The transition to low-carbon technologies is essential to meet international climate change agreements. While market dynamics are contributing to make technologies increasingly affordable, experience has shown that other factors as well play a role in investment decisions. Uncertainty is one of them. Focusing on the power generation sector, this paper reviews the most recent literature on the subject, under the specific conditions that at least one adoption driver is uncertain and that a technology and/or environmental policy is in place. To understand how uncertainty affects adoption decisions, the survey considers economic parameters (e.g., investment costs or electricity prices) first and then focuses on the role of policy. While the deterring effect of uncertainty over investments is largely confirmed, several mitigating and underexplored issues are also identified, such as the role of heterogeneous investors’ characteristics or the welfare implications of different policy designs. Moreover, by explicitly considering policy uncertainty, this survey provides a clearer understanding of the effects of a lack of government commitment on the adoption of environmentally friendly technologies in the energy sector. PV/T technology attracted numerous researchers and professionals during the last decades. There are many review papers in the literature evaluated the R&D aspects of PV/T collectors. In fact, there are abundant of case studies discussed the parameters of climate, design and operational conditions affected the PV/T collector performance. But, a comprehensive compilation of the information of those case studies is still a missing link in the literature. Hence, this paper intended to review thoroughly the information regarding the parameters affecting the PV/T collector performance mainly and PV module performance partially. The parameters are supported with the most available R&D to measure the accurate influence of each parameter on the performance. Introduction of renewable energy sources (RES) in insular areas is growing on different islands of various regions in the world and the large-scale deployment of renewables in island power systems is appealing to local attention of grid operators as a method to decrease fossil fuel consumption. Planning a grid based on renewable power plants (RPP) presents serious challenges to the normal operation of a power system, precisely on voltage and frequency stability. Despite of its inherent problems, there is a consensus that in near future the RES could supply most of local needs without depending exclusively on fossil fuels. In previous grid code compliance, wind turbines did not required services to support grid operation. Thus, in order to shift to large-scale integration of renewables, the insular grid code ought to incorporate a new set of requirements with the intention of regulating the inclusion of these services. Hence, this paper discusses grid code requirements for large-scale integration of renewables in an island context, as a new contribution to earlier studies. The current trends on grid code formulation, towards an improved integration of distributed renewable resources in island power systems, are addressed. The paper also discusses advanced grid code requirement concepts such as virtual wind inertia and synthetic inertia for improving regulation capability of wind farms and the application of energy storage systems (EES) for enhancing renewable generation integration. With increased acknowledgment of global climate change and warming, governments, consumers, and firms are responding collectively to create today's low-carbon economy. Carbon footprint labeling has developed as a meaningful instrument to motivate greenhouse gas emission reductions. This paper reviews existing research and implementation examples to understand the development of carbon labeling. This includes discussing the evolution of the carbon labeling concept, and different measurement methodologies and standards for carbon labels. These methods and standards include life cycle assessment, Public Available Standard 2050, Greenhouse Gas Protocol, and International Organization for Standardization 14067. The review also considers carbon label implementation in different countries and the potential impacts of carbon labeling schemes. The paper closes with recommendations for carbon label implementation, summarizing the advantages and drawbacks of carbon labeling approaches. The threat of increased global warming resulting from the use of fossil fuels stresses decision-makers to formulate and adopt policies towards different sectors of the economy. In light of the great earthquake in Japan 2011, energy efficiency also plays an important role in meeting the challenge of power supply shortage. Energy policies towards industry are of particular importance as a major part of the energy in the economy is used in industrial production. The number of papers investigating and presenting experience from energy end-use policies are scarce. Furthermore, for those present, they often only include a very brief analysis. From a public point of view, evaluations of energy programs are of major importance to measure the performance of the programs. From an energy policy designer point of view, it is of major importance to not only see the cost-effectiveness of the policy but also to understand the fundamental mechanisms for the success or failure of an industrial energy program, in order to learn how to improve future programs. The aim of this paper is to present a review of energy end-use policy instrument in Japan and Sweden towards the industrial sector from 1990 to 2014, with special emphasis on industrial SMEs. From the results presented some general conclusions can be made, (1) results show that the cost-effectiveness differs substantially between the evaluated programs, and (2) that from a governmental point of view, subsidies towards energy audit programs seem like the most cost-effective policy. In addition to this (3) the results from the review also stress the importance of a clear strategy for every energy program on how the program is going to be evaluated, ex-ante or ex-post, and how the performance of the program is to be measured. Cities use a big amount of energy resources and account for over 70% of global carbon emissions. Form and position of urban blocks not only influence the micro-climate but also the energy performance of each block; so, considering the building without studying the effect of its surroundings is senseless. This paper provides a review of research on the impact of urban block form on the environmental performance of buildings and their direct environment. For this purpose, all papers are categorised in three main groups: • Thermal behaviour inside and outside the building. • Solar access inside and outside the building. • Indoor and outdoor natural ventilation. A discussion of these studies reflects the impact of urban block form parameters on the energy performance of the building and reviews existing methods and techniques to predict thermal behaviour, solar access and ventilation on a neighbourhood scale. Changes to the energy supply infrastructure are a vital component of climate change mitigation strategies. But what exactly underlies changes to energy supply infrastructure? This paper, through exploration and critical analysis of relevant literature, explores the various underpinning influences on energy infrastructure supply using a comparison of different theoretical perspectives. These influences were explored with specific emphasis on techno-economics, social psychology, socio-technical transitions, social practices and institutional dimensions to energy supply. The aim was to have a better understanding of the (direct and indirect) role of politics and the political system in influencing energy supply infrastructure decisions through the various theoretical lenses. The study revealed that techno-economics uses financial instruments and market information as intervention tools. Its effectiveness is measured by social welfare and cost effectiveness. Social psychology uses a combination of information, incentives and innovative informative instruments as its intervention tools. Its effectiveness is measured by behavioural change. Institutions use regulatory instruments as its intervention tool. Its effectiveness is measured by regulatory compliance. Social practices look at change in broader social systems. Its effectiveness is measured by social change. Socio-technical transitions focus on determining social movements and social innovations. High levels of observed city involvement in energy and climate initiatives indicate that free-riding has been much less of a barrier to local climate protection efforts than suggested by theories of collective action. This study investigates why local governments have adopted various energy and climate change policy instruments despite the non-excludability of climate benefits. This paper advances theories of institutional collective action (ICA) and policy diffusion by testing ICA based hypotheses that local officials are able to overcome collective action problems to the extent that the costs of these initiatives are minimized through policy network interactions, the extent to which climate action produces localized benefits or compliments local environmental, development or growth management efforts, and the extent to which energy and climate protection efforts generate selective benefits to elected and appointed local government officials who advance their career interests depending on the existing configurations of political system institutions. Analysis of adoptions of the Climate Protection Agreements by Florida Cities indicates larger cities are more likely to adopt climate agreement, while district elections decrease the likelihood of climate policy adoption. Abstract: India is facing acute energy shortage that is likely to affect its economic development. There are severe supply side constraints in term of coal and gas shortages that are likely to continue in the near future. Hence, in its current focus to solving the energy shortage problem and sustaining the development trajectory, the country should aim at a balance between supply side and demand side measures. Energy Efficiency in end use is increasingly gaining importance as one of the most cost effective options for achieving short to medium term energy savings. India has initiated the National Mission for Enhanced Energy Efficiency under National Action Plan for Climate Change which addresses various aspects of energy efficiency such as technology, financing, fiscal incentive and also creation of energy efficiency as a market instrument. However, even though energy efficiency has substantial scope in the Indian subcontinent, the market for energy efficiency has been limited. This paper discusses the concept of mega Demand Side Management projects as a DSM Power Plant. A DSM Power Plant acts as an umbrella with multiple energy efficiency schemes under its ambit aimed at transforming energy efficiency into a business by providing a push to the scale of operation as well as financial sustenance to energy efficiency projects. This paper expounds on the various aspects of DSM Power Plant in terms of its policy and institutional mechanism for the large scale implementation of energy efficiency in India. This paper provides an illustration of the concept of DSM Power Plant model through a case study in one of the states (Rajasthan) of India. Further, a comparative analysis of the cost of generation from DSM Power Plant and a representative conventional power plant (CPP) in Rajasthan has been undertaken and the DSM Power Plant comes out to be a more cost effective option. The concept of DSM Power Plant will not only address the issue of energy shortages but will also help the financially thwarted utilities to reduce their revenue deficit in the near future. Photovoltaic solar energy has been explored as an energy solution to the decline of energy production, as well as environmental concerns. However, generate electricity through the sun still considered uncompetitive freight to other sources, cause it presents low efficiency and high production cost. In attempt to make it more attractive from a financial point view, solar trackers has been used to increase the photovoltaic systems efficiency. Considering its facts, this paper aims to perform a comparative study between a static photovoltaic solar panel and a one-axis mobility panel, installed in the city of Mossoró/RN. The city in study is located in the Brazilian semiarid, under high solar radiation levels, in a dry climate and hot region, reaching high temperatures during the day. After assembly the proposed systems, were performed operating analysis and performance comparative study between the static and mobile systems, which allowed to conclude that the panel using the sun tracking showed a low average gain in power generated relative to the fixed panel to the region where the systems installed. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. The paper gives an overview on the current situation and future plans of the Baltic States in the field of energy efficiency, consumption of renewables and reduction of GHG emissions. Reconciling economic growth and energy supply with the reduction of greenhouse gas emissions and other goals for environmental protection is a major challenge for emerging economies such as Brazil. Establishing energy security standards consistent with realistic economic growth projections while considering climate change requires complex calculations and relies upon risky assumptions. Yet, such calculations and decisions must be made to avoid future energy shortages and economic crises. This paper discusses the current dilemma concerning planning and decision-making for the Brazilian electric sector considering the construction of hydroelectric power plants in the Amazon region, energy security requirements, projected economic growth and climate change feedbacks. In this paper, we estimate the potential marine energy available from different types of resources in Colombia: waves, tides, currents, salinity gradients and thermal gradients, focussing on specific locations. The main constraint on this analysis is the lack of long-term marine instrumentation and data. In order to overcome this difficulty, we use oceanic numerical modelling with data from reanalysis models, climatic data from remote sensors, and primary data from existing instrumentation and fieldwork. The models were calibrated and run to calculate—based on existing marine systems—the potential nationwide marine power resources, on different time and spatial scales, for both the Colombian Caribbean and Pacific coasts. For each marine resource, we first explain the method used to assess the power potential; then we present the potential marine energy result. Further, we carry out a policy analysis where we discuss not only the power potential but also the barriers (mainly cost) faced by marine energy. Given the potentials found by earlier studies, these results define for Colombia, and also for Central and South America generally, the road map for future pre-feasibility analysis, taking into account the energy demands of the populations, existing technologies, and the environmental, social and geographical characteristics of the regions. This article highlights a method for natural heating and cooling of systems in areas of moderate climate. Movement of air is generated in the system by an underground piping system. In this paper, we discuss a feasibility study in Algeria of air-conditioning using a ground source heat pump (GSHP) with vertical mounting, coupled with a solar collector. This study consists of modeling ground temperature at different depths, for a clay soil in the city of Tlemcen. Our model is developed from the non-stationary heat equation for a homogeneous medium and takes into consideration the soil thermal diffusivity. It uses the daily ambient temperature during a typical year for the locality of Tlemcen. The study shows the feasibility of using a heating/cooling GSHP in the town of Tlemcen for the particular soil type, and indicates that the duration of air flow in the borehole has a major influence on the outgoing temperature drilling. The evidence of relationships between climate change induced by greenhouse gases of anthropogenic origin, and energy-economic issues (inappropriate use of fossil fuels and technologies, uncertainty in fuels price and demand trends, etc.) asks for the adoption of a holistic approach in order to re-orient the anthropogenic activities’ system towards a configuration that harmonizes environmental protection, economic growth and security of energy supply. In this framework, energy system sustainability represents one of the major challenge the EU is facing and its implementation passes through a path of coordinate actions carried out by local governments in which objectives of sustainable development become integral part of strategic programming. The aim of this research is to provide local administrations with an analytical support tool to guide key strategic decisions in energy and climate planning on the medium-long term, assessing the possible role of local energy systems in the achievement of sustainable objectives at national/European scale. This paper focuses on the implementation of a partial equilibrium TIMES-generated model in a real case study, the regional energy system of Basilicata region (Southern Italy). First, it describes the adopted methodology. Second, it is provided a step-by-step description and characterisation of the reference energy system and the model’s data input which represents the first step for an in-depth knowledge of the present energy system on which to build effective and sustainable local energy and climate plans. This review paper organizes and summarizes the literature on Vertical Greenery Systems (VGS) when used as passive tool for energy savings in buildings. First, with the information obtained in the reviewed literature some key aspects to consider when working with VGS are clarified, such as the classification systems, the climate influence, the plant species used and the different operating mechanisms. Then, the main conclusions of this literature, sorted by construction system (Green Walls or Green Façades) and climatic situation, are summarized. In general, it can be concluded that VGS provide great potential in reducing energy consumption in buildings, especially in the cooling periods. However, a lack of data on operation during the heating period as well as during the whole year has been found. On the other hand, results show that the investigations of VGS are not equally distributed around the world, being basically concentrated in Europe and Asia. Moreover, the review concludes that some aspects must be studied in depth, such as which species are the most suitable for each climate, influence on energy savings of the façade orientation, foliage thickness, presence of air layers, and finally, substrate layer composition and thickness in the case of green walls. Abstract: This paper examines the complexity of the current negotiations to avert climate change under the United Nations Framework Convention on Climate Change. Drawing on economic game theory modelling, it interprets the latest developments within the international negotiations and provides a political economy analysis of the climate change architecture. It places the pursuit of international co-operation, via the Kyoto Protocol׳s second commitment period, in the context of a country׳s maintenance of national interest and a flexible emissions abatement strategy. Accepting that countries will reject an international agreement or obligation that is seen as inimical to their economic competitiveness, it incorporates a new game theory model, considers how learning from such models can influence agreement design and proposes a new approach from a non-monotonic polluting payoff function. Attention is placed on enabling conditions that entice countries to ratify a climate agreement, thereby encouraging participation and accelerating a near term deployment of low carbon technologies. Abstract: In this paper, a land-use modelling framework is presented combining empirical and theory-based modelling approaches to determine economic potential of biofuel production avoiding indirect land-use changes (iLUC) resulting from land competition with other functions. The empirical approach explores future developments in food and feed production to determine land availability and technical potential of biofuel production. The theory-based approach assesses the economic performance of biofuel crops on the surplus land in comparison with other production systems and determines the economic potential of biofuel production. The framework is demonstrated for a case study in Argentina to determine the development of biofuel potential from soy and switchgrass up to 2030. Two scenarios were considered regarding future developments of productivity in agriculture and livestock production. It was found that under a scenario reflecting a continuation of current trends, no surplus land is expected to become available. Nevertheless, the potential for soybean biodiesel is expected to keep increasing up to 103PJ in 2030, due to the existence of a developed agro-industrial sector jointly producing feed and biodiesel. In case large technological developments occur, 32Mha could become available in 2030, which would allow for a technical potential of 472PJ soybean biodiesel and 1445PJ switchgrass bioethanol. According to the economic assessment, an economic potential of 368PJ of soy biodiesel and 1.1EJ switchgrass bioethanol could be attained, at a feedstock production cost of 100–155 US$/ton and 20–45 US$/ton, respectively. The region of southwest Buenos Aires and La Pampa provinces appeared to be particularly promising for switchgrass. The ability of jointly assessing future developments in land availability, technical and economic potential of biofuel production avoiding iLUC and spatial distribution of viable locations for growing biofuel crops means that the proposed framework is a step forward in assessing the potential for biofuel production that is both economically viable and sustainably produced. Abstract: This paper assesses 13 different inputs for biodiesel production and shows that the highest cost currently associated with the processing of residual resources, as well as their small production scale, are compensated by their smaller procurement costs, by their immediate availability in the urban centers and by their larger potential for greenhouse gas emission reduction. Biodiesel production from residues can meet all technical international specifications, even the esterification process. Data Envelopment Analysis (DEA), the methodology used in this study, allows for the building of an efficiency index up through linear programming with multiple inputs and outputs, enabling the integration of sustainable development dimensions. Research on climate change impacts on renewable energy is becoming increasingly relevant due to the vulnerability of the sector and to the continual development of methodologies and availability of data. Public and private decision-making needs specific research. However, many gaps still exist in certain geographical regions and technologies. Providing economic estimates with a value chain perspective are also missing from most papers. This paper addresses the most relevant studies that project quantitative estimates of climate change impacts on solar, wind, hydro and other renewable generation technologies. Abstract: As concerns about rising fossil fuel prices, energy security, and climate change increase, renewable energy can play a key role in producing local, clean, and inexhaustible energy to supply Australia’s growing demand for electricity, heat, and transportation fuel. Renewable energy is an essential part of Australia’s low emissions energy mix and this energy is important to its energy security. Australia has some of the best renewable energy resources in the world. This paper will focus on the impact of these renewable energies in Australia. Abstract: The EU''s new energy and environment policy – agreed by government leaders in their Council meeting in March 2007 – established a political agenda to tackle three core energy objectives: sustainability, economic competitiveness and security of supply. A triad of specific policies addresses these challenges: first, the 20/20/20 targets of the EU; then, the Second Strategic Energy Review of the European Commission; and finally, plans to liberalise energy markets. The European Union''s ‘20/20/20′ targets for 2020: reduce greenhouse gas emissions by 20% comparing with 1990 level (to become a 30% reduction if other major global economies join), increase the share of renewables in the final energy consumption to 20% and to achieve 20% improvement in energy efficiency compared to the level in 2020 if existing trends were to continue. The aim of the paper is to analyse the feasibility of EU to implement 20/20/20 targets under the various international GHG trading regimes. GHG trading regimes were addressed by developing 10 energy scenarios until 2020 for EU by applying several energy modelling tools ranging from top down partial equilibrium to detailed technology based bottom up models. Abstract: Industrialization, development and social transformation has brought together issues of over exploitation of limited energy resource base (e.g. fossil fuel), accelerated threats of energy insecurity, and liberation of greenhouse gas emissions across the continents. The global challenge for the 21st century and way ahead is to find other means of satisfying energy needs, diversifying the energy supply, up-scaling the make-up of renewable energy to a greater extent, optimization of energy consumption and supply system. Denmark has been continuously moving towards optimization of energy production, usage and its overall management, during and even after the first global oil crisis. The country has been delivering its priority in the development of renewable energy and standing the country an energy self sufficient from last three decades. Country''s overall consumption of energy has decreased than that of the decades of 1980 and 1990s, with wider range of energy mix and saving options. The Danish government has strategized to make the country fossil fuel free by 2050, where special attention and interventions is required to boost up its development of renewable energy in the country. The past efforts of the Danish government in the energy development has helped not only making the country ‘energy self sufficient’, but also lowering the level of carbon dioxide in the atmosphere. Danish energy policy and strategies have been found more conducive and reflective of the joint EU priorities on the matter of dealing with climate change and energy security. All the past progress and its allied policies seem to be quite supportive in fulfilling its strategies for greener future. This review paper will discuss on the past efforts of Danish government in energy management and highlights on some political initiatives, which have been realised to support the country moving towards clean and green energy future. Abstract: Engaging communities to action under the new climate change regime and fostering citizens to adopt sustainable energy patterns, remains still a challenge. A new impetus for commitment was put in place for local regions, through the Covenant of Mayors (CoM) initiative by the EU communities. The key challenge is the penetration of Renewable Energy Sources (RES), since most rural communities have vast unexploited RES potential (solar, wind, biomass, etc.). RES promotion could also specifically support rural communities’ challenges as regards growth, jobs and sustainability, which are also aggravated by the current financial and economic crisis. One of the most significant steps throughout participating in this initiative is the evaluation of the community''s sustainable energy status. Aim of this paper is to assess rural communities’ energy sustainability using the Principal Component Analysis (PCA), based on the outputs of two European “Intelligent Energy For Europe” projects on the following regions: Mountainous and Agricultural Communities and Islands. Appropriate customization of the PCA will be elaborated, to aggregate sustainability indicators, capture related interactions and interdependences. The results of this study can support the monitoring of such communities’ progress, which is an especially valuable parameter as concerns the development and mainly implementation of their Sustainable Energy Action Plans.
