Today several trends, such as liberalization, decarbonization, renewable energy sources (RES) growth, electrification, and digitalization, are putting more and more pressure on the way the energy sector operates. This has resulted in ongoing transformation into smart grids (SG) and spreading of energy communities (EC), making use of new digital technologies and renewable sources. Within this paper we aimed to compare the conceptual designs of EC energy market topologies with some of their practical applications in Europe. Although previous studies have already examined selected SG topologies, our work provides an umbrella view of all potential designs of energy market configuration in which a community plays an active role. In addition, we follow a pragmatic approach, comparing theory with practice, and showing how the theoretical EC concept is currently embedded in reality. This paper answers two research questions: (1) Which of the theoretical EC network topologies are currently used in practice (2) How and which network topologies of EC have the greatest chance for the implementation in the future projects? To answer these questions, we conduct a literature review together with a comparison analysis of three case studies from the Netherlands and Denmark. This comparison allowed us to formulate some observations and further recommendations on formal structure, communication, and management, which, in our opinion, are significant for organizations planning to set up their first smart EC initiative, especially in countries where the EC concept has not gained popularity yet. • Microgrid connection, centralized or decentralized business models of EC connection are the most common. • The participation of community members is crucial to succeed. • Technology advanced projects must focus on maintaining good relationship with the EC members. • Scrum framework may prove useful in the pursuit of designing tailor-made solutions. • The replication of the projects in another location is rather limited. It is widely acknowledged that many renewable energy technologies cannot (yet) compete with incumbent (fossil fuel) options e.g. in terms of price. Transitions literature argues that sustainable innovations can nevertheless break out of their ‘niches’ if properly shielded, nurtured and empowered. Most studies using this perspective have focused on how innovation champions engage in shielding, nurturing and empowering (SNE) activities: none have so far focused specifically on the role that policy plays in relation to these three processes. This paper therefore aims to analyze the way in which policy constrains and enables the shielding, nurturing and empowering of renewable energy innovations. To do so, it presents a qualitative review of the development of offshore wind power (OWP) in The Netherlands over the past four decades. Based on interpretation of a wide variety of written sources (academic histories, reports, policy documents, parliamentary debate transcripts, news media) and nine semi-structured interviews, it discerns six periods of relative stability in the history of Dutch offshore wind. It then analyzes the effects of various policies on the shielding, nurturing and empowering of offshore wind in these periods. The paper contributes to transitions literature (1) by providing an analysis of how policies can enable and constrain the shielding, nurturing and empowering of renewable energy innovations, and (2) by bringing together, for the first time, fragmented accounts of the surprisingly long history of Dutch offshore wind development and implementation. In this paper we studied factors behind the adoption and non-adoption of solar PV in the Netherlands. The main purpose of this paper was to gain insight in and to understand the adoption of PV in the Netherlands from a user perspective. In our analysis, the influence of the following four factors is studied: the perceived relative advantage of the technology, the complexity of the innovation, social influence, and knowledge of grants and costs. For each of the factors, different proxies are being used in an attempt to study individual components. The influence of the four adoption factors are studied for 4 groups: voluntary adopters, involuntary adopters (people who bought a house equipped with solar PV), potential adopters and rejecters. In this research, we used descriptive analyses and logistic regression analyses. We show that the cost of a PV system is an important element behind the adoption and non-adoption of PV in the Netherlands. For adopters, the costs of adoption are considered affordable whereas for non-adopters they are viewed as being too high. The differences have to do with adopters valuing the benefits more than non-adopters. This shows that adoption depends on attribute perceptions. [ABSTRACT FROM AUTHOR]

Abstract: This paper reviews the developments of solar photovoltaic (PV) technology in The Netherlands. Despite the recent boom in PV industries and its global deployment, The Netherlands has up to now not experienced major growth in the diffusion of PV electricity generation. But this is only part of the story. This paper focuses on the question why PV is still around in The Netherlands at all despiteits, at times, harsh policy and socio-economic contexts. It builds upon a recently developed framework from the field of transition studies that distinguishes between shielding, nurturing and empowerment of sustainable innovations. A descriptive historical review is combined with an analysis of niche space that shows how PV advocates have been able to strategically secure and shape protective measures over four decades in the context of harsh regime selection environments. The paper suggests how further analyses using this shielding-nurturing-empowerment framework can benefit from this exploratory study into PV innovation in The Netherlands. [Copyright &y& Elsevier]

This paper reviews long-term development of biofuels in Sweden and the Netherlands. In particular this paper explores the social dynamics of ‘niche protection’. The Swedish and Dutch cases are analyzed by means of the Strategic Niche Management (SNM) perspective extended with insights from political science. Our main argument is that the development of biofuels and the way this development is protected relies on a variety of actor strategies and (local and global) discourses. This case therefore suggests that policy making for biofuels is a complex and non-linear process that can only partly be managed by policy actors. [Copyright &y& Elsevier]

In view of the current geopolitical situation, the EU and its Member States are accelerating efforts to reduce their dependency on fossil fuel imports, while simultaneously tackling the climate crisis. With heating in buildings accounting for a large share of the energy consumption in the EU, policies to phase-out fossil fuels for heating and to switch to renewables are key elements. In the context of the proposed actions to phase-out fossil fuels at EU level, this article provides a systematic analysis of current and planned phase-out regulations for fossil fuel boilers in the EU Member States. The paper quantifies the share of energy consumption for heating that is addressed by such regulations and finds that the current regulations only address about 10% of the total fossil energy consumption for heating in the EU. The share increases to almost 30% when considering the planned regulations, reflecting the fact that large energy consumers such as Germany and the Netherlands have announced such regulations. The analysis shows that several Member States with high energy consumption for heating have neither implemented nor announced plans to introduce phase-out regulations for fossil fuel heating. The study concludes that immediate policy action is needed both at EU and at Member State levels. At EU level, the proposed introduction of an end-date for stand-alone fossil fuel boilers needs to be substantiated and implemented into the legislative framework. At the national level, phase-out regulations for fossil fuel boilers need to be expanded both in quantity and scope. Small-scale hydroelectricity (hydel) currently receives worldwide attention as a clean, green, and socially just energy technology. People generally assume that downsizing hydel plants reduces harmful impacts. However, recent debates call for careful circumspection of small hydel’s environmental, social, and economic sustainability, if we are to avoid conflicts, costly setbacks, and hype-disappointment cycles. This paper provides such a circumspect case for the Netherlands, an interesting country thanks to its highly institutionalized water sector. We highlight the importance of studying hydel power as part of a larger, interconnected Large Technical System. For selected cases, we identify what tensions small hydel ‘system builders’ are facing and discuss which strategies they use to address these problems. We distinguish ‘yield to fit in’, ‘confirmative policy focus’, and ‘hydel legitimation’ strategies for the development of small-scale hydropower in the Dutch highly-institutionalized wet network. In this paper, we examine the organization and the functioning of the Dutch electricity market. First we describe the organization of the Dutch electricity supply chain and the role of the main market participants including the transmission system operator, distribution system operators, program responsible parties and metering companies. We then describe the organization of financial trading and clearing mechanism of electricity through the organized futures exchange (The European Energy Derivatives Exchange), and the spot market (Amsterdam Power Exchange) which includes the day-ahead market and intra-day markets. We also detail the functioning of the imbalance market and reserve capacity management in the Netherlands. Through a set of numerical analysis, we provide an exploratory analysis of the APX day-ahead spot prices and the real-time imbalance prices using electricity price data from 2002 to 2013. We observe the price spikes both in the day-ahead and imbalance markets usually occur around 6–10 AM and 5–7 PM. We also observe that in the imbalance market system overages happen significantly more often than shortages pointing out that the market tends to buy more than what is demanded. The purpose of this study is to explore how actors in the offshore wind farm decommissioning supply chain collaborate to manage collective uncertainties—external supply chain uncertainties shared among several supply chain actors. Semi-structured expert interviews with ten companies active in five different segments of the decommissioning supply chain in the Netherlands, Germany, and Belgium are conducted. Businesses currently utilize collaborative communication, information sharing, and joint knowledge creation to mitigate the adverse effects of collective uncertainties. However, collaboration is severely impeded by the presence of barriers such as intellectual property or the lack of resources. Nevertheless, opportunities to lower these hurdles and improve collaboration across the supply chain exist. This study contributes to the literature on collective uncertainties and supply chain collaboration in offshore wind decommissioning. This paper presents two different scenarios for the energy system of the Netherlands that achieve the Dutch government's national target of near net-zero greenhouse gas emissions in 2050. Using the system optimisation model OPERA, the authors have analysed the technology, sector and cost implications of the assumptions underlying these scenarios. While the roles of a number of key energy technology and emission mitigation options are strongly dependent on the scenario and cost assumptions, the analysis yields several common elements that appear in both scenarios and that consistently appear under differing cost assumptions. For example, one of the main options for the decarbonisation of the Dutch energy system is electrification of energy use in end-use sectors and for the production of renewable hydrogen with electrolysers. As a result the level of electricity generation in 2050 will be three to four times higher than present generation levels. Ultimately, renewable energy – particularly from wind turbines and solar panels – is projected to account for the vast majority of electricity generation, around 99% in 2050. Imbalances between supply and demand resulting from this variable renewable electricity production can be managed via flexibility options, including demand response and energy storage. Hydrogen also becomes an important energy carrier, notably for transportation and in industry. If import prices are lower than costs of domestic production from natural gas with CCS or through electrolysis from renewable electricity (2.4–2.7 €/kgH 2), the use of hydrogen increases, especially in the built environment. • We explore two scenarios for a near climate-neutral energy system in the Netherlands. • With the OPERA model we determine their technology, sector and cost implications. • The electricity share in primary energy increases from 19% today to 41–71% in 2050. • Hydrogen becomes another important energy carrier, notably in transport and industry. • Biomass use increases, mostly as fuel in transport and industry. Over the past years, a new technology has emerged in the solar photovoltaics market: building-integrated photovoltaics (BIPV). Even though this technology has a lot of potential, the diffusion of BIPV has remained rather limited, globally and also in the Netherlands. In this paper, the Technological Innovation System (TIS) approach is used to analyze the historical development of the Dutch BIPV innovation system and to provide a comprehensive overview of the systemic problems that hamper further diffusion of BIPV in the Netherlands. Several systemic problems are identified, including 1) lack of policy support for the industrialization and commercialization of BIPV, 2) the absence of large firms from the construction industry resulting in the lacking industrial capacities of the BIPV innovation system, and 3) the limited value chain coordination and collaboration to help improve the compatibility and complementarity of BIPV with traditional building components and (electrical) installations. To overcome these systemic problems and enable the Dutch BIPV innovation system to move from the present niche market phase to the commercial growth phase, multiple recommendations are provided to both policymakers and value chain actors. • We use the TIS approach to analyze the Dutch BIPV innovation system. • Both the historical development and current state are considered. • Systemic problems are identified that hamper diffusion of BIPV in the Netherlands. • Policy support should promote the build-up of industrial capacities. • Value chain coordination and collaboration can improve the diffusion of BIPV. Abstract: Thermal comfort has been discussed since 1930s. There have been two main approaches to thermal comfort: the steady-state model and the adaptive model. The adaptive model is mainly based on the theory of the human body's adapting to its outdoor and indoor climate. In this paper, besides the steady-state model, three adaptive thermal comfort standards are comprehensively reviewed: the American ASHRAE 55-2010 standard, the European EN15251 standard, and the Dutch ATG guideline. Through a case study from the Netherlands, these standards are compared. The main differences discussed between the standards are the equations for upper and lower limits, reference temperatures, acceptable temperature ranges and databases. [Copyright &y& Elsevier]

Abstract: The primary social factors for the implementation of wind energy projects in a liberalized market are entrepreneurs willing to invest. Understanding conditions that trigger entrepreneurs to invest in these projects, and understanding conditions that determine the chance of success for entrepreneurs to implement and exploit their projects, is vital for setting up effective policies to stimulate wind electricity generation. This paper analyses the way in which wind power entrepreneurs and local civil servants experience social and institutional conditions in the operational process of realizing wind power projects, and their perceptions of policy implications. A groups support system in an electronic board room was used to analyze the perceptions. From the analysis it was concluded that wind power entrepreneurs and civil servants share the opinion that the institutionally embedded power position of local politicians, and the sensitiveness of the local political debate for the popular opinion are most critical for project realization. With regard to the proposed solutions, both groups differ in their approach. Entrepreneurs stress procedural solutions, such as limiting the possibilities to appeal, reducing the complexity of the formal authorization trajectory and using a top down planning approach. Civil servants stress more strategic solutions, such as providing more public information on the necessity of wind power for local politicians and citizens, and community involvement in planning processes. Finally, the analysis explains that steering strategies that have been developed at the national level to solve the planning problems at the operational level do not address the right problems. This paper investigates the co-evolution of industry formation, innovation systems and context over time through an analysis of offshore wind in the Netherlands and Norway. We compare these two countries because of their historically weak domestic offshore wind markets, long legacies in the oil and gas (O&G) and maritime industries and active participation in the growing offshore wind market. Our analysis is informed by the technological innovation systems framework and context conditions and we derive our results from nearly 60 interviews with key stakeholders in both countries. Our results point to three main empirical findings: 1) The Netherlands focused much more on explicit innovation system building strategies than Norway; 2) O&G is a critical sectoral and political context condition with a profound impact on offshore wind in both countries: in Norway, O&G price shocks led to fluctuating offshore wind participation; in the Netherlands, offshore O&G has been on a decline since the early 2000s, leading to a constant pressure to diversify. 3) The Netherlands had closer industrial proximity alignment than Norway, leading to stronger innovation system emergence and industrial participation. We highlight three theoretical contributions: 1) Certain context conditions – in our case O&G sectoral and political contexts – play a stronger role than others in influencing TIS emergence; 2) Context conditions strongly overlap. The political and sectoral O&G context is intimately linked; 3) Contexts are not static. As context conditions evolve overtime, so do their effects on the innovation system. • Varying context conditions affect the emergence of innovation systems in different ways. • Different evolutions in oil and gas context are linked to divergent offshore wind developments. • Context conditions and their effects evolve over time and overlap with each other. • Emergence of offshore wind in Norway and the Netherlands took very different pathways. • Proximity alignment strongly affects the emergence of innovation systems.
