South Africa participated in the electronic version of the Progress in International Reading Literacy Study (ePIRLS) in 2016 but faced many challenges during implementation. Accurate databases on information and communication technologies (ICT) capacity of schools were not available for sampling in Gauteng, many schools had old and/or non-functional hardware and half of the schools had not used their computer laboratories in the last 3 years. Consequently, South Africa was excluded from the international report as the study requirements could not be met. In this paper we examine the implications of the problems experienced in the ePIRLS multiple case study, conducted in 9 schools (n = 277) in Gauteng. Multilevel models were built using data from the nationally representative Grade 4 Progress in International Reading Literacy Study (PIRLS) data from 2011 (n = 15,744) and 2016 (n = 12,810). In the 2016 national study, principals and teachers reported fewer computers and libraries being available for learners than were reported in 2011. Computers and paper-based libraries being available were not significant predictors of reading literacy. Instead, the medium of instruction in the Foundation Phase, school location, gender, and socioeconomic composition of the school predicted reading literacy achievement. The ePIRLS results show no significant difference between paper-based and online reading. While issues of poverty, gender inequality, and historical disadvantage persist, Grade 4 learners may lack adequate opportunities to acquire paper and digital reading skills. We conclude that the most disadvantaged learners have increasingly insufficient opportunities and resources available to attain basic reading skills and this will have negative long-term consequences for South Africa's educational sector and economy. Teacher absenteeism is of concern in today's developing educational climate. In South Africa, where education itself is a contested terrain, and decades of disadvantage still impact resources and skills, despite democracy, it is a compelling challenge. This paper, based on a study of how independent primary schools in Gauteng, South Africa, manage teacher absenteeism, offers an analysis of the management practices employed so that some lessons can be extrapolated. The paper draws from real teaching experience in South African primary schools, noting the huge impact of teacher absenteeism and its implications for teaching and learning. Five co-educational (with both genders), independent primary schools were selected for this qualitative study, using Christopher Hood's Cultural-Theory Framework, document analysis, interviews and observation. Findings homed in on processes used to track teacher attendance policies; directives and instruments that regulate teacher absenteeism; factors that influence teacher absenteeism; leadership styles; rewards for good attendance; penalties for abusing leave, and strategies and measures to manage teacher absenteeism. The Bachelor of Education (BEd) undergraduate degree at a university in the Gauteng province, South Africa, aims to prepare pre-service teachers by using their experiences to expose them to the South African schooling context. This is done using a scaffolded process that includes formative assessment, summative assessment and Work-Integrated Learning (WIL, also known as teaching experience). This paper describes research findings based on a sequential mixed method design used within a constructivist paradigm to collect data on the role of assessment in pre-service teacher preparation. Eighty participants answered 16 questions on a nominal scale, and from this sample, 8 participants took part in semi-structured, oneon- one interviews. Based on the findings, it was concluded that all types of assessment were beneficial for pre-service teacher preparation as part of an assessment schedule - especially the case with WIL. However, WIL was criticised for not aligning with the current context and for a need to include the realities of paperwork, policies and systems as well as the emotional strain experienced by in-service teachers. The results suggest that by making WIL more authentic could impact pre-service teachers during their careers when deciding whether to remain in the profession. [ABSTRACT FROM AUTHOR]

With this article I explore the relationship between core academic language skills (CALS) - a construct representing a set of high-utility language skills needed to manage the linguistic features prevalent in academic texts across content areas - and schooling outcomes. There has long been an understanding that there is a distinction between academic language and colloquial language, originally described by Jim Cummins (1976) as cognitive academic language proficiency (CALP) and basic interpersonal communication skills (BICS). The construct has only recently been operationalised (Uccelli, Phillips Galloway, Barr, Meneses & Dobbs, 2015) as the individual skills and competencies that underlie CALP. The CALS construct describes an empirically testable set of competencies that address this need. This has been used in the development of an assessment instrument aimed at South African learners - the CALS-I-ZA (MacFarlane, Barr & Uccelli, 2022) - and I investigate whether a measurable link exists between this assessment and schooling outcomes for a sample of Grade 6 learners in 2 public schools in the Gauteng province of South Africa. Schooling outcomes have been measured using the Gauteng Provincial Common Assessments - a provincial examination intended to measure schooling outcomes on a comparable assessment instrument. The study reported on here shows a moderately strong correlation between the CALS-I-ZA and the provincial common examinations (r = 0.64 and r = 0.65). This predictive relationship between CALS and schooling outcomes leads to an argument for direct instruction in CALS as an embedded feature of pedagogy in South Africa. [ABSTRACT FROM AUTHOR]

In 2015, a Member of the Executive Council (MEC) of the Gauteng provincial legislature, South Africa, introduced the "Classroom of the Future" programme in previously disadvantaged schools, allowing an integration of information and communication technology into classrooms. In this article we focus on the sustainability of ICT in these schools. We regard sustainability as meeting one's needs without compromising the ability of future generations to meet their own needs. The sample constituted 18 participants from 6 disadvantaged schools in the Classroom of the Future initiative. Semi-structured face-to-face and telephonic interviews were employed for data collection. Our results show that ineffective teacher professional development for ICT, and inconsistent and timeous service delivery from the Gauteng Department of Education (GDE) technicians/teacher trainers were a major deterrent to effective ICT implementation. Additionally, the phasing-in approach to the rollout of ICT was a serious challenge to ICT sustainability in schools. We recommend improved teacher professional development initiatives pertaining to ICT to be instituted in schools where heads of departmenti take responsibility for empowering post-level one (PL 1) teachers on ICT to improve classroom learning. We also advocate for new improved service delivery from GDE technicians/teacher trainers, who are held accountable for fulfilling their mandates. [ABSTRACT FROM AUTHOR]

The first South African case of the coronavirus disease (COVID-19) in March 2020 escalated to the national lockdown by the end of March 2020. This caused serious repercussions for learners, as there is a lack of infrastructure in South Africa to support online teaching and learning. The purpose of this study was to investigate the use of digital technologies during COVID-19 by teachers. A case study was used and data were collected using a desktop literature review and a semi-structured, open-ended, qualitative questionnaire. The questionnaire was administered to teachers at a secondary school in the Gauteng province, South Africa (SA) and Atlas.ti was used for data analysis. We conclude that online learning was affected by socio-economic problems, the high cost of data and the lack of devices and parental supervision. The recommendations include ways in which government could prepare for future crises that could arise, as well as promoting ongoing attention to digital technology use in teaching and learning to address the digital divide in South Africa. With this study we add to the body of knowledge regarding COVID-19 and the use of digital technologies in teaching and learning, which will assist the government and teachers in understanding the problems and solutions for the use of digital technology in teaching and learning. South African mathematics teachers in the Senior Phase (Grades 8 and 9) were introduced to the pedagogical tool, meaning equivalence reusable learning objects (MERLO), as a formative assessment (FA) strategy to promote and support teachers’ professional growth in using FA practices in the classroom. The cultural-historical activity theory (CHAT) and meta-didactical transposition (MDT) were used to frame the evolution process of teachers’ praxeologies. In this study we used qualitative participatory action research that encompassed 3 phases: pre-MERLO phase, MERLO workshop and post-MERLO phase. The study was conducted in the northeast of Pretoria in the Tshwane district in the Gauteng province, South Africa. Twelve Senior Phase mathematics teachers were purposively sampled in 6 public schools before the workshop training. During the workshop training, only 5 teachers participated due to the COVID-19 outbreak. The data collection techniques included pre- and post-interviews, workshop training sessions, classroom observations, field notes, teachers’ reflective journals, teachers’ lesson plans, learners’ workbooks and learners’ worksheets, and data were analysed using thematic analysis. The findings reveal that the teachers acquired adequate knowledge and skills to effectively structure and integrate the lesson plan of teachers’ didactical praxeologies as FA activities into their mathematics classrooms. The findings also reveal that the learners showed more interest and motivation, were actively involved, developed a deeper understanding of mathematics content, and showed increased autonomy in learning. Future research could involve implementing MERLO in all South African provinces and introducing MERLO to other emerging countries. However, the findings of this study are based on a limited sample of teachers and schools, and the recommendation is that, for future studies, more teachers should be involved in the MERLO professional development. In South Africa, the issue of learning to read is an area of concern. While studies have focused on reading problems in the Foundation Phase, little is known about this issue in full-service schools. In light of this, the aim of this study was to explore how Grade 3 teachers supported learners who experienced reading problems in full-service schools. Vygotsky’s sociocultural theory was used to understand the meaning-making of Grade 3 teachers in the context of reading. This qualitative study with a case study design was conducted in 3 full-service schools in the Tshwane North district in the Gauteng province. Participants included 6 learner-support teachers and 11 Grade 3 class teachers. Data were produced using semi-structured interviews. The findings show that the methods of reading and modes of working to support learners are complex, varied, and largely teacher-driven. This set of circumstances highlight the need for co-construction of reading with learners and the addressing of specific barriers to learning to read. This was somewhat evident among the specialist teachers but not sufficiently robust. This study raises questions for professional development for reading problems in the Foundation Phase. Educators' reading comprehension instructional practices have been identified as 1 of the factors that contribute to learners' poor reading comprehension performance. To this end, several studies were conducted to identify and analyse educators' practices while teaching reading comprehension. As a result, the aim of the study reported on here was to investigate educators' teaching practices when teaching reading comprehension in order to diagnose challenges and then make recommendations. The study was qualitative in nature with a case study design. For the purpose of data collection, 3 Grade 9 English First Additional Language (FAL) educators were purposively chosen. The observation data collection method was followed and content analysis was used to analyse data. With regard to the choice of reading comprehension strategies, the findings reveal that the educators did not appear to have a thorough knowledge of reading comprehension strategies. In the observed lessons, the reading comprehension strategies were neither applied explicitly nor implicitly. Educators tended to change the reading lessons into vocabulary lessons. The findings further reveal that the educators relied on traditional questioning techniques that did not engage learners with the text. Thus, the reading comprehension support, motivation and feedback from educators were limited. The main recommendation is for teacher training institutions and universities to play a more active role in developing both pre-service and in-service educators' reading comprehension instructional practices. In South Africa, as is globally, many people struggle with the challenges which emanate from developmental dyslexia (DD). It is thus important for educators to have adequate knowledge and a positive mindset regarding DD and the management thereof in the school context. One such important method of management is the accommodation of these learners in mainstream class. The quantitative survey study reported on here was aimed at determining the perspectives of educators in 2 private schools in the Tshwane South District, Gauteng, South Africa, regarding the knowledge of, attitude towards, and management of accommodations for learners with DD. We implemented a quantitative descriptive cross-sectional survey research approach where a self-administered questionnaire was administered after purposive sampling. Results indicate that the respondents, regardless of their qualifications, gender, or years of teaching experience, had limited knowledge of DD, but with a generally positive attitude towards inclusion and management of these learners. Furthermore, it was found that educators had an awareness of the terminology related to the accommodations that the education department granted these learners with DD. In the study reported on here we investigated the nature of the organisational climates of well-performing, historically disadvantaged secondary schools. These schools were designated for Black learners during the apartheid era in townships and rural areas. Despite their "disadvantagedness", many of these schools have consistently performed well in the National Senior Certificate (NSC)ii for 3 consecutive years or more. The Organisational Climate Descriptive Questionnaire-Rutgers Elementary (OCDQ-RE) was administered to 1,050 teachers from these schools in the Gauteng Department's Sedibeng and Johannesburg South districts. Results reveal that although these schools are regarded as well-performing, their teachers perceived their organisational climates as closed with principal and teacher behaviours being closed. Teachers experienced very low engagement and above-average frustrated behaviour. An important consideration is that principals seemed to exhibit directive support, which seems to have led to teachers exhibiting features of engaged behaviour. The implication is for principals' capacity-building, which should include features of holistic school organisational behaviour and development. Major political changes since 1994 have initiated the pace of change in the South African education system. Parents' values, traditions and practices that served in the past were no longer relevant in the new dynamic educational environment. Parental school choice and "the right to choose" movement has subsequently come to the fore. The purpose of this article elucidates findings regarding the demographics of active school choice engagement among middle class parents in Western Gauteng, South Africa. The study, situated in the Gauteng province, South Africa, followed a conclusive research design with a post positivist paradigm. Parent questionnaires were distributed to different types of urban schools to establish the perceptions of parents regarding the factors, anxieties, aspirations and strategies influencing school choice decision-making. Findings reveal that language, income and education not only have a definitive influence on active school choice engagement but also affect the level of importance attached to specific school choice factors. This article reports on Grade 2 teachers' perceptions of formative assessment in explaining the phenomenon of the underutilisation of formative assessment practices in mathematics teaching. A qualitative and interpretative case study investigated two Grade 2 teachers' enactment of formative assessment in priority schools in Gauteng. Data were collected through semi-structured interviews and observations of lessons. The basic principles of qualitative content analysis were applied during data analysis and guided by the formative assessment theoretical framework proposed by Black and Wiliam (2009). The study revealed that teachers' enactment of formative assessment was limited by their vague understanding of formative assessment and the tensions between formative assessment and curriculum compliance. The study's central claim is that teachers may know about formative assessment, but if they do not understand how children learn and engage in mathematics learning, then they are unlikely to enact it correctly. While teachers who attended the in-service training programme were able to use some of the strategies as singular tools, they were still unable to implement the combined strategies that constitute the formative assessment pedagogy. Hence, the formative assessment practices of teachers bore limited possible returns on investment to improve learning outcomes in mathematics. The unique contribution of this study is its potential to inform teacher development, policy and practice as it yielded important insights while reinforcing and amplifying existing knowledge. Since the advent of democracy in 1994, access to quality and equitable education still remains a challenge in the Gauteng province. As an intervention to improve access and quality of learning in all schools, especially township schools, the Gauteng Department of Education (GDE) declared schools across Quintiles 1 to 3 throughout the province to be no-fee schools. In this article we examine various GDE pro-poor intervention programmes, the effects of a progressive school funding policy, and efforts to achieving equity through improved resource allocations. It is essential to assess the progress of the GDE's explicit pro-poor education policies towards promoting equity and equality in education, with particular focus on the performance of Grade 12 learners in no-fee schools. One of the findings of the study reported on here reveals that, although the GDE faced challenges in implementing the no-fee policy at school level, there has been progressive improvements in the standard of education as reflected in the Grade 12 results of no-fee schools.
