Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. The 'Right to Food' is a legal entitlement owed to all human beings established in international law more than half a century ago. Fulfilment of the right has been entrusted to states parties to the 1966 International Covenant on Economic, Social and Cultural Rights (ICESCR). However, in practice, the right is often breached because of hostility or indifference from individuals or institutions refusing access to provisions, or because of vicissitudes of nature. Adverse impacts due to human interference in natural processes are increasingly noticeable in the area of food production. These processes have been classified into nine distinct categories, all of which need be kept within certain margins, so-called 'Planetary Boundaries', which delineate a safe operating space for humanity. This paper discusses the impact each of these human-induced developments has on the provision of food as well as the other way round and what the consequences would be if the boundaries were exceeded. Biofuel production relies on stable supply of biomass which would be significantly influenced by climate-induced impacts. Since the actual agricultural outputs are relatively unpredictable in the face of uncertain environmental conditions and can only be realized in the harvest season, providing useful information regarding the stability of biomass supply to the downstream biofuel industry is crucial. This study firstly illustrates a theoretical framework to explore the resultant market equilibrium and optimal conditions of agricultural and bioenergy production in the face of highly uncertain environmental risks and then employs a two-stage stochastic programming model to investigate the optimal biofuel development and associated economic and environmental effects. The results show that total welfare may not always increase because the loss of other agricultural commodities induced by climate impacts may be greater than the gains received by biofuel production and emission reduction. This study provides insights into the area where artificial intelligence monitoring system can be implemented to analyze the input data associated with agricultural activities and help the biofuel industry to improve its production possibilities. Seasonal variations in the temperatures of the hemispheres induce seasonal energy cycles between the hemispheres that drive tropical cyclones. Because the northern hemisphere has warmed more than the southern hemisphere, climate energy cycles develop between the hemispheres as well. The seasonal and climate energy cycles appear to interact among themselves, and tropical cyclone counts are affected by these interactions. Furthermore, the total number of tropical cyclones appears to have an increasing trend. The annual energy of tropical cyclones is nearly 1.46 × 1022 J yr−1, and climate cycle energy is between 4.0 and 6.6 × 1021 J per cycle. The magnitude of the climate energy cycles is thus large enough to alter the energy and frequency of the tropical cyclones. Given that the climate is changing, the energy and frequency of tropical cyclones may be changing as well. The subject is broad and this work is limited to parameterization of the physics of energy oscillations between the hemispheres, demonstrating the existence of climate energy cycles, and revealing interactions between climate and seasonal energy cycles. Since pollination by insects is vitally important for much of global crop production, and to provide pollination services more widely throughout the planetary ecosystems, the prospect of an imminent 'pollination crisis', due to a die-off of flying insects, is most disquieting, to say the least. Indeed, the term 'ecological Armageddon' has been used in the media. However, to know whether or not a wholesale decline in flying pollinators (including non-bee species) is occurring across the world is very difficult, due to an insufficiency of geographically widespread and long-term data. Bees, as the best documented species, can be seen to be suffering from chronic exposure to a range of stressors, which include: a loss of abundance and diversity of flowers, and a decline in suitable habitat for them to build nests; long-term exposure to agrochemicals, including pesticides such as neonicotinoids; and infection by parasites and pathogens, many inadvertently spread by the actions of humans. It is likely that climate change may impact further on particular pollinators, for example bumble bees, which are cool-climate specialists. Moreover, the co-operative element of various different stress factors should be noted; thus, for example, exposure to pesticides is known to diminish detoxification mechanisms and also immune responses, hence lowering the resistance of bees to parasitic infections. It is further conspicuous that for those wild non-bee insects - principally moths and butterflies - where data are available, the picture is also one of significant population losses. Alarmingly, a recent study in Germany indicated that a decline in the biomass of flying insects had occurred by 76% in less than three decades, as sampled in nature reserves across the country. Accordingly, to fully answer the question posed in the title of this article 'pollinator decline - an ecological calamity in the making?' will require many more detailed, more geographically encompassing, more species-inclusive, and longer-term studies, but the available evidence points to a clear 'probably', and the precautionary principle would suggest this is not a prospect we can afford to ignore. The article discusses the possible implications of the withdrawal of the U.S. from the COP21 Paris Climate Change. It mentions that the U.S. has joined the COP21 United Nations Climate Change Conference in December 2015 with other countries as they aim to limit the increase in the global average temperature below 2 degrees Celsius. It cites that the decision for the U.S. to withdraw from the agreement has made a lot of countries hostile towards the agreement.

A review is made of the current state of agriculture, emphasising issues of soil erosion and dependence on fossil fuels, in regard to achieving food security for a relentlessly enlarging global population. Soil has been described as "the fragile, living skin of the Earth", and yet both its aliveness and fragility have all too often been ignored in the expansion of agriculture across the face of the globe. Since it is a pivotal component in a global nexus of soil-water-air-energy, how we treat the soil can impact massively on climate change - with either beneficial or detrimental consequences, depending on whether the soil is preserved or degraded. Regenerative agriculture has at its core the intention to improve the health of soil or to restore highly degraded soil, which symbiotically enhances the quality of water, vegetation and land-productivity. By using methods of regenerative agriculture, it is possible not only to increase the amount of soil organic carbon (SOC) in existing soils, but to build new soil. This has the effect of drawing down carbon from the atmosphere, while simultaneously improving soil structure and soil health, soil fertility and crop yields, water retention and aquifer recharge - thus ameliorating both flooding and drought, and also the erosion of further soil, since runoff is reduced. Since food production on a more local scale is found to preserve the soil and its quality, urban food production should be seen as a significant potential contributor to regenerative agriculture in the future, so long as the methods employed are themselves 'regenerative'. If localisation is to become a dominant strategy for dealing with a vastly reduced use of fossil fuels, and preserving soil quality - with increased food production in towns and cities - it will be necessary to incorporate integrated ('systems') design approaches such as permaculture and the circular economy (which minimise and repurpose 'waste') within the existing urban infrastructure. In addition to growing food in urban space, such actions as draught-proofing and thermally insulating existing building stock, and living/working on a more local scale, would serve well to cut our overall energy consumption. In order to curb our use of fossil fuels, methods for reducing overall energy use must be considered at least equally important to expanding low-carbon energy production. In synopsis, it is clear that only by moving from the current linear, 'take, make, dispose (waste-creation)' model for resource-consumption, to the systemic, circular alternative of 'reduce, reuse, recycle, regenerate', are we likely to meet demands for future generations. Population growth makes food production increase necessary; economic growth increases demand for animal products and livestock feed. As further increase of the cropland area is ecologically undesirable, it is necessary to increase crop yields; this requires, inter alia, more nitrogen and phosphorus fertiliser, despite the environmental problems which this will exacerbate. It is probable that a satisfactory food supply and an environmentally benign agriculture worldwide cannot be achieved without reducing population to approximately three billion. The reduction could be achieved by 2200 if the total fertility rate – currently 2.5 – declined to 1.5 as a world average by 2050, and remained at that level until 2200, but the probability of such a global fertility trajectory is close to zero. It will also be necessary to replace fossil energy by nuclear and renewable energy in order to stabilise atmospheric carbon dioxide concentration, but the phase-out cannot be completed until the 22nd century, when the atmospheric concentration will be approximately 50% above the 2015 level of 400 ppm. An overview is presented of the determined degree of global land degradation (principally occurring through soil erosion), with some consideration of its possible impact on global food security. Most determinations of the extent of land degradation (e.g. GLASOD) have been made on the basis of 'expert judgement' and perceptions, as opposed to direct measurements of this multifactorial phenomenon. More recently, remote sensing measurements have been made which indicate that while some regions of the Earth are 'browning' others are 'greening'. The latter effect is thought to be due to fertilisation of the growth of biomass by increasing levels of atmospheric CO2, and indeed the total amount of global biomass was observed to increase by 3.8% during the years 1981 - 2003. Nonetheless, 24% of the Earth's surface had occasioned some degree of degradation in the same time period. It appears that while long-term trends in NDVI (normalised difference vegetation index) derivatives are only broad indicators of land degradation, taken as a proxy, the NDVI/NPP (net primary productivity) trend is able to yield a benchmark that is globally consistent and to illuminate regions in which biologically significant changes are occurring. Thus, attention may be directed to where investigation and action at the ground level is required, i.e. to potential 'hot spots' of land degradation and/or erosion. The severity of land degradation through soil erosion, and an according catastrophic threat to the survival of humanity may in part have been overstated, although the rising human population will impose inexorable demands for what the soil can provide. However, the present system of industrialised agriculture would not be possible without plentiful provisions of cheap crude oil and natural gas to supply fuels, pesticides, herbicides and fertilisers. It is only on the basis of these inputs that it has been possible for the human population to rise above 7 billion. Hence, if the cheap oil and gas supply fails, global agriculture fails too, with obvious consequences. Accordingly, on grounds of stabilising the climate, preserving the environment, and ensuring the robustness of the global food supply, maintaining and building good soil, in particular improving its SOM content and hence its structure, is highly desirable. Those regions of the world that are significantly degraded are unlikely to support a massive population increase (e.g. Africa, whose population is predicted to grow from its present 1.1 billion to 4.2 billion by 2100), in which case a die-off or mass migration might be expected, if population control is not included explicitly in future plans to achieve food security. In a warmer Arctic, endemic marine mammal species will face extreme levels of habitat change, most notably a dramatic reduction in sea ice. Additionally, the physical environmental changes, including less ice and increased water (and air) temperatures will result in alterations to the forage base of arctic marine mammals, including density and distributional shifts in their prey, as well as potential losses of some of their traditionally favoured fat-rich prey species. In addition they are likely to face increased competition from invasive temperate species, increased predation from species formerly unable to access them in areas of extensive sea ice or simply because the water temperature was restrictive, increased disease risk and perhaps also increased risks from contaminants. Over the coming decades it is also likely that arctic marine mammals will face increased impacts from human traffic and development in previously inaccessible, ice-covered areas. Impacts on ice-associated cetaceans are difficult to predict because the reasons for their affiliation with sea ice are not clearly understood. But, it is certain that ice-breeding seals will have marked, or total, breeding-habitat loss in their traditional breeding areas and will certainly undergo distributional changes and in all probability abundance reductions. If species are fixed in traditional spatial and temporal cycles, and are unable to shift them within decadal time scales, some populations will go extinct.
