Paper has shaped society for centuries and is considered one of humanity's most important inventions. However, pulp and paper products can be damaging to social and natural systems along their lifecycle of material extraction, processing, transportation, and waste handling. The pulp and paper industry is among the top five most energy-intensive industries globally and is the fourth largest industrial energy user. This industry accounts for approximately 6% of global industrial energy use and 2% of direct industrial CO 2 emissions. The pulp and paper industry is also the largest user of original or virgin wood, with deleterious impacts on both human health and local flora and fauna, including aquatic ecosystems. This critical and systematic review seeks to identify alternatives for mitigating the climate impacts of pulp and paper processes and products, thus making the pulp and paper industry more environmentally sustainable. This study reviews 466 studies to answer the following questions: what are the main determinants of energy and carbon emissions emerging from the pulp and paper industry? What are the benefits of this industry adopting low-carbon manufacturing processes, and what barriers will need to be tackled to enable such adoption? Abstract How can leaders successfully craft energy or climate policy to support an initiative that citizens oppose? This paper considers this challenge from a change management perspective applied to public governance. It first draws on change management theory to develop a framework for altering mass public perspectives. The framework consists of four phases: i) problematizing the issue, ii) laying a foundation for change, iii) reshaping perspectives, and iv) entrenching support. Drawing from the insights gleaned from the establishment of Japan's nuclear power program, the paper further argues that in order to succeed in mass perceptual change, policymakers must first clearly understand the contextual environment in which the policy is being formulated. In doing so, policymakers will be better able to customize policy design to appeal to stakeholder perceptions and sentiments. Although the context of this paper is the perceptual modification of public opinion to support nuclear power, the authors suggest that the same framework can be applied to perceptual modification of any policy that the general public might be opposed to. In the energy sector, this could apply to fostering a transition to renewable energy as easily as it applies to nurturing nuclear power development. However, the Japanese case puts forth a caveat in this regard, there is evidence that the mindsets of the Japanese policymakers were predisposed to advocacy of nuclear power and once policymakers commit to a technological trajectory, it is hard to engender a change of course. Therefore, the article concludes by speculating on how the perceptions of policymakers might be similarly altered through efforts from the alternative energy sector to foster policy change. Abstract Renewable energy targets announced in 2014 present an opportunity to reform Indonesia's electricity sector which is dominated by fossil fuels. In this paper we discuss Indonesia's current renewable energy policies and future outlook for achieving the targets. This paper serves as a literature review of Indonesia's changing energy policy landscape, as part of a broader research investigating renewable energy targets and the role of the private sector. Despite Indonesia's wealth of renewable energy resources, numerous studies have identified multiple constraints to the development of renewable energy, including geographical, institutional and investment factors. Influential groups are calling for the Indonesian Government to put in place a clear policy framework that facilitates private sector investment. Therefore, interventions to facilitate investment in energy infrastructure in Indonesia must address the monopolised power market system that oversees a changing, complex malaise of electricity pricing regulations which make investment risky and uncertain. This study will enrich the existing literature on renewable energy policy which emphasises the importance of engaging the private sector. It is based on a rigorous qualitative assessment of Indonesia's changing policy that affects the progress of the renewable energy targets. Abstract Energy systems are quickly evolving through the development of new technologies and the emergence of new operational and market design paradigms. In particular, the global push for sustainability is driving the transition towards a pronounced redesign. In fact, renewable energy integration is occurring at a massive scale, and several other exciting developments are finding their place in modern energy systems, such as distributed energy resources, demand response, energy storage technologies, and local energy markets. In this dynamic context, the process of energy policy design and implementation has found new challenges, and in supporting this key process, expansion planning models and tools can play an essential role. For example, these models can be employed to estimate the impact of a multitude of policy instruments. Thus, there is a wide interest in these tools and a variety of such models, as evidenced by a rich literature and a fast-paced evolution of this research area. Motivated by this, this work presents a comprehensive and up-to-date review on expansion planning models and tools with emphasis on their application to energy policy analysis. In particular, this paper reviews the most significant policy instruments, with an emphasis in renewable energy integration, the optimization models that have been developed for expansion planning, and existing decision-support tools for energy policy analysis. Finally, this paper also discusses the trends in the literature and the most pressing current challenges in the development and use of expansion planning models for energy policy analysis. Abstract The requirements made on energy system models have changed during the last few decades. New challenges have arisen with the implementation of high shares of Renewable Energies. Along with the climate goals of the Paris Agreement, the national greenhouse gas strategies of industrialized countries involve the total restructuring of their energy systems. In order to archive these climate goals, fitted and customized models are required. For that reason, this paper focuses on national energy system models that incorporate all energy sectors and can support governmental decision making processes. The reviewed models are evaluated in terms of their characteristics, like their underlying methodology, analytical approach, time horizon and transformation path analysis, spatial and temporal resolution, licensing and modeling language. These attributes are set in the context of the region and time in which they were developed in order to identify trends in modeling. Furthermore, the revealed trends are set in the context of current challenges in energy systems modeling. Combining specified research questions and specific greenhouse gas reduction strategies, this paper will help researchers and decision makers find appropriate energy system models. Photovoltaic Poverty Alleviation (PVPA) projects, which utilize the subsidies and income from PV power to alleviate poverty in rural areas, are part of a comprehensive energy policy innovation in China. It is expected that the projects will deploy at least 10 GW PV and benefit more than two million poor households in total by 2020. To achieve this goal, specific supporting policies and novel business models are necessary. In the present paper, the current status and existing supporting policies are introduced to give an overview of PVPA projects. Then representative business models in PV projects are summarized and compared to provide a reference for PVPA projects. Obstacles, such as subsidy delays, insufficient infrastructure, low quality of PV equipment, and inflexible profit allocation mechanism may reduce the revenue from PV operation and increase the costs of PV deployment. The transition towards a more decarbonised, resilient and distributed energy system requires local initiatives, such as Smart Local Energy Systems (SLES), which lead communities to gain self-sufficiency and become electricity islands. Although many SLES projects have been recently deployed, only a few of them have managed to be successful, mostly due to an initial knowledge gap in the SLES planning and deployment phases. This paper leverages the knowledge from the UK's largest SLES demonstrator in the Orkney Islands, named the Responsive FLEXibility (ReFLEX) project, to propose a framework that will help communities to successfully implement a SLES. First, this paper describes how the multi-services electrical SLES implemented in Orkney reduces the impact of the energy transition on the electrical infrastructure. We identify and discuss the main enablers and barriers to a successful SLES, based on a review of SLES projects in the UK. Second, to help future communities to implement SLES, we extend the Smart Grid Architecture Model (SGAM) into a comprehensive multi-vector Smart Local Energy Architecture Model (SLEAM) that includes all main energy services, namely power, heat and transport. This extended architecture model describes the main components and interaction layers that need to be addressed in a comprehensive SLES. Next, to inform successful deployment of SLES, an extensive list of key performance indicators for SLES is proposed and implemented for the ReFLEX project. Finally, we discuss lessons learnt from the ReFLEX project and we list required future technologies that enable communities, energy policy makers and regulatory bodies to best prepare for the energy transition. For sustainable industrial growth, it is essential to reduce the energy intensity of production through technological advancements while ensuring cleaner energy sources are available to meet electricity and heat requirements. At the same time, hydrogen holds potential in decarbonizing hard-to-abate industries as a clean fuel. This review aims to develop a comprehensive framework for integrating hydrogen energy to decarbonize industries effectively. It begins with an overview of energy storage technologies, followed by a discussion of hydrogen applications in the industry. A life-cycle assessment of green hydrogen highlights its environmental benefits. The review also provides a systematic analysis of energy system models, leading to the introduction of a framework for hydrogen integration in energy systems. The objective is to demonstrate how hydrogen, supported by renewable energy sources, can serve as a sustainable alternative to fossil fuels, particularly in carbon-intensive sectors. The proposed framework considers four aspects: understanding the current industrial process, evaluating hydrogen's applicability, building a mathematical model to simulate the integrated system, and analyzing the model's findings in terms of energy consumption, environmental impact, and economic feasibility. This is a discussion on the paper titled “Assessing feed-in tariffs on wind power installation and industry development in Taiwan” published by Hsu et al. In the discussed paper, there were several missing variables in the historical test of the system dynamics (SD) model, and thus the test was not integrated and valid. Additionally, the simulated results of the missing variables were used as important indexes to observe the behavior of the SD model. Therefore, it was highly likely that the solution and related policy analysis based on the simulated results were incorrect. Accordingly, the present study illustrated the structure characteristics of the SD model with respect to the fore-mentioned problems, discussed the reason for missing variables and proposed a method to assess whether or not the historical test was integrated. Cameroon has an abundant reserve of energy resources, such as crude oil, natural gas, hydropower, biomass, solar, wind and geothermal energies. However, these resources are still weakly valorised. The country relies mainly on hydropower energy for electricity generation (73%) with persistent power outages throughout the country especially in the dry seasons when water levels are low. Electricity access is about 65–88% in urban areas and around 14% for rural populations. Cameroon has experienced a strong economic growth (growth rate of 5.9% in 2015), accompanied by a rapid increase in electricity demand (1455 MW in 2014). Electricity needs are expected to continue rising over the next decade to reach 5000 MW by 2020 and 6000 MW by 2030. This paper seeks to address energy issues (reliability, accessibility and security) in Cameroon and brings to light the potential and meaningful contributions of renewables in solving energy concern. In order to achieve this objective, an overview, of the energy sector (energy source, access, demand, supply and distribution) is given followed by a review of renewable energy potential, policy, benefits and barriers. In addition, this paper introduces the energy roadmap to achieve a universal access to electricity, which will pave the way for the country emergence by 2035. It is found that energy sector of Cameroon holds promising possibilities of development and diversification given the country's energy potential. With adequate policy, standards, regulations, awareness, capacity building and off-grid renewable energy investments measures, it is possible for Cameroon to meet the future energy targets and ensure meaningful development throughout the country. Jurisdictions around the world are responding the to potential of smart grids in different ways. This paper employs a multi-level perspective approach to socio-technological transitions to examine why the Canadian province of Ontario has seen a relatively smooth transition of smart meter technologies from the niche to regime levels as compared with other Canadian provinces, and other jurisdictions in the United States, European Union, and Australia. The paper also examines the reasons for Ontario's advanced legislative and policy framework around Smart Grid development, relative to those of other provinces. The complex institutional landscape around electricity that has emerged in Ontario since the break-up of the province's monopoly utility Ontario Hydro in the late 1990s emerges as a significant factor in both outcomes. The role of the province's municipally-owned LDCs spell out "local distribution companies (LDCs) as the primary agents for smart meter deployment, as opposed to a dominant vertically integrated utility, appears to have had an important mediating effect on public opposition to smart meters. With respect to Smart Grid policy, the diversity of high capacity institutional actors that now define the province's electricity policy landscape has facilitated the emergence of several interagency policy development niches. In a manner consistent with the concept of technological niches in the socio-technical transitions literature, the interagency status of these policy niches has shielded them from the regime level selective pressures that would likely have existed in a more unified institutional structure, and empowered new policy ideas to move from the niche to regime levels. These outcomes have significant implications for the understanding of socio-technological transitions, particularly around the role of institutional complexity in the emergence of niches for technology and policy development purposes and in niche to regime level transitions. Recently China's wind power industry is challenged by many problems such as wind power integration and wind curtailment, which seriously hinders the development of onshore wind power. Since China's policy has a direct and significant influence on wind power industry, it is vital to analyze and evaluate published policies. This paper explores in detail 134 China's onshore wind power policies from 2005 to 2015 so as to provide analytical support for future formulation and implementation of wind power policy. Based on policy summary from equipment manufacturing industry, wind farms and power grid industry, this paper evaluates the policies from the perspective of overall plan, support policy and policy implementation using fitting method, game theory and empirical analysis. The results indicate that China's wind policy is gradually becoming perfected, for example, there are more reasonable objectives and improved support policies. However, many problems remain to be solved, like unreasonable planning, imperfect support policies, immature trading systems and uncoordinated actions among interest related parties. Countries worldwide have set national targets for energy production from renewable sources. Yet, while many governments are committed to more renewable energy, obtaining permission to site installations is becoming increasingly difficult. With large tracts of land for renewables becoming intensely contested, countries seeking to meet their renewables targets are directing attention also towards tapping the potential in the urban environment through smaller-scale facilities. These entail other challenges, and countries are seeking ways to overcome them. The focus of this paper is on one, still evolving, type of renewable energy technology: small-scale wind turbines (SSWT). The paper presents a review of current but limited international academic knowledge on the land-regulation aspects of siting SSWT in countries that already have experience with such installations, including the USA, UK and New Zealand. The paper also reports on a comparative analysis of the land-related regulations and practices in two selected Mediterranean jurisdictions – Spain (Catalonia) and Israel. The approach of this study is exploratory, relying on analysis of legal and policy documents complemented by field work through in-depth interviews with key-stakeholders in both jurisdictions. The overall aim of this study is to examine different approaches of planning systems to new technologies. The findings show that despite their shared objective factors, the two jurisdictions have adopted almost opposite approach to regulating SSWTs. The findings, therefore, suggest that the incorporation of an unknown technology within the city requires a change of mindset both among the officials and among the city residents. A more effective regulatory framework might therefore entails a combination of strategic thinking, an experimental approach and the capacity to learn from cross-national comparative experiences. Conventional petrol vehicles emit a substantial quantity of greenhouse gases, leading to increasingly serious global warming problems. The expansion and development of renewable power generation technologies is conducive in promoting the use of electric vehicles, which are more environmentally friendly. This paper proposes a multi-objective power expansion model considering renewable energy policy objectives. The model regards the problem as a multi-period optimisation task, taking the newly installed capacity and the power generation capacity of each power generation technology as decision variables, and simulating the uncertain factors in the planning process using Geometric Brownian Motion and Monte Carlo approaches. The optimisation objective of the model is to minimise expected costs, reduce risk and environmental impacts, and incorporate changing policy objectives into the constraints to meet policy makers' expectations for renewable energy development. Then, a decentralised target search-based multi-objective evolutionary algorithm is proposed to solve the model. Its effectiveness is verified by a numerical example using real data from the Chinese power system. The experimental results show that the proposed algorithm exhibits improved performance compared with benchmark algorithms and provides high quality and diverse Pareto-optimal solutions to decision makers. Finally, the optimal plans for power expansion and generation mix under different preferences and policy objectives are discussed and corresponding recommendations are made. There is a lack of empirical analysis of macro-level energy policy through a gender lens, and there exists a research gap in tools for such analysis. This paper proposes a novel empirical approach to explore the gender dimension of the language used in energy policy documents such as the National Energy and Climate Action Plans (NECPs) of European Union (EU) member states. We first review the literature to identify existing approaches that analyse the energy/gender nexus. We then describe how we adapt Natural Language Processing (NLP) techniques to quantify the degree to which the language used in the NECPs is male or female associated. Our work shows the gap in suitable tools. We demonstrate using NLP that all EU NECPs tend to use more male associated language than female. In a ranking of EU member states, the Portuguese NECP demonstrated the most bias, while the Slovenian demonstrated the least. Our work provides novel insights using NLP to understand the genderised use of language, and contributes a methodology to conduct empirical analysis of energy policy documents. Canada's cellulosic ethanol biorefinery concept is supported by federal and provincial government legislative ethanol mandates as well as enabling science and innovation policies for technology development to support the economic and sustainable production of cellulosic ethanol and co-products from Canada's abundant supply of lignocellulosic agricultural and forestry biomass. In particular, the development of pretreatment, hydrolysis, and fermentation technologies is regarded as a critical integrating step for the commercialization of cellulosic ethanol biorefinery business concepts. These critical steps are necessitated by the chemical structure of lignocellulosic biomass comprising carbohydrate polymers and lignin which constrains the ability of enzymes to convert these polymers into fermentable sugars without expensive and highly capital intensive pretreatment processes. This paper reviews science and innovation efforts by Canadian researchers in finding solutions to these constraints, in particular the development of hydrolysis and fermentation technologies. This paper also highlights the role of multi-institutional science and innovation collaborative approaches for advancing Canada's cellulosic ethanol biorefinery concept further downstream. While highlighting Canada's scientific progress, this review also outlines technology commercialization lags between basic research and full scale commercialization of a Canadian cellulosic ethanol biorefinery concept. Although this paper focuses on the near-term goal of cellulosic ethanol production, it nevertheless recognizes that ethanol is only the first step in the longer-term goal aimed at a full integrated bioconversion of lignocellulosic biomass into biofuels and a wide range of value-added biochemicals and biomaterials, consistent with the cellulosic biorefinery concept. Global biodiesel production grew by 23% per annum between 2005 and 2015, leading to a seven-fold expansion of the sector in a single decade. Rapid development in the biodiesel sector corresponded to high crude oil prices, but since mid-2014, oil prices have fallen dramatically. This paper assesses the economic and policy factors that underpinned the expansion of biodiesel, and examines the near-term prospects for biodiesel growth under conditions of low fossil fuel prices. We show that the dramatic increase in biodiesel output would not have occurred without strong policy directives, subsidies, and trade policies designed to support agricultural interests, rural economic development, energy security, and climate targets. Given the important role of policy—and the political context within each country that shapes policy objectives, instruments, and priorities—case studies of major biodiesel producing countries are presented as a key element of our analysis. Although the narrative of biodiesel policies in most countries conveys win-win outcomes across multiple objectives, the case studies show that support of particular constituents, such as farm lobbies or energy interests, often dominates policy action and generates large social costs. The aim of this paper is to present the main challenges for the development of the natural gas industry in the Brazilian state of Espírito Santo; in so doing, the paper identifies the strategies that are currently employed by industry players to encourage the use of this resource and to thus diversify the state's energy matrix. For these purposes, the following methodology was adopted: (i) analyzing bibliographic references that address the issues of infrastructure industry, regulation and the natural gas industry in Brazil – including in the Brazilian states; and (ii) employing secondary data from governmental and regulatory institutions to demonstrate the evolution of this industry in recent years in Brazil and particularly in Espírito Santo. The study concludes that, although there are challenges in expanding the gas transportation (carrier) and distribution segments ("natural monopolies") and the formation of a "consumption-anchor" for natural gas, the present is the right time to use public policies to encourage the use of natural gas and renewable sources for technological, environmental and energy security reasons. Polish economy is still undergoing the transformation process and seeks to converge with the most developed economies in Europe. While many economic reforms have been made, the generating sector was left to its own devices and lack of the investments caused that electricity supply in Poland is ineffective and not secure. The coal is a primary fuel and it constitutes over 80% of the energy mix. Thus, with energy mix restructuration ahead, the ambitious and balanced energy policy is highly required. The article aims to present the 2050 Energy Policy for Poland, which should facilitate the transformation of coal-based electricity generation system towards more sustainable and diversified energy mix. Comprehensive description and review of the current conditions of energy sector in Poland are accompanied with strengths and problems that need to be solved, taking into account European requirements. Additionally, in the paper the authors describe the development process of the Polish Energy Policy as they actively participated in the calculations of optimal energy mix for Poland. The manuscript presents the eMix model (energy mix optimization tool) developed by the authors, that constituted a background for Ministry of Economy to create Energy Policy. Hundreds of simulations scenarios were performed for the Ministry of Economy to provide the clear view of the electricity generation sector and to understand the impacts of all external stimuli to the mix. Assumptions for the model and results of calculations according to the policy scenarios are presented in the paper. Finally, the authors evaluate the final decisions of the policy makers, integrated in the Polish Energy Policy 2050, taking into account the challenges for the Polish power sector. However, there are still many barriers in the related theory, techniques and industrialization, which lead to the high cost of the algae biofuel. This paper reviewed the process of the microalgae biofuel's commercial process. Investigated the barriers of the technologies especially the energy-extensive part and the pilot scale test which is the crucial part of the process. The policy supports of American, EU and China for microalgae biofuel industry and the effect of them was summarized at this paper. Numbers of pilot scale program has launched in the support of the government and the private investment, while there is still some distance from scale up production. Part One in this two part paper identified Monte Carlo analysis as an improved approach over traditional deterministic techno-economic methods for solar PV prosumers in deregulated markets. In this paper a novel Monte Carlo methodology is described and demonstrated through a case study for the Swedish residential sector, which includes a review of relevant market, climate, and policy conditions, their use in determining inputs, and the probabilistic results. The probability of profitability (PoP) is introduced as an indicator in conjunction with result distributions. The results show that under current policy conditions, Swedish PV investors with well positioned buildings have a 71% chance of making a 3% real return on investment, and virtually no chance of losing their original investment. Without subsidies the PoP drops to 8%. In none of the simulated cases was any of the original investment lost. The PoP is most sensitive to the capital subsidy and the uncertainty of market based, long-term support is less critical to the chances of a successful investment. Given the current market conditions, Swedish PV prosumers can expect a return on investment. Today, photovoltaic (PV) plants are receiving a significant attention due to their intrinsic ability to directly transform solar energy in electrical energy. However, electricity generated from PV plants can rarely provide immediate response to load demand, as these sources do not deliver a regular supply immediately compatible with consumers’ needs. Recently, an important attention has been devoted to the use of energy storage in grid-connected PV plants, with the objective of adding flexibility in load management and overcoming some important power quality problems of real distribution grids. This makes PV plants more useful and attractive. Several battery management techniques have been underlying as a way to create more price-responsive demand and as a way to integrate PV plants more effectively into power grid. However, the development of energy policies constraint the wider deployment of PV systems. In this paper, various sizing, modelling, maximum power point tracking (MPPT) methods have been reviewed for the efficient operation of grid-connected PV systems. Dispatch strategies for stored energy that maximize the financial value of battery-PV systems along with several optimization techniques are discussed. Power quality and control technology issues of grid-connected PV systems are also covered. The economic and environmental benefits of grid-connected PV systems are underlined and operational and maintenance issues of PV-battery power systems have been included. The production of electricity from hydropower results in several environmental impacts that, in only some instances, have been analysed from an economic valuation approach. Moreover, as environmental impacts largely depend on the specific characteristics of the case study, benefit transfer techniques are inadequate for valuation. The present paper demonstrates through the review of valuation studies on the environmental impacts of this technology, and the analysis of the different environmental impacts associated with hydropower for specific case studies that in fact benefit transfer should not be applied as each hydropower plant has specific and different impacts. The paper demonstrates the importance of a case study approach, for defining priorities with respect to alternative hydropower production facilities. Energy efficiency is recognised as a key strategy to tackle three energy-related challenges – climate change, energy security and economic development – at the least cost to the society. In the recent years of the economic downturn, it gained even more relevance in the developed countries as there is more than ever the need to decouple economic recovery and growth from energy consumption. However, despite this formal recognition, energy efficiency remains the least understood and the most neglected feature of overall energy policy. Despite the substantial efforts made to develop sound energy efficiency policies, the desired effects in terms of achieved energy savings are lacking. The phenomenon is known as energy efficiency gap and its persistence was the main driver of this research. The aim of the research was to examine the causes and propose solutions for bridging the gap. Therefore, ideal policy making cycle is defined connecting design, implementation and multiple criteria evaluation of policy instruments’ impacts in closed, repetitive loop. Concept of energy efficiency market was introduced as a basis for policy making, enabling better understanding of the overall environment where policy needs to be implemented. Paper deals with the concept of energy efficiency market. It discusses the fundamental aim of energy efficiency policy – to achieve market transformation towards more efficient products and services. It presents market barriers that call for policy interventions, but upgrades the list of usually addressed barriers with behavioural and societal aspects of energy efficiency related decisions. Turkey’s rapid economic growth followed by increasing gap between domestic energy production and consumption signifies the large-scale integration of low-carbon and renewable resources into energy system. Turkey’s energy demand is increasing and supplying fossil energies such as oil and gas is becoming more challenging due to the lack of domestic hydrocarbon resources. The country is facing two main issues; first, maintaining energy balance and second, handling environmental issues. Nevertheless, Turkey has substantial renewable and low-carbon energy resources with co-benefits for the country’s fast growing economy and environmental sustainability. This paper aims to present a comprehensive update on Turkey’s renewable and low-carbon energy sector. It reviews not only the current status of the technology, policy and economy, but also provides an insight into the social aspects as well. From a policy point of view, the paper critically discusses Turkey’s energy strategy and perspectives and from the social point of view, the paper argues that there is a research gap in recent literature regarding public awareness and social acceptance of low-carbon energy technologies. Along with the changing concerns over energy security in the last decades, it is important to investigate the perception of different segments of society in order to understand how they view the challenges and opportunities in contemporary energy issues. Being one of the most dynamic energy economies globally, Turkey is continuously increasing both its electricity generation and consumption. Since the industrial sector accounts for higher ratios in this growth, this article explores the perception and awareness within Turkish industrial companies related to energy security, Turkish energy policy, and compatibility of corporate strategy with governmental energy and industrial policies. The study is based on the exploration of nine suppositions relating to the following issues: importance of energy costs in supply chain management, energy efficiency priority, effectiveness of legal infrastructure for energy efficiency, import dependency awareness, renewable energy awareness, the compatibility of energy strategy, climate change awareness, the level of Kyoto Protocol awareness, and compatibility between firm-specific targets and strategy papers. The study tests these suppositions with a survey based on the existing academic literature and three strategy documents related to industrial and energy policies, namely papers on Energy Efficiency Strategy, Turkish Industrial Strategy, and Electricity Energy Market and Security of Supply Strategy. These papers provide the research background and give insight for each of the suppositions. A survey was distributed to the top 500 Turkish industrial companies listed in ISO500. This paper investigates the causal relationship between economic growth and aggregated carbon dioxide (CO 2 ) emission; as well as economic growth and disaggregated CO 2 emission from burning fossil fuel – coal, oil and natural gas. In addition, the analysis extends the potential impact on economic growth if countries substitute CO 2 emission from dirty energy (coal) by emission from relatively cleaner energy (oil and natural gas). The study carries out a panel analysis of 30 countries during 1960–2010. Panel unit root tests, cointegration techniques and causality tests are used to investigate these relationships using panel VAR in first differences framework. The result indicates that there are ‘feedback’ relationships in all cases except a ‘unidirectional’ causality running from economic growth to coal induced CO 2 emission. Utilizing Wald test with linear restriction the result also finds that countries will be environmentally benefited, if they substitute emission from coal by that of oil and natural gas, that is, if they substitute coal consumption by oil and natural gas consumption. Energy crisis and high emission of fossil fuels are major driving forces for developing renewable energy based technologies. In order to meet growing demand for energy, hydropower can be one of the sustainable alternatives. Further, the hydrokinetic turbine is considered as one of the most emerging technologies which harness energy from flowing water. In this paper, an attempt has been made to review hydrokinetic energy theory for energy conversion system from water currents analogous to wind power system. The most widespread classes of hydrokinetic turbines are discussed in detail with respect to their benefits, drawbacks and desirable conditions for applications. It has been found that in spite of some prevailing downsides of vertical axis turbine like of self-starting and lower efficiency, vertical axis turbines are appealing for many riverine applications. One of the prominent turbines of its kind is the Savonius hydrokinetic turbine that has the capacity to self-start at a very low fluid velocity in the river, canal etc. However, Savonius type hydrokinetic turbine inherently has poor efficiency. A number of experimental and numerical studies with a large number of physical designs and parameters have been carried out in the area of Savonius rotor to enhance its efficiency. Under this study, review of different parameters affecting the performance of Savonius hydrokinetic turbine has been carried out and presented in this paper which may be useful for future studies to improve the efficiency of such turbines. Pakistan, as an underdeveloped and populous country requires an uninterrupted source of energy to keep its development on track and provide its citizens with a reasonable standard of living. Conversely, the country is unable to fulfil its domestic energy requirements and is undergoing an acute energy crisis. Electricity is a sector that has suffered the most from the energy shortages. The gap between demand and supply is met through blackouts and, at times, the country plunges into darkness for more than 10–12 h a day. This crisis, that the country is currently facing, did not occur overnight. The root cause of this debacle goes back in history and can be attributed to decades of mismanagement, poor planning and negligence. This article provides a comprehensive overview of the electricity sector in Pakistan and the issues it is beset with. In addition, an analysis of the energy policies that the country has announced over the years, as well as the impact that they have had on the electricity sector, is presented. It is concluded that Pakistan’s existing energy mix is not sustainable due to the excessive reliance on imported fossil fuels, rising electricity generation cost and increase in power generation related emissions. This paper develops a roadmap and proposes the energy sources that can fulfil the country’s rising energy requirements, whilst being sustainable at the same time. The roadmap identifies and highlights the primary tasks that the country must undertake to reach its vision of meeting its energy needs and integrating renewable energy sources in the power generation. The recommendations of this paper will provide guidelines to the decision-makers and policymakers, with an insight on how the energy technology and resource development should be carried out, which sources should be given priority and how the issues should be resolved, both in the short and long-term. Many countries have attached great emphasis on biofuel because it is universally acknowledged renewable and sustainable. However, there remain doubts regarding biofuel׳s renewability, cleanliness, and ecological friendliness. In addition, its impacts on income, employment, and food security have been widely discussed. Therefore, the effect of developing biofuel as an important method of resolving the energy crisis and climate change is questioned. Based on the rocketing concern on the multiple effects of biofuel, this paper provides a comprehensive and updated review of the literature on biofuel׳s ecological effects and socioeconomic effects. The literature included in this paper is selected English language papers being published since 2004. We find that existing studies have not arrived at a consensus regarding the ecological or the socioeconomic effects of biofuel. There remain uncertainty and doubts toward biofuel׳s renewability and cleanliness. Biofuel׳s impacts on water and biodiversity are also questioned. Although biofuel is widely regarded to have positive impacts on income and employment, many studies prove that biofuel influences food security negatively. Besides, biofuel׳s economic cost is likely to be the barrier to its promotion. Because of the uncertainty of biofuel׳s impacts, this study recommends cautious attitude toward biofuel development, especially for those countries where biofuel development would be inappropriate, and suggests that policy makers engage in “demand side management” instead of unsustainable “supply side management”. Electricity supply in remote areas of the Russian territory is heavily dependent on diesel sources. Diesel generation imposes an important economic and social burden on the local population, besides the environmental impact of greenhouse gas emissions, black carbon and oil spills. Switching to renewable energy could reduce the current economic, social and environmental cost of electricity supply in Russia׳s remote areas. The objective of this paper is to review Russia׳s off-grid renewable energy policy by focusing on the promotion of wind- and solar-diesel hybrid energy in the Russian Arctic. Taking a mainly regulatory perspective, this paper identifies existing barriers to the development of hybrid renewable-diesel investments. Building further on the international experience with the promotion of renewable energy in Arctic climates ( e.g., in Alaska and Canada), this paper tests the feasibility of alternative ‘best practice’ mechanisms to support off-grid renewable energy in Russia. This paper presents the policy direction to get rid of the current energy crisis in the country through utilization of different types of biomass. The animal manure, municipal solid wastes and the crop residues are the main biomass sources in the country. This study also focuses the potential of main biomass sources present in the country and its technical routes for the production of bioenergy. The design parameters for standard bioreactor of gasifier and anaerobic digestion and their economic comparison are highlighted with respect to Pakistan environmental conditions. The development of anaerobic digestion technology is reviewed critically. This paper also discusses the different scenarios for the use of biomass sources in urban and rural environment. This verifies the use of biogas energy as the cheapest and the safest way to remove the crisis from the country. Policymakers worldwide have used both technology-neutral and technology-specific policy mechanisms to promote renewable energy sources (RES-E), and there are several recent, successful examples of these policies. When choosing policy mechanisms to design and deploy energy policies, policymakers typically seek cost-effective ones, linking cost-effectiveness to the lowest cost of support for RES-E generation and/or consumer costs. The objectives of this paper are to analyze the cost-effectiveness of renewable portfolio standards (RPS), feed-in tariffs (FIT) and auctions in the short and long term, considering both technology-neutral and technology-specific approaches. Results show that RPS and auctions are more cost-effective than feed-in tariffs (FIT) in the short term if cost-effectiveness is defined as minimizing consumer costs. Also, if one or more emerging technologies with higher levelized life cycle costs (LCC), low cumulative production and high experience elasticity are considered in the pool of RES-E policy design, a technology-neutral approach in the short-term could lock out these emerging technologies, avoiding a long term LCC reduction. In this case, a technology-specific policy used in the short-term would reflect lower total generation policy costs in the long term if compared with a technology-neutral policy in both short and long term. This paper calls this phenomenon the paradox of technology-neutral and technology-specific policies in the long term. The paper focuses on financial support from EU Structural Funds to sustainable energy development in Baltic States. The paper aims to compare the use of Structural Funds support for sustainable energy development in Baltic States in two financing periods: 2007–2013 and 2014–2020 and to assess the impact of EU structural support in helping Baltic States to implement energy efficiency and renewable energy development targets set in EU energy policy documents. The paper analyses EU sustainable energy policy priorities and energy efficiency and renewable energy targets set for Baltic States and compares progress achieved in implementing energy efficiency and renewable energy targets in Baltic States after EU accession. The paper found that the EU Structural Funds have positively influenced the sustainable energy development in Baltic States. The major impact was related with increase in energy productivity because of energy savings achieved in refurbishment of residential buildings. Lithuania has achieved the biggest progress in energy productivity development since 2004 among Baltic States. Estonia was the only country from Baltic States which has allocated structural aid for promotion of wind energy and achieved the best results in increase of the share of renewables (mainly wind) in electricity generation. Latvia has the highest share of renewable in electricity generation structure and final energy consumption and did not provide support for renewable in 2007–2014 however support for biomass is foreseen in 2014–2020 financing period. As one of the most cost-effective means of emission reduction, carbon tax has attracted considerable attention from economists and international organizations and has led to a large number of related research. Using the bibliometric method, this paper characterizes the carbon tax literature from 1989 to 2014 based on the Network Database Platform of Web of Science. The results indicate that the USA occupies a leading position in the carbon tax field. The Vrije University Amsterdam, Massachusetts Institute of Technology and Stanford University were the most productive research institutes. Energy Policy (143) has been the most productive journal followed by Energy Economics (44) and Energy (38). In general, the cooperation of authors, institutes and nations are continuing to strengthen; however, the growth rate at the author level was significantly higher than the others. In addition, the current key research areas in the carbon tax field based on Co-Keyword Analysis are as follows: climate change and relevant policy, carbon emissions trading, socio-economic effects of carbon tax, renewable energy, endogenous technological change and carbon capture and storage. Improvement of thermal performance of a solar air heater can be obtained by enhancing the rate of heat transfer. Thermal efficiency of matrix solar air heater is higher in comparison to conventional type. Number of studies has been reported in the literature on the performance of matrix air heater with different material packing and elaborated various parameters such as design; heat transfer enhancement, flow phenomenon and pressure drop in the duct. Majority of the studies revealed an increase in the thermal efficiency for matrix collector as compared to conventional plane solar air heater. This review paper presents an extensive study of the research carried out on matrix solar air heater. Based on literature review, it is concluded that the solar air heaters performed well when packed with porous medium and this is due to the geometrical parameters of porous material. In addition double pass porous bed solar air heaters performed better than single pass. Various types of matrix materials used in the literature and correlations developed for heat transfer and friction factor by different researchers have been presented. Much attention has been devoted in this paper to portrait the development of various types of solar air heaters over the years. According to UNDP Policy Note 2014, only 23% of Yemen rural community have access to electricity – having connected to national grid or use small isolated generating units – while the country is one of the richest in solar energy with over 3000 h per year clean blue sky. The objectives of this paper is to concentrate on the utilization and the cost effectiveness of photovoltaic solar energy for electrification of Yemeni rural and desert communities, which will result in enhancing education, culture, science, medical services, and improve the living conditions in rural areas. The rapid growth of China׳s installed wind power capacity in recent years is closely related to the wind energy policies issued by the Chinese government. Using content analysis and quantitative analysis methods, this paper studies the historical evolution of Chinese wind energy policies. Based on 72 wind energy policies issued in the past two decades (1995–2014), this paper analyzes the issuing organization, form, number and stringency of wind energy policies and compares different policy instruments in two periods. The results show that the number and stringency of wind energy policies fluctuated greatly from 1995 to 2014 and that more than twenty organizations had independently or jointly issued the policies. The main organization issuing wind energy policies, however, is the department that controls key economic and administrative resources and not the one that is in charge of wind energy. Of the 72 policies issued, twenty-three took the form of notices, and eleven were measures. As to the policy instrument, environmental policies are most widely applied by the Chinese government, and “regulation control” and “goal-planning” instruments are the ones most frequently adopted. Bangladesh being a developing country is struggling for the self-sufficiency of electric power for a very long time. In this run renewable energy can play an important role for electricity generation. Bangladesh abuts by Bay of Bengal, as a result the southern areas face around 2∼5 m of tidal head/height rise and fall and as it is in the tropical region it gets an average daylight of 7∼8 hper day. Thus the hydro (tidal) energy and solar energy can be the key points to meet the scarcity of power. This paper discusses a model of possible small hybrid power generation system consisting of a PV generation unit with storage and a micro-hydro generation unit and a diesel generator which can mitigate the rising energy demand at the southern areas of Bangladesh. Faced with environmental issues caused by fossil fuel burning in the industrial and transportation sectors, innovations towards cleaner solutions to replace the ever diminishing fossil fuels have been the focus of not only researchers but governments all around the world. The hybrid electric vehicle (HEV) technology is the result of the desire to have vehicles with a better fuel economy and lower tailpipe emissions to meet the requirements of environmental policies as well as to absorb the impact of rising fuel prices. The objectives are met by combining a conventional internal combustion engine (ICE) with one or more electric motors powered by a battery pack that can be charged using an on-board generator and the regenerative braking technology to power the transmission. The challenge is to develop an efficient energy management strategy (EMS) to satisfy the objectives while not having a reduced vehicle performance. In this paper, EMSs that are proposed and developed in the recent years are revisited and reviewed. Additionally, the Plug-in HEV is discussed in a new perspective from the EMS point of view. The through-the-road (TtR) HEV with in-wheel motors (IWM) is a fairly new concept in the HEV design that features less complicated configuration with reduced hardware requirements and lower cost. Recent research findings are evaluated throughout this paper leading to a hypothetical TtR HEV materialization. If related reforms were not implemented, the development of new energy in China would be severely hindered for a long period of time in the future. In view of this, this paper reviewed the development status of China׳s new energy industry, and analyzed five aspects of constraints. Moreover, a discussion was carried out from four aspects of the system, consumption, production, technology reforms in order to break the corresponding constraints. Finally the future development planning of new energy was presented. All in all, the deep investigation into China׳s new energy development status, constraints, reforms and planning in this paper is aimed at promoting the reform of new energy resources production and utilization modes, improving the policy system continuously, addressing the deep-rooted institutional contradictions of the new energy industry, and providing the reference and advice for the transformation of China׳s energy structure. The latest report from the Intergovernmental Panel on Climate Change urges that global CO 2 emissions from the power sector should be reduced by 90 percent or more below 2010 levels between 2040 and 2070. Such a reduction will most likely require greatly increasing the share of wind, solar, energy storage and nuclear energy in the energy mix in the next 40–50 years. This paper emphasizes the importance of developing large energy storage systems without which, wind and solar can only have a limited impact on CO 2 emissions as it will depend mainly on the energy mix used during wind and solar down time. The large areas that are required would be challenging, but not unrealistic, as long as a solution for energy storage exists. Carbon capture and storage has considerable potential to reduce CO 2 emissions from coal and gas power plants, but also from heavy industries such as cement and steel manufacturing. To give an idea of the scale of the required infrastructure, in the United States, coal and gas power plants emit approximately 2.4 billion tonnes of CO 2 per year; whereas the US annual petroleum consumption is about 0.9 billion tonnes (6.9 billion barrels). This paper also emphasizes that uranium and thorium used in breeder reactors represent an almost infinite source of low-carbon energy. The issues associated with the management of nuclear wastes are real, but they are not the uniquely difficult issues perceived by the media, much of the public and by many politicians. Finally, the investment necessary to implement a wind and solar powered economy would very likely be higher than that necessary to implement a nuclear powered economy because of the much larger number of GWe required. This paper is an enquiry into the role of State policies in influencing wind installed capacity. The paper studies the impact of policies on deployment of wind potential across the States of India over two decades. Aggregate indices are computed for each of the seven wind resourceful States of India indicating attractiveness for installed capacity of wind energy. For computing the indices, four policies, Feed-in-Tariff, Renewable Purchase Obligation, Banking facility, and Wheeling charges are considered. Panel data techniques are then employed to investigate the impact of the policy differences on wind potential deployment over the 19 year period (1993–2012) after controlling for three State-specific factors. The controlling factors include per-capita income of the State, power deficit, and ratio of installed capacity of wind to geographic potential indicating unmet capacity. The results show that that policy index positively impacts wind deployment whether control variables are included or not. Moreover, the control factors like the per-capita income of the State and unmet capacity have positive influence over the investment in wind energy. [ABSTRACT FROM AUTHOR]

Confronted by increasingly tight budgets and a broad range of alternative options, policy makers need empirical methods to evaluate the effectiveness of policies aimed at supporting the diffusion of renewable energy sources (RES). Rigorous empirical studies of renewable energy policy effectiveness have typically relied on panel data models to identify the most effective mechanisms. A common characteristic of some of these studies, which has important econometric implications, is that they assume that the contribution of RES to total electricity generation will be stationary around a mean. This paper reviews such assumptions and rigorously tests the time series properties of the contribution of RES in the energy mix for the presence of a unit root. To that end, we use both individual and panel unit root tests to determine whether the series exhibit non-stationary behavior at the country level as well as for the panel as a whole. The analysis, applied to a panel of 19 OECD countries over the period 1990–2012, provides strong evidence that the time series of the renewable share of electricity output are not stationary in 17 of the 19 countries examined. Energy efficiency is one of the major means of reducing CO 2 emissions resulting from industrial use of energy. Both from a societal as well as business perspective it is of great importance to reduce industrial energy end use (EEU). The implementation of energy-efficient technologies as well as increased focus on energy management practices has been stated by previous research to be the two most important methods of improved industrial energy efficiency. To date, however, there are few (if any) studies that have analyzed the proportion of industrial energy savings that derive from implementation of new technology versus from continuous energy management practices. By analyzing substantial data from the Swedish PFE program this paper aims to quantify what previously has been referred to as the extended energy efficiency gap. Results show that about 61% of the analyzed 1254 energy efficiency measures are derived from the implementation of new technology, and the rest stems from management and operational measures. The results presented in this paper are of outmost importance for industrial energy managers and energy auditors as well as industrial associations and policy-makers in order to cost-effectively address these no-regret measures. Energy security was the major driver for several countries in the world to opt for alternative sources of energy and reduce CO 2 emissions. Being blessed with oil and gas reserves, the situation in the Gulf Cooperation Council (GCC) countries may look different, in a way that investments on Renewable Energy (RE) projects do not create adequate short-term financial returns. However, considering the extreme increase of energy demand locally caused by the industrial and economic development in the region will make seizing the emerging opportunity to develop RE projects a strategic decision. This paper targets regional decision-makers as well as multilateral stakeholders, in an attempt to formulate a set of recommendations on policies to promote RE deployment. It presents the results of the study that covered all GCC countries (Saudi Arabia, United Arab Emirates, Qatar, Kuwait, Bahrain and Oman). The document summarizes GCC countries’ RE targets and highlights the main projects and measures established to start this transition. Furthermore, this paper provides an updated and comprehensive overview of the RE situation in the GCC countries, and it includes an assessment of the region’s RE potential, current installed RE capacity and project pipeline, institutional and market frameworks. This study analyses the main gaps concerning RE deployment in the region while discussing the financial, fiscal, political, legislative, technological and environmental aspects. Based on that, a set of recommendations is proposed to fill their gaps and help achieving their politically endorsed targets particularly in the electricity sector. The proposed recommendations will help to accelerate the development rate of GCC RE market, support governments’ efforts towards fulfilling future RE targets, and overcome potential barriers. However such policies analysis should be carried out individually for each country of the GCC region taking into consideration the specificity of each market and economic strategies with more adapted measures.
