Changes to the energy supply infrastructure are a vital component of climate change mitigation strategies. But what exactly underlies changes to energy supply infrastructure? This paper, through exploration and critical analysis of relevant literature, explores the various underpinning influences on energy infrastructure supply using a comparison of different theoretical perspectives. These influences were explored with specific emphasis on techno-economics, social psychology, socio-technical transitions, social practices and institutional dimensions to energy supply. The aim was to have a better understanding of the (direct and indirect) role of politics and the political system in influencing energy supply infrastructure decisions through the various theoretical lenses. The study revealed that techno-economics uses financial instruments and market information as intervention tools. Its effectiveness is measured by social welfare and cost effectiveness. Social psychology uses a combination of information, incentives and innovative informative instruments as its intervention tools. Its effectiveness is measured by behavioural change. Institutions use regulatory instruments as its intervention tool. Its effectiveness is measured by regulatory compliance. Social practices look at change in broader social systems. Its effectiveness is measured by social change. Socio-technical transitions focus on determining social movements and social innovations. The evidence of relationships between climate change induced by greenhouse gases of anthropogenic origin, and energy-economic issues (inappropriate use of fossil fuels and technologies, uncertainty in fuels price and demand trends, etc.) asks for the adoption of a holistic approach in order to re-orient the anthropogenic activities’ system towards a configuration that harmonizes environmental protection, economic growth and security of energy supply. In this framework, energy system sustainability represents one of the major challenge the EU is facing and its implementation passes through a path of coordinate actions carried out by local governments in which objectives of sustainable development become integral part of strategic programming. The aim of this research is to provide local administrations with an analytical support tool to guide key strategic decisions in energy and climate planning on the medium-long term, assessing the possible role of local energy systems in the achievement of sustainable objectives at national/European scale. This paper focuses on the implementation of a partial equilibrium TIMES-generated model in a real case study, the regional energy system of Basilicata region (Southern Italy). First, it describes the adopted methodology. Second, it is provided a step-by-step description and characterisation of the reference energy system and the model’s data input which represents the first step for an in-depth knowledge of the present energy system on which to build effective and sustainable local energy and climate plans. Abstract: This paper assesses 13 different inputs for biodiesel production and shows that the highest cost currently associated with the processing of residual resources, as well as their small production scale, are compensated by their smaller procurement costs, by their immediate availability in the urban centers and by their larger potential for greenhouse gas emission reduction. Biodiesel production from residues can meet all technical international specifications, even the esterification process. Data Envelopment Analysis (DEA), the methodology used in this study, allows for the building of an efficiency index up through linear programming with multiple inputs and outputs, enabling the integration of sustainable development dimensions. The experts' conclusions were arrived at through restrictions on virtual weighting, with findings that allow the grading of alternatives. [Copyright &y& Elsevier]
