In this paper, we consider the evaluation of the best tender in a public procurement process. According to the Most Economic Advantageous Tender criterion, in order to analyze a number of tenders, a group of experts has to consider different criteria, both of qualitative and quantitative nature. Selecting the best tender involves the solution of a multi-criteria choice problem. Indeed, in Italy, the National Anti-Corruption Authority suggested the use of traditional multiple criteria methods to evaluate the qualitative component and provided details on how aggregate the evaluations related to single criteria to derive the ranking of tenders. However, they are rarely used in practice and may have some application drawbacks. This paper aims at proposing the use of ELECTRE (ELimination Et Choix Traduisant the Realité) III and P-AHP (parsimonious analytic hierarchy process) as the more effective methods for analyzing public tenders when a great number of alternatives and/or the heterogeneity of scales are involved. The use of the proposed methodologies is completely innovative in the practice, in the Italian context. Furthermore, we carry out a comparative study among these multi-criteria methods and analyze the strengths and the weaknesses of each method in order to help the DMs to identify the more appropriate method. Moreover, we aim to develop easier and user-friendly models that sound practical in the public tender context. In the operational, strategic and tactical decision-making problems of the agri-food supply chain, the perishable nature of the commodities can represent a problem of particular complexity. It is therefore appropriate to consider decision support tools that take into account the characteristics of the products, the needs and requirements of producers, sellers and final consumers. The paper presents an age-based model for the inventory-routing problem of perishable commodities with stochastic demands. In particular, we propose a dynamic decision-making approach with a "moving" horizon that advances over time taking into account the more recent available information. This approach allows future decisions to be rescheduled in relation to new data, over a planning horizon of the same duration. To address a problem as realistic as possible, we assume that the demand for products of each age is unknown and we model this uncertainty by means of random variables with a probability distribution that can be estimated from historical data. Coronavirus disease 19 (COVID-19) is an infectious disease caused by the SARS-CoV-2 virus, which is responsible for the ongoing global pandemic. Stringent measures have been adopted to face the pandemic, such as complete lockdown, shutting down businesses and trade, as well as travel restrictions. Nevertheless, such solutions have had a tremendous economic impact. Although the use of recent vaccines seems to reduce the scale of the problem, the pandemic does not appear to finish soon. Therefore, having a forecasting model about the COVID-19 spread is of paramount importance to plan interventions and, then, to limit the economic and social damage. In this paper, we use Genetic Programming to evidence dependences of the SARS-CoV-2 spread from past data in a given Country. Namely, we analyze real data of the Campania Region, in Italy. The resulting models prove their effectiveness in forecasting the number of new positives 10/15 days before, with quite a high accuracy. The developed models have been integrated into the context of SVIMAC-19, an analytical-forecasting system for the containment, contrast, and monitoring of Covid-19 within the Campania Region. Bayesian inference shows that the distribution of the future event not only depends on the past events (prior), but also depends on the relation between the past and the future events (likelihood). However, the classical Bayesian methods do not consider the important contributions of recent data. In this paper, we propose a new Bayesian inference-based training method, which can be used as online training for Bayesian methods. We give the training methods for the exponential and the normal models. We successfully apply this method for the seismic parameter prediction using the data of central Italy from 2014 to 2017. In this paper, we propose a dynamic and stochastic approach for an inventory routing problem in which products with a high perishability must be delivered from a supplier to a set of customers. This problem falls within the agri-food supply chain (ASC ) management field, which includes all the activities from production to distribution. The need for high-quality products that are subject to perishability is a critical issue to consider in the ASC optimization. Moreover, the demand uncertainty makes the problem very challenging. In order to effectively manage all these features, a rolling horizon approach based on a multistage stochastic linear program is proposed. Computational experiments over medium-size instances designed on the basis of the real data provided by an agri-food company operating in Southern Italy show the effectiveness of the proposed approach. This paper proposes a novel approach based on the use of wavelet functions to model air pollution time series. One peculiarity of the approach is that of combining the use of wavelets and genetic algorithms to search for the best wavelet parameters. A case study, referring to the modelling of daily averages of SO 2 time series recorded in the industrial area of Syracuse (Italy) is reported in order to compare the performance of a wavelet-based prediction model and a Multi-layer perceptron neural model. The results obtained show that there are no significant differences between the neural and the wavelet approach in terms of model performance and computational effort. Huge quantities of pollutants are released into the atmosphere of many cities every day. These emissions, due to physicochemical conditions, can interact with each other, resulting in additional pollutants such as ozone. The resulting accumulation of pollutants can be dangerous for human health. To date, urban pollution is recognized as one of the main environmental risk factors. This research aims to correlate, through soft computing techniques, namely Artificial Neural Networks and Genetic Programming, the data of the tumours recorded by the Local Health Authority of the city of Benevento, in Italy, with those of the pollutants detected in the air monitoring stations. Such stations can monitor many pollutants, i.e. NO2, CO, PM10, PM2.5, O3 and Benzene (C6H6). Assuming possible effects on human health in the medium term, in this work we treat the data relating to pollutants from the 2012–2014 period while, the tumour data, provided by local hospitals, refer to the time interval 2016–2018. The results show a high correlation between the cases of lung tumours and the exceedance of atmospheric particulate matter and ozone. The explicit genetic programming knowledge representation allows also to measure the relevance of each considered pollutant on human health, evidencing the major role of PM10, NO2 and O3. "Smartness" and "sustainability" are gaining growing attention from both practitioners and policy makers. "Smartness" and "sustainability" assessments are of crucial importance for directing, in a systemic perspective, the decision-making process toward sustainability and smart growth objectives. Sustainability assessment is a major challenge due to the multidisciplinary aspects involved that make the evaluation process complex and hinder the effectiveness of available monitoring tools. To achieve the assessment objective, we introduce an enhanced fuzzy logic-based framework for handling the inherent uncertainty and vagueness of the involved variables: we apply our approach to Italy, and we compare it with two other sustainability methodologies. We also perform a correlation analysis to assess the relationship between our ranking results and the attained quality of life scores. Our approach ensures a high level of versatility that makes its use possible jointly with (or alternatively to) other existing methodologies such as the Global Sustainable Tourism Council Criteria and the United Nations World Tourism Organization destination-level indicators.
