As a non-Arctic country and a major energy consumer, China is increasingly interested in participating in Arctic energy development. This study aims to investigate potential strategies to promote China's participation in Arctic energy development. Accordingly, this study analyzes the strengths, weaknesses, opportunities, and threats (SWOT) of China's participation in Arctic energy development based on a discussion of the current status of Arctic energy development and the Arctic policies of major countries. In addition, this work develops strategies in accordance with the above analysis. The results show that China has strengths in terms of capital, energy demand, policy support, and international cooperation when participating in Arctic energy development, while its weaknesses include the lack of core technology and equipment, high carbon intensity of energy development, and geographical disadvantage. China faces opportunities stemming from conflicts among Arctic states, the advancement of global carbon neutrality, and the development of Arctic waterway while facing threats such as increased competition, international public opinion pressure, high development costs, environmental risks, and pandemic instability. Under an integrated framework, this work offers four strategies: Strength-Opportunity (SO), Strength-Threat (ST), Weakness-Opportunity (WO), and Weakness-Threat (WT). Finally, this study proposes specific measures in four areas, including strengthening policy support, promoting technical research and development, enhancing international cooperation, and improving enterprise competitiveness. As a good power supplement form of super power and large-scale energy base, distributed energy has the characteristics of less investment and flexible power generation. Facing with the double pressure of the sustainable development of energy use and environmental protection, it has become an efficient solution to meet the demand of load growth, reduce environmental pollution and improve the comprehensive utilization of energy and the reliability of power supply. However, the development of distributed energy starts relatively late in China and confronts many difficulties. So this paper analyzes the present development situation and existing problems of the distributed energy in China. Then it elaborates from the aspects of policies and regulations, technical specifications, price policy and grid-interconnection codes. At last, this paper puts forward relevant policy suggestions of the guarantee mechanism of distributed energy. This paper argues that, with the attention of the development of distributed energy increasing, a series of policies to promote the construction and interconnection of distributed energy will be introduced, and distributed energy will get scaled development in China. The main goal of this paper is to argue for the necessity and significance of studying the distributional employment impacts of renewable and new energy development (RNE). Based on the comprehensive review of the methodology and conclusions of existing literatures, this paper builds up an extended input–output model to study RNE’s distributional employment impacts on gender and personnel structure. The case study of China׳s power sector in this paper affirmed earlier doubts that RNE development will indeed aggravate the gender inequality problem and add to the level of mismatch between the structure of labor demand and supply, causing structural unemployment problems. The quantitative analysis in this paper outlined here implies that from 2011 to 2020 the development of RNE will bring about 7 million employment gains, but only 81.8% of which can be realized due to the mismatch problem. The study of China may alert other countries to be less-optimistic about RNE’s employment impacts and reaffirm the need to carry out the distributional employment impacts analysis. This paper concludes with policy suggestions such as providing suitable training and equal promotion opportunities for women, offering courses and vocational trainings to RNE-related majors, in order to reduce the structural unemployment problem and further speed up the development of RNE. Abstract: With the largest population living in countryside, the carbon dioxide (CO2) emission from rural energy consumption is a serious problem in China. The full development and utilization of renewable energy is the key and effective way for solving the CO2 emissions problem. This paper reviews the rural energy consumption level and structure in China. Then, this paper discusses the potential for renewable energy development as well as its CO2 emissions reductions in rural areas. Results show that if full development and utilization of renewable energy is achieved, on the basis of energy data in 2008, China's rural energy consumption and even 2.2 times of that can be supplied by 100% carbon-free energy resources (which do not contain the biomass energy) without considering economic and technical constraints, and 2.4 times of that can be provided by renewable energy. Moreover, to evaluate the application priority, cost-effectiveness of each renewable energy resource is analyzed. Based on the characteristics of renewable energy resources, new promotional strategies to ensure the full development and utilization of renewable energy in rural China are also presented. Abstract: China''s PV industry has developed rapidly in recent years due to the dramatic demand from the world market. In contrast, until 2010 China''s domestic PV market has been very small due to lack of sufficient incentives in the country to promote domestic PV deployment. However, since early 2009 many incentives have been implemented in China. The paper makes an analysis on China''s solar PV incentive policies, particularly the national FIT scheme. Policy recommendations are made with regard to the promotion of the domestic solar PV market, including the construction of an effective national FIT scheme, the imposition of renewable portfolio system as well as the establishment of sound technical and administration standards for the grid-connection of PV systems. Abstract: As an unconventional natural gas with the advantages of great resource potential and low carbon emissions, shale gas has currently aroused a new round of development and utilization worldwide. China’s shale gas resource is enormous and has huge potential for exploitation. However, due to the late start of exploration and development, it has not yet realized industrialization. By using the SWOT analysis method, this paper studies the internal and external development environment of Chinese shale gas, then explores shale gas development status of China from four dimensions including strengths, weaknesses, opportunities and threats. Finally, according to the combinations of SWOT matrix analysis, the paper formulates four kinds of different development strategies to provide certain references to the development of China’s shale gas industry. Abstract: China’s emergence as a major force in clean energy development has profound implications for the world. A lack of understanding around the trajectory of China’s surge in clean energy investment, and the seriousness of its impact on global clean energy development, demands a clear review of China’s clean energy innovation. To this purpose, the paper analyzes the technology innovation process and major players for technology innovation in a general sense. It then decodes the Chinese way of innovation, which reflects unique historical circumstances and development stage. The paper also explores the clean energy innovation with Chinese characteristics as well as analyzes lessons from China in clean energy innovation. The paper concludes that China has become a global learning laboratory of clean energy technology. China’s leadership in commercializing clean energy technology could ultimately help lower its costs and promote its commercialization globally. Abstract: Since 2005, there has been dramatic progress in China''s wind power industry. The annual growth rate of newly constructed capacity reached a miracle of 105% and the total installed capacity has increased from 1.27GW in 2005 to 44.73GW in 2010, which has exceeded the target of China''s energy long-term planning for 2020. During the 11th Five-Year-Plan (FYP), the Chinese government has issued a series of polices to promote and regulate the development of wind power industry, which is the underlying force driving its rapid development. This paper is a systematical review on the current status and policies of wind power industry in China. Firstly the current status including achievements and shortcomings is presented, and then the relevant polices and regulations released during the period of 11th FYP are reviewed. Meanwhile, the main approaches of the policies and regulations in promoting the development of wind power industry are discussed and the issues of the current policies are analyzed. Wind power generation has increased rapidly in China over the last decade. In this paper the authors present an extensive survey on the status and development of wind power generation in China. The wind resource distributions in China are presented and assessed, and the 10 GW-scale wind power generation bases are introduced in details. The domestic research status of main components of WP system is then elaborated, followed by an evaluation of the wind power equipment manufacturers. Renewable energy is believed to be the central issue in sustainable development. Literatures on renewables׳ costs are rather sparse, especially on costs of integration and system balancing. The objective of this paper is to fill the research gap by providing an assessment for the cost of China׳s grid-connected renewable energy development and analyze its sharing between different stakeholders. Due to China׳s pricing mechanism of renewable energy and their cost decreasing potential, the pricing model of feed-in tariff and dynamic technological learning processes are employed. In the estimation of purchasing cost, the positive bias is overcome by considering China׳s energy-saving dispatching policy. The results suggest that purchasing cost would be 32.57–40.80 billion Yuan over 2012–2020, and peak in 2017. Grid integration costs which further involve costs of grid infrastructure and system balancing are also investigated. We find that grid infrastructure will cost 27.88 billion Yuan by 2015 and soar to 45.32 billion by 2020, while system balancing will cost 31.49 billion Yuan in 2015 and 63.97 billion Yuan in 2020 among which a substantial part (over 60%) comes from electricity loss in energy transfer. The different parts of these costs are underwritten by disparate participants due to China׳s renewable energy policies and its institutional arrangement. Purchasing cost is shared by power consumers through RES; the cost of grid infrastructure is mainly covered by grid enterprises; and there is no mechanism to specify how to share the cost electricity loss during system balancing which might become a major obstacle for system balancing. Electric power industry is a typical industry with high energy consumption and high emissions in China. To relieve the increasing environmental pressures and promote the sustainable development of China’s economy and society, it is urgent to take actions to reduce energy consumption and pollution emissions of China’s electric power industry. In this paper, we first present an overview of the development status of China’s electric power industry, including the total power generating capacity and proportions of different power generation methods, the development of renewable energy power generation, as well as the average utilization hours of different power generation equipment. Then, the development of energy conservation and emissions reduction of China’s electric power industry is studied. The indicators of energy conservation include coal consumption for power supply, power consumption rate of power plants and comprehensive line loss rate; while the contents of emissions reduction include desulfurization, emissions control and the comprehensive utilization of solid waste. Finally, suggestions in five aspects to promote energy conservation and emissions reduction of China’s electric power industry are presented. The five suggestions are improving power generation technologies, expanding renewable energy power generation, optimizing power generation process, strengthening monitoring and regulation, and promoting power generation rights and emissions trading. As wind power resources are abundant, China’s wind power industry has entered a period of rapid growth since 2005, and constantly facing new challenges at the same time. In this paper, the general situation of China’s wind power resource and wind power industry development are introduced. On this basis, future development potential and target of wind power industry are analyzed combining with the recent introduction of the policy and the “Twelfth Five-Year Plan”. The main obstacles prevailing in the development such as grid integration, price mechanism, industry standard system, and supporting policies are discussed. China is the global leader in terms of installed wind capacity. Further, wind energy development is expected for the next years and decades to meet the continuously increasing electricity demand and the need of using clean domestic energy. Since 2009 China is divided into four geographical regions, each assigned with a different benchmark on-grid tariff. Moreover the existing infrastructures are not equally developed throughout the country, making investment decisions more complicated and risky. The scope of this paper is to apply an innovative methodology and evaluate the attractiveness of each region for wind energy development, by taking into consideration all relevant investment risks, such as wind potential, wind curtailment, access to the grid and macroeconomic parameters. To this purpose a Monte Carlo simulation approach, integrated into a typical financial model, is implemented in each of the four regions, performing many hundreds of iterations, each characterized by a randomly selected set of the examined uncertain parameters. This approach intends to provide information to private investors doing a first exploratory research in the huge country׳s area in order to decide whether and where to invest, as well as to policy makers to help them assess critical policy parameters and investigate different scenarios of wind energy development. The evaluation of the current framework for wind energy development in China verifies that the existing system of feed-in tariffs in China is very effective for the balanced deployment of wind energy in the whole country. However, it is shown that the risk of curtailment and grid accessibility may significantly reduce the potential profitability of wind energy investments in all four regions. Currently, the energy structure with coal is given priority to in China. This situation would not change in a short time which results in massive CO 2 emissions and increased pressure to natural environment. Carbon capture and storage technology (known as CCS) is a carbon abatement technology that separates CO 2 from industrial production or energy conversion, transports to the storage site after compression, and injects to the deep underground to make long-term isolation from the atmosphere. This technology achieves zero emission during fossil energy extraction and conversion, so the Intergovernmental Panel on Climate Change (IPCC) regarded it as one of the effective methods reducing greenhouse gas emissions in 2005. First, based on the development status of CCS in China, in terms of policies, technology research and CCS projects are described. SWOT is an analysis method that analyses objects all-around from four main aspects of strength, weakness, opportunity and threat. By SWOT, this paper focuses on analyzing the development environment currently in order to find the main stimulatives and obstacles and confirm the feasibility of CCS development in China. Finally, recommendations are proposed addressing the problems and obstacles. The results show that CCS is an effective way to reduce future emissions in China, as with the huge market, and the general support by Chinese government and green groups. Developing biogas capacity is a key pillar in China’s rural sustainable development program. The very dynamic transition of the rural socio-economic platform on which the current biogas development strategy has been based will require significant adjustments in material, technology and supply. The changes of socio-economic status, the problems of resent state and prospects of rural biogas development in China, including fermentation material, fermentation technology, development model and comprehensive utilization of biogas, are discussed in this paper. The results of our analysis indicated the full use of straw as a raw material will be the direction of biogas development in China. Dry methane fermentation will become an important method in the large scale production of biogas from agricultural wastes. The central supply model is the future biogas development model in rural China. It is with broad market and great potential to produce commercial fertilizer from biogas residue. Wind power industry has experienced swift development and gradually moved towards maturity in China. However some hiding issues have appeared and threatened its sustainable development. In this paper, we employ the supply chain framework to present a thorough and comprehensive review on China׳s wind power industry. First we identify key stakeholders along the supply chain and discuss their concerns. Then we summarize the evolution of related policies in both upstream and downstream of the supply chain. The concerns of stakeholders and the existing policies will help understand the progress and challenges of the industry in China. We find that inability of independent technique innovation, unordered and unbalanced pattern of wind farm development, de-motivation of power grid companies, incompatible technical codes of power grid operation, and neglected demand response are among the key issues. Nowadays, renewable energy plays a vital role in the sustainable development of a society. In China, renewable energy power has developed rapidly since the implementation of Renewable Energy Act. Through a series of specific incentive measures, especially subsidy policies, China's renewable energy power has made great achievements both in technology and application. Based on the state-of-the-art of renewable energy power, this paper comprehensively analyzed the costs and benefits of renewable energy power subsidy in China. The analysis results show the cost of renewable energy power subsidy was 0.248 CNY/kWh between 2006 and April 2011, which was distributed among different renewable energy power types (including wind power, biomass power, and solar PV power) or categories (including electricity price, accessing-grid projects, and public independent renewable energy power system). On the other hand, the renewable energy power subsidy also brings benefits to different aspects of the society. Specifically, the environmental benefit amounted to 17.88 billion CNY, and the benefits of guaranteeing energy security, advancing technology innovation and promoting economic development were also noteworthy. Smart grid is the direction of power system development and it has aroused wide attention. It is also the physical infrastructure to integrate renewable energy into the power system. In China power grid companies are the pioneer in developing smart grids. Propelled by strong demand, China has made encouraging progress in smart grid development, especially in the aspect of ultra-high voltage transmission system. However, in other aspects as distributed generation, microgrid and intelligent demand management etc., the progress is slow and limited. In this paper we analyze the policy, pilot projects, achievements and barriers of developing smart grids in China. We find that lack of a clear national strategy is one main institutional barrier. The current industrial structure of the electric power sector, or the vertical integration of power transmission with distribution and supply, is another institutional barrier. All recent analyses acknowledge that environmental resources are in short supply and that it is on them that "carrying capacity" calculations ought to be based. For the specific case of the Chinese society, which is undergoing an unprecedented period of continuous growth, it seems therefore mandatory to alleviate the conflict between high-speed development and available resources. This paper analyzes the variation of the natural resources input into China during years 2000-2007 using the exergy and extended exergy socio-economic metric. Fluxes of materials, labor, capital and environmental remediation expenses were quantified by a numeraire solidly rooted on a second-law metric, so that a new mode of ecological accounting that quantifies both the composition and the proportion of the extended exergy flows can shed light on the total available energy input into the Chinese society. Two new indicators, labor production efficiency and net pro-capite exergy resource input, are proposed to depict the contribution of economic, social and environmental aspects to the usual four production factors and to express the conversion results in transferring efficiency and quantity from material energy to economic output. "Social" extended exergy analysis, applied to each one of the seven sectors of the society, is suggested as an effective method to reveal the energy quality degradation in the resource conversion process at both national and sectoral levels. The comparison of social resource accounting among different societies by using these two indicators may provide useful additional information to evaluate the production conversion coefficients, to assess the environmental impacts and to diagnose possible ecological dysfunctions. In addition, the extended exergy analysis of the Chinese society is helpful in uncovering the long-term resource depletion and promoting efficiency of the resource transformation in the social-economic-environmental system, thus providing a holistic method and a systematic view for decision makers responsible for environmental management. Abstract: With policy encouragement and capital investments, China's wind power has been enjoying a tremendous development for years. China has now become a global leader in terms of wind power capacity, with a total of 52.58 gigawatts of wind power connected to power grid. However, the overwhelming majority of accumulated and added installment is now embarrassing China's wind power by grid connectivity and power curtailment problems. In this paper, we provide a systematical review of China's wind power industry in the past six years, analyze the existing problems behind the remarkable statistics, examine the underlying causes for the problems, propose method for China's future wind power development. In order to have a profound understanding for the problems of China's wind power, we give a deeper look into three typical overcapacity regions. On that basis, we suggest that government should develop distributed wind power in the east, rather than continue constructing wind farms in the “three-N region”. [Copyright &y& Elsevier]

Abstract: With a deep concern over the energy shortage and climate change, biodiesel has become more attractive to governments globally. Xanthoceras sorbifolia Bunge, an endemic oilseed tree to China, has been identified as a major woody energy plant for biodiesel production and receives special support from Chinese governments for its development. This paper analyzes the opportunities and challenges for biodiesel production from X. sorbifolia in China. The biological characteristics, geographic distribution, site requirements, propagation, cultivation and productivity of this species are described. The information about the presence of various phytochemicals in different parts of the plant is summarized. As a multifunctional tree, it plays other important roles in addition to the oil production for biodiesel, having many potential uses such as soil and water conservation, land reclamation, carbon sink, landscaping, and productions of foods, fodders, medicines and industrial chemicals. The potential advantages and disadvantages of the biodiesel production from X. sorbifolia are outlined, and the needs for further research are recommended. The low fruit-setting rate and the small percentage of fine breeds result in a low yield, a high development cost, and a low economic efficiency of the biodiesel production, which is the development bottleneck of the biodiesel industry of X. sorbifolia presently. Integral valorization of the co-products such as leaves, branches, hulls, testa and kernel meals can make for the cost reduction and industrial production of the biodiesel from X. sorbifolia. Abstract: This paper reviews drivers, resources, and technologies for building the hydrogen economy in China. China is unique in terms of its vast area, huge population and fast economic growth. These factors pose a great challenge for China to ensure a continuous and sufficient energy supply. In addition, the coal-based energy system of China inevitably results in huge CO2 emissions. Hydrogen shows the great potential in solving the concerns for improving energy security and reducing greenhouse gas emissions. Hydrogen can be produced from abundant and widely distributed renewable energy resources, which implies an opportunity for China to diversify its energy supplies from a hydrogen economy. Moreover, hydrogen is the cleanest fuel especially when coupled with fuel cell. Chinese government has made ambitious policy and provides strong financial support for research and development of hydrogen and fuel cell technology. All the top-tier universities and institutes in China are conducting related research and Chinese companies express strong interest in the commercialization of hydrogen and fuel cell technology. Abstract: Solar photovoltaic (PV) power is a new and green energy source. China has significant opportunities for solar energy utilization with its huge solar resource. The solar PV power in China has developed for 50 years, and experienced a rapid progress in the last 10 years. To address the needs of the fast growth of the PV power industry in China, it is critical to identify, analyze and understand the growth path and the characteristics of the industry. This paper summarizes the status of the solar energy resources and the development of the solar PV power industry in China, and puts forward the main factors that impacted the development of the industry. A study refers to the selected five main factors the factors are: technology research and development, industrial plans, laws and regulations, electricity price policies, and projects incentive policies. A multifaceted approach including literature survey, statistical data investigation, law review, and regulation and policy study are adopted to investigate these factors. Analysis of the typical events, the growth process and the characteristics of the five factors, allows the establishment of growth route models. Abstract: China is facing a number of challenges such as electricity supply shortages, excessive consumption of fossil fuels and environmental pollution. As a renewable energy, wind power plays a vital role in mitigating these issues. With its unique geographical location and rich resources, China has produced a wind power industry that has achieved rapid growth. However, the complex Chinese market environment presents significant challenges to the industry. This research has adopted a strength, weakness, opportunity and threat analysis approach to examine both the internal and external factors that affect the competitiveness of the wind power industry in China. An extensive and critical review of a wide range of literature (including academic papers, industry reports, statistical data, relevant regulations and policy documents) was conducted. As a result, 19 factors were identified. These factors form part of an integrated framework that provides a useful tool for both policy makers and industry to gain a better understanding of what affects the sustainable development of the wind power industry in China. Abstract: Wind energy, as a reliable, natural and renewable electrical power supply, produces no emissions and so it is an excellent alternative to conventional, more heavily polluting fuels in the long term based on the worldwide concern about the environment and energy supply. Wind energy resources in China are affluent, but its distribution are uneven, centralized, and far from both the utility and the high electricity demand markets. This made China''s onshore wind power development have such characteristics as large scale, high centralization and far transmission, which is different with that in Europe, where the characteristics are even distribution, decentralized. In past two decades, considering the economic, technical and environmental benefits of wind power, China has given priority to its development. Besides the dramatic growth of large scale grid-connected wind power, household-scale wind power has been used most successfully in remote rural regions in China. Therefore, the development of wind power will be of great importance to alleviate the energy crisis and environmental pollution resulting from the rapid economic growth of China in the future. In this paper, the current development of wind energy utilization in China is investigated, and some critical barriers are discussed. Abstract: Studying the barriers and opportunities of using clean development mechanism (CDM) to advance renewable energy deployment in China has a practical significance to achieve its ambitious renewable energy plan which affects the global efforts to curb carbon emission. This paper analyses the role of CDM in promoting renewable energy development in China by reviewing the CDM activities, especially renewable energy CDM activities in China. There are three barriers to utilizing CDM for renewable energy deployment, namely the dilemma of additionality, lower proportional certified emission reduction credit revenues on the investment, and the lack of incentive for technology transfer. Whereas the opportunities of using CDM in promoting renewable energy development include the international carbon market redirection to renewable energy, Chinese renewable energy boom driven by a series of effective energy policies, and additional finance from CDM supporting Chinese renewable energy development. Based on the study on the barriers and opportunities, the article considers that CDM is an indispensable incentive and a viable choice to promote renewable energy deployment in China. Abstract: This paper examines the current situation of wind industry development, evaluates the potentials of GHG mitigation and identifies the key determinants of scaling up wind power deployment in China. China has doubled its wind capacity every year for the past 4 years, the total installed capacity reached 12 Gigawatts (GW) and surpassed the 10-GW target 2 years ahead of schedule in the national plan for renewable energy development ,and would reach 100–120GW by 2020 according to the government’s new energy plan. It may become the biggest wind power generation and wind turbines manufacturing country of the world in the next years if the abundant wind resources and enormous domestic market can be harnessed with appropriate policies and efficient technology. The recent positive move in vigorous development of wind power in China implies that the total installed capacity will far exceed the targets of the government’s 2007 renewable energy plan. However, the prosperous Chinese wind market has also revealed some worrisome signals and weakness , such as low capacity factor and frequent outage of wind farms, inadequate grid infrastructure, long distance transmission, low quality of turbines, adverse price bidding, nepotism in wind farm developer selection process and regulatory uncertainty and policy inconsistency which all conspire to hinder effective power generation in the massively new installed wind capacities. A coherent policy framework is required for creating enabling environment for accelerating wind energy penetration and state-of-art technology deployment in the country. It is argued that institutional, financial and technical capacity will need to be cemented to exploit the huge potentials of wind resources to meet the rapidly growing demand for electricity in China in the coming decades with minimised environmental implications. Abstract: Wind power in China registered a record level of expansion recently, and has doubled its total capacity every year since 2004. Many experts believe that China will be central to the future of the global wind energy market. Consequently, the growth pattern of wind power in China may be crucial to the further development of the global wind market. This paper firstly presented an overview of wind energy potential in China and reviewed the national wind power development course in detail. Based on the installed wind capacity in China over the past 18 years and the technical potential of wind energy resources, the growth pattern was modeled in this study for the purpose of prospect analysis, in order to obtain projections concerning the development potential. The future perspectives of wind energy development in China are predicted and analyzed. This study provides a comprehensive overview of the current status of wind power in China and some insights into the prospects of China''s wind power market, which is emerging as a new superpower in the global wind industry. Renewable energy (RE) is strategically important to achieve sustainability. Its development in China, however, is clearly imbalanced across regions. The uneven distribution of natural resources, financial resources and other factors across this country has brought serious challenges to the policymakers. It is thus important to give a comprehensive evaluation of China's regional RE development. To do so, this paper introduces a multidimensional approach and establishes a quantitative evaluation framework. Based on the existing literature, five dimensions of factors have been chosen for the framwork: economic foundation, institutions, technological development potential, energy security and environmental protection, and current status of the RE sector. A dynamic principal component analysis technique is applied to data from 29 provinces between 2008 and 2014. The results demonstrate large variations in RE development across provinces in China. More economically developed regions, such as Beijing, Shanghai, and Guangdong, have maintained a higher ranking and have clear advantages in almost all dimensions. Policy implications and recommendations for more balanced development across China are drawn from the empirical results.
