The Tropical Rainfall Measuring Mission (TRMM) and Global Precipitation Mission (GPM) are the most important and widely used data sources in several applications—e.g., forecasting drought and flood, and managing water resources—especially in the areas with sparse or no other robust sources. This study explored the accuracy and precision of satellite data products over a span of 18 years (2000–2017) using synoptic ground station data for three regions in Iran with different climates, namely (a) humid and high rainfall, (b) semi-arid, and (c) arid. The results show that the monthly precipitation products of GPM and TRMM overestimate the rainfall. On average, they overestimated the precipitation amount by 11% in humid, by 50% in semi-arid, and by 43% in arid climate conditions compared to the ground-based data. This study also evaluated the satellite data accuracy in drought and wet conditions based on the standardized precipitation index (SPI) and different seasons. The results showed that the accuracy of satellite data varies significantly under drought, wet, and normal conditions and different timescales, being lowest under drought conditions, especially in arid regions. The highest accuracy was obtained on the 12-month timescale and the lowest on the 3-month timescale. Agricultural land abandonment is an increasing problem in Europe. The Comunitat Valenciana Region (Spain) is one of the most important citrus producers in Europe suffering this problem. This region characterizes by small sized citrus plots and high spatial fragmentation which makes necessary to use Very High-Resolution images to detect abandoned plots. In this paper spectral and Gray Level Co-Occurrence Matrix (GLCM)-based textural information derived from the Normalized Difference Vegetation Index (NDVI) are used to map abandoned citrus plots in Oliva municipality (eastern Spain). The proposed methodology is based on three general steps: (a) extraction of spectral and textural features from the image, (b) pixel-based classification of the image using the Random Forest algorithm, and (c) assignment of a single value per plot by majority voting. The best results were obtained when extracting the texture features with a 9 × 9 window size and the Random Forest model showed convergence around 100 decision trees. Cross-validation of the model showed an overall accuracy of the pixel-based classification of 87% and an overall accuracy of the plot-based classification of 95%. All the variables used are statistically significant for the classification, however the most important were contrast, dissimilarity, NIR band (720 nm), and blue band (620 nm). According to our results, 31% of the plots classified as citrus in Oliva by current methodology are abandoned. This is very important to avoid overestimating crop yield calculations by public administrations. The model was applied successfully outside the main study area (Oliva municipality); with a slightly lower accuracy (92%). As a result of high-density urbanization and climate change, both the frequency and intensity of extreme urban rainfall are increasing. Drainage systems are not designed to cope with this increase, and as a result, floods are becoming more common in cities, particularly in the rapidly growing cities of China. To better cope with more frequent and severe urban flooding and to improve the water quality of stormwater runoff, the Chinese government launched the national Sponge City Construction (SCC) program in 2014. The current SCC design standards and guidelines are based on static values (e.g., return periods, rainfall intensities, and volume capture ratio (VCR)). They do not fully acknowledge the large differences in climate conditions across the country and assume that the hydraulic conditions will not change over time. This stationary approach stems from the traditional engineering approach designed for grey infrastructure (following a "one size fits all" approach). The purpose of this study was to develop a methodology to assess the VCR baseline (before construction in the pre-development stage) and changes in VCR (difference between the VCR of the pre- and post-development stage). The VCR of the post-development stage is one of the required indicators of the Assessment Standard for Sponge Cities Effects to evaluate SCC projects. In this study, the VCR was derived from remote-sensing-based land use land cover (LULC) change analysis, applying an unsupervised classification algorithm on different Landsat images from 1985 to 2015. A visualization method (based upon Sankey chart, which depicts the flows and their proportions of components) and a novel and practical partitioning method for built-up regions were developed to visualize and quantify the states and change flows of LULC. On the basis of these findings, we proposed a new indicator, referred to as V C R a - L , in order to assess the changes in urban hydrology after SCC construction. This study employed the city of Nanjing as a case study and analyzed detailed information on how LULC changes over time of built-up areas. The surface area of the urban and built-up areas of Nanjing quadrupled from 11% in 1985 to 44% in 2015. In the same period, neither the entire city nor its subregions reached the VCR target of 80%. The proposed new methodology aims to support national, regional, and city governments to identify and prioritize where to invest and implement SCC measures more effectively in cities across China. Accurate built-up area extraction is one of the most critical issues in land-cover classification. In previous studies, various techniques have been developed for built-up area extraction using Landsat images. However, the efficiency of these techniques under different technical and geographical conditions, especially for bare and sandy areas, is not optimal. One of the main challenges of built-up area extraction techniques is to determine an optimum and stable threshold with the highest possible accuracy. In many of these techniques, the optimum threshold value fluctuates substantially in different parts of the image scene. The purpose of this study is to provide a new index to improve built-up area extraction with a stable optimum threshold for different environments. In this study, the developed Automated Built-up Extraction Index (ABEI) is presented to improve the classification accuracy in areas containing bare and sandy surfaces. To develop and evaluate the accuracy of the new method for built-up area extraction with Landsat 8 OLI reflective bands, five test sites located in the Iranian cities (Babol, Naqadeh, Kashmar, Bam and Masjed Soleyman), eleven European cities (Athens, Brussels, Bucharest, Budapest, Ciechanow, Hamburg, Lyon, Madrid, Riga, Rome and Porto) and high resolution layer imperviousness (HRLI) data were used. Each site has varying environmental and complex surface coverage conditions. To determine the optimal weights for each of the Landsat 8 OLI reflective bands, the pure pixel sets for different classes and the improved gravitational search algorithm (IGSA) optimization were used. The Kappa coefficient and overall error were calculated to evaluate the accuracy of the built-up extraction map. Additionally, the ABEI performance was compared with the urban index (UI) and normalized difference built-up index (NDBI) performances. In each of the five test sites and eleven cities, the extraction accuracy of the built-up areas using the ABEI was higher than that using the UI, and NDBI (P-value of 0.01). The relative standard deviations of the optimal threshold values for the ABEI and UI were 27 and 155% (at five test sites) and were 16 and 37% (at eleven European cities), respectively, which indicates the stability of the ABEI threshold value when the location and environmental conditions change. The results of this study demonstrated that the ABEI can be used to extract built-up areas from other land covers.
