This paper presents the experiences of mature students at a satellite campus of an English higher education institution. Twenty students over age 25 who fit various widening participation criteria were interviewed at four points during their first two years of bachelor's level study at a higher education (HE) centre in an area underserved by HE. Three aspects (familial, aspirational and social capital) of Yosso's model of community cultural wealth emerged as assets supporting students' success. Staying in their home communities allowed them to benefit from family and community networks, and their aspirations for their children fuelled their motivation. The study extends critical race theory to mature mostly white working-class students in English HE, contributing to policy debates about the role of satellite centres in supporting widening participation agendas. HEIs need to consider the capitals that mature students bring with them to their studies and how those support persistence.

Drawing on various disciplinary and scholarly approaches to the multiple roles of higher education in society, this paper offers a new conceptualisation of the non-economic contributions of higher education. The conceptual model identifies two basic dimensions in higher education's contributions to society. The first, axiological dimension pertains to the objects of higher education: what higher education does, what is in the centre of its activities. This includes three key elements: knowledge/skills (basic and applied knowledge, generic and particular skills), norms and values (social, cultural, professional, civic) and social value (social statuses). The second, praxeological dimension pertains to the internal dynamics of higher education: what higher education does in relation to the object, the processes, practices, activities. This entails three: transmission, transformation and creation. The resulting model combines the two dimensions (axiological and praxeological), identifying nine key domains of the contributions of higher education to society. This conceptualisation both brings together the three major components of higher education's role and attends to its internal dynamics. It illuminates the intrinsic value of teaching, learning and research and the inherent transformative potentials of higher education for individuals and for societies. It embraces actual and potential contributions of higher education to society. It is applicable at both individual and collective levels. This paper provides an analysis of the literature on transnational education to identify the key challenges and success factors for the sustainable operation of transnational higher education (TNE) programmes as perceived by key stakeholders. Probing the stakeholders' perspectives and applying a systematic approach, this study analyses 227 English-written articles retrieved from the Web of Science database published from 2000 to 2021. Key challenges identified include difficulties in managing the TNE programmes, ensuring quality assurance, adapting the curricula to the local contexts, accommodating offshore students' learning styles, creating studying environments for TNE students equivalent to those in the home institutions, ensuring preparedness of the academic staff, and facilitating the knowledge transfer in the host countries. The analysis also highlights six factors for the sustainable development of TNE programmes, including the effectiveness of the operations, the internationalization of the curricula, the transnational experience of the students, the development of the transnational staff, the existence of a proper regulatory framework in the host countries, and the development of a global systematic data collection for quality assurance. In addition, the evidence collected suggests that while the transition from domestic into a foreign programme can be rewarding, it demands appropriate planning and implementation. Internationally, changes to university funding arrangements have put pressure on the workloads of tenured academic staff and increased the reliance on casual academics to backfill teaching and research positions. Limited research has focused on the effects of casualisation on research academics and the institutions in which they work. This paper draws on interviews with 26 contract researchers, who have worked in the US, UK, and Australia. Drawing on the construct of 'Othering', identified in our interviews we explore the work of academics employed casually or on contract. Using a Foucauldian lens to make visible and disrupt regimes of truth about academic work, we found that there are numerous ways in which institutional discourses and practices marginalise casual academics and conceal the challenges they face. Higher Education Institutions (HEIs) play a crucial role in knowledge society by providing and disseminating knowledge. In this regard, academics have been encouraged to collaborate with society, leading to the emergence of new modes of knowledge production. Several institutional and individual factors have been identified as determinants of the academic engagement. Hence, using data from a survey delivered to a representative sample of Portuguese academics, this paper analyses the influence of different modes of knowledge production, institutional diversity and individual characteristics on distinct dimensions of academic engagement (Formal Research Collaboration; Informal Dissemination of Knowledge; Commercialization of Knowledge; and Teaching-related Activities and Supervision of Students). We propose as research hypotheses the existence of an influence of individual academics' values, identity and types of knowledge on the engagement with society, addressing them using a linear regression. Results suggest the influence of CUDOS, (i.e. communalism, disinterestedness and organized scepticism) and PLACE, (i.e. proprietary, local, authority, commissioned and expert) on academic engagement, although this influence differs according to distinct dimensions. The findings also reveal differences according to the type of institutional affiliation. Moreover, the study confirms the relevance of individual characteristics in explaining different forms of academic engagement, such as gender, discipline and seniority. Since the results do not align entirely with the theory, this paper may be of particular relevance to launch a discussion around the type of engagement higher education institutions intend to promote and how far their own characteristics and those of their academics may influence such engagement. Patents are essential for university technology diffusion to society; however, patent quality in universities, especially in Latin America, has been poorly studied. We create a quality index for patents granted to regional universities by using patent quality variables as patent production, technical relevance, use of top knowledge, technological scope, cooperation, and internationalization. Results show that, on average, Brazilian universities had higher quality than their peers in other countries and that Universidad Tecnológica de Panamá occupies the first position of the ranking for 2016. The main contribution of this paper is to create the first Index for patent quality at universities in the region, and for what we know, the first country aggregated measure of patent quality for universities. This nobel measure is related to research quality in Scopus and Web of Science databases and can be used to complement international university rankings to measure a dimension not previously used by those rankings. The paper examines Kazakhstan's decision to join the Bologna Process (BP), its implementation, and its impact on the higher education system in the country. Many post-Soviet countries have joined the BP, while many developing countries are also aligning their higher education systems with it. A diverse body of literature attempts to address the questions as to why do countries engage in policy borrowing and what makes it successful. Through our in-depth primary case study of Kazakhstan and a comparative assessment of similar cases in the post-Soviet space researched by other scholars, we make twofold contribution to this literature. First, we argue that governments often borrow policies with less clearer objectives, making it difficult to evaluate 'success' or 'failure' of the policy transfer. Second, differentiating between the success of policy transfer itself and the achievement of its perceived or real goals, we contend that the success of policy transfer is not a guarantee for the achievement of policies' original objectives which may be disappointing for both exporting and importing parties. A voluminous empirical literature has examined scale economies in public organisations, particularly in local government. By contrast, little effort has been directed at the empirical investigation of economies of scale in higher education administration, including in Australian universities. To address this gap in the empirical literature, this paper examines administrative scale economies and task density in Australian public universities for the period 2009/10–2018/19 using a pooled data framework. We find that there are administrative scale economies in Australian universities and that task density is a key determinant of administrative intensity. In addition, regional universities exhibit a higher level of administrative intensity than their metropolitan counterparts. The effect of environmental transformations on organizational identity in universities has been addressed from different perspectives, yet considering micro-dynamics and impact on actual practices of academic work has been neglected. This article addresses this gap by analyzing how institutional field prescriptions relative to an environmental transformation have been internalized into organizational members' practices and what effect it has on the collective understanding of organizational identity. Our analytical context is represented by two schools at the biggest Dutch higher education organization. While most studies emphasize contestation and fragmentation with multiple interpretations of organizational identity within the same higher education organization during or as a consequence of environmental transformations, the analyzed case presents contrary results. Organizational members were consistent in describing their own organizational practices across schools. The stable and shared identity is strengthened via anti-identity through two distinct mechanisms: the process of socialization and contrasting to academia. Additionally, we show how through a third mechanism (association to the professional field) organizational members draw on the institutional field prescriptions to legitimize their teaching and research practices. Although recent reforms of higher education (HE) across Europe have involved reconfigurations of internal governance structures, little research has been conducted on the characteristics and practices of governing bodies and their impact on performance. In particular, more empirical evidence is required on the composition of the board of directors, whose role and responsibilities in strategy making and monitoring of university activities have been significantly strengthened. This paper focuses on the issue of diversity in board composition, which has gained increasing attention in the corporate literature but has largely been ignored in HE. Since most studies of diversity in HE have been fragmented, a configurational approach is followed to examine the combinations of diversity of directors that lead to high board performance in universities. Drawing from the literature and considering the characteristics of university governance, four conditions are identified: age, gender, educational background and provenance. The method of fuzzy set qualitative comparative analysis (fsQCA) is used to investigate the cases of 18 medium-sized state universities in Italy. The analysis revealed that no single condition is necessary or sufficient, while there are two paths that lead to board effectiveness: low educational background diversity and high provenance diversity combined with high age diversity, and low educational background diversity and high provenance diversity combined with low gender diversity. This paper explores the temporary-permanent wage gap experienced by Italian graduate workers. To evaluate the wage gap along the entire wage distribution and account for heterogeneous effects of temporary employment, we apply the Recentered Influence Function (RIF) regression approach. The results suggest that the monthly net wage earned by Italian highly educated workers having a temporary contract is lower than that of their 'permanent' counterparts even after controlling for a plethora of individual and job characteristics. More than 50% of the wage gap is due to unobserved characteristics. The field of study, more than the location of the University, explains this discrimination effect due to contractual arrangement. Although the latter is verified along the entire distribution, major effects arise among high-paid and low-paid jobs depicting a U-shape pattern. This study draws on the Theory of Planned Behavior to empirically examine the relationships between attitude toward behavior, subjective norm, and perceived behavioral control and university students' social entrepreneurial intentions, while also examining the moderating roles of entrepreneurship education and academic major. Through multiple linear regression analysis, we tested our hypotheses on a sample of 832 college students for their social entrepreneurial intentions. Results indicate that all aspects of the Theory of Planned Behavior have a positive and significant impact on social entrepreneurial intention. More interestingly, the positive effects of attitude toward behavior and perceived behavioral control on social entrepreneurship intention are strengthened when students attend a university entrepreneurship program and have a non-business major. On the basis of three-way interaction analysis, our findings suggest that college students' social entrepreneurship intention is highest for non-business majors with a favorable attitude towards behavior, have strong behavioral control, and receive entrepreneurship education. The article discusses papers on generational change and academic work among college teachers with topics such as changes in the academic profession, socialisation of Polish scholars from the transition period starting in 1989 when the communist regime ended and the impact of neoliberal higher education reforms of the 1990s on the Argentine academic professionals.

Higher education in Europe has undergone remarkable transformations over the last two decades. Germany is a very interesting case in point here. While the country was labeled as a laggard in the process, over the last decade the pace of higher education reforms in Germany has grown considerably. This paper will focus on the by now visible effects of these remarkable transformations, which have led to numerous consequences that go beyond the explicit intentions of policy-makers. Unintended consequences resulting from rapid institutional change will be discussed with regard to research, third-mission activities, and structural reforms concerning governance and organization. It can be assumed that, due to a variety of such unintended consequences, also in other European countries the next decade will be shaped by efforts aiming at reforming the reforms, re-regulating the significant changes brought about during the last two decades. The paper closes with a brief discussion of the necessary linkages to three related interdisciplinary research areas, from which both higher education research and policy-making will benefit, and a summary of the main points of the paper. From the perspective of the UK, this paper addresses two main themes. It presents a higher education (HE) research agenda for the next decade linked to key policy challenges and reflects on the dynamics of the research–policy landscape. The paper begins by identifying four dimensions of the UK that will continue to be important as a focus for research and policy and goes on to identify seven policy challenges, posing these as questions for research at micro- and meta-levels of analysis. The paper illustrates relationships between HE research and policy development and discusses the range of actors now engaged in the policy–research landscape where a wide range of ‘evidence’ is drawn upon by policy-makers. The challenge facing researchers is to ensure that longer term and deeper issues are not neglected in the rush for funding and short-term policy impact. While successful researchers engage in policy networks, they also need to maintain a critical distance from policy; and policy-makers themselves must recognise that independent enquiry provides the best service for the development of both HE and wider society. This paper makes a plea for the construction of a common agenda for higher education and science, technology and innovation (STI) policy research. The public higher education and research sector in all countries is currently in the grip of several challenges arising from increased accountability, internationalization and in some cases dwindling resources. Even as the sector is struggling to come to grips with these new developments, policy-makers the world over are being exhorted that their best route to sustainable economic development is investment in higher education and research. Scholars in STI policy and higher education research currently address these issues separately. This paper argues that a joint research effort from both these communities would push the research frontier further for each respective field and improve the evidence base for policy. This paper explores supervisor development in the light of information generated by the Erasmus-funded project on the modern doctorate. It is structured in four phases. Firstly examining interview data to isolate some distinguishing features of the modern doctorate. Secondly re-examining that data to see if these distinguishing features can be mapped on to an existing framework of approaches to research supervision. Thirdly looking at the survey responses relating to that same framework. Fourthly, having found coherence with the five approaches, the initial outcomes from a Norwegian project are examined. The project worked with experienced academics nominated to ‘support and develop their colleague supervisors’ primarily by designing and leading supervisor development programmes. The findings show that the original framework is also appropriate for supervisors of the modern doctorate and that there are some important organisational factors that need to be taken into account when developing the developers of supervisors. This paper investigates the influence that undertaking a professional doctorate has on the practice of the graduate and their workplace or organisation. There is a growing literature on how undertaking such advanced development influences the individual graduate at the personal and professional level but there is little evidence of a wider impact on practice in general or at the organisational level. This study seeks to address this issue through a qualitative study of practitioners from a range of professional arenas and sectors who have graduated from a professional doctorate within the past 10 years. Through thematic analysis of semi-structured interviews and the candidates’ project reports, we explore their experience of applying their learning within their workplaces providing insight into the level and degree of influence such development can have on organisational contexts. The paper does not focus on the academic or personal impact of their experience as the intention of these particular doctoral researchers is the creation of new knowledge embedded in practice. This paper presents a societal perspective on academic leadership by exploring the preoccupations of academics as citizens rather than as employees, managers or individuals. It uses a listening post methodology to ask ‘what is it like to be a citizen of an academic institution in contemporary Britain?’ Three listening posts, comprising 26 participants from 15 higher education institutions, were conducted and analysed. A number of common themes were identified, including a sense of ambiguity and ambivalence about one's relationship with the employing institution and a concern about the fragmentation of academic identities. Whilst this paper contributes towards debates about the marketisation of higher education and the implications for leadership and management practice, its main contribution is to challenge dominant individual and organisational perspectives on leadership by exposing an alternative discourse, based on citizenship, which may offer new opportunities for engagement in the civic life of universities. The paper explores two universities' strategies of impact and engagement and their perceptions by local economic and policy stakeholders in a post-industrial city of Scotland. The concept of structural embeddedness is used to unpack the logics and repertoires of action of local universities and to relate discourses and actions to the nature and intensity of the relationship between universities and the local context. In contrast with the dominant knowledge and innovation research paradigm presenting universities as key drivers of regional economic development and competitiveness, the paper suggests multiple and at times contradictory levels of impact of universities depending on their capacity to embed themselves in regional development strategies and socio-economic regeneration programmes. The conclusion suggests that the nature and returns of universities' local engagement approaches are determined by their position on the higher education market as much as by their embeddedness in the local economy, culture and polity. This paper focuses on the effect of merger on university efficiency. In a first stage analysis, efficiency scores of English universities are derived for a 17-year period using the frontier estimation method data envelopment analysis. A second stage analysis explores the effect of merger and other factors on efficiency. We find that mean efficiency for the sector has varied from around 60% to 70%, but that the efficiency levels of the vast majority of individual higher education institutions (HEIs) are not significantly different from each other. Merged HEIs have an efficiency which is around five percentage points higher post-merger than non-merging HEIs holding all else constant; but we find that the efficiency impact of merger does not last long (not more than a year) after the merger. The transitory nature of the efficiency gain is an important finding which should be noted by politicians and managers considering a policy of merger. [ABSTRACT FROM AUTHOR]

The paper analyses which conditions may predict a better salary for people who got a PhD in social sciences and humanities (SS&H) in 13 European countries. Among the controlling variables, predictors are also: change of country of residence; percentage of time spent respectively in research and managerial activities; and impacts achieved during one's PhD programme. Findings, but also policy implications both for PhD programme planners and PhD candidates, are: some specific impacts such as having advised policy-makers, having released interviews to media and having managed and coordinated projects, all predict better salaries for PhD holders in SS&H, other things being equal. To move geographically out of one's country where PhD was awarded is also a good predictor of better wages, provided PhD holders do not swap sectors after attainment of PhD. [ABSTRACT FROM AUTHOR]

The teaching-research 'nexus' has been an area of historic and ongoing controversy within universities and discussions into the nexus between teaching and research continues to expand. Within the accounting discipline, where new knowledge is perceived to be located 'outside' the university, academics struggle to describe and evaluate their roles as teachers and researchers. This paper investigates the perceptions of accounting academics and professional accountants in South Africa with regards to the meaning of research, their role as teachers, and the nexus between teaching and research. This study suggests that the external production and application of specialised knowledge in accounting, the strong control by the profession of the accounting curriculum offered by accredited universities, and their loyalty towards the profession, obstruct the perceived research role and value of accounting academics. Accounting academics and universities are encouraged to break away from the simple categories of 'research-teaching' and accept the multi-faceted understanding of academic work within a professional programme, as demonstrated in the paper. This paper explores two new perspectives for the research on higher education. Building on the case of Europe with a special focus on France, it first addresses the trend toward more competition and more differentiation that can be observed in countries that traditionally were more egalitarian and the strong implication of European states in reshaping their higher education and research systems. It also questions the social role of higher education while knowledge economies are engaged in a competitive race. The aim of this paper is to identify key challenges facing Japan's higher education since the early 1990s and their impacts on major research themes. In this paper key challenges include those resulting from the decline in the 18-year population, the cultivation of high-quality university graduates, the incorporation of national universities, the diversification of higher education systems, and globalization and internationalization of higher education. The paper concludes by arguing that challenges facing Japan's higher education and research are unquestionable and considerable. Because several challenges are different from that of any other countries, Japan has to find out solutions to tackle them by its own efforts. Furthermore, in response to these challenges, there has seen an evident transformation in a vast majority of higher education research institutes and centers from a purely academic-based research to more practical and operational research. The focus of the paper is to consider the ways in which the cultural complexity inherent in multinational student groups is thrown into relief when participative methods are used. Participative approaches are a means of encouraging students to learn from each other's ideas and experience and, from a critical perspective, as supporting democratic values. The authors draw on their reflections of working with multinational student groups and on former students' projects in which they examined their own and fellow students' learning experiences. Theoretical frameworks which illustrate contrasting perspectives are considered for their potential contribution to our understanding of the sociopolitical processes involved in the participative, multinational classroom, and to supporting students and tutors in working with such complexities. Recent years have seen a steady stream of journal editorials condemning self-plagiarism and other questionable publishing practices. Whilst in the biomedical sciences, redundant publication is condemned for its potential to exaggerate the efficacy of clinical trials, the potential negative consequences of textual recycling are less obvious in the humanities and social sciences. The perceived evils of self-plagiarism vary widely across the academic disciplines, undermining the claim that self-plagiarism constitutes an academic integrity issue in all cases. The article argues that questions surrounding self-plagiarism should be replaced with pronouncements around the notions of ‘fortunate’ and ‘unfortunate’ academic publication. Undertaking a PhD is commonly viewed as an apprenticeship, where the student learns the trade of becoming an academic. However, the doctoral degree did not start off with that intention, and it may not continue this way into the future. The initial design of the PhD was a professional degree which gave students the licence to teach. Research was not a focus of the degree until the 1800s. Recently, the purpose of the doctorate has been under examination. This re-examination has come about for a number of reasons: (1) Employment options within academe are no longer as abundant or secure as they once were; (2) Employers have become more discerning; they are looking for specific skills and qualifications which are absent from the traditional PhD; (3) Government and society are demanding a research degree that is more relevant to the needs of business and the growth of the economy; and (4) universities are seeing the economic value of increasing student numbers, and creating better alignments with industry. This paper will examine the contemporary trends in professional doctorates. This paper engages with the pedagogical needs of researching professionals undertaking a professional or practice-based doctorate. It first undertakes a critical exploration of the literature and then explores how research supervision can address the emergent needs of the advanced practitioner as they undertake research at the doctoral level for the first time. Taking a practice theory perspective, the practitioner can be considered as approaching their programme already engaged with the knowledge objects that arise in their self-authored practice. The supervisor's role is to encourage the dissociation of the practitioner from both practice and object to allow them to critically engage with them - in effect to make the familiar strange. This critical engagement is encouraged through a learning framework that supports the development of knowledge beyond disciplinary constraints i.e. through the integration of knowledge from contributing perspectives on the object and with appropriate boundaries to the enquiry. The personal and relational aspects of the supervisory engagement must also be considered as well as the contribution of the practitioner's own experience of work. The changing nature of doctoral education over the past three decades has taken on a triadic relationship constructed around expectations-process-purposes and has generated much commentary and critique. The intention of this paper is to focus on the notion of ‘purpose’ from the perspective of doctoral supervisors which we have collated into four themes labelled knowledge generation, recognition, positionality and instrumentalism. The themes were generated via the analysis of semi-structured interviews undertaken with 50 doctoral supervisors as part of the SuperProfDoc project investigating their practice. Doctoral supervision has attracted significant attention from higher education bodies over the last 15 years, stimulated by shifts in educational and socio-political contexts including what supports the knowledge economy and the stakeholdership of students. This paper conceptualises work worlds through Heideggerian discourse and presents exploratory findings from interviews with workplace supervisors analysed within the framework of the SuperProfDoc research project. The aim of the research reported in this paper was to explore students' ‘journey’ towards conceptual understanding during an undergraduate course. The task that medical students face – to learn a substantial quantity of detailed knowledge and integrate into a coherent whole in a limited time frame – is demanding. Seven students were interviewed in a group, and 17 students gave their reflections in writing. Data was gathered from both groups on five separate occasions. The findings suggest that students seek different kinds of understandings as they get to grips with their studies. The forms of understanding were: understanding as ‘knowing the language’, ‘knowing the map’, ‘knowing the catalogue’ and ‘experiencing an integrated whole’. Students first appeared to focus on the first two forms, and later in the course, as they learned more, they focused on the ‘catalogue’ or the ‘integrated whole’. There is a growing need to design learning experiences in higher education that develop collaborative and mediated social writing practices. A wiki way of learning addresses these needs. This paper reports findings from a case study involving 58 postgraduate students who in small groups participated over eight weeks in a mediated collaborative writing project with and through wiki contexts. The project was not assessed but designed for task-based domain learning. Evaluation of the project was conducted using data drawn from multiple sources collected before, during and after the project. Findings show that participation in the project had a positive relationship with student exam performance, and web familiarity. This paper reports on a case-study research investigation that sought to identify the relevance of emotional intelligence for effective higher education academic leadership. Semi-structured interviews were conducted, pre and post a leadership capacity development intervention, to gather broad data on participants' experiences, insights, and engagement in leadership and the utilisation of emotional intelligence in leading. The study found that emotional intelligence is recognised as a highly relevant and important requirement for academic leadership in higher education. Additionally, the investigation ascertained that emotional intelligence traits related to empathy, inspiring and guiding others and responsibly managing oneself were most applicable for academic leadership. The views of participants regarding the relevance of these emotional intelligence traits in academic leadership are presented. The dropout rate is an indicator of complex analysis and there is no consensus on its significance. Universities lack systematized, univocal methods for collecting student dropout data, making measurement problematic. In consequence, the formulas applied to analyze this phenomenon differ between countries and it is therefore an immense challenge to perform comparative studies. The aim of this paper is to provide a general overview of student dropout in Spain and in Catalonia compared to other international university contexts. Compiled data come from several reports produced by national and international organizations as well as by a research project funded by the Catalan University Quality Assurance Agency (AQU). The perspective provided on how this phenomenon is being studied and dealt with in several contexts may help design actions to increase student retention and performance in higher education institutions (HEIs). The aim of this paper is to describe actions designed to foster interdisciplinary research efforts at a major university in the UK. The study employed a descriptive mixed method case study approach to collecting and analysing the data used to draw its conclusions. One hundred and twenty-seven academic staff responded to the survey. The results of the survey were verified by 25 interviews with heads of colleges, heads of schools, research coordinators, research team leaders, and team members. These interviews were supported by document review to support the findings. Leadership is important at the college and university levels if interdisciplinarity is to thrive. According to the data, this seems to have not yet occurred at this particular institution. The university has done well with most of the big structures that enrich and support interdisciplinarity. However, ‘small’ structures such as clarity of meaning, motivation of staff, misalignment of old structures, time and workload, and loss of identify have impeded the move to university wide interdisciplinarity. A series of three recommendations are made to move the interdisciplinary project forward: stay clear on focus, extend the benefits of serendipity to more people, and remember that one size does not fit all. This paper documents a study investigating co-construction of knowledge by doctoral students in an online learning community. In this study 12 students participated in the coursework and thesis proposal development stages of a doctoral program offered by a research-intensive university in New Zealand. Socio-cultural and social constructivist approaches were adopted to frame the design of this program. The findings of this study show that there was a high level of knowledge construction in some of the discussion forums of the program. Teaching strategies, in terms of how the learning tasks were designed, the amount of direct instruction provided, as well as how the discussions were moderated, were factors affecting knowledge construction. The active agency of the learners as well as the role assigned to them in the online discussion forums also had an impact on knowledge construction. The 2008 global financial crisis cast a long shadow over Ireland's higher education and research system. The IMF said Ireland experienced an ‘unprecedented economic correction’, while Ireland's National Economic and Social Development Office said Ireland was beset by five different crises: a banking crisis, a fiscal crisis, an economic crisis, a social crisis and a reputational crisis. Despite a return to growth, these circumstances provide the best explanation for the policy choices being undertaken as key actors struggle to sustain the publicly funded mass system, and reassert the country's position as a globally competitive knowledge society attractive to mobile capital and skilled labour. Whatever the outcome, it is unlikely that public funding for higher education will return to levels previously enjoyed. This paper examines the background and policy challenges confronting the government and higher education, and discusses the role of higher education researchers in helping shape options. Policy decision-making in Malaysia has long used an approach based on intuition, ideology, or conventional wisdom. But as Malaysian society matures within an increasingly complex policy environment, a move toward an evidence-based approach to public policy-making is called for. This paper discusses the experience of the National Higher Education Research Institute (IPPTN) in its attempts at linking research to higher education policy formulation. The main aim is to understand the perspectives of the IPPTN researchers regarding the use and impact of higher education research on policy-making, and the challenges they experienced. The findings provide insights into the future of evidence-based higher education policy-making in Malaysia and the IPPTN's capacity and capability for evidence-based policy research. In this paper we examine the creation and expansion of the English university system. We show how the enormous increase in student numbers, which began with the Robbins Report (1963), led to successive governments cutting universities' funding and compelling them to act more like business enterprises than educational institutions. In turn, vice-chancellors have become more similar to powerful chief executives, collegial forms of control have been significantly reduced and academic staff increasingly work in an environment in which they are told what to teach, how to teach, what research to conduct and where to publish. However, we show that this can be dysfunctional not only for staff, but also for senior managers. In place of this dysfunctional centralism, we argue for a win-win form of collegiality, which is compatible with rapid decision-making at the university centre and effective execution of change at the local/departmental level. This paper reflects on the emergence of an impact agenda and its incorporation as a feature of the academic contract in UK universities. It focuses on the depositions of senior academic managers across a range of social science research centres, as they critically reflect upon their organizational strategy for capturing and communicating the socio-economic impact of their research. Their testimonies articulate manifold issues in impact capture yet focus mainly on a disjuncture between an impact discourse mobilised by research funders/regulators and the daily practice of academics. Respondents nevertheless identify the potential of ‘impact capture’ as an obligation that enriches the perceptual horizons of research and the critical reflexivity of academics as knowledge workers. Since the late nineteenth century, China, as a latecomer to modernization, has prioritized Western learning. The first modern university was created in China in 1895 to serve such a purpose with little linkage to China’s rich indigenous cultural traditions. Modelled on European and North American experiences and operating in a Confucian socio-cultural context, Chinese universities have long been struggling with their cultural identity. In line with recent development, China’s higher education has made impressive progress, and cultural experiment has been placed increasingly highly on the agenda. With an understanding of Chinese and Western knowledges by the elites, China’s very best universities have the promise to integrate both traditions in their day-to-day operation. Such a bi-culturality, or even multi-culturality, is in stark contrast to the still largely mono-cultural university operation environment in the West. The integration would open spaces for Chinese universities to explore an alternative to Western models that have dominated world’s higher education since Western industrialization. Based on fieldwork at Peking and Tsinghua Universities in Beijing, this article reports some findings from a three-year project supported by the Hong Kong Research Grants Council. It attempts to suggest a different angle to observe China’s experience in higher education. It argues that cultural experiment would enable top Chinese universities to bring back their cultural traditions to integrate with Western values, and thus contribute to inter-civilizational dialogue. Around the world each year, large sums of money are expended in helping students access higher education institutions (HEIs), but there is remarkably little evidence to show whether this investment is effective or not. Here we use data from a UK university to investigate the relationship between financial support and the continuation of students beyond their first year of study. As a result of changing scholarship policies over the course of three years, a natural experiment was created that allowed us to investigate the effect of financial support on the rates of withdrawal of students from households with different incomes. Controlling for multiple demographic and attainment factors (age, gender, ethnic grouping, disability, nationality, household income, prior educational attainment, and local Higher Education participation rates), the data suggest that scholarships improved student retention, but principally for those students from households with low and intermediate incomes. Interestingly, the value of the scholarships, which varied from £500 to £3,000, did not have a measurable effect on withdrawal. We also found that some students who appeared to be eligible for a scholarship and would likely have benefited from it did not receive one, and we discuss the reasons why this might be so. These results have important implications for scholarship policies in Higher Education internationally; to maximise impact, scholarships should be awarded to those most in financial need. Throughout the world of higher education, universities and colleges are reconceptualizing how their institutions are organized, especially in terms of faculty size related to overall programming. As adjunct rates increase and faculty positions are eliminated, many programs may be reduced to a single faculty lead. Yet, single faculty member programs are not well understood in the literature, nor are their roles in the larger higher education structure. This qualitative study explores the experiences of 12 university professors in the United States who coordinate single faculty programs, defined as academic programs employing only one tenured or tenure-track faculty member. Using the conceptual frameworks of Role Theory and Social Isolation, we explored the experiences of single faculty and how those experiences were influenced by the policies and practices of their institutions. Participants' experiences of isolation included disciplinary/collaborative isolation, physical isolation, ownership isolation, and identity isolation. Participants described their roles as complex, unclear, and often unrecognized by others. Results indicate that faculty in single faculty programs may appear invisible within the current structure of academia and that revising existing practices could better support these faculty and their programs. Institutions must question whether single faculty programs should exist and the conditions under which these programs can succeed. Finally, policy and practice recommendations are offered for institutions, and even non-solo faculty peers, to support flying solo professors as they navigate serving their students and keeping their programs afloat. The practice of combining digital and face-to-face elements into blended learning courses is becoming the new normal in higher education and offers a promising learning format. While studies on the effects of blended learning have so far focused mostly on the online components of the blends, the success of blended learning also rests on the quality of the integrated face-to-face activities. This scoping review examines evidence from 59 experimental studies conducted in higher education settings to explore what makes face-to-face components of blended learning efficacious. The focus is on pedagogical intentions rather than on quantifying the balance between online and face-to-face activities. The results indicate which face-to-face activities support the pedagogical objectives of higher-order processing, social interaction, and engagement. The review identifies current gaps in blended learning research and calls for richer characterizations of face-to-face activities in blended learning to support the development of finely tuned interventions and guide practice. Higher education (HE) students experience rates of depression and anxiety substantially higher than those found in the general population. Many psychological approaches to improving wellbeing and developing student resilience have been adopted by HE administrators and educators, especially during the Covid-19 pandemic. This article aims to review literature regarding integration of resilience and wellbeing in HE. A subsequent aim is to scope toward developing foundations for an emerging discipline specific concept – designer resilience. A literature scoping review is applied to chart various conceptual, theoretical and operational applications of resilience and wellbeing in HE. Twenty-seven (27) articles are identified and analysed. The scoping review finds that two general approaches to implementing resilience and wellbeing training exist in HE. First, articles reacting to a decline in student mental health and remedying this decline through general extra-curricular resilience or wellbeing programmes. Second, articles opting for a curricula and discipline-specific approach by establishing why resilience will be needed by future graduates before developing and testing new learning experiences. The presence of cognitive flexibility, storytelling, reframing and reflection lie at the core of the practice of resilience and design and therefore offer preliminary opportunities to develop 'designer resilience' training. Meaningful student participation is essential to realizing democratic ideals within the university. However, existing structures for involving students within university governance suffer from a variety of shortcomings, leaving scholars calling for ways to make student participation more inclusive, effective, and thoughtful. To address this challenge, this article draws on deliberative democracy as both a theoretical framework and a source of practical innovation. In doing so, it explores the ways in which student participation in university government both does, and could, contribute to universities' 'deliberative capacity'—that is, their capacity to host inclusive, authentic, and consequential deliberation on shared issues. By evaluating the most prominent forms of student participation against these democratic ideals, the article offers a deliberative democratic critique of student participation that coheres, builds on, and gives new significance to existing criticisms. In response, the article then introduces deliberative mini-publics as a democratic innovation which, while of increasing significance in the public sphere, has been neglected in the university context. Drawing on empirical literature to account for universities' unique institutional realities, the article ultimately demonstrates mini-publics' potential to bolster deliberative capacity in university governance, both in terms of introducing deliberative inputs into decision-making and by cultivating the abilities and environment which support deliberative governance more generally. In all, by bringing together higher education and political scholarship, this work advances theory on student participation and university governance and offers novel directions for university practice. In defining successful collaborative international projects within the theory of change or logic model, focus is often on 'outcome' and 'impact'. Less empirical information is available regarding the 'input' and 'activities' aspects of this model. To address this knowledge gap and to offer insight into pivotal elements for management, this study focused on the lessons learned from the development and management of the international, intercultural, and interdisciplinary collaboration Caring Society (CASO) project. A needs analysis among project members was performed using a cross-sectional questionnaire with 31 multiple-choice and 10 open-ended questions. The combined quantitative and qualitative findings resulted in seven key elements being identified: information/communication, personal capacity building, finance, organization, time, facility, and quality. These elements are related in that the elements information/communication and organization play a central role with the element time mediating this role. Other elements such as finance, facility, and quality are on a secondary level of importance while personal capacity building is a meaningful outcome. The lessons learned from managing CASO as an international, intercultural, and interdisciplinary project are that: (1) managers should focus on how information is structured and disseminated as this increases the quality of organizational processes, (2) open dialogue through hybrid communication methods foster better levels of accountability and ownership of tasks, also leading to personal capacity development, enhancing a sense of belonging, and development of intercultural and interdisciplinary competencies, and (3) the role of finances, time and resources cannot be ignored as these impact quality, management, and organization of international projects.
