This paper draws from a dataset focusing on two rural communities in Colorado (USA). Data collection occurred over two periods: late‐2019 and again during COVID‐19 lockdowns in mid‐2020. The communities differed demographically: one had a growing minoritized population, especially among its youth; the other was overwhelmingly white. The paper troubles the concept of subjective wellbeing (SWB) as it asks about the productive potentials of discomfort, with assistance from such concepts as colorblind ideology, motivated reasoning, and network homophily. While important to think about so‐called positive emotional states in the context of community development, we must also ask questions like, "SWB for who and at whose expense?" How respondents thought about individual‐ and community‐level SWB had much to do with the social networks they were in. I also explore why the community that fared pandemic‐related disruptions, from a SWB standpoint, better than the other performed worse during this same period from an economic (material) standpoint. Sociological factors explain these dynamics, which are leveraged to enhance our understanding of how to conceptualize community development in productive ways. In sum, I argue that certain expressions of discomfort have value and are therefore necessary for creating resilient, flourishing, and, ultimately, just communities. [ABSTRACT FROM AUTHOR]

Inequality in homeownership is a major component of ethno‐racial stratification. Previous studies demonstrate large ethno‐racial differences in access and outcomes throughout the home buying process at both the individual and neighborhood levels. An underlying assumption in these studies is that neighborhood ethno‐racial disparities in lending are similar across neighborhood spatial types. However, mortgage lending disparities are unclear when examining the neighborhood's racial composition across urban, suburban, and rural communities. This paper draws on annual data from the American Housing Survey and the Home Mortgage Disclosure Act (HMDA) from 2018 and 2019 to assess loan outcome disparities by neighborhood type and racial composition. I show that applicant disparities in loan outcomes vary when factoring the neighborhood's spatial type and racial composition. Borrowers seeking a mortgage in predominantly minority rural communities are more likely to be denied a mortgage than borrowers applying across all other neighborhood type and racial composition. The trends for urban communities are similar to suburban communities across adverse loan outcomes. When comparing the community's racial composition and neighborhood type, the observed lending pattern provides evidence of constrained mortgage access in rural areas, especially among minority rural communities. After decades of economic restructuring, many rural communities are struggling to provide adequate fire and emergency services across their communities. Subsequent population loss, the destabilization of local tax‐bases, and an increased demand from work and family have left local fire departments at a loss for personnel and support. In this context, rural Georgia communities look to nearby prisons to provide incarcerated persons to work as local firefighters and emergency medical technicians (EMTs) to stabilize rural emergency services. In this paper, I examine the narrative accounts that officials who employ, manage, or work alongside incarcerated workers who are trained to respond locally as firefighters and EMTs and ask why incarcerated workers are looked to for this type of work in spite of the challenges associated with the program. Officials describe turning to the state prison system as the only viable option to make their communities and fire departments safe. These findings further illuminate the relationship between racial capitalism, carceral infrastructure, and emergency services as rural communities turn to the false promise of prisons and all‐hazard incarcerated firefighters to keep their communities safe. Rural shrinking is an ongoing phenomenon in many parts of Europe. Against this backdrop neo‐endogenous rural development has been gaining support as a conceptual and policy approach which stress the combination of local and external actors, resources and forces for enhancing an integrated development of rural areas. Within this governance framework rural social enterprises have been stressed as potential key actors contributing to rural development. This paper explores, through 36 semi‐structured interviews with diverse stakeholders of two Irish community‐based rural social enterprises, the role of these organizations in contributing to a neo‐endogenous development. Our findings show how their mobilization of the social attachment of their members, their collective character and their delivery of tangible results have been key to develop collaborative dynamics with stakeholders from different sectors and situated at various spatial scales. Moreover, these organizations have accommodated global‐exogenous forces buffering their effects through locally‐focused solutions which address the needs of their rural communities, despite their incapacity to address the causes of these global‐exogenous trends. We conclude that rural community‐based social enterprises can play a relevant role in contributing to neo‐endogenous development, however, institutional frameworks that address the diversity of rural areas and that enhance balanced collaborations among different rural development stakeholders are a precondition to unlock their potential. Since 1998, more than 6,000 public schools have closed in rural U.S. counties. Very little research considers how these school closures impact the future growth (or decline) of rural communities. Given rural schools' importance to parents, local labor markets, and civic life, closures could trigger or reinforce population loss. On the other hand, the configuration of schools may simply be a consequence of population loss and not a cause. This paper tests these hypotheses using records from the Common Core of Data (CCD) and U.S. Census. Employing an instrumental variable analysis that exploits exogenous variation in school district boundaries and a difference‐in‐difference design that groups counties by propensity scores, I find that school closures induce population loss in many—but not all—cases. Specifically, counties with the lowest propensities to close schools experience the largest negative effects on population. This finding suggests that policymakers often overlook potentially important unintended consequences of school consolidation in rural communities. [ABSTRACT FROM AUTHOR]

Rural landscapes are under increasing development pressure from utility‐scale solar (USS) energy facilities while public attitudes toward these facilities remain poorly documented and understood. This study explores whether opposition to USS in upstate New York is shaped at least in part by perceived rural burden—the idea that rural people and places are unfairly expected to provide new renewable energy in response to urban demand. We explore the idea of rural burden with measures of distributive injustice, procedural injustice, periphery identity, and place attachment. We use a survey (N = 421) of residents of western and northern New York, regions with substantial new and pending USS development. We find that 42 percent of residents oppose USS installations in or near their local communities, 14 percent neither support nor oppose, and 44 percent support. Perceived distributive and procedural injustice, along with place attachment have the strongest effect on opposition, while socio‐demographic attributes, political ideology, and climate change beliefs were insignificant. These findings suggest that opposition to large scale renewable energy development exemplifies a rural environmental justice concern justified for many by the perceived legacy of exploitation in natural resource development. Reuse preferences for post‐agricultural brownfields on former socialist agricultural premises in CEE countries are likely to be diverse and may depend on communities' experiences. Our research question is to reveal, through a questionnaire survey of 774 respondents from 180 communities, the difference in reuse preferences among communities with different experiences: communities where former collective farm sites had been abandoned (leaving a post‐agricultural brownfield), those where such sites had remained in continuous agricultural use, and those where such sites had been abandoned and later remediated or reused. The responses from the three types of communities were compared using Kruskal–Wallis tests and the structure of preferences was analyzed by Non‐Metric Multidimensional Scaling. Communities with an existing post‐agricultural brownfield prefer housing and leisure activities, while communities with sites in continuous agricultural production prefer agrarian uses. Two main poles of choice were identified—productive and non‐productive uses. While productive uses are preferred by respondents from communities with continuous agricultural production, non‐productive uses are preferred by communities with former post‐agricultural brownfields. The presence of post‐agricultural brownfields within the community is an important factor in determining a community's preferences for its reuse. Evidence suggests police officers are increasingly called upon to respond to incidents related to mental health issues, emotional problems, and substance abuse. Many have raised concerns regarding their involvement in such incidents. Yet, little is known about these encounters in rural and remote communities despite evidence suggesting that the context of non‐urban areas should matter. Accordingly, this article proposes to examine variations in self‐reported encounters with the police for behavioral health‐related reasons across urban, rural, and remote communities. Using data from the 2014 General Social Survey, a representative sample of the Canadian population, we assess these self‐reported encounters from two different angles: encounters for one's own behavioral health crisis and encounters for a family member's behavioral health needs. While findings on the former are inconclusive, those examining police contacts for a family member suggest that living in rural or remote communities is significantly associated with a greater probability of experiencing such situations relative to living in urban areas. Furthermore, this probability increases with the relative geographical isolation of communities. These results are discussed in light of the rising concerns regarding our reliance on the police for such incidents and the need to account for the situation of rural and remote communities. The growth of high‐speed Internet access in rural communities is a relatively recent event. In this exploratory study, we contribute to the literature regarding the Internet and local community by analyzing the influence of Internet activity on community experience, measured through community satisfaction and attachment, using the systemic model as controls. After surveying 24 rural communities in Utah, USA once in 2008 and again in 2017 with a cumulative analytic sample size of 2,236, we find a negative association between increased use of the Internet for amenity purposes and community experience. While our models show mixed findings that community experience has decreased over time in rural areas, we find evidence that Internet activities can affect community experience, strengthening arguments that researchers should control for more than merely Internet access. Due to the associations between Internet activities and community experience, we argue that rural policymakers should find place‐based ways to strengthen community experience. [ABSTRACT FROM AUTHOR]

The stories we tell about ourselves and our communities have the power to impact perceptions of marginalized communities, both positively and negatively. Narratives affect how people view themselves, their town, and other members of their community and thus shape personal interactions, local culture, social situations, and even decisions about allocation of resources. When those stories are rooted in discursive frames—what we can understand as the links between ideology and narrative—they can also perpetuate and reify power inequities. Within rural America, local elites and residents alike use narratives and discursive framing to erase or exclude communities of color and, at times, poor whites in unique ways. This happens through explicit and willful ignorance of narratives of difference that could both complicate normative assumptions and highlight histories of dispossession within rural towns. Drawing on 30 interviews and 12 months of ethnography in the midwestern town of Moses, we provide a case study that demonstrates how narratives perpetuated by both decision makers and residents, across racial and class backgrounds, are rooted in colorblind racism and classblindness regarding African Americans, Mexican Americans, and poor whites. Gendered demands for productive and reproductive labor differently affect men's and women's decisions about not only whether to undertake off‐farm work, but where. With data from a survey of households in southwestern China, we examine the effects of individual, household, and community attributes on decisions to take local or distant off‐farm work. Men's and women's off‐farm work decisions respond differently to care and farmwork needs. For women, the primary trade‐off is between distant off‐farm work and none. For men, the primary trade‐off is between distant and local off‐farm work. Women in households with more working‐age members are more likely to take distant off‐farm work rather than stay on the farm. Increased education and household labor make men more likely to take distant relative to local off‐farm work. Household land holdings also have differing effects: for women, increased cropland area reduces odds of migration, while for men it increases odds of local relative to distant off‐farm work. By disaggregating off‐farm work location, we uncover gendered patterns that binary approaches to off‐farm work or migration obscure. [ABSTRACT FROM AUTHOR]
