planet, for example climate change and its impacts and sustainable use of the Earth's resources. However, in order to have confidence in earth observation data, measurements made at the surface of the Earth, with the intention of providing verification or validation of satellite-mounted sensor measurements, should be trustworthy and at least of the same high quality as those taken with the satellite sensors themselves. Metrology tells us that in order to be trustworthy, measurements should include an unbroken chain of SI-traceable calibrations and comparisons and full uncertainty budgets for each of the in situ sensors. Until now, this has not been the case for most satellite validation measurements. Therefore, within this context, the European Space Agency (ESA) funded a series of Fiducial Reference Measurements (FRM) projects targeting the validation of satellite data products of the atmosphere, land, and ocean, and setting the framework, standards, and protocols for future satellite validation efforts. The FRM4SOC project was structured to provide this support for evaluating and improving the state of the art in ocean colour radiometry (OCR) and satellite ocean colour validation through a series of comparisons under the auspices of the Committee on Earth Observation Satellites (CEOS). This followed the recommendations from the International Ocean Colour Coordinating Group's white paper and supports the CEOS ocean colour virtual constellation. The main objective was to establish and maintain SI traceable ground-based FRM for satellite ocean colour and thus make a fundamental contribution to the European system for monitoring the Earth (Copernicus). This paper outlines the FRM4SOC project structure, objectives and methodology and highlights the main results and achievements of the project: (1) An international SI-traceable comparison of irradiance and radiance sources used for OCR calibration that set measurement, calibration and uncertainty estimation protocols and indicated good agreement between the participating calibration laboratories from around the world; (2) An international SI-traceable laboratory and outdoor comparison of radiometers used for satellite ocean colour validation that set OCR calibration and comparison protocols; (3) A major review and update to the protocols for taking irradiance and radiance field measurements for satellite ocean colour validation, with particular focus on aspects of data acquisition and processing that must be considered in the estimation of measurement uncertainty and guidelines for good practice; (4) A technical comparison of the main radiometers used globally for satellite ocean colour validation bringing radiometer manufacturers together around the same table for the first time to discuss instrument characterisation and its documentation, as needed for measurement uncertainty estimation; (5) Two major international side-by-side field intercomparisons of multiple ocean colour radiometers, one on the Atlantic Meridional Transect (AMT) oceanographic cruise, and the other on the Acqua Alta oceanographic tower in the Gulf of Venice; (6) Impact and promotion of FRM within the ocean colour community, including a scientific road map for the FRM-based future of satellite ocean colour validation and vicarious calibration (based on the findings of the FRM4SOC project, the consensus from two major international FRM4SOC workshops and previous literature, including the IOCCG white paper on in situ ocean colour radiometry). Traditionally, sea level is observed at tide gauge stations, which usually also serve as height reference stations for national leveling networks and therefore define a height system of a country. One of the main deficiencies to use tide gauge data for geodetic sea level research and height systems unification is that only a few stations are connected to the geometric network of a country by operating permanent GNSS receivers next to the tide gauge. As a new observation technique, absolute positioning by SAR using active transponders on ground can fill this gap by systematically observing time series of geometric heights at tide gauge stations. By additionally knowing the tide gauge geoid heights in a global height reference frame, one can finally obtain absolute sea level heights at each tide gauge. With this information the impact of climate change on the sea level can be quantified in an absolute manner and height systems can be connected across the oceans. First results from applying this technique at selected tide gauges at the Baltic coasts are promising but also exhibit some problems related to the new technique. The paper presents the concept of using the new observation type in an integrated sea level observing system and provides some early results for SAR positioning in the Baltic sea area. Retrieving information concerning the interior of the ocean using satellite remote sensing data has a major impact on studies of ocean dynamic and climate changes; however, the lack of information within the ocean limits such studies about the global ocean. In this paper, an artificial neural network, combined with satellite data and gridded Argo product, is used to estimate the ocean heat content (OHC) anomalies over four different depths down to 2000 m covering the near-global ocean, excluding the polar regions. Our method allows for the temporal hindcast of the OHC to other periods beyond the 2005–2018 training period. By applying an ensemble technique, the hindcasting uncertainty could also be estimated by using different 9-year periods for training and then calculating the standard deviation across six ensemble members. This new OHC product is called the Ocean Projection and Extension neural Network (OPEN) product. The accuracy of the product is accessed using the coefficient of determination (R2) and the relative root-mean-square error (RRMSE). The feature combinations and network architecture are optimized via a series of experiments. Overall, intercomparison with several routinely analyzed OHC products shows that the OPEN OHC has an R2 larger than 0.95 and an RRMSE of <0.20 and presents notably accurate trends and variabilities. Primary production by marine phytoplankton is one of the largest fluxes of carbon on our planet. In the past few decades, considerable progress has been made in estimating global primary production at high spatial and temporal scales by combining in situ measurements of primary production with remote-sensing observations of phytoplankton biomass. One of the major challenges in this approach lies in the assignment of the appropriate model parameters that define the photosynthetic response of phytoplankton to the light field. In the present study, a global database of in situ measurements of photosynthesis versus irradiance (P-I) parameters and a 20-year record of climate quality satellite observations were used to assess global primary production and its variability with seasons and locations as well as between years. In addition, the sensitivity of the computed primary production to potential changes in the photosynthetic response of phytoplankton cells under changing environmental conditions was investigated. Global annual primary production varied from 38.8 to 42.1 Gt C yr − 1 over the period of 1998–2018. Inter-annual changes in global primary production did not follow a linear trend, and regional differences in the magnitude and direction of change in primary production were observed. Trends in primary production followed directly from changes in chlorophyll-a and were related to changes in the physico-chemical conditions of the water column due to inter-annual and multidecadal climate oscillations. Moreover, the sensitivity analysis in which P-I parameters were adjusted by ±1 standard deviation showed the importance of accurately assigning photosynthetic parameters in global and regional calculations of primary production. The assimilation number of the P-I curve showed strong relationships with environmental variables such as temperature and had a practically one-to-one relationship with the magnitude of change in primary production. In the future, such empirical relationships could potentially be used for a more dynamic assignment of photosynthetic rates in the estimation of global primary production. The accuracy of three satellite models of primary production (PP) of varying complexity was assessed against 95 in situ 14C uptake measurements from the North East Atlantic Ocean (NEA). The models were run using the European Space Agency (ESA), Ocean Colour Climate Change Initiative (OC-CCI) version 3.0 data. The objectives of the study were to determine which is the most accurate PP model for the region in different provinces and seasons, what is the accuracy of the models using both high (daily) and low (eight day) temporal resolution OC-CCI data, and whether the performance of the models is improved by implementing a photoinhibition function? The Platt-Sathyendranath primary production model (PPPSM) was the most accurate over all NEA provinces and, specifically, in the Atlantic Arctic province (ARCT) and North Atlantic Drift (NADR) provinces. The implementation of a photoinhibition function in the PPPSM reduced its accuracy, especially at lower range PP. The Vertical Generalized Production Model-VGPM (PPVGPM) tended to over-estimate PP, especially in summer and in the NADR. The accuracy of PPVGPM improved with the implementation of a photoinhibition function in summer. The absorption model of primary production (PPAph), with and without photoinhibition, was the least accurate model for the NEA. Mapped images of each model showed that the PPVGPM was 150% higher in the NADR compared to PPPSM. In the North Atlantic Subtropical Gyre (NAST) province, PPAph was 355% higher than PPPSM, whereas PPVGPM was 215% higher. A sensitivity analysis indicated that chlorophyll-a (Chl a), or the absorption of phytoplankton, at 443 nm (aph (443)) caused the largest error in the estimation of PP, followed by the photosynthetic rate terms and then the irradiance functions used for each model.
