Policy classifies and shapes people/subjects in particular kinds of ways. Focusing on the context of Health and Physical Education (HPE), this paper analyses policy documents from Australia, the United States of America (USA) and Wales. We pay particular attention to how learners are represented within and across the three policy documents, and we apply Bacchi's 'What's the Problem Represented to be?' approach to guide the analysis. For us, problematization is a fruitful and positive process that enables educators to engage with a critical dialogue regarding the policies they are expected to enact. Our analysis highlighted that common across the policies were overlapping discourses of idealism, neoliberalism, healthism, and individualism, which serve to reinforce deficit language and a focus on what learners 'lack'. The problem of 'learner as lacking' is represented within the policies via at least three subject positions: 'the sedentary learner', 'the un-educated learner' and 'the naïve learner'. The findings suggest that the three policies were producing an ideal and perhaps impossible learner (subject) whilst at the same time representing the learner as a problem that the policy could 'fix'. This paper is important because it: (i) demonstrates how certain discourses and voices are amplified and silenced within curriculum policy documents and policy work more broadly; (ii) makes educational and health politics visible; and (iii) creates space for the profession to develop greater critical consciousness related to policy. In terms of future directions, we urge curriculum policy writers and other stakeholders to carefully consider how learners are categorised, represented and governed in and through policy. In turning a spotlight on students in physical education, this paper seeks to extend applications of policy enactment theory, and particularly, the policy actor framework. Following the lead of Stephen Ball and colleagues, the research that this paper draws on examined the various dimensions of context shaping policy enactment in different schools. The focus of the research was policy associated with ability grouping, and setting particularly, in physical education. The research involved case study work in three mixed-gender secondary schools in England, with 15 physical education teachers participating in semi-structured interviews and 63 students participating in semi-structured focus groups. This paper reports on the data arising from focus groups with students. The actor framework is used to bring to the fore differences in student responses to policy, their capacities to proactively engage with policy, and explore what shapes the differences observed. Notably, the data signalled that students were by no means passive recipients of policy. There were clear instances of students exercising agency in physical education, sometimes questioning and challenging how they were positioned within and by setting policies, and at other times, responding in ways that demonstrated their capacity to navigate and mediate policy and its impact on them as learners. This article introduces some of the key concepts that we have used in our research to help illuminate the multiple and different ways in which apparently ubiquitous health policies relating to obesity, exercise, diet and health are mediated and shaped both globally and nationally, as well as within regional, school and other contexts. The analyses suggest that concepts drawn from the work of Basil Bernstein, if suitably refined and combined with those of other social theorists of policy, may prove particularly useful when investigating the constantly shifting relationships between discourse, knowledge and bio power and the pedagogical and policy processes that occur within and between relationships of this kind. The article foregrounds the importance of concepts emplacement, enactment and embodiment and the transactions they represent. Taken together these concepts add nuance and sophistication to understandings of relationships between discourse, policy, in situational activity, subjectivity and actor differences without, however, being sufficient to explain why health education policies, pedagogies and the subjectivities they affect/effect, are configured in particular ways in specific national, regional or school settings. Achieving this, we suggest, requires that we further explore how these surface features of policy (emplacement, enactment, embodiment) are shaped, structured and regulated in situ by underlying processes involving the intersection of the pedagogic and corporeal devices. Past research in Health and Physical Education has repeatedly highlighted that curriculum development is an ongoing, complex and contested process, and that the realisation of progressive intentions embedded in official curriculum texts is far from assured. Drawing on concepts from education policy sociology this paper positions teacher educators as key policy actors in the interpretation and enactment of new official curriculum texts. More specifically, it reports research that has explored four teacher educators' engagement with a specific feature of the new Australian Curriculum in Health and Physical Education (AC HPE); five interrelated propositions or 'key ideas' that underpinned the new curriculum and openly sought to provide direction for progressive pedagogy in Health and Physical Education. The paper provides conceptual and empirical insight into teacher educators consciously positioning themselves as policy actors, motivated to play a role in shaping policy directions and future curriculum practices. As such, the teacher educators in this project are identified as policy entrepreneurs and provocateurs. The paper details a dialogic research process between the researchers that was designed to make curriculum interpretation a more transparent, collaborative and generative process. The data reported illustrates the research process supporting teacher educators to engage in productive debate about the possible meanings and enactment of the five propositions. Analysis reveals differing perspectives on the propositions and a shared investment in efforts to support their progressive intent. Empirically, the paper highlights the critical role that teacher educators will play in the ongoing enactment of a new curriculum that is overtly identified as 'futures oriented'. Conceptually, the paper adds depth and sophistication to understandings of teacher educators as policy actors. Methodologically, we propose that the research process described can be usefully adopted by other teacher educators and teachers engaged in similar processes of curriculum development, interpretation and enactment. This paper explores the implications of the English Baccalaureate (EBacc) for secondary school physical education (PE) departments and their teachers. The EBacc is a key performance measure that is published annually for each school, which privileges a particular set of traditional academic subjects, and in doing so, marginalises other subjects, including PE. At the same time as responding to this performance measure, secondary schools in England are required to respond to a wider set of policy reforms and innovations. This can sometimes result in overlap, collision and policy clash. For example, while PE is being sidelined and PE staffing reduced by the EBacc, there is national concern surrounding issues of fitness, health and well-being that schools are expected to address and which are often traditionally seen as the responsibility of PE departments. A reduction in their staffing will inevitably have consequences for their ability to respond in meaningful ways to such non-academic policy imperatives. Drawing on a study of the impact of recent curriculum and accountability reforms in English secondary schools (Neumann, E., Towers, E., Gewirtz, S., & Maguire, M. 2016. A curriculum for all? London: National Union of Teachers), this paper presents evidence of the marginalisation of PE and PE teachers' ensuing concerns about their job security. It also explores changes that have been made to the PE curriculum in an attempt to make the subject more academically demanding and considers what this means for PE teachers and their students. The authors conclude that if PE is going to contribute to broader fitness, health and wellbeing agendas, then there is an urgent need for a renewed debate – that reaches beyond PE communities and constituencies – about what PE is for, why it is important and how it can be better supported. There is a tendency in European education policy to emphasise more and better deliberate learning outcomes. The tendency is criticised for taking an instrumental view of education [Biesta, G. (2010). However, self-governed play outdoors is perceived as educationally important, notably within Nordic early childhood education. This paper aims to contribute to the international debate on what constitutes good education by investigating an outdoor education culture framed within the context of Nordic early childhood education. Data were generated through ethnographic fieldwork in a public Norwegian nature kindergarten that emphasises children's outdoor play as educationally important. Nineteen children aged 4–6 participated. The fieldwork drew on participant observation, including playing with the children and on-site conversations. Using the theoretical framework as a lens, the educational culture is conceptualised as didactic sensitivity, which entails the teachers' delicate sensitivity and responsiveness towards children and place. Physical education (PE) in England, has historically been and is increasingly seen as a subject in which political agendas can and are being enacted (Penney, [2008]. Playing a political game and playing for position: Policy and curriculum development in health and PE. Against this backdrop, in 2012, the U.K. Government announced the launch of 'Primary PE and Sport Premium' (PPESP) funding (amounting to £450 million) for English primary schools, initially for three years (although later extended). Drawing on the theoretical work of Basil Bernstein, particularly his concepts, 'pedagogic device' (PD) and 'classification' (c) and 'framing' (f), this paper sets out to explore how, in a neo liberal outsourced world of primary physical education (PPE), pupils construct knowledge of PE. The analyses illustrate how a performance pedagogy appears to dominate the school setting this research took place in. There was a clear focus on sport rather than PE which in turns impacted how pupils saw PE and construct understandings of ability linked to PE, raising questions over the future direction of the subject. The paper reflects on the development of examination awards in physical education from a predominantly autobiographical research perspective. The paper draws on experiences and reflections from inside examinations as a teacher, part of the policy and implementation process and document author and outside examinations as a researcher of the aspirations of awards and policy enactment in schools in Scotland. This combined perspective proceeds via a largely chronological appraisal of school and national policy developments allied to analysis from a wider academic review of progress. Despite early enthusiasm by students and many teachers the review highlights the problems of announcing policy rather than engaging with the ongoing detail of policy problems. This approach has led to variable progress and a lack of boldness in making learning suitably personalized with closer connections between practice and theory informing teaching and assessment. Furthermore, through the adoption of rote learning and assessment procedures, teachers have become complicit in affirming that while greater educational goals are achievable their particular practices are unlikely to realize these goals. In order to avoid further regression it is argued that examination awards need to unlock practice problems through engaging with research evidence which assists in understanding better the complex components of authentic practice, practice and theory integration and how increased use of digital technologies can personalize learning and enliven teaching and assessment. Without this occurring, examinations in Scottish physical education represent something akin to a pyrrhic victory, where expanding policy provision has left behind rather underwhelming learning gains and where teachers' sense of agency is curtailed by a messy combination of difficult to rectify professional concerns. The micro-level enactment of educational policy has received little attention in the physical education [PE] literature, particularly as it relates to setting policy. This study employs enactment theory to provide original insights into the ways in which setting policy was enacted by PE teachers in three mixed-gender secondary schools in England. The work of Stephen Ball and colleagues is used to examine the distinct and combined influence of the situated, material, professional and external dimensions of context on setting policy and practices in PE in these three schools. Data were generated through in-depth, semi-structured interviews with 15 PE teachers who were responsible for delivering the Year 9 PE curriculum. Our findings highlight notable variation in the ways in which setting policy was translated and enacted in PE in these three schools and the multiple factors shaping decisions about groupings and, in turn, teaching and learning for students in different sets. This study also provides novel findings regarding the dynamic interplay between the external dimensions of context (i.e. neoliberal policy making and pressures and supports from the local education authority [LEA] and the school inspectorate) and the internal dimensions of context (i.e. school-based traditions, school demographics, and support and resourcing for PE) in policy enactment. Attention is drawn to equity issues inherent in, and arising from, the varied enactment of setting policy in PE. This paper provides a critical analysis of the Chartered Institute for Management of Sport and Physical Activity's (CIMSPA) transformative aspirations for UK Higher Education (HE) based Sport and Physical Activity Vocational Education and Training (SPAVET) provision. In doing so, we apply selected elements of Giddens' Structuration theory to offer an analysis of CIMSPA's structural properties (as rules and resources) and dimensions (signification, domination and legitimation). Illustration of CIMSPA's structural properties and dimensions was developed through adopting an institutional analysis strategy alongside a document analysis method. Publicly available strategic documents and web-based resources (N = 18) were selected and analysed using open-coding techniques. Our analysis shows how continued state-sanctioned decentralisation of the UK HE sector has led to CIMSPA becoming an increasingly influential transformative structure; attempting to use its structural dimensions and resources as a medium to gain and exercise power, to promote (signification) – market-orientated discourses, practices and pedagogies in HEI provision, (domination) – in an attempt to significantly influence regulatory control over UK SPAVET provision and (Legitimation) – create partnerships which normalise its position and message within selected UK HEIs. We conclude that whilst the transformative aspirations of CIMSPA offer a number of possibilities for the HE SPAVET sector, they also raise critical questions. The central issue requiring debate is how these aspirations shift dialectical control towards vocationally focused, market-orientated principles and away from the liberal educational, research-led principles of some current UK HE SPAVET provision. Although private sector involvement in physical education seems to increase, academics and practitioners have been highly critical of its impact. This paper examines the evolution of Quality Physical Education Guidelines of the United Nations Educational, Scientific and Cultural Organization (UNESCO) as an example of a public-private partnership in international physical education. Applying the multiple streams framework, it is claimed that the increasing framing of physical inactivity as a socio-economic factor for increased health costs, the contested transfer of physical education concepts of the Global North and the persistent under resourcing of UNESCO account for the creation of a public-private partnership (PPP). UNESCO and its determined policy entrepreneur skilfully managed to establish the collaboration of a financial and intellectual PPP by using a policy window. Although the guidelines represent in some respects a progress in global policy-making in physical education, they show limitations typical for public-private partnerships, that is, a target selection reflecting the agenda of private partners and an increased dependency of UNESCO on corporate contributions. Policy agendas for early childhood education in the UK as in many countries elsewhere are driven by expectations that play will impact positively on a child’s educational attainment, health and well-being. This paper focuses on health knowledge, social class and cultural reproduction within early year education in England, looking specifically at how health discourse is framed by Early Years Foundation Stage (EYFS) policy imperatives and subsequently by practitioners as they re-contextualise health knowledge through play across three socially and culturally different early years education (EYE) settings within England. Across the three settings, 15 practitioners and 80 children, aged 3-4 years old, participated in the research. Drawing on the theoretical work of Basil Bernstein particularly his concepts, ‘pedagogic device’ and ‘classification’ (c) and ‘framing’ (f), the paper documents how health is designed, defined, constructed and experienced through play pedagogy within each of these EYE settings. The analyses illustrate how the different organisational and curriculum structures, pedagogical interactions and transactions of each setting cultivate distinctive relationships to health knowledge. These relationships, in turn, play their part in the reproduction of social class and cultural inequalities, despite the best intentions of EYE policy to address these matters. This paper centres on research that investigated the contemporary policy, curriculum and pedagogical landscape of Health and Physical Education (HPE) in Aotearoa New Zealand, in the light of increasing impressions that provision was moving to an ‘open market’ situation. Publicly available information sourced via the Internet was used to examine the public and privately funded initiatives, programmes and resources targeted towards the provision of HPE across all phases of education. The data arising revealed an array of government and non-governmental agencies and organisations acting as producers of resources and deliverers of HPE-related programmes in schools. It also clearly pointed to structural convergence between government and non-government sectors. This paper locates the findings from the research amidst developments in policy relations and networks spanning education, health and sport, and presents a theoretically oriented critical re-examination of the structural reconfiguration of contemporary HPE in Aotearoa New Zealand. Analysis brings together insights from Ball and Junemann's work on policy networks and Bernstein's theorising of the social construction of discourse to explore linkages between policy and pedagogic relations, and the discourses and practices in HPE. Attention is directed to the significance of changes in the nature of both the Official Recontextualizing Field and Pedagogic Recontextualizing field, and the connections between the two fields. Changes in the recontextualizing fields are discussed in relation to official pedagogic discourse of HPE and the pedagogic discourse of reproduction. This analysis brings to the fore prospective curriculum and pedagogic implications of new policy networks and new networks of providers associated with provision of HPE in schools. Discussion acknowledges potentially varied readings of contemporary developments and addresses the opportunities and challenges for teachers and teacher educators in Aotearoa New Zealand and internationally. While grappling with their traditional core business of imbuing students with official curricular knowledge, schools have simultaneously, increasing demands to take on health promotion responsibilities. This paper examines the mandated implementation of the Eat Well Be Active (EWBA) Action Plan and its subsidiary ‘Smart’ policies in schools in the state of Queensland, Australia. Within the context of health promotion, the interaction between the health and education policy interfaces was explored. In particular, we paid close attention to the responses of the schools and their staff to the convergence of various health policies within their institutions. Drawing on Bernstein's concept of field, this paper reports our analyses of responses within the reproduction field to the imperatives of the Smart policies. Little is known about beginning teachers’ political positioning experiences of the staffroom. This paper employs Bourdieu's conceptual tools of field, habitus and capital to explore beginning health and physical education teachers’ positioning experiences and learning in staffrooms, the place in which teachers spend the majority of their non-teaching school time. From an Australian context, we present beginning (or emerging) teachers’ stories from one rural general staffroom and one urban departmental staffroom. Using the narratives we reflect upon how their positioning in the politics of the staffroom as beginning teachers presented significant challenges including negotiating the professional micropolitics, negotiating capital and negotiating opportunities and risks for reflection and change in contrasting social spaces. In 2010 the Provincial Government of Ontario, Canada introduced a new play-based learning curriculum. Educational stakeholders (i.e. teachers, early childhood educators and student teachers) have been charged with the task of implementing the play-based curriculum, which upholds children's fundamental right to play, as a means to health and well-being. In this paper, we examine educator's experiences with the new play-based curriculum in Toronto, ON, Canada's largest city. While we found that a play-based curriculum has been championed with respect to health and well-being in educational policy, there are many challenges integrating play into teaching practices, especially in an era of standardized testing. We conclude that while there are benefits to play-based learning for children's health, it is important to further investigate whether current iterations of play-based curricula are a new pedagogical site for governing children's bodies or whether play-based curricula allow children to experience, and engage with the pleasure and ambiguities of play in their daily lives in schools. In 2006, elite sport was introduced into the Norwegian national curriculum as an elective subject in the pre-tertiary school. Grades achieved in this 5-hours-a-week subject count towards school-leavers' overall attainment grades. Prior to 2006, this subject was only offered as a specially adapted, alternative pedagogy in private schools. The paper analyzes how ideas about elite performance have become mainstream, particularly in light of the seeming lack of public policy supporting such a development. By using Bernstein's conceptual tools, it analyzes the few existing policy statements about elite sport in the pre-tertiary education sector and builds on interview data with key policy players in the Norwegian Parliament in order to shed light on this seemingly market-driven development. It asks which discourses have legitimated the transformation of elite sport skills, knowledge and values from an exclusive private school niche to national curricular knowledge to meet the physically, most-able and ambitious athlete-students in the pre-tertiary schools, and in so doing, include the development of sport athletes as an educational task of the comprehensive school system. Finally, it addresses whether agencies outside education policy circles may have affected the legitimation of elite sport as elective curricular knowledge to a certain group of students. By examining on-course pedagogical practices, recent research has sought to inform the development of National Governing Body (NGB) coach education courses. Coach education programmes are, however, social constructs, and are influenced by policies and socio-economic factors. To inform future provision, there is a need to understand the construction of policy and the influences affecting course design. This study examined how the English Football Association (FA) redeveloped their coach education policy in 2016. The 2016 changes are pertinent because calls for educational provision to be informed by social constructivism have been made. The FA's coach education policy (2016) claim to be informed by such a philosophical stance. This study, therefore, reports on what policy was created, and how it had been disseminated within the organisation. Twenty-eight interviews were conducted with 14 participants (staff members with different roles within the FA) across two separate points in time, 12 months apart. A thematic analysis identified three key themes: (1) Three Elements of Curriculum/Course Design (A learning strategy informed by social constructivism; a body of content for courses; a coaching competency framework and qualification specification); (2) Recontextualisation of the policy and some confusion during dissemination; and (3) A restricted code when disseminating policy. The significance of these findings extends beyond the case presented and policy makers who seek to inform course design with learning theory may wish to offer elaboration throughout the workforce via text and discourse. Future research should build on these findings and consider how knowledge is selected and legitimised by policy makers, and how coach developers implement recontextualised policies. This article explores the relationship between physical education as a school subject, and physical activity health initiatives in schools. Drawing on curriculum theory and discourse theory we study policy documents related to physical education and school-based physical activity initiatives. We explore the boundaries of knowledge between physical education and physical activity that can be identified in two Norwegian policy documents. We are particularly interested in these documents as 'texts' in both the narrow sense, studying statements, words and phrases, and in the broader sense, examining how discourses produce specific understandings, subjectivities and social relations related to physical education and physical activity in school. These analyses and readings lay the foundation for closing discussions and outline of how boundary maintenance and tools for negotiation between physical education and physical activity can be productive for the development of physical education in the future. Prominent developments in English PE and school sport (PESS) policy across the period of Conservative-led governments since 2010 have not been empirically or comprehensively researched. In addressing this shortcoming, this study was uniquely underpinned by punctuated equilibrium theory in order to respond to long-standing difficulties of differentiating and explaining both policy change and continuity. Application of this theory benefited from the collection and analysis of qualitative and quantitative data from ten elite interviewees, policy documents and searches of broadsheet newspapers and parliamentary records across a 15-year period. Overall, the ring-fencing of significant funding for PESS since 2013 indicates that successive Conservative-led governments maintained and further embedded the enhanced status of PESS that had initially emerged in the 1990s. On the other hand, significant modifications in PESS policy increasingly aligned it with health-related objectives and were implemented through a decentralised model that differed significantly from the standardised, top-down approach enacted by preceding Labour governments. It is argued that these policy changes represent a 'policy punctuation' which occurred across 2010 and 2013 when the attention of cabinet ministers was drawn to PESS as a result of a confluence of external events and dramatic spikes in wider media and political interest. Subsequently, a reconstituted but expanded coalition of key PESS policy actors has supported the re-establishment of 'equilibrium' and continuity in PESS policy. These findings demonstrate the broader importance of distinguishing the continuation of a relatively high status for PESS from the intermittent salience that it has at the highest levels of government. In-depth explanation of both a rare policy 'window' for PESS policy change and long-standing institutionalisation of policy continuity was also significantly enhanced by the utilisation of punctuated equilibrium theory, demonstrating its distinctive value for future studies of PESS and sport policy. Policy enactment is a dynamic process, which invites agents to uniquely create and recreate policy as an ongoing process. Few policies arrive in school fully formed and the process of policy enactment involves teachers navigating policy frameworks in a way that provides success for each individual pupil. This research examines the complexities involved in teacher enactment of new policy in schools with the added caveat of investigating the impact that high-stakes exams place on teachers to act as agents of change. The primary objective was to ascertain whether inhibitors and facilitators identified in literature were recurring during the period of change in physical education (PE). The secondary objective was to investigate how PE teachers enact curriculum change utilising a flexible curriculum framework to achieve success at examination level. The research reflects a journey from the broad realms of curriculum studies towards a more in-depth analysis of the realist theory of analytical dualism. Semi-structured individual interviews were conducted with five full time PE teachers working within one secondary school in Scotland. The results indicated that revolutionary change was somewhat stagnated by potent inhibitors such as a lack of collaboration with policy-makers and vague course documentation. These were compounded by an inherent desire for pupils to succeed that induced feelings of wariness and indecision amongst teachers. The flexible curriculum and guidance offered by policy-makers was insufficient for teachers to confidently pose as curriculum decision-makers, resulting in a call for a more explicitly structured course. It became clear that teachers acting as agents of change who help devise and develop policy require support, collaboration and direction to empower and buttress their decision-making, particularly when faced with the high-stakes nature of the examination climate. In posing the question in our title, we have set ourselves the task of trying to understand why so little scholarly scrutiny and questioning ofFitnessgram—a product designed to assist in the school-based physical fitness testing of young people—exists in the country of its origin and then consider the implications of this silence. We begin our interrogation by offering a broad definition of ‘critical scholarship’. We then briefly describe the contemporary landscape of physical education research and its preoccupation with an instrumental and applied approach to scholarship that seems limited to questions about ‘what works’ in schools. Following this overview we discuss the scholarship ofFitnessgram. Our analysis focuses on the increasing influence of various webs of connection between academics, professional organizations, corporations, funding agencies and publishing outlets. To substantiate the claims we make, we offer some examples from the recent history of abstracts accepted for presentation at prominent national conferences and discuss the contents of leading United States health and physical education journals. The overwhelming apparent message emanating from these scholarly outlets is that school and university personnel should simply fall into line with the mandates of government and public health advocates when it comes to the implementation ofFitnessgram. Our review reveals that theFitnessgramliterature suffers from a lack of counter-balancing scepticism particularly when it comes to the interpretation of research findings. As we will argue, virtually no critical scholarship of any kind exists on the use ofFitnessgram, a remarkable situation given recent public policy developments that call for its expanded adoption in United States schools.
