The author continues with her study initially presented in the article “The possibilities of information search in electronic platforms of Russian libraries” (A. V. Kulikova. The possibilities of information search in electronic platforms of russian libraries // The Journal of Encyclopaedic Studies. – 2019. – No 2. – P. 30–52). She demonstrates the methods to be applied for business information search related to local encyclopaedic book publications and identifies the principles to find recent publications promptly and to satisfy user demands most effectively. The bibliographic search success depends upon how the user understands the system. Optimum query formulation saves time and excludes information noise. The key characteristics of library digital information retrieval systems are discussed. The computer systems of 113 regional libraries were analyzed within the study. The following automated library information were tested objectively: IRBIS, RUSLAN, OPAC-Global, Foliant, MacWeb. The author does not intend to advertise or subvertise any ALIS. Her main goal is to reveal the convenient and speedy retrieval methods with existing functionalities.

The issues of networked library interaction is examined and exemplified by the experience of the Pushchino Scientific Center Central Library (division of the Library for Natural Sciences of the Russian Academy of Sciences, LNS RAS). Ready-made software solutions designed by LNS RAS specialists enabled the participating libraries to implement computer-aided collection development system, union reference aids, online ordering, lending and refusal registration, digital resources access system. The authors focus, in particular, on specific networked interactions between the scientific library and users of its information services. Within the framework of the Library-Research Institute of Pushchino Center cooperation, the main efforts of the Library are focused on implementing modern network technologies, providing access to information resources, research information support, developing union Internet-based catalogs within the online order system, designing problem-oriented databases and maintaining current list of networked resources in physico-chemical biology. New library services are described, e.g. bibliometric and patent research, design and maintenance of the library website. Approaches to building network interaction with libraries of various types, institutions of memory (archives, museums, etc.), publishers’, and mass media, are discussed. The authors come to the conclusion that networked cooperation is efficient organizational and technological instrument to provide equal use opportunities for every member of library information network.

The author clarifies the corporate library’s definition, specifies its particular qualities and distinctive features. She reviews the issues of education, competences, and advanced training of corporate library staff.The corporate libraries (during the Soviet era they were sci-tech units and trade-union libraries of organizations) are affiliated by both governmental and commercial organizations. As a result of cost optimization, the number of technical libraries decreased, while the trade union libraries completely ceased to exist. However, in every epoch, the mission of institutional or corporate library to satisfy the information needs and demands of workers and their on-the-job training. The collections of corporate libraries comprise digital resources, books, unpublished documents, periodicals and other information sources demanded by the corporate community.In fact, globally, the corporate libraries are the special libraries affiliated by companies and institutions, their units fulfilling information, cultural and educational functions and contributing to corporate efficiency improvement. In Russian library science, the corporate libraries have remained understudied; they are not represented in the Russian Library Association (RLA) or the National Library Bibliographic Classification (LBC). Meanwhile, in foreign countries, the corporate libraries have been well-established institutions with their specific features widely recognized. The author examines the problems the corporate library structure, efficiency and functionality, as well as the competences of staff, their education and experience.The competences and high qualification of corporate specialists enable them to meet information needs of corporate professionals immediately, completely and relevantly and to support strategic decisions. The author specifies the key competencies that contribute to the efficiency of corporate libraries.

The findings of the study of the development strategies of the CIS na-tional libraries with the reference to the national specifics of the innovative ac-tivities are presented. The goal of the study is to facilitate the cooperation of the libraries within the Commonwealth of Independent States. The analyzed vast em-pirical data is based on expert assessments, consultation papers, publications in periodicals, reports and the libraries’ websites. Sociological and statistical me-thods and comparative analysis were applied. The major problem the national libraries are facing is due to their different degree of digitalization. Based on the empirical data analysis, the major trends were revealed: the key projects are aimed at providing online access to the possibly most complete collections of the CIS national libraries. The current data provided in the paper are predominantly about technological innovations. The CIS national libraries are focused on the programs of e-libraries including national electronic libraries (NELs); projects of global academic Open Access, and structural transformations (designing virtual reading rooms, digital resources sections, book museums, etc.), and educational projects. Innovations have been the strategic priority of the CIS national libraries. Implementing modern information communication technologies facilitates buil-ding common library and information space of the CIS states, while innovative activities enables sharing plans and projects for the CIS national libraries.

The key provisions of the strategy of providing access to the digital resources developed by the Periodicals Department of RAS SB SPSTL and several implementation aspects are discussed. Understanding the trends within the Library’s social environment makes the foundation for designing efficient criteria for building the Library’s heterogeneous collection and meeting information demands in science and technology of its community. Today the Library’s strategic goal is to design an efficient regional library and information system to serve not only scientists, research, R&D and industrial organizations but also the city’s and region’s higher institutes and universities. The priority of digital resources against the traditional ones makes the fundamental principle of developing the library collection. The significance of trial access aimed at improving digital subscription parameters is emphasized. The experience of implementing the project of corporate access of scientific and research organization to digital resources is discussed. This vector is seen as a promising one along with other strategic solutions that contribute to increasing time efficiency, completeness and service quality within the new information environment.

The author examines the possibility for overcoming formal approaches to de-visu bibliographing factual information in local studies. She proposes a technology for bibliographing published local facts in the circumstances of digitalization. The sample abstracts supplementing bibliographic descriptions in local e-catalogs and factual local databases like “calendar of memorable dates” or “local chronicles” are provided. These databases should become the quality full-text bibliographic and factual resources, reliable and relevant, high quality and meeting user demands. The «de-facto» approach to bibliographing will facilitate the 5-fold increase in the number of hits of property digital resources of cultural institutions by the year 2024, which is envisaged by the “Culture” national project. It would also enable to accumulate reliable information on facts and events in local/regional history, interesting and unique facts, and famous local countrymen. This only technology will enable the libraries to remain irreplaceable. The author provides examples of bibliographing factual information on local studies.

The author argues that the library schools lack the applicants who choose “Library and information activities” as specialization due to the underestimation of the prospects of library profession by secondary school students. Repositioning of the librarian’s image and shifting the emphases within the career guidance content are needed. The author analyzes the related digital resources and concludes that the represented image of library professionals is not that attractive. The meaningful professional orientation must be built on the motives and values of the young people choosing their future profession. The sociological studies completed in several Russian regions the dominating motivation of young people was revealed. They correspond with the satisfaction/dissatisfaction factors demonstrated in questioning the young Russian librarians. The positive aspects of the library profession to be promoted among the young are also discussed. The author proposes that for target career orientation we should rely on the key psychological types that differ in values when choosing profession. The Maslow pyramid demonstrates the differences in the professional choice criteria. It is used to structure the library professional orientation arguments.

The authors discuss the use of files being accumulated by library www-serves (log-files) for calculating altmetrics. The log-files comprise information on all queries therefore they can be used for calculating statistical indicators of online user activity index in compliance with the federal standard GOST 7.0.20-2014. The authors also analyze the provisions of the standard as referred to online user services control. The COUNTER format is the international format assigning the list and form for presenting statistical data on using digital resources. The current version 5, the COUNTER Code and the algorithm of master data (log-files) processing are discussed. The authors conclude that Russian libraries have not introduced the unified method for counting the requests to their digital resources so far. Meaningful combination of GOST requirements, COUNTER fundamental indicators and calculation of indicators obtained through log-files analysis enable to analyze the relevance of library digital resources to various user categories.

The university libraries are to support traditional and digital access to the learning, academic, research and information resources and to maintain modern information and library space. According to the Federal State Educational Standard (FGOS), and due to the growth of distance learning forms, the students must have access to the wide range of digital resources. Thus, along with subscribing to external digital library systems and databases, Novosibirsk State Pedagogical University Library maintains the University’s digital library system. The author discusses new approaches and solutions for designing repositories and organization of information resources, methods and instruments for users to access them. As the case study of Novosibirsk State Pedagogical University, acquisition of the University’s Digital Library System collection is discussed as well as the Interuniveristy E-library which is the integrated union database of universities’ digital documents providing general access to the digital resources of the member universities. The membership in the Interuniveristy E-library enables universities to support educational programs with electronic resources; enables students, post-graduates and the faculty to keep track of digital publications by the member universities; provides the platform for the faculty to place on and to promote their works.

The current problems of open access to science and education information and international visibility of regional open e-libraries (repositories) are discussed. The foreign and national experience in developing regional e-libraries, their status and dynamics are analyzed. The authors argue that accessibility of open electronic libraries are the must for science, education and culture; these libraries provide unlimited access to scientific and learning resources, as well as to the local materials. E-libraries integration between different systems and sectors makes one of the stages in the transition to the open digital resources. The authors emphasize that Orenburg region has got every prerequisite for building its single open information space. The characteristic features of scientific and education open e-library in Orenburg region are revealed. Special attention is given to selecting soft- and hardware for building the open electronic library. The leading role of academic libraries in scientific, educational and local content building tailored to regional features is emphasized.

The author analyses the results of the survey of the trainees of the Higher Library Courses of the Russian State Library on the key issues of the conceptual paper by Vadim Stepanov “The Libraries and librarians in the nearest 20 years, or waiting for singularity”, published in the “Scientific and technical libraries “ journal, № 2, 2018). Stepanov calls for transforming the li-braries into radically different institutions which he considers the only way to avoid the disaster in the information era. Stepanov considers the libraries to be the outposts of extreme conservatism and archaism, and argues that their acquisitions of printed materials in the era of digital resources makes no sense. The audience of the Higher Library Courses is made mainly of the professionals with the university (non-library) background, who are at the same time the practicing librarians, or those who are learning to become librarians. Generally, they have rejected such attitude and supported the original core nature of libraries though insisted that the libraries had to be continuously enriched with new titles, creatively designed and well equipped for better user services. The trainees of the Higher Library Courses have given their consent to the author to use the survey results.

Library collection development principles have been changing due to intensive introduction of digital resources. The authors examine the processes of library and information development and acquisition of printed and digital resources at of RNPLS&T which adds new possibilities for user information services. The increasing role of digital resources is determined by the appropriate services advancement. The use of licensed full-text digital resources is also discussed. The role of mandatory copy as a powerful, reliable and free source of collection development with domestic printed documents is revealed. The collection is also growing due to the remote access to national digital resources, and among them Russian State Library’s Theses Library holds a particular place. The high rank and importance of the centralized/national subscription are emphasized: RNPLS&T provides access to the leading foreign information resources. The significance of open resources for users information support is demonstrated.The main task in the collection development strategy is seen as balancing various types of documents and providing the possibly complete information demanded by users.

The challenges of the information society and changes in the library world are discussed. Not to be a spare wheel in the Internet era, the libraries should upgrade the digital content they offer their users. The authors review the results of their study of information on indigenous peoples on the websites of the RF central regional libraries. Special attention is given to the digital guides of the Internet-resources that can potentially become not only the guides to library collections but also to the whole world of the Internet. The multifacet classification of digital resources generated by the libraries is suggested. Typical drawbacks of library digital guides are revealed, i. e. incomplete information on the content, lacking Internet-resource services assessment and recommendations for their specific use. The authors suggest to apply the integrated technology of building digital resources as the basis for digital guides generation and to supplement it with bibliographic (information and analytical) technologies. The authors conclude on the necessity for special methods of Internet-resource abstracting relevant to remote users information demands.

The e-library of St. Petersburg Corporate Network of Public Libraries is a fulltext information retrieval system: it embraces valuable sources in Russian and world cultural heritage and enables public libraries to offer their users an efficient instrument for working with scientifically valuable publications. Corporate member libraries also transfer their collections to NEL and most popular ELS of commercial companies, which widens the audience, increases library collection use efficiency. The authors highlight organizational and technological solutions for the e-library: from digital collections of V. Mayakovasky City Public Library to building the corporate public information resource (2008-2016). Project work principles and vectors are discussed.

Design and use of digital resources at universities are discussed. The conclusions of testing optimal model of university library’s collection development are made. Experimental stages are described: the issues of building university’s digital information and education environment, collection compliance with disciplines standards, budget minimization through purchasing access to digital learning resources, teaching skills of digital publication use and resource use control for education to use are discussed. Interaction of digital library systems and digital information education environment is highlighted. The necessity for investigating into the functionality of university digital resources and finding appropriate solutions is justified.

Findings of the study of ILL and EDD users’ orders in the subject area of history being forwarded through the RAS Siberian Branch are discussed. The orders are classified by types, chronology, media, delivery terms, types of libraries to fulfill the orders, decline reasons. Prospects for acquiring historical documents from digital resources are examined.

Objective preconditions and problems of forming term-system of the subject area of digital information resources are examined. The vocabulary used for describing digital information resources within the contents of the www-sites of RF subjects’ central libraries is assessed. The findings of the analysis of international and RF national terminology standards in the area of digital information resources are introduced.

The situation in Russian libraries and digital resources market for the recent 5 years is analyzed. The data on digital reading popularity is given. The dynamics of key indicators of Russian libraries is discussed. New solutions are suggested to change radically the approach to library services. The role of the National Electronic Library in providing population and libraries with access to digitized collections is emphasized.
