Drawing on publications produced by one of the oldest and leading professional associations dealing with intellectual disability (ID), this paper explores the continual maintenance of expertise over potentially contested classifications. I find that, given unforeseen difficulties among professionals in actually defining and classifying what is currently known as ID as well as the later addition of new stakeholders in the advocacy field, professionals’ understanding of revision shifted over time from a problem to ultimately be solved to a “legacy of revision” used to explain past changes in criteria and anticipate further ones. In analyzing this legacy, I focus on professionals’ understanding of several shifts surrounding diagnostic and classification criteria over the course of the twentieth and into the twenty-first century. To the extent that previous literature suggests that ambiguities surrounding classification are to be expected, this paper shows how professionals in the ID field drew on resonant themes and rhetorically (re)framed past and future changes in their maintenance of expertise in a field that dramatically shifted in what was acceptable in the treatment of people with disabilities. This note outlines the type of papers which the U.S. periodical "The Sociological Quarterly" wishes to publish. The periodical is a general sociological journal, and as such does not place any quotas on the number of papers it shall publish in any specific area. It nearly always considers scholarly sociological research and writing done by sociologists as being within the journal's acceptable limits. The note airs a special call for articles on the teaching of sociology as well.

Four decades of rising incomes at the top, combined with income stagnation and declining intergenerational social mobility for the majority of American households, have combined to produce what has been widely described as a "new gilded age" in the United States. Yet analyses of the best available survey data reveal little evidence of a proportional increase in policy demands for redistribution over time. What explains this puzzling pattern of non-responsiveness? One classical explanation, revived in recent economic literature, postulates that high and persisting levels of optimism about the chances for advancement and social mobility reduce Americans' willingness to support redistributive public policies. Although seemingly paradoxical in the current economic environment, the "prospect of upward mobility" (POUM) hypothesis is consistent with cross-national survey evidence revealing relatively high levels of support for such beliefs. What about trends over-time? This raises an important and largely unexamined question: Have underlying beliefs about POUM also shaped Americans' attitudes toward redistributive policies during the era of rising inequality? In this paper, we examine the POUM-policy preference link, and how it has changed in recent decades. We find that POUM beliefs have shaped how individuals form policy attitudes toward inequality and taxes, net of partisanship, income, and confidence in government. Study findings provide new and provocative evidence in support of the POUM hypothesis, and we discuss implications for models of inequality attitudes and more generally scholarship on the politics of rising inequality. Although religion once played a central role in sociological inquiry, today it has fallen from prominence and now occupies a marginal space in the field. Sociologists of religion suggest that this neglect can be explained by the unusual irreligiosity of academia. However, some are hopeful that changes to graduate training and other institutional interventions can overcome this propensity and encourage more sociological engagement with religion, one of the most influential forces in contemporary society. Drawing on a new dataset of 473 sociology graduate students in the top 25 departments in the United States, we assess how personal secularity and departmental support for religious inquiry predict sociological engagement with religion. Personal secularity is a strong predictor of the decision to study religion and of the overall perception of the relevance of religion in contemporary society. Coming from a department where religion is discussed and faculty pursue research on religion predicts the perception of religion's relevance for the secular majority. Our findings contribute to the understanding of sociological knowledge creation and how individual and institutional proclivities – together – shape what we deem important enough to study. Drawing upon insights from the social movement literature as well as leadership experience in a successful social movement organization, this paper suggests aspects of a framework for integrating traditional and contemporary approaches. The case history of JUST (Johnstowners United to Stop another Tragedy) is used to illustrate the interaction of grievances and structures in the career of a social movement organization. In addition to helping fill a lacuna in the literature on the internal dynamics of such organizations, this analysis also demonstrates the importance of the nature of the grievance as well as the target group's structural entrenchment. The paper focuses upon a relatively anomalous case for U.S. social movement organizations: an SMO which was successful despite displacement goals. The final section of the paper includes a summary diagram of the factors involved in JUSTs successful protest effort as well as broader generalizations suggesting the conditions under which grievances or infrastructures are more salient in explaining social movement phenomena. The merits of two competing views of newspaper bias are evaluated using the New York Times' coverage of racial controversies in New York City between 1960 and July 1964. The idea that the news is biased receives only limited support. Minority actors were not prohibited successfully from presenting their case to the public, were seen as initiating a variety of actions and received similar placement in the paper for their activities as more powerful political adversaries received. The conditions under which information derived from newspaper stories can be treated as a reliable and valid record of conflicts are discussed. [ABSTRACT FROM AUTHOR]

Access to food is one of the most basic human needs, yet undernourishment remains one of the greatest barriers to health and development in the Global South. The entitlement approach to hunger maintains that the real issue is not the overall availability of food, but access to it. This paper specifically highlights the access failures of women by focusing on how gender-based stratification limits command over food, even in light of existing food supply. Going beyond traditionally used indicators of gender inequality, we examine how women’s legal rights affect the depth of hunger in developing countries. In a first-time longitudinal study of its kind, we use the 50 Years of Women’s Legal Rights historical dataset from the World Bank to measure changes in women’s property rights and constitutional rights from 1990 to 2010. A two-way fixed effects regression analysis of 42 low- and middle-income nations demonstrates that improving women’s rights is associated with lower levels of hunger over time, even controlling for the food supply, economic development, and other relevant variables. Christian nationalism has been linked to a variety of political and social outcomes in the contemporary United States, however little research has investigated factors that give rise to it. Most scholars examining Christian nationalism contend that it is unmoored from extant social institutions, and even oppositional to institutional Christianity. This claim is associated with earlier research arguing for the declining influence of denominations, and particularly mainline Protestantism. In contrast, social movement theory views Christian nationalism as an ideological outgrowth of religious organizations, structured by exclusivist religious beliefs, and reenforced through religious participation. Using data from the General Social Survey (GSS) this investigation examines how religious and political factors inform subscription to Christian nationalism and explores how religious and political commitments are connected. In general, the findings support the expectations of the social movement perspective. Christian nationalism is strongly predicted by ties to sectarian Protestantism, religious participation, and fundamentalist beliefs, and it is not embraced by secular and non-Christian Americans. This paper examines the emergence of sociopolitics in the United States during the 1980s. The Reagan Administration's drastic budget cuts for social research prompted social scientists to engage in interest-group politics. The newest development in sociopolitics is setting priorities for research. This paper examines the intellectual and political risks of setting priorities. Testing an argument of convergence on a sample of employed males in Japan and the United States, this paper compares young (18-24 years) with older (45-55 years) workers within each country on work-related attitudes, education and employment, mobility, interest in the company, characteristics of superiors, and job satisfaction. Comparisons of these attitudes are also made within age-group cross-nationally. Our general finding, which is upheld when company size, type of job, and educational attainment are controlled for, is that cultural diversity is (still) a better explanation than convergence when applied to work-related attitudes. Aging per se seems to have some similar effects in both societies, e.g., a positive relationship between age and work satisfaction. This paper describes the results of a comparative study of the factors which inhibited or facilitated the development of the issue of community control of schools in fiftyseven cities in the United States. The findings suggest that the degree to which blacks and the poor were mobilized for political action and the political characteristics of the city were important in determining whether or not the issue entered the political arena. This paper seeks to assess the utility of the transactional model of individual stress. According to the logic of the model, whether persons manifest stress is a multiplicative function of both situational and individual characteristics. The paper briefly discusses possible advantages of the perspective over other frames of reference. Then it describes a pilot study designed to determine whether hypotheses based on the transactional model could be supported empirically. Utilizing interview data from a small probability sample of all adults in the state of Missouri, scales were constructed by an improved method of item analysis for use as indicators of variations in stress and the situational and individual factors. Comparing stress scores by situational and individual variables produced results indicative of a multiplicative relationship and thus supportive of theories derived from the transactional perspective. The primary data for this paper, the self-descriptions of respondents from a delinquent gang of Negro boys, were obtained in a Chicago Park District field house. The boys lived in an adjacent public housing project and hung on the corner near the field house and in the playground. The data were collected by a Youth Studies Program staff member who had spent a number of days as an observer of the gang. He was assisted by the gang's detached worker. Following administration of the questionnaire to the gang boys, these men joined efforts and located 23 non-gang boys of similar ages, who also lived in the same project, to serve as control subjects. Minority groups differ from one another, among other things, in the extent to which they are integrated into or apart from the societies to which they belong. The extent of this integration or apartness is reflected in the various ways in which the minorities differ from the rest of the population, such as in the effect of economic class upon voting. No minority group is ever completely integrated into its society, for complete integration is tantamount to the extinction of group identity. No minority group is ever completely apart, for the term "minority" implies the existence of a majority with which the minority forms a common society. The dimension of integration-apartness is related to but not identical with the dimension of assimilation. Assimilation refers to the replacement or modification of group characteristics as a consequence of out-group contacts. Integration refers to the extent a minority actually forms a part of the body politic of its society. Thus, German "non-Aryan" Christians were fully assimilated but, in the Third Reich, certainly not integrated into the German society. In general, the term "integration" is applicable at various levels of analysis. We talk of the integration of individuals into groupings, the integration of these groupings into further units, and the integration of these into larger units in turn. In the case of our study, individuals are more or less integrated into their respective minority groups, and these in turn are more or less integrated into their respective societies. We are concerned in this paper with developing a measure for the degree of integration of minority groups into their societies. The basic proposition of this paper is: The more apart a minority group is from its society, the more will it differ from that society as a whole in the effect of economic class upon voting. An analysis of the voting of two minorities in Central Europe illustrates the above proposition. This is followed by comments on minority group voting in the United States and Canada. The article presents a regional interpretation of manufacturing as an urban function in the United States. But this interpretation is supplemented by the notion of a national systems of cities, which believes that urban and metropolitan functions are inter-regionally organized. This paper examines the occurrence of manufacturing activity in the larger urban and metropolitan centers of the West North Central geographic division, as defined by the U.S. Bureau of the Census. Using manufacturing activity as the dependent variable (Y) and an indication of accessibility as the independent variable (X), the regression of Y on X was computed for each groups as well as the correlation coefficient. Deviations of the actual percentage engaged in manufacture from the predicted percentage were computed for each city. On the basis of study three groups were identified: diversified manufacturing centers with metropolitan functions, diversified manufacturing centers with few metropolitan functions and specialized manufacturing centers. The second major grouping includes the regional metropolises and the regional capitals.

Attitudes toward gay men and lesbians in the United States have liberalized dramatically over time yet vary substantially between states. Trends in college attainment mirror this uneven progress. This study draws on theories of the university as a cultural institution to examine the relationship between college-educated populations and attitudes toward gay men and lesbians over time and across American states. Employing 1984–2016 American National Election Studies data, this study demonstrates that larger shares of college graduates in a state are associated with more favorable attitudes on average toward gay men and lesbians, including among those who do not have a college degree. These results are robust to competing state-level religious, political, and economic explanations. Results also show that individuals in states with more college graduates are more likely to identify as LGB. This increases the likelihood of knowing someone who is LGB, which in turn leads to more accepting views. Cultural values of tolerance and acceptance espoused by university graduates may create social contexts in which sexual minorities feel safe to come out, thus increasing the visibility of sexual minority communities and enhancing favorable attitudes. The article examines the effects of race, class, and neighborhood on social isolation of the urban poor in the U.S. Members of the urban underclass are socially isolated in that they lack social ties to individuals who participate in mainstream society in the country. Assessing the social isolation thesis requires consideration of the existence of social ties and the social resources inherent in them. Using survey data from households in Atlanta, Georgia, the paper compares poor and non-poor African Americans to non-Hispanic whites on two key dimensions of social integration — the type of social relationship and extent of contact. In examining the type of social relationships, the paper looks for basic connections to other adults through shared housing and close connections to persons who are in the economic mainstream. For the latter group, the paper focuses on individuals outside the household with whom the respondent discusses important matters, so-called discussion partners. The paper measures extent of contact by the presence and number of discussion partners.

Previous studies indicate that about one-third of Korean immigrant families in the United States are engaged in small business. This paper attempts to explain why such a large proportion of Korean immigrants turn to small business. The data are based on personal interviews with 159 randomly selected Korean businessmen in Atlanta. The data analysis shows that neither Korean immigrants' sojourning orientation nor their perception of host discrimination is an important factor in their decision to start a business. It instead indicates that Korean immigrants' perception of disadvantages in nonbusiness occupations, their sense of status inconsistency, and their anticipation of economic mobility through business are three major factors which lead them to small business. The findings are theoretically important since neither the concept of status inconsistency nor that of mobility has been applied to minority small business, while sojourning and host discrimination have been emphasized as explanatory variables for minority members' entry into small business. This article examines explanations of the sharp rise in the birth rate that occurred in the United States during the late 1940s and the 1950s (the so-called "baby boom") in light of recent research on the nature and magnitude of its demographic components. The paper includes a review of the fertility surveys that derived from concern about postwar fertility trends, a discussion of the kind and relative importance of the demographic components constituting the fertility increase of the period, an assessment of explanations of the baby boom, and a reinterpretation of one of the components— the rise in average family size—that was a demographically small, but theoretically significant, part of the upturn in the birth rate. This paper begins with a brief critical review of the major perspectives in the debate concerning ownership and control of major corporations. After examination of a new source of data compiled by a Senate committee (pertaining especially to the expansion of stock control by institutional investors and, most importantly, by major commercial banks), we argue that none of these perspectives is strongly supported. In concluding we tentatively outline a perspective which seems to provide a better "fit" to the data. We argue that the dominant force in the overall capitalist economy is now an "intercorporate complex" of major corporations, with banks in a central coordinating position (though short of "control") and an inner group of the "corporate class" providing the human linkage. This form of control is what we call "intercorporate control," based upon the impersonal interests of major, interrelated corporate bureaucracies. [ABSTRACT FROM AUTHOR]

The author comments on papers written by the sociologists Michael Aiken, Kenneth Land and James McCartney which are bound by a common thread of being philosophical and practical reflections on the basic objective of sociology. All three writers make broad judgments about whether the evolution of the discipline and profession has resulted in more clearly defined boundaries and whether the expansion of the domains of sociology will strengthen the discipline and profession.

This paper explores the correlates of religiosity among blacks and whites, asking two questions: (1) Is the relationship between SES and religious attendance the same for both races? (2) What factors best predict church attendance among both races? The findings show that (1) SES is positively related to religious participation among whites; (2) the best non-religious predictors of attendance across all denominations and churches studied are SES and age; (3) including a measure of religious belief greatly increases the explanatory power of a predictive model; but (4) the relationship between SES and attendance varies by denomination and church among blacks. The general inverse relationship between marital disruption (separation and divorce) and educational status, commonly assumed by family sociologists, is demonstrated for both men and women using the 1/1000 sample of the 1970 United States Census. A minor, but interesting exception to this generally inverse relationship is noted for males with six or more years of college. This paper, however, focuses on a more dramatic and particularly significant deviation from the general pattern. Specifically, highly educated females—those with five or more years of college—have an especially high disruption rate compared to women with only four years of college. In fact, the disruption rate for women with five or more years of college exceeds that for women at every educational level except those who did not finish high school. The objective of this study was to see if those factors which differentiate women with four years of college from those with five or more are the same factors that differentiate between the "never disrupted" and the "ever disrupted" women with five or more years of college. The findings reveal that three variables—race, employment outside the home, and income—are associated with the likelihood that highly educated women will divorce or separate. These same variables also distinguish them from baccalaureate-level women. Four possible explanations, unrelated to the data analysis presented, are suggested for why a woman who enters graduate school significantly increases her probability of marital disruption. Most studies of subjective anomie assume that all individuals have the same goals, and they explain anomie in terms of differences in the means to achieve goals. This paper examines the effect of variations in the goal of success on anomie. Data are from a Harris survey of 3,001 adults in the continental United States. A multiple regression of anomie on success orientation, plus six social status variables, revealed that success orientation has a significant positive effect on anomie and that, next to education, it is the best predictor of anomie. This finding helps explain both intraclass variations in anomie and the increase in anomie from the 1950s to 1971 found by Fischer(1974). The social status variables did not explain much of the variation in success orientation, and the effect of success orientation on anomie was not mediated by education and income. This paper examines the influence of ethnic background on organizational status attainment. The data are taken from a national sample of 2,755 Roman Catholic diocesan priests and bishops. The sample is divided into seven ethnic categories: Irish, German, French, Italian, Anglo-Saxon, Polish, and other. Controlling for the overall distribution of status positions within the diocese and the individual's age/seniority, a "non-preferential" model of status attainment is constructed. Average expected status on the basis of this non-preferential model for these ethnic groups in seven different regions of the country is compared to average actual status. Although we found three isolated cases of particular ethnic groups in specific regions doing significantly poorer in status attainment than predicted by the non-preferential model, the only consistent effect of ethnicity found across the entire sample is a slight advantage enjoyed by Irish clergy. No significant effect was associated with belonging to the largest ethnic group in a diocese. The very small advantage enjoyed by the Irish suggests that Irish domination of the Catholic hierarchy in the United States is maintained less by selective promotion within the ranks of the clergy and more by a disproportionate recruitment of Irish priests at the entrance levels of the organization. Disproportionate recruitment and preferential promotion are discussed as alternative mechanisms of domination within organizations. [ABSTRACT FROM AUTHOR]

In their most essential respects, the immigrant communities of American Jews (and the total American Jewish community) were a direct continuation of those which appeared in East Europe, prior to 1914. Using archives, government reports, and texts (primary and secondary) this paper reconstructs the sociohistorical environment in which they appeared. The extensive communal organization which characterized both settings, actually served the interests of societal demands. These institutions provided needed (often emergency) services to the community, but they also supported the out-group's status, as determined by the larger society. A clear picture emerges of the impact on the collective Jewish, and individual Jew's, adaptation to society within a highly developed and organized community. [ABSTRACT FROM AUTHOR]

This paper discusses the importance of identifying the environmental context in which organizations function. The relationship between an organization and those other groups and individuals constituting its environment is specified in terms of linkages. Two key dimensions of linkage are identified: strength and breadth. The former refers to how intimately the organization is connected with any other group while the latter refers to how extensive is the support. These linkages' dimensions are viewed from a "resource mobilization" perspective, i.e., as the means by which resources are brought into an organization. A study of linkages sustained by the NAACP during 1961-69 illustrates how the dimensions of linkage strength and breadth can be operationalized and applied. This paper examines the effectiveness of the use of constraints (e.g., direct action tactics and violence) by protest groups. It is suggested that the development of theoretical understanding of protest movements requires that scholars turn their attention away from the question, "How effective is the use of constraints by protesters?" and instead address the more refined question, "Under what conditions is the use of constraints by protesters both most effective and least effective?" In pursuit of answers to this latter question, hypotheses are developed suggesting that the effectiveness of constraint utilization depends on the degree and direction of public (third party) involvement in the protest incident. An examination of 212 protests targeted at elected officials and public administrators in American cities during the period between 1960 and 1971 provides support for the following propositions. Constraint utilization will be most effective when third parties are either uninvolved in the protest or when they are involved and unsupportive of protester demands. Under these conditions, constraints may be effective resources enabling protesters to coerce targets into being responsive to their demands. Constraint utilization will be least effective when third parties are involved and supportive of protester demands or are attentive but initially neutral or divided in their support of the protesters. Building on the basic model of Blau and Duncan, this paper explores the process of stratification among Chinese immigrants in Chicago, and examines the effects of kinship assistance on the career cycle. It was found that while kinship assistance is an important resource to some immigrants during and after migration, it frequently obligates the immigrants to remain in the ethnic business, and thereby hinders their upward mobility. This study suggests the usefulness as well as the limitations of kinship assistance in the stratification process of ethnic minorities. [ABSTRACT FROM AUTHOR]

This paper first reviews the descriptions and structural explanations for variations, in urban population densities in the United States over several decades. The research reviewed focuses on shifts in the technology and economics of travel as being the major influences on urban density distributions. These variables appear to be somewhat less adequate as explanations of the process in recent decades. After reviewing these findings and suggesting several research questions, we attempt to assess the evidence relating variations in population density to several other aspects of human behavior. A review of the research relating high population densities to various "social pathologies" indicates that little of the variance in rates of these pathologies can be attributed to density independently of other social structural variables. Data from a study of college aspirations among 40,000 Minnesota adolescents indicate that the relationship of family size to aspirations is somewhat higher among Protestants than Catholics. Overall aspirational differences between religious groups are minor. Further analysis suggests that these differences are probably not a function of financial capacities but rather of more basic socialization practices. The data are used to illustrate an alternative approach in analyzing the relevance of religion to contemporary society: examining processual differences between religious groups rather than concentrating only on outcomes—such as net differences in aspirations. The paper concludes by speculating that social process may be critical in distinguishing Protestants from Catholics but has generally been neglected in contemporary research on religion. The purpose of this paper is the analysis of the interactional patterns of Wisconsin farm couples with their parents. Step-wise multiple regression analysis provides a technique to solve a sequence of one or more multiple linear models by step-wise application of the least sum-of-squares method. The predictor variables used in this analysis include: distance, husband's age, stage in the family life-cycle, husband's education, wife's education, gross farm income, agricultural training of the husband, productive-man-work-units, and level of living. The purpose of this paper is to determine whether, using 1960 census data, differences do exist in occupational and educational attainment for second-generation males of United Kingdom, German, and Italian background, in Northeastern United States. The data are presented with controls for age so that analysis may be made separately for those who were becoming educated and becoming employed in two quite different periods in our nation's social and economic development. Additional data from the 1960 census are presented to view the educational and occupational pattern for the three groups throughout the entire United States, by geographical regions, and for a smaller age category (25 to 34) than that presented in the other tables, in order to determine how typical the Northeast region is of the entire country. The consumption of beverage alcohol in American society has always been surrounded by a sharp ambivalence. Even during the colonial era moderate use of non-distilled beverages, such as beer, wine, ale, was expected and fully approved, but drunkenness, usually viewed as a moral defect indicating weak self-control, was frowned upon and often punished. During the Revolution and post-revolutionary period, this ambivalent attitude was fostered and alcohol was viewed, on the one hand, as a temporary desirable release from relentless reality and, on the other hand, as a major cause of poverty, crime, divorce and deviancy. The wet-dry controversy was climaxed, of course, by the passage of the Eighteenth Amendment in 1917. After a long struggle, the "wet" forces were able to obtain the repeal of this amendment in 1933. The impact of this struggle is still felt in contemporary American society. Organized religion, as has been true within the larger society itself, has been divided into several opposing views on the subject of alcohol use. Several of the more fundamentalist groups view the use of alcohol as a moral issue and see total abstinence as the desirable, if not the only acceptable, mode of behavior. On the other hand, Roman Catholics, Jews and Episcopalians are officially unopposed to moderate use of alcohol, although drunkenness is certainly frowned upon. For many years sociologists have done research on race relations in the United States, especially between Negroes and whites. In the past decade, hospitals and the health professions have also been popular objects of sociological inquiry. But thus far, there has been relatively little study of race relations in health organizations. Although some attention has been paid to the contribution of low-status hospital workers to the therapeutic process, the extent to which the race of the low-status worker may influence the contribution has not been studied. This paper presents some data contrasting patient perceptions of subprofessional low-status Negro hospital workers with patient perceptions of the professional high-status white hospital staff. The data suggest that from the patient's point of view (1) Negro aides, orderlies, housekeepers, food service personnel, etc. are more effective in meeting the patients' needs for expressive care than white nurses and physicians; and (2) these individuals' low status, Negro race, and sub-professional affiliation directly contribute to their effectiveness. The paper presents the address given by the author during the general session of the Midwest Sociological Society's 25th anniversary meeting on April 13, 1962, in Des Moines, Iowa. It discusses the author's experience with the society and his participation in its previous annual conferences. During his term as secretary of the society he has observed the changes in the structure and the functions of the society since its reorganization in 1937. The most important phenomenon having implications for a regional society is the decline in regionalism of American sociology. Regionalism, in the sense that it existed in 1937 has disappeared. The birth of the society have a significant impact on the origins of modern American sociology. The educational institutions established by notable members of the society have contributed to the production of doctor of philosophy degree in sociology.

Poverty is unevenly distributed within the United States – – a fact demonstrated by a rich literature on inequality in the US. By ignoring such variation, research runs the risk of overlooking the geographical distribution of poverty and risks that increase the likelihood of poverty. In this article, I address this by: (1) building on the prevalence and penalties framework, developed in cross-national scholarship, and applying it to the U.S. case given state autonomy in poverty policy; and (2) conducting longitudinal analyses using high-quality data derived from the Census Bureau's Current Population Survey Annual Social and Economic Supplement (CPS-ASEC). Through these analyses, I examine the extent of interstate variation in poverty and in the prevalence of risks and the penalties associated with those risks. Results confirm interstate variation in poverty similar to that seen across rich democracies – the focus of much cross-national comparative work – and demonstrate sizable differences in risks and their associated penalties that have grown rapidly since the welfare reforms of the 1990s. In the United States, race and racism are woven into the very fabric of the welfare state. Racial antipathy has undermined public support for benefits perceived as favoring African Americans and has resulted in significant cuts in programs for the poor. Recently, some studies have found that public discussion on immigration has linked attitudes toward Hispanics and illegal immigrants with preferences toward programs once overwhelmingly influenced by racial attitudes. Building on this literature, the present study assesses the effect of racial and ethnic attitudes on state policy outcomes. Specifically, we examine Medicaid eligibility criteria for four categories of beneficiaries, ranked by level of perceived deservingness. We find that eligibility limits are most generous for children, followed by pregnant women and parents. Benefits for "other adults" (low-income non-parents aged 18–64) are subject to more stringent eligibility criteria or entirely unavailable. In contrast with the limits for other groups, the primary attitudinal predictors of Medicaid eligibility limits for the "other adults" category are antipathy toward Blacks, Hispanics, and illegal immigrants. These results confirm that perceptions of deservingness are a central component of U.S. social policy and demonstrate that material policy outcomes – not just policy preferences – are substantially shaped by attitudes toward Hispanics and immigrants as well as African Americans. Members of religious groups in the United States engage in boundary work to maintain distinct identities, but we know little about how inclusive Christians navigate the exclusionary aspects of boundary work. Drawing on one year of participant observation at a liberal congregation and twenty-six interviews, I find that congregants develop three strategies for boundary work that reflect their inclusive identity. I argue that this boundary work reflects the congregation's high social class, thus reinforcing the underlying social boundary of class. This research extends our understanding of boundary work in congregations and further elucidates how churches may contribute to inequality. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to offer a genealogy of some of the disciplinary practices that constitute the everyday life of contemporary postmodern America. I argue that we are witnessing the emergence of a new economy of illegalities, and with it, an increased tension between exceptional punishment and generalized surveillance. This physics of power is constituted, in part. through a new political technology of the body that directs a gaze of accountability on an individuals "life-style" and is often premised on regulating, probing or, measuring the body's functions, processes, characteristics or movements. In this way, the body is being used as a central clement in the localization of contemporary power. All this. I believe, is made possible by the historical moment of law twentieth-century capitalism. The article examines the administration of drug policy and AIDS prevention in San Francisco, California between 1985 and 1990, the period during which the "second wave" of AIDS was spreading among injection drug users (IDU) and their sexual partners. The following socio-historical analysis examines the development and ultimate disintegration of a the National Institute of Drug Abuse (NIDA) outreach demonstration AIDS project in San Francisco drawing on Social Worlds or Arena theory. The analysis is able to examine much of what government sponsors like NIDA routinely rely on and take for granted in funding demonstration projects. Efforts in San Francisco to expand AIDS prevention services to IDU from a small-scale pilot project to the entire metropolitan area in I 986. An important part of this effort was the submission of a grant application in response to request for proposals by NIDA to fund demonstration outreach projects. As was required the proposal described both the detailed intervention plan and evidence of collaboration and coordination with appropriate drug abuse, research, community service, and public health agencies. Analysis of the proposal and its aftermath indicates that in the pursuit of governmental funding, research projects, service agencies and community-based organizations may agree "on paper" to certain cooperative arrangements but such agreements can mask many areas of long standing conflict.

Standards for products and procedures shape every facet of contemporary American life. Yet despite their pervasivenes and their centrality to the process of rationalization, standards have been virtually ignored by sociologists. This paper argues that the evolution of standards promulgating organizations and their struggle for control of the standards-making process is a neglected feature of societal rationalization. Specifically, the history of ANSI and other standards-making organizations illustrates how a shift in the engine of organizational rationalization may have taken place and how, as part of that shift, the "power to set premises" was successfully claimed by the private sector. Recent research suggests that the relationship between migration and labor allocation has changed in two ways: (1) fewer migrations are job-related; and (2) more of the remaining job-related migrations are job transfers instead of purely market-induced mobility. Data from the 1973-77 U.S. Annual Housing Surveys are used to compare characteristics of market-induced and job-transfer migrants. Both forms of migration occur among all income, education, and age groups. However, the income attainment processes for these migrants suggest that relocations are over represented among those primary jobs described by dual labor market theory. Since many of the benefits of primary jobs are age-related, both the increasing frequency of occupational relocations and weakening of the American economic position suggest that the benefits expected by those relocated may be difficult to provide. Aptitude, motivation, training completion, and job survival measures were compared for 1,091 blacks, 192 Hispanics, 186 Asian, and 1,785 white recruits who entered Navy paramedical training during 1973. The minority groups were found to have lower aptitude and motivation scores, on the average, than the majority group, but tended to do as well as, and in some cases better than, the majority group on the performance measures. The effect of social status on recruit expectations of the working environment is hypothesized to account for the apparent discrepancy. Based upon these data, it is suggested that the Navy can select minority group personnel for technical training whose chances of remaining on the job are quite good irrespective of their aptitude and motivation scores. The relationship between behavior and interpersonal evaluation is examined from the perspective of role theory. We hypothesize that others' evaluation of a role actor—his or her status—is related to the actor's conformity to their norms. Students in 50 university classes were asked (a) to indicate their expectations for a "typical university instructor" by filling out a 55-item questionnaire which incorporates Jackson's Return Potential Model for measuring normative role phenomena, or (b) to judge the frequency of the class instructor's behavior on the same 55 items. An index was constructed which indicates the degree to which each instructor's behaviors conform to students' expectations for a typical instructor. This index correlated with students' mean evaluation of each instructor: his or her status (r=.64, p<.001). We demonstrate, however, that this relationship between conformity and status holds more strongly for intense, powerful norms, and only for instructors with a moderate rather than a relatively high reputation, that is, estimated status. This essay reviews the background of the relatively recent phenomenon of black Catholicism in America and the empirical studies which have explored possible connections between Catholic affiliation among blacks and their changing patterns of secular status. The problem addressed is whether the tendency for Catholicism to be associated with high socioeconomic status among black Americans can be interpreted as the operation of a religious factor in a classic Weberian sense. By comparing black Catholicism to the historical case of Protestantism, it is shown that Catholicism may well have some implications for character structure, social disengagement, and mobility which warrant its designation as a religious factor in the black American experience. The differential effects of social contexts and race on educational behavior are examined in terms of a causal process model. Based on data from San Diego, the role of social contexts are found to be important through a causal process in which SES contexts affect personal characteristics which, in turn, influence educational aspirations and attainment. Utilizing both correlational and tabular techniques, tile basic model holds for all racial (ethnic) groups; however, race does affect the level of the individual variables. The findings from this study suggest that the importance of SES contexts are mediated by race and contingent upon the common relations of these contexts and educational behavior to individual characteristics. The spatial and temporal distribution of delinquency has been described for a number of large metropolitan areas, but it is doubtful if juvenile delinquency has been followed as carefully and over such a long period of years in any other place as it has in Chicago. While the Chicago area studies were pioneering efforts in the field and probably have contributed much to our understanding of delinquency, it is risky to generalize these relationships and apply them to cities of other sizes or to cities whose population, social organization, and institutions are quite diverse. If generalization is considered a possibility, we must first determine the extent to which middle-sized cities have a range of social areas and institutions similar to those found in large cities: we would then look for and expect to find similar types and patterns of delinquency in middle sized cities as are found in large metropolitan areas.
