As subsidies continue to fall, the technology and cost performance of distributed photovoltaic (PV) determines the progress of its grid parity. Based on the discussion of technology and cost, this paper analyzed the economic performance of China's distributed PV industry by utilizing the two indicators of levelized cost of energy (LCOE) and internal rate of return (IRR). The results show that: firstly, the current external environment is generally conducive to the development of distributed PV, but there are still some constraints. Secondly, with the decrease of unit investment cost, distributed PV can achieve the goal of parity before 2025. Thirdly, distributed PV projects in the three types of solar energy resources all have high IRR, and the economic performance is better for the projects with high proportion of spontaneous self-use. At the end of the paper, policy recommendations are offered as references for the government. • We comprehensively analyzed the technology and cost performance of China's distributed PV. • We focused on the trend and decline path of China's distributed PV costs. • The LCOE of distributed PV in China is expected to achieve full parity in 2025. • Except 100% grid-connected mode, the IRR of distributed PV power plants in three areas is higher than 8% which has shown good economic benefits. Abstract Under the circumstances of global carbon emissions reduction, it has become a trend to promote the adoption of clean energies, such as solar energy. With the increasing maturity of photovoltaic (PV) technology, household-type distributed solar PV power generation projects are increasingly popular in China. Nevertheless, compared with conventional power generation, the initial cost of a solar PV project remains relatively high. Therefore, to mobilize the incentives of the general public, there is an urgent need for studies on how to share the costs and benefits of a solar PV power generation project between the government and users. By adopting the Shapley Game methodology, this paper has conducted a theoretical analysis of the cost-sharing among the central government, local government, and users and has built an investment cost-sharing model ( C i ′ = P (i) − V s (i) − V r i , i = 1 , 2 , 3) , which is able to coordinate the benefit of all three stakeholders. This is followed by a case study. The results show that, under China's central government subsidy of 0.42 yuan per kWh, the best strategy for the local government to encourage the public to install solar PV facilities is to provide a one-off compensation equal to 30% of the initial investment. Finally, this paper proposes relevant policy recommendations to promote the development of solar PV power generation for emissions reduction in China. This review paper examines pathways towards solar energy in China by examining two different solar energy technologies, namely solar photovoltaic (PV) and solar water heaters (SWH). The paper investigates these two case studies to understand how different pathways for low carbon innovation are promoted and challenged by China's changing financing and policy-making, and how they relate to changing practices among producers and consumers. The paper finds two distinct approaches to solar energy. Chinese solar PV is predominantly produced for the export market, relies on intellectual property-intensive technology and has received much financial and political support from the central and provincial governments. On the other side, solar water heaters are an indigenous Chinese technology that is found everywhere across China, especially in rural areas. They have developed from grass-roots levels to mass products with very little central government support. Although being largely absent from high-level discussions and policies, solar water heaters could contribute a lot to China's low carbon transitions that are driven at the local level. In the context of carbon neutrality, renewable energy, especially wind power, solar PV and hydropower, will become the most important power sources in the future low-carbon power system. Since wind power and solar PV are specifically intermittent and space-heterogeneity, an assessment of renewable energy potential considering the variability of wind power and solar PV with high temporal resolution in different regions will facilitate more accurate identification of the decarbonization pathway of power system. In this paper, the complementary output potential of wind-solar-hydro power every 15 min in 31 Chinese provinces is evaluated by developing a multi-objective optimization model based on Nondominated Sorting Genetic Algorithm II. The results show that the total annual complementary power generation potential in China is 17.57 PWh, of which the three components account for 47.8%, 25.3% and 26.9%, respectively. Inner Mongolia and Tibet are the major renewable energy source provinces with annual complementary power generation potential of 5330 TWh and 3907 TWh, accounting for 30.3% and 13.7% of the total power generation potential, respectively. The temporal potential of wind-solar-hydro power varies greatly, with daily potential is more volatile than monthly. Seasonal and spatial heterogeneity of the complemental renewable potential makes some provinces suffer power shortage during long-hours period especially in winter. Our findings will encourage a higher penetration of renewable energy, the promotion of multi-energy complementarity, and the development of inter-provincial power transmission and energy storage infrastructure in China's future power sector. • A multi-objective wind-solar-hydro complementary optimization model is developed. • Electricity supply and demand have gaps at different temporal and spatial scales. • Wind-solar-hydro complementary potential shows great temporal and spatial variation. • Renewable complementarity can improve China's future power system stability. This paper debates the main reasons why Chinese and Brazilian energy policies have not focused on Concentrating Solar Power (CSP) deployment until now. Like most emerging economies, China and Brazil have registered large increases in energy demand, as well as considerable growth of energy-related greenhouse gas (GHG) emissions. On the other hand, both countries have played an important role on the expansion of renewable energy infrastructure and - considering that large portions of their territories present high levels of "Direct Normal Irradiation" (DNI) - CSP technologies might have figured as an important strategy for the mitigation of atmosphere pollution and global warming. Since large scale deployment of CSP technologies still implies high "Levelized Costs Of Electricity" (LCOE) that could affect the competitiveness of national industry in global markets, we argue that a comprehensive answer for this question must place national energy policies in the context of a "world-system" analysis. CSP has not benefited from the international demand that has boosted wind turbines and photovoltaic cells with their subsequent price reductions. Furthermore, we will discuss the "elective affinities" between thermal solar investments and the development of those regions that present the lowest performances in the Chinese and Brazilian socioeconomic realities. This paper analyzes if solar photovoltaic technology is economically feasible enough to compete with coal-fired power in Chinese cities in the subsidy-free context. Considering this, this paper further investigates how profitable investing in solar PV projects is. This paper firstly analyzes to what degree local coal-fired power plants can be replaced by distributed solar power in 344 prefectural-level cities in China. Levelized Cost of Electricity of solar PV power and the local desulfurized coal benchmark price are used for simplified cost crossover math to identify the replacement risk of local coal-fired power plants. Four risk-levels and their corresponding cities are identified, i.e. deemed no cost-risk, potentially at cost-risk, at cost-risk, and substantially at cost-risk. As a whole, 85.17% of current coal-fired power plants from the investigated cities are under cost-risk. Levelized Profit of Electricity, Net Present Value, Internal Rate of Return, and Discounted Payback Period are calculated for each city, and grouped using K-means algorithm. The cities are clustered into four groups, i.e. high return, medium return, moderate return, and low return. The results show that 65.99% of all the cities could achieve a moderate or higher financial return. Due to the uneven distribution of renewable resources and electricity load centers in China, renewable energy usually needs to be delivered a long distance from the generation base to the load center. However, wind power and photovoltaic (PV) have to be bundled with flexible resources, such as thermal generators, to compensate for the generation uncertainty and variability. Concentrating solar power (CSP) is a controllable generation technology, and it is receiving great attention in the northwest China to be constructed in the 100% renewable energy generation base. This paper proposes a generation portfolio optimization model of a 100% renewable energy base supported by CSP. Firstly, a flexible operation model of CSP based on the interval theory is proposed. Then, a coordinated operation strategy of a 100% renewable energy base organized by CSP, wind power, PV and also energy storage is formulated. On this basis, a generation portfolio optimization model is established with the target of minimizing an extended levelized cost of energy (LCOE) considering the transmission cost. A case study of 100% renewable energy base in Qinghai Province, China, is conducted to verify the effectiveness of the proposed model. It is depicted that CSP plays an important role in the cost-effective portfolio and can be a better alternative to the combination of PV and storage. Renewable energy (RE) trade disputes have been rising in response to certain green industrial policies, i.e., policy mechanisms used to develop domestic RE industries and accrue associated local economic benefits. Since 2011, countries have been increasingly filing trade litigations to counter the use of green industrial policies by their trading partners so that they can expand RE industry competitiveness and the associated manufacturing jobs within their own countries. However, in the absence of systematic studies on the impacts of RE trade duties, evidence regarding their success in achieving these economic goals remains limited. In this paper, the effectiveness of RE trade duties in supporting employment, especially in manufacturing, is assessed. First, the literature on the motivations behind RE trade duties is reviewed, and then the case of trade duties imposed by the US on the imports of solar and wind energy components from China between 2011 and 2019 is examined. Although several factors may drive employment, no evidence is found for the increase in jobs in solar and wind manufacturing in the years after the trade duties were imposed. Meanwhile, downstream jobs in installation, operation and maintenance continued to grow, corresponding to increases in annual installation of solar and wind capacity in the US. These were driven by policy incentives and the declining costs of solar and wind technologies. China has the world's largest photovoltaic (PV) market, and its cumulative PV installation capacity reached more than 200 GW in 2019. However, a large gap remains to achieve the ambitious target of 1200 GW of wind and solar power installation capacity by 2030. Are there sufficient solar resources, and where should the PV modules be installed? There are no clear answers to these questions. This paper aims to identify the availability and feasibility of developing distributed solar PV (DSPV) systems in China's cities. The results show that China has many DSPV resources, but they are unevenly distributed. The potential for DSPV systems is greatest in eastern and southern China, areas of relatively low solar radiation. Furthermore, the difference in the potential of DSPV development among cities requires targeted policies for different geographical areas. Similarly, the difference in DSPV generation to satisfy the electricity demand in various sectors requires political and industrial efforts to address the mismatch between solar PV power generation capacity, electricity demand, and solar radiation in different regions. • The first study to calculate distributed solar PV (DSPV) potential at city level in China. • China has many DSPV resources, but they are unevenly distributed. • The DSPV resources such as industrial parks, public facilities and rooftops of buildings have been neglected. • Contribute to the decision-making process of the DSPV development by providing a quantitative, city-specific analysis of DSPV power generation. This paper examines the impact of China's 2005–2020 solar power energy policies on the stock performance of nine economic sectors in China, Japan, Germany, and the U.S. In order to model how policy shocks affect market performance, we develop a joint contagion test of higher-order co-moments, defining policy contagion as significant changes in the third- and fourth-order co-moments in the post-announcement period as compared to the pre-announcement period. The results show that eight Chinese solar energy policies have significant impacts on nine economic sectors in China, with weaker effects in Germany and the U.S., and the least significance in Japan. China has become the world's largest clean energy country in terms of the total installation of wind and photovoltaic power and annual newly installed capacity. However, weather conditions render renewable energy unstable, thereby restricting its application to a power grid; reducing the randomness in wind or photovoltaic power is the major challenge of the utilization of solar and wind energy. This paper systematically reviews the explorations and the practices related to wind and photovoltaic power consumption in China. Considering the difference in the methods of supplementing the variable and intermittent output of wind and PV power, five consumption modes are outlined: distributed energy microgrid absorption, power grid peak shaving operation consumption, wind-photovoltaic-storage consumption, wind-photovoltaic-thermal complementation, and wind-photovoltaic-hydro complementation. The theories, features, current situation and growing trends of each mode are analyzed. Finally, several suggestions, including promoting multi-energy complementary microgrid application and installing large-scale pumped storage hydropower, are provided for improving the efficiency of renewable energy development in China. • Practical variable energy consumption modes are outlined and analyzed. • Small-scale distributed wind and PV power is suitable for microgrid integration. • Medium-sized wind and PV power consumed through the main grid is reasonable. • Large-scale wind and PV can be combined and transmitted with hydro or thermal power.
