Abstract This article presents the increasing demands over the Brazilian Ministry of Foreign Affairs (Itamaraty) for opening its doors to other actors. This discussion will be followed by relevant theoretical and methodological analysis. We will defend the need to overcome problems related to: 1) conceptual vagueness about what the concept of participation means; 2) lack of clarity in the baseline to which comparisons are made; 3) fragile empirical basis; 4) limitations on the use of sources; and 5) how to understand the impact exerted by systemic forces.

No artigo é apresentada uma visão panorâmica da subdisciplina Análise de Política Externa (APE), na tentativa de refletir a diversidade que caracteriza a prática e a pesquisa nesse campo. Também mostra como a APE está se desenvolvendo no Brasil. Na primeira seção se apresenta de maneira sucinta a evolução da subdisciplina. Na segunda seção são assinalados os vínculos entre as principais aproximações teóricas das Relações Internacionais (RI) e da APE. Na terceira revisamos como os instrumentos da APE têm sido usados para analisar a Política Externa Brasileira.

Esse artigo tem como objetivo compreender como se estrutura o processo decisório em política externa no Brasil, com ênfase na dinâmica inter-burocrática. Para tanto, foi estabelecido dentro de um marco temporal de 20 anos (1988-2007) indicadores que permitam inquirir conclusões sobre o formato decisório seja centralizado ou horizontalizado em sua estrutura intra-burocrática, seja insulado ou permeável ao diálogo com outras agências governamentais.

O artigo discute o processo decisório europeu a partir de um mapeamento do sistema de co-decisão adotado pelo triângulo institucional da União Européia (UE). Na primeira parte, há uma explicação acerca do funcionamento do sistema decisório europeu, privilegiando as instituições que definem as regras do jogo e a forma como a tomada de decisão é praticada; na segunda parte, são expostos os dados coletados sobre a aplicabilidade da co-decisão durante os anos de 1999 a 2006, cruzando os principais temas e a sua freqüência por fase de decisão.The article argues the European decision-making process throughout mapping the co-decision system adopted by the institutions of Europe Union. In the first part there is an explanation about how the European decision-making system works, highlighting institutions that define the rules of the game and the decision-making's practice; in the second part there are data about the applicability of co-decision between 1999 and 2006, observing core themes and their frequency in each part of decision process.

O propósito do artigo é analisar a participação brasileira nas negociações tarifárias do Gatt na Rodada Tóquio (1973-1979). Argumentar-se-á que houve uma mudança das crenças dos diplomatas sobre os benefícios que o país poderia ter nas negociações comerciais multilaterais. Contudo, esse movimento não foi generalizado no aparelho estatal, de forma que outros órgãos governamentais impediram a implementação da nova estratégia do Itamaraty de forma adequada.The purpose of the article is scrutinize the Brazilian participation in the Gatt tariff negotiations of the Tokyo Round (1973-1979). It will be argued that there was a transition in the diplomat's beliefs about the potential benefits that Brazil could obtain in the multilateral trade negotiations. Nonetheless, this movement was not generalized within the state apparatus. Therefore, other governmental institutions precluded the implementation of Itamaraty's new strategy.

The article offers a wide-ranging view of the sub-discipline of Foreign Policy Analysis (FPA), trying to reflect the diversity which characterizes the practice and the research in the field. It also shows how FPA has being developing in Brazil. In the first section a brief evolution of the sub-discipline is traced. In the second section the links between the main theoretical International Relations (IR) approaches and FPA are shown. The aim of this article is to understand how the decision process in Brazil's foreign policy is structured, with an emphasis on the inter-bureaucratic dynamics during 20 years (1988-2007), marked out by the time restrictions of the research.
