Is American democracy under threat? The question is more prominent in political debate now than at any time in recent memory. However, it is also too blunt; there is widespread recognition that democracy is multifaceted and that backsliding, when it occurs, tends to be piecemeal. To address these concerns, we provide original data from surveys of political science experts and the public measuring the perceived importance and performance of U.S. democracy on a number of dimensions during the first year and a half of the Trump presidency. We draw on a theory of how politicians may transgress limits on their authority and the conditions under which constraints are self-enforcing. We connect this theory to our survey data in an effort to identify potential areas of agreement – bright lines – among experts and the public about the most important democratic principles and whether they have been violated. Public and expert perceptions often differ on the importance of specific democratic principles. In addition, though our experts perceive substantial democratic erosion, particularly in areas related to checks and balances, polarization between Trump supporters and opponents undermines any social consensus recognizing these violations.

The following report is intended to provide an overview of the current state of the literature on the relationship between social media; political polarization; and political “disinformation,” a term used to encompass a wide range of types of information about politics found online, including “fake news,” rumors, deliberately factually incorrect information, inadvertently factually incorrect information, politically slanted information, and “hyperpartisan” news. The review of the literature is provided in six separate sections, each of which can be read individually but that cumulatively are intended to provide an overview of what is known — and unknown — about the relationship between social media, political polarization, and disinformation. The report concludes by identifying key gaps in our understanding of these phenomena and the data that are needed to address them.

Are citizens willing to accept journalistic fact-checks of misleading claims from candidates they support and to update their attitudes about those candidates? Previous studies have reached conflicting conclusions about the effects of exposure to counter-attitudinal information. As fact-checking has become more prominent, it is therefore worth examining how respondents respond to fact-checks of politicians --- a question with important implications for understanding the effects of this journalistic format on elections. We present results to two experiments conducted during the 2016 campaign that test the effects of exposure to realistic journalistic fact-checks of claims made by Donald Trump during his convention speech and a general election debate. These messages improved the accuracy of respondents' factual beliefs, even among his supporters, but had no measurable effect on attitudes toward Trump. These results suggest that journalistic fact-checks can reduce misperceptions but often have minimal effects on candidate evaluations or vote choice.

Standard accounts of legislative behavior typically neglect the activities of professional staff, who are treated as extensions of the elected officials they serve. However, staff appear to have substantial independent effects on observed levels of legislator productivity and policy preferences. In this paper, we use a novel dataset of comprehensive longitudinal employment records from the U.S. House of Representatives to estimate the effects of Congressional staff on legislative behavior. Specifically, results from a series of heteroskedastic Bayesian spatial autoregressive models indicate that members of Congress who exchange important staff members across congresses are more similar in their legislative effectiveness and voting patterns than we would otherwise expect. These findings suggest that scholars should reconsider the role of staff in the legislative process.
