To achieve carbon peak targets, realize carbon neutrality vision, and tackle global climate change, China must improve the carbon emission performance at the city level. Based on the carbon emission performance of 191 prefecture-level cities in China from 1997 to 2017, this paper analyses the evolution characteristics of urban carbon emission performance from three aspects: the overall spatial and temporal evolution, the differences according to both region and city size, and the differences among clusters categorized by carbon emission performance at the city level. This paper also reveals the impact of the social and economic transition on China's carbon emission performance. The results show that: (1) The overall level of carbon emission performance of Chinese cities is low, and there is a downward trend during the study period. The differences in carbon emission performance among cities are convergent, but there is a wide gap between high and low values. (2) The carbon emission performance of cities in eastern coastal areas is higher than that in non-coastal areas cities. Large urban agglomerations and economically developed regions, such as provincial capitals, are the agglomeration areas of high urban carbon emission performance values. (3) The carbon emission performance level of cities with similar sizes will converge. At the same time, such changes will enhance the differences among carbon emission performances at the city level within the same region. (4) Cities that belong to high urban carbon emission performance clusters are mainly distributed in the eastern region. Such cities are classified into large cities, supercities, and megacities. Compared with low urban carbon emission performance clusters, cities in high urban carbon emission performance clusters show a higher proportion in the medium-high level and high level of carbon emission performance. Moreover, cities in high urban carbon emission performance clusters are more likely to improve theirurban carbon emission performance. (5) The economic agglomeration effect, industrial structure adjustment and carbon intensity reduction have a significant impact on improving urban carbon emission performance. Population agglomeration has an incremental effect, and the anticipated benefits of environmental regulation have yet to be fully realized. The terrestrial carbon cycle is an important component of global biogeochemical cycling and is closely related to human well-being and sustainable development. However, large uncertainties exist in carbon cycle simulations and observations. Model-data fusion is a powerful technique that combines models and observational data to minimize the uncertainties in terrestrial carbon cycle estimation. In this paper, we comprehensively overview the sources and characteristics of the uncertainties in terrestrial carbon cycle models and observations. We present the mathematical principles of two model-data fusion methods, i.e., data assimilation and parameter estimation, both of which essentially achieve the optimal fusion of a model with observational data while considering the respective errors in the model and in the observations. Based upon reviewing the progress in carbon cycle models and observation techniques in recent years, we have highlighted the major challenges in terrestrial carbon cycle model-data fusion research, such as the "equifinality" of models, the identifiability of model parameters, the estimation of representativeness errors in surface fluxes and remote sensing observations, the potential role of the posterior probability distribution of parameters obtained from sensitivity analysis in determining the error covariance matrixes of the models, and opportunities that emerge by assimilating new remote sensing observations, such as solar-induced chlorophyll fluorescence. It is also noted that the synthesis of multisource observations into a coherent carbon data assimilation system is by no means an easy task, yet a breakthrough in this bottleneck is a prerequisite for the development of a new generation of global carbon data assimilation systems. This article also highlights the importance of carbon cycle data assimilation systems to generate reliable and physically consistent terrestrial carbon cycle reanalysis data products with high spatial resolution and long-term time series. These products are critical to the accurate estimation of carbon cycles at the global and regional scales and will help future carbon management strategies meet the goals of carbon neutrality. The contemporary carbon balance over the Tibetan Plateau is highly uncertain with a ten-fold difference between various estimates. In a warming world, the potential exists for a large carbon release from its permafrost which could compromise China's 2060 carbon-neutral goal. Here, we used a satellite- and inventory-based approach, ecosystem models, and atmospheric inversions to estimate that the carbon sink was 33.12–37.84 TgC yr−1 during 2000–2015. The carbon sink induced by climate change and increasing CO2 levels largely overcompensated for a livestock grazing-induced carbon source of 0.38 TgC yr−1. By 2060, the carbon sink is projected to increase by 38.3–74.5% under moderate to high emissions scenarios, with the enhanced vegetation carbon uptake outweighing the warming-induced permafrost carbon release. The restoration of degraded grassland could sequestrate an additional 9.06 TgC yr−1, leading to a total carbon sink of 57.78–70.52 TgC yr−1. We conclude that the Tibetan Plateau's ecosystems absorbed two-and-a-half times the amount of its cumulative fossil CO2 emissions during 2000–2015 and that their carbon sinks will almost double in strength in the future, helping to achieve China's pledge to become carbon neutral by 2060. Based on historical land use for eight periods from 1980 to 2020 and the projected land use under seven Shared Socioeconomic Pathways (SSPs: SSP1-1.9, SSP1-2.6, SSP2-4.5, SSP3-7.0, SSP4-3.4, SSP4-6.0, and SSP5-8.5) from 2021 to 2100, we conducted a study on past and future land use changes in the Qinghai-Tibet Plateau (QTP). This work aims to reveal the land use changes during the carbon peak (2021–2040) and carbon neutrality (2051–2070) periods and at the end of the 21st century (2081–2100). The results show that: (1) in the historical period (1980–2020), the land use types in the QTP were grassland (1475×103 km2, 58.2%), barren land (685×103 km2, 27.0%), forest land (243×103 km2, 9.6%), water (114×103 km2, 4.5%), cropland (18.6×103 km2, 0.7%) and urban land (0.3×103 km2, 0.01%). (2) Relative to the baseline period (1995–2014), the area of grassland is projected to decrease by 0.7% (SSP4-6.0)–5.4% (SSP2-4.5) (0.5–3.9% of the total area of the QTP), 2.8% (SSP4-6.0)–12.5% (SSP3-7.0) (2.1–9.4% of the total area of the QTP) and 6.1% (SSP4-6.0)–21.7% (SSP4-3.4) (4.6–16.4% of the total area of the QTP) in the future three periods. In contrast, the forest land area is projected to increase, by approximately 2.5% (SSP4-6.0) to 30.1% (SSP3-7.0) (0.3–4.3% of the total area of the QTP), 9.2% (SSP4-6.0) to 56.5% (SSP2-4.5) (1.3–8.0% of the total area of the QTP), and 21.2% (SSP4-6.0) to 72.8% (SSP2-4.5) (3.0–10.2% of the total area of the QTP) in the future three periods, respectively. (3) Approximately 0.4 (SSP4-6.0) to 6.9% (SSP5-8.5), 0.9 (SSP4-6.0) to 2.7% (SSP4-3.4), and 0.04 (SSP5-8.5) to 3.5% (SSP1-1.9) of land is expected to convert from grassland to forest land in the future three periods, respectively. The Chinese government has made a strategic decision to reach 'carbon neutrality' before 2060. China's terrestrial ecosystem carbon sink is currently offsetting 7–15% of national anthropogenic emissions and has received widespread attention regarding its role in the 'carbon neutrality' strategy. We provide perspectives on this question by inferring from the fundamental principles of terrestrial ecosystem carbon cycles. We first elucidate the basic ecological theory that, over the long-term succession of ecosystem without regenerative disturbances, the carbon sink of a given ecosystem will inevitably approach zero as the ecosystem reaches its equilibrium state or climax. In this sense, we argue that the currently observed global terrestrial carbon sink largely emerges from the processes of carbon uptake and release of ecosystem responding to environmental changes and, as such, the carbon sink is never an intrinsic ecosystem function. We further elaborate on the long-term effects of atmospheric CO2 changes and afforestation on China's terrestrial carbon sink: the enhancement of the terrestrial carbon sink by the CO2 fertilization effect will diminish as the growth of the atmospheric CO2 slows down, or completely stops, depending on international efforts to combat climate change, and carbon sinks induced by ecological engineering, such as afforestation, will also decline as forest ecosystems become mature and reach their late-successional stage. We conclude that terrestrial ecosystems have nonetheless an important role to play to gain time for industrial emission reduction during the implementation of the 'carbon neutrality' strategy. In addition, science-based ecological engineering measures including afforestation and forest management could be used to elongate the time of ecosystem carbon sink service. We propose that the terrestrial carbon sink pathway should be optimized, by addressing the questions of 'when' and 'where' to plan afforestation projects, in order to effectively strengthen the terrestrial ecosystem carbon sink and maximize its contribution to the realization of the 'carbon neutrality' strategy. China announced its national goal to reach the peak of carbon emission by 2030 and achieve carbon neutrality by 2060, during the General Assembly of the United Nations in September 2020. In this context, the potential of the carbon sink in China's terrestrial ecosystems to mitigate anthropogenic carbon emissions has attracted unprecedented attention from scientific communities, policy makers and the public. Here, we reviewed the assessments on China's terrestrial ecosystem carbon sink, with focus on the principles, frameworks and methods of terrestrial ecosystem carbon sink estimates, as well as the recent progress and existing problems. Looking forward, we identified critical issues for improving the accuracy and precision of China's terrestrial ecosystem carbon sink, in order to serve the more realistic policy making in pathways to achieve carbon neutrality for China.
