Network infrastructure is one of the most significant technological developments in recent decades, as well as a powerful boost for economic growth in both urban and rural area. However, whether improving network infrastructure reduces urban-rural income inequality (URII) remains uncertain in the previous literature. Considering that URII is an important research issue in the field of social change, it is worthwhile to investigate the causal relationship between network infrastructure and URII. Based on the exogenous shock from a quasi-natural experiment of "Broadband China" demonstration cities, this paper utilizes a time-varying Difference-in-Differences (Time-varying DID) model to identify the causal impact of the improvement of network infrastructure on URII in China. The results show that: (1) After controlling the impact of other commonly acknowledged factors, network infrastructure remains a significant factor in URII reduction. (2) The mechanism analysis confirms that the mediating effect of digital financial inclusion plays a vital role in the impact of network infrastructure on URII. (3) Further regional heterogeneity analysis reveals that the impact of network infrastructure on reducing URII also relies on region's characteristics, such as geographical location, traditional infrastructure level, and administrative level. This paper has figured out the causal relationship between network infrastructure and URII, thus inspiring policy-makers who aim to reduce inequality between urban and rural areas to commit to improving network infrastructure with an emphasis on digital financial inclusion mechanism and comprehensive consideration of regional heterogeneity. • Network infrastructure construction can significantly reduce urban-rural income inequality. • Time-varying Difference in difference method (Time-varying DID) was adopted to investigate the "Broadband China" Policy. • The mediating mechanisms and heterogeneity of network infrastructure development on urban income inequality are discussed. • The value of the "Broadband China" Policy for urban-rural development is shown. • Our findings offer advice for developing countries and local governments. Technological Forecasting and Social Change (TFSC) is one of the main outlets in the literature on technological change. To assist its editors and future contributors in understanding the evolution of the journal, we review studies published between 1970 and 2022 identifying 25 main themes ranging from scenario foresight and forecasting methods that dominated the journal agenda in the first decades through innovation diffusion and patent analysis that gained popularity in 2006–2019 to social interaction and financial markets which experienced momentum in the last couple of years. We find that studies concentrated on more recent topics like firm performance, financial markets and environmental regulation have been cited more frequently and were contributed more often by scientists from China compared to the US. Inspired by the fact that studies recombining two or more topics are more impactful in terms of citations, we construct a graph of topics, both for the overall sample of 6240 studies reviewed and three periods of TFSC existence corresponding to different editors-in-chief. Our results illustrate knowledge complementarities explored in the journal so far and may indicate directions for further research. • We review 6240 papers published in TFSC between 1970 and 2022. • Studies with titles around 20 words long tend to get more citations. • Studies recombining more than one topic also attract more citations. • Authors affiliated in China have biggest contribution in terms of papers weighted by citations. • We construct a graph of 25 main themes for periods corresponding to three different editors-in-chief. Global development agencies have funded entrepreneurial projects to alleviate poverty in developing countries. This study discusses an international-sponsored training project delivered by a tech hub to stimulate creative economy entrepreneurship in low-income communities in Brazil. Studies focusing on providing entrepreneurial resources to create value for poor communities have diverging results. There is no clear understanding of resource use and transformation processes to generate entrepreneurial value for poor people. We have used the resourcing perspective from the social practice theory to analyze how project actions transform potential resources into resources used by community participants. Analyzing project entrepreneurship steps through resource-schema-action cycles and resourcing mechanisms allows an understanding of how participants use and transform resources to create valuable outcomes. Also, the technology-oriented hub approach constrains resourcing cycles and community enterprise options over time. As a result, a project developed in hub spaces could risk favoring community groups with better technological backgrounds and more visibility in that environment, limiting the breadth of its social change. Understanding the resourcing elements would help managers get more value from entrepreneurial resources when developing low-income enterprises. The affordances of social media have enabled organisations and members to negotiate and co-create their identities. Despite the original conception of acculturation as a reciprocal process of cultural change, how an organisation adapts to the cultures of its members and how members react to these efforts remain under-researched. Drawing on theories of identity construction, this paper conceptualises two-way acculturation in social media and investigates the role of institutional efforts in building member relationships. We employed a mixed method consisting of a netnographic analysis of university Facebook pages and a quantitative survey with a sample of 410 students to examine how brand page identification and the institutional image (i.e., distinctiveness, prestige, and supportiveness) mediate the relationship between the social media marketing efforts and member-institution identification. The results show that, overall, content tactics (i.e., symbolic resource integration, hedonic quality, and utilitarian quality) and marketer traits (i.e., effort to foster member embeddedness and warmth) not only strengthen member engagement but also help shape an attractive identity of the institution that builds relationships. Abstract There is renewed and increasing interest in understanding the part that infrastructures play in societal transformations, especially in response to the various challenges of climate change. Studies that focus on these issues tend to examine infrastructures in isolation from each other, and tend to work with evolutionary accounts of incremental change punctuated by short periods of radical innovation. This paper questions both these abstractions. Using four empirical cases, it directs attention to intersections between infrastructures at specific times and places, highlighting the dynamic qualities of infrastructures-in-use, and conceptualising societal transformations as outcomes of these intersections. Four forms of intersection are elaborated – co-constitution, adaptation and threading through, historical layering, and coexisting configurations. Instances of each are used to illustrate some of complex and often ambiguous processes through which infrastructures interact. The paper ends by outlining implications for future research and for interventions by policy-makers and others seeking to influence the ways in which infrastructures intersect. This study outlines a methodology to refine Delphi results as part of the process to design a technology roadmap. The objectives of this paper are: (a) present a methodology to design a TRM using Delphi associated with other techniques (morphological analysis, decision matrix, interviews, and prioritization analysis), and (b) demonstrate and discuss the application of proposed TRM methodology to define alternative materials aiming to reduce the weight of structural shock absorbers. The field research consisted of a case study approach in the Brazilian subsidiary of an Italian auto parts MNC combined with action research methodology. The main contributions of this paper are: a) The proposition of a methodology to refine Delphi results as part of the process to design a technology roadmap (TRM), including a decision matrix, interviews with external experts, and a prioritization analysis and b) The action research provided good quality results as well as an opportunity to test the methodology in a company environment during eight months; this is not common to find in the literature. This paper examines the evolution in the conceptualization of Social Innovation (SI) with a view to elucidating the multiplication of uses of the term over the last half century. We performed a comprehensive and systematic literature review extracting 252 definitions of SI through a search of 2,339 documents comprising academic papers, books and book chapters, together research and policy reports. To guide the inductive analysis of pluri-vocal discourses we assume innovation to be a learning-based process involving actors’ interactions and social practices. We apply mixed qualitative methodologies, combining content analysis based on an interpretivist ontology with cognitive mapping techniques. Our findings show that SI was introduced as an analytical concept by incipient academic communities and has spread in the last decades as a normative concept fuelled by development and innovation policies. SI is defined by a set of common core elements underpinning three different and interrelated discursive ‘areas’: processes of social change, sustainable development and the services sector. We point to some policy implications and a number of promising avenues for research towards the advancement of a broader socio-technical theory of innovation. [ABSTRACT FROM AUTHOR]

This paper investigates interactions between institutional adaptation and the transformation of science and innovation systems by analysing change and adjustment in post-socialist science academies. Two leading examples are examined: the Chinese Academy of Sciences (CAS) and the Russian Academy of Sciences (RAS). A heuristic framework of institutional change markers is applied to the analysis of nanotechnology research in both countries. We draw on bibliometric sources, interviews and secondary sources. We find that while the two Academies share a common past as the dominant research agents in their respective systems, their current positions and trajectories now differ. The nanotechnology case shows that CAS has adapted to China's modernisation, engaged in central government policy initiatives, and interacted with other research performers. CAS remains central to the Chinese research system, and has rejuvenated and expanded its resource base. RAS, on the contrary, has taken a protectionist stance: it still dominates the Russian research system and has a strong nanotechnology position, enforced by its gatekeeper control over journal publication. Nevertheless, RAS has faced difficulties in internal modernisation, leading to the external imposition of reforms and further role diminishment. Despite increasing interest in the relationship between religion and entrepreneurship, extant studies have failed to provide a clear explanation of this interdependence at the individual level. Our study addresses this knowledge gap by using a methodology based on an inductive and interpretative approach to collect and analyze primary data from 27 African immigrant entrepreneurs who are members of several Christian communities in the United Kingdom. Our original contributions include: At the theoretical level, the identification and definition of three types of individual religious expressions; at the methodological level, the development and application of qualitative measurement scales to the evaluation and graphical representation of individual religious profiles; on a practical level, the presentation of relevant content that indicates the mutual interdependence between an individual's religious manifestations and their entrepreneurial decisions and actions. The advent of autonomous vehicles (AV) heralds yet another turning point in the evolution of the urban landscape, our daily lives, and the advancement of human civilization as a whole. A very disruptive technology, whose implementation will have ramifications for road safety, air pollution, travel behavior, parking issues, commute time, and other aspects of daily life. The introduction of autonomous vehicles for regular transportation in developed countries is expected to take place over the next decade. Its implementation would be impossible for developing countries for another five decades, at the very least. However, there is potential for its use in selected applications soon. This paper investigates and analyzes the challenges that will be faced in the widespread adoption AV in developing countries. The literature is used to identify a variety of challenges which are then modeled using a hybrid approach that incorporates both ISM (Interpretive Structural Modeling) and MICMAC (Matrice d'impacts croisés multiplication appliquée á un classment) techniques. The results of this analysis would help policy makers and AV manufacturers to understand the level of significance of each challenge and its interrelations. The aim of this paper is to improve our understanding of the roles of individuals and the importance of their social contexts in shaping the dynamics of technological diffusion in the agricultural sector. When justifying the different rates of innovation adoption, existing literature reviews overemphasize either the drivers of technological changes enacted by farmers' agentic behaviour or the cognitive processes of individual farmers and their social contexts (structures). However, they continue to have a fragmented view of how local social systems and the agentic behaviour of individual actors influence the evolution of technological regimes, and they lack the ability to describe a purposeful interplay between agency and structures. We present an integrative review of the most relevant papers published in the last 20 years and discuss the impact of structures and agency emerging from local social systems on the local innovation process and, as a result, the evolution of technological regimes. The identified macro categories describe the main processes affecting individuals' abilities to mobilize and manage local resources for innovation, allowing us to critically assess the stock of previous developments from a new perspective and identify novel research avenues. • The last two decades of innovations in the agricultural sectors are reviewed. • Three macro categories emerged. • Agency, structure, and their interplay constitute the core of the integrative review. • A future research agenda is proposed. The cooperative system and especially social cooperatives are increasingly regarded as a fundamental tool in the transition from the welfare state to the welfare society. In Italy, different types of social cooperatives exist (i.e., Type A and Type B), and in particular, Type B social cooperatives have been recognized as playing a major role in active labour policies. Even if a portion of the literature still attributes a sort of entrepreneurial "adolescence" to social cooperatives, some argue that cooperatives have an anti-cyclical role. In the present paper, we discuss the role of Type B social cooperatives in social change and social innovation, suggesting their impact in labour market, productivity and national growth. In order to explore managerial gap compared to for-profit firms, we looked at three composite indicators of balance sheet items, commonly used in the analysis of for-profit companies (i.e., solvency, efficiency, and productivity) before the Covid-19 pandemic. This guest editorial presents an introduction to the topic and overview of the papers in this Special Issue of Technological Forecasting & Social Change on Technology as a Catalyst for Sustainable Social Business. In this introduction, we review the logic that underpinned our earlier call for papers and then go on to review the contents of the selected papers that comprise the current special issue. At the end, we synthesise the knowledge and contributions of the papers published as part of this Special Issue to suggest areas for further research and inform the development of a future research agenda in the area of technology and Social Business. The Combined Simulation Approach (CSA) is a way to evaluate risks and address potential unforeseen problems in a more interactive way than what is often observed in practice in companies or sectors. The approach is based on a combination of scenario analysis and discrete-event computer simulation with which the strategies can be continuously developed. The contribution of this paper is to narrow the knowledge gap between strategic, tactical and operational levels of an organization. The sustainability transitions literature has emphasized the analytical challenges in understanding the trade-offs in protecting niche innovations. This paper builds on an emerging body of literature that argues that the concept of field-configuring events (FCE) is useful for understanding such trade-offs. We explore how this concept can be fruitful for analysis of niche protection in solar PV technology in India. The paper finds two important focal points of debate: (1) supporting domestic capabilities to improve competitiveness; and (2) using public financial mechanisms efficiently. Our research suggests that, whilst FCEs indeed seem an appropriate venue for investigating on-going debates in niche protection, it is challenging to develop causal relationships between these events and their wider, field-level influence. As such, the paper reflects conceptually on the usefulness of the notion of FCEs as temporally and spatially bounded venues for analysis of emerging niche trajectories and their politics. Many existing technical feasibility and modelling studies in the energy field are criticised for their limited treatment of societal actors and socio-political dynamics, poor representation of the co-evolving nature of society and technology, and hence an inability to analyse socio-technical change. At the same time, prominent conceptual frameworks of socio-technical transitions that address these elements are often found to be difficult to operationalize in quantitative energy analyses that meet policy development requirements. However a new energy modelling paradigm has started to emerge for integrating both quantitative modelling and conceptual socio-technical transitions. This paper provides a taxonomy for this new model category: ‘socio-technical energy transition’ (STET) models. A review of existing STET models and their applications to the energy supply, buildings and transport sectors is provided. Following this review, the paper reflects on the extent to which these existing quantitative models captured the variety of factors covered in socio-technical transitions theory, highlights the challenges associated with their theoretical and behavioural validation, and proposes future development priorities for STET models. The 5G ecosystem in the EU is highly complex and multi-faceted with a range of competing interests and stakeholders and hence, makes the assessment of policy measures quite difficult. This paper attempts to clarify and make more accessible as well as tangible, which innovation 'failures' are applicable to the case of the roll-out of 5G in the EU and what innovation policy measures have been implemented to tackle them in the EU. Hence, we present an overview of the policy issues related to 5G roll-out found in the literature. This provides context to our research questions. Then, we outline the 'failures' that are relevant to the case of 5G roll-out. Adapting the innovation policy instruments taxonomy provided by Edler and Fagerberg (2017), subsequently, we give an overview of the in the EU implemented innovation policy measures and then ultimately outline how they relate to the failures. 'Market failures' were the least addressed by innovation policies of the EU, where the most important failures were the 'System failures' and the 'Transformational Systems failures'. This paper hence attempts to provide a strong foundation in the analysis of 5G policies in the EU as well as providing insights as to which areas might require further policy action. Technological Forecasting and Social Change (TFSC) is a leading peer-reviewed journal that addresses issues at the intersection of technology and society. A major strategy of the journal is to actively solicit and publish Special Issues (SIs). These SIs were first launched in 1979 to highlight and solicit manuscripts from the "hot" emerging issues of the discipline. This paper aims to analyze SIs and to highlight it's impact on TFSC as compared to Regular Issues (RIs). Using bibliometric analysis, this study first establishes that SIs have a higher impact on the field than RIs when evaluated based on average citations per manuscript, percentage of 'hot' papers, and the rate of citations per annum. The study then identifies leading actors (authors, affiliated institutions, and countries) and journals (knowledge inflow/outflow) that have contributed to the success of TFSC-SIs. Finally, using bibliographic coupling, seven thematic clusters of TFSC's SIs were identified. These clusters were compared with the knowledge clusters developed by Singh et al. (2020) for the entirety of TFSC journals, and four clusters unique to SIs were identified i.e. (Climate Change & Energy, Entrepreneurship and Innovation, Sustainability and, Social Media & Internet of Things). This paper analyses demographic and organisational trends associated with an ageing workforce and introduces the articles in the special issue of Technological Forecasting and Social Change on Ageing2Agility: Multi-stakeholder Technological Forecasting for the Multi-generational Challenges in the Organisation . It is argued that the impact of ageing on organisations is both inherently inter-disciplinary and relatively neglected compared with other fields such as demographics and economics. Organisations throughout the world must address the issue of integrating fast-growing Generation Y populations into workforces led and managed by people with very different (often more traditional cultural) life experiences. Addressing these issues presents challenges for technological forecasting and opportunities for innovation. Organisations will have to adapt to both ongoing technological development and social changes such as an ageing workforce and customer base. First the context of ageing is explored with a particular focus on the demographic and social changes faced by organisations. Five ‘myths of ageing in organisations’ are discussed followed by three areas where research is relatively underdeveloped: the concept of a ‘multi-generational workforce’; the market opportunities offered by ageing; and the linkage between ageing and technology. The contributions of the papers in this special issue are outlined, followed by a conclusion on the need for new directions in research that link technological and social factors related to ageing in organisations. Digital entrepreneurship may result in institutional turbulence and new initiatives are frequently blocked by vested interest groups who posit superior financial and relational resources. In this paper, we explore the role of cities in facilitating digital entrepreneurship and overcoming institutional resistance to innovation. Drawing upon two historical case studies of digital entrepreneurship in the city of Stockholm along with an extensive material on the sharing economy in Sweden, our results suggest that cities offer an environment that is critical for digital entrepreneurship. This paper aims to investigate the similarities between the development of the "innovation process" at the national level and the evolution of a "natural biome," and subsequently introduce a new metaphor called the "National Innovation Biome." To this end, the metaphor research methodology has been used based on its eight principles of optimality. In this study, the national innovation biome refers to a set of ecosystems, such as technological, industrial, knowledge, and entrepreneurial, that operate within the same institutional settings of a country. Their functional result is innovation development at the national level. This novel metaphor offers several theoretical, empirical, and policy implications. These include developing a framework to analyze the multi-ecosystem space of each country based on the diversity of different sectors and technologies, integrating neoclassical and evolutionary approaches to innovation policy, and reducing the emphasis on boundaries between innovation activities in different countries. Furthermore, in comparison with existing metaphors, the new metaphor is more pertinent to the context of developing countries. It can provide an apt analytical framework to converge innovation policies and integrate them with industrial and technological innovations. • The use of ecological metaphors in innovation studies is often limited to the ecosystem. • The National Innovation Biome (NIB) is a novel basis for the development of National Innovation Policy. • NIS view, have had limited impact on innovation development in some developing countries. Due to the impact of the epidemic, the risk management strategies of stakeholders in the project have undergone significant changes. Recently, more and more companies have adopted collaborative innovation to develop new businesses. While in an uncertain environment, it is difficult for stakeholders to generate complete trust to integrate resources to achieve systematic management of project risks. Concerted action by stakeholders becomes a viable solution to this problem. Based on collaborative theory and risk management lifecycle, this paper proposes a stakeholder-risk integration analysis framework and builds a double-layer network model to verify it. A case study was conducted, including parallel simulation experiments with different concerted action strategies. The results show that project risks can be effectively controlled when stakeholders take concerted actions to deal with the risks. Under the conditions of complex stakeholder and risk relationships in collaborative innovation projects, stakeholders can achieve systematic risk control through behavioral cooperation without devoting their personal resources, which is beneficial to protect stakeholders' interests. Our research will contribute to the theory by promoting risk management research from the perspective of resource integration to organization and action integration. The future that is being imagined however often exhibits a form of techno-optimism. This paper critiques that optimism by describing the #Patchworks project in which science fiction prototypes were used to explore the social implications of who does the imagining. Through our vignette we explore how the promissory nature of science fiction prototyping folds back into the present to change current understandings of real life situations. We suggest that the power to imagine and invent futures is often not extended to vulnerable communities, nor does it take into account the differing authority and agency depending on who is telling and who feels able to tell stories. The collision between these different stories and backgrounds in #Patchworks, the co-design project informing this paper, has produced contradictions and negotiations between the speculative practice of ‘tinkering’ used by DIY hackers that act as ‘openings’, an academic focus on innovation and the ‘anchoring’ inherent in the need to produce practical prototypes that solve urgent problems. Abstract: Science fiction prototyping (SFP) and crowdsourcing are among a range of promising methodologies that are set to transform all spheres of human landscape be it science, business or social. This paper exploits the SFP and crowdsourcing methodologies and presents “crime-sourcing”, a prototype designed to explore futuristic crowdsourcing ideas. Its purpose is to provide a fictional scenario that speculates how crowdsourcing could be blended with future technology to develop a “crime-to-conviction” model. This scenario takes the cyber-space concept of crowdsourcing and then transfers it to a hybrid cyber/physical business model context. The story aligns itself with Zuckerman's doctrine that while there is human tendency to “flock together” in crowds, most of our social ties, online or offline, are only with a small set of people with whom we have much in common. The paper concludes with a discussion on contribution of this paper to crowdsourcing theory and the challenges that need to be overcome if prototyping is to become an established foresight methodology. Big Data is becoming ubiquitous - widely applied across organisations, industry sectors and society. However, the opportunities and risks it presents are not yet fully understood. In this paper we identify and explore the tensions that Big Data can create at multiple levels, focusing on the need for organisations to meet the challenges that can arise. We draw on insights from twelve papers published in the Special Issue of Technological Forecasting & Social Change entitled " Tension in the Data Environment: Can Organisations Meet the Challenge? " in order to build a 'Multi-Layer Tensions Model' that highlights key pressures and challenges in the BD environment. We find evidence of tensions of three types, which we summarise as " Organisational Learning ", " Organisational Leadership " and " Societal" tensions. We contribute, first, by identifying and developing a nuanced understanding of the tensions faced in the Big Data environment; and second, by elaborating on the capabilities that can be developed and the actions taken to maximise the benefits of Big Data. In this paper we argue that the structure of knowledge in the field of technological forecasting is more complex than a topic model – a bag of words – can in fact effectively reveal. Therefore we propose and demonstrate a hierarchical model that selectively combines topics at varying levels of generality. The resultant analysis, which is based on non-negative matrix factorization, reveals four distinct branches of technology forecasting work, composed of seven distinct topics. Each topic and branch are examined individually through a detailed examination of terms and keywords. Representative works and authors in each of the branches are also identified. The method enables the examination of the complex structure of knowledge in a scientific journal in a succinct representation. Third, we focus on the legacy of 'total war' utilising the concept of imprinting to examine the rules-based, infrastructural, and wider symbolic and cultural legacy of world wars in peacetime. Abstract: This paper reflects on the potential of future-oriented analysis (FTA) to address major change and to support decision-makers and other stakeholders in anticipating and dealing with transformations. It does so by critically reflecting on the selected papers for this special issue as well as on the discussions that took place at the fourth Seville International Conference on Future-oriented Technology Analysis. Considering the potential roles of FTA in enabling a better understanding of complex situations and in defining effective policy responses leads to the understanding that appropriate FTA practices are needed to enable FTA to fulfil such roles. Dealing with disruptive changes – and grand challenges in particular –, therefore, raises several conceptual, methodological and operational issues. Two of them are general, while further two are specific to the so-called grand challenges: i) distinguish known unknowns, unknown knows and unknown unknowns, ii) combine quantitative and qualitative approaches in a relevant and feasible way, iii) understand the complex and systemic nature of grand challenges, and iv) orchestrate joint responses to grand challenges. After a brief explanation of these issues, the paper outlines the main ideas of the papers published in this special issue. These present various methodological aspects of FTA approaches as well as some advances needed in practice to assist FTA practitioners and stakeholders in comprehending transformations and in tackling the so-called grand challenges. Abstract: This paper aims at clarifying factors that played a role in the formation of public attitudes towards nuclear power generation in the 1970s and 1980s in the Netherlands. The paper especially focuses on the effects of a government initiated societal discussion on energy policy between 1980 and 1985. It thereby intends to draw lessons from the controversies of the past for discussions that might return as several groups are arguing in favor of a “nuclear renaissance”. The concept of ‘interpretive package’ is used as an intermediate concept to link the controversy on nuclear power to wider societal issues. First, the paper briefly describes the nuclear power controversy in the Netherlands. It then reconstructs public opinion on the nuclear power issue between 1974 and 2006. Finally, it analyzes how the media linked the nuclear power issue to wider issues in society. In its final analyses, the explanation of public opinion formation in terms of interpretive packages is compared to other explanatory models. The paper concludes that there is a strong indication that a main explanation for changes in the ‘nuclear public opinion’ in Western countries can be found in styles that governments apply in dealing with their citizens. Abstract: This paper reviews three strands of the innovation literature that have presented innovation as a distributed process that combines knowledge of designers and users: user innovations, Science and Technology Studies (STS), and domestication research. These literatures have explored different aspects of the micro-processes through which use and design knowledge are locally embedded. This paper pulls together insights from the literatures, and identifies an important gap: the connections between the local embedding of use and design knowledge, and the meso dynamics of industrial and technological change. The paper then develops a number of integrating concepts and propositions for a framework to study the co-evolution of use and design in innovation processes. It also demonstrates that this framework is most valuable in researching how societal challenges become articulated over time in processes of technological change and innovation. Abstract Smart city can be seen as a glocal phenomenon, as it is characterised by both global and local aspects. Smart cities are a global phenomenon because they spread all over the world and emerge with similar features and interdependencies at the global level. In the meantime, smart cities are a local phenomenon, because each city is unique, has different problems and should address them with specific solutions. The aim of this work is to better understand smart cities as a glocal phenomenon, considering their universal features together with the local aspects influencing their implementation. Through a research based on a Qualitative Data Analysis, the present work suggests a novel way to examine the smart city, to support a better understanding of this glocal trend promising enormous benefits for citizens and growing revenues in all five continents, but not equally distributed. In particular, the paper analyses and compares Italy and China to verify that smart city is a glocal urban strategy, depending both from global, standard drivers and local contingencies. The methodology and results can be generalised to other cities and countries. Abstract Limitations of the research on the various leadership and strategic issues facing universities seeking to become more entrepreneurial has led this special issue to focus on the management, development, and implementation of this vision. We have solicited original research on the strategic challenges that these universities currently encounter. Researchers in management and related disciplines have contributed to this field of inquiry, which is having growing implications for our universities and stakeholders in the social and economic spheres. We begin by tracing an overarching framework, to which we add brief descriptions of the contributing papers in this special issue. To conclude, we outline future research goals and discuss how, around the world, academic actors involved in university development - such as university managers and policy makers - could view the ideas presented here. Abstract: This paper reviews a large number of approaches that have been used for considering technologically driven profound societal change. We agree with Vinge''s suggestion for naming events that are “capable of rupturing the fabric of human history” (or leading to profound societal changes) as a “singularity”. This is a useful terminology especially since a mathematically rigorous singularity seems impossible for technological and related societal change. The overview of previous work is done within the context of a broader look at the role of technological change within human history. The review shows that a wide variety of methods have been used and almost all point to singularities in the present century particularly in the middle of the century. The diversity of the methods is reassuring about the potential robustness of these predictions. However, the subjectivity of labeling events as singularities (even well studied past events) is a concern about all of the methods and thus one must carefully pause when relying in any way on these predictions. The general lack of empirical research in this area is also a concern. Quantitative considerations (by proponents and opponents) about past singularities or future singularities often confound two types of metrics. The first type is essentially related to diffusion of technologies (or bundles of technologies) where the logistic curve is empirically well established as the proper time dependence. The second type of metric is for technological capability where hyper-exponentials are empirically well established for their time dependence. In this paper, we consider two past singularities (arguably with important enough social change to qualify) in which the basic metric is alternatively of one type or another. The globalization occurring under Portuguese leadership of maritime empire building and naval technological progress is characterized by a metric describing diffusion. The revolution in time keeping, on the other hand, is characterized by a technological capability metric. For these two cases (and thus robust to the choice of metric type), we find that: [•] People undergoing profound technologically-driven societal change do not sense a singularity. [•] The societal impacts depend in complicated ways on human needs, institutional variables and other more uncertain factors and thus are particularly hard to project; [•] The societal impact is apparently not determined by the rate of progress on either type of metric or by projections to mathematical points with either kind of metric. This finding supports the existing concept that social change due to technology is a more holistic phenomenon than can be characterized by any technical metric. In the final section, we use these empirical findings as the basis for exploring the possibilities for and nature of future singularities. In this we speculate that the potential for a future strong singularity based upon computational capability does not appear particularly probable but that one may already be occurring and is not fully noticed by those (us) going through it. Other possible 21st century singularities (life extension and fossil fuel elimination are two examples considered) may also be already underway rather than waiting for the predicted mid-century changes. Abstract: The following paper contributes to the methodology of innovation forecasting. The paper analyzes the literature of engineering and technology management. A brief history and justification for interest in engineering and technology management is presented. The field has a sixty year history of interdisciplinary, and is therefore a ripe source for closer investigation into time trends of knowledge. The paper reviews the literature of innovation forecasting, examining a range of theoretical and methodological literatures interested in the evolution of knowledge. A new application of a model, suitable for sparse and count-like publication data, is presented. A mathematical presentation of the model is offered. A discussion is offered on how the model may be implemented in an approachable way within spreadsheet software. A time history of engineering management literature is extracted from a database and analyzed using the model. A projection of keyword growth is offered, and key features of the emerging knowledge base within engineering management are discussed. Abstract: The use of multiple indicators in analyzing technological developments and exploiting the increasing availability of information has been recommended widely in order to decrease systematic biases between single measures. One of the few frameworks that take multiple sources into account is the Technology Life Cycle indicators that provide a measure for the totality of sources available for analysis and take their timeliness into account, although the linear model that the framework represents is often questioned. The aim of this paper is to provide bibliometric studies with insight into the timely relevance of using different databases. To assess the reporting sequence between different databases, this paper measures the reporting activity of three case technologies in different databases and analyzes the yearly reporting volumes of a number of items that mention the technology in the databases as suggested by the TLC indicators. The results of this paper suggest that, when science is the source of new ideas and the driver for technological development and innovations, communication can happen in the order suggested by the TLC indicators. However, this model does not seem to be a general model for detecting and forecasting a technological life cycle. Abstract: In this paper, we detect emerging research fronts in a huge number of academic papers related to regenerative medicine, a field of radically innovative research. We divide citation networks into clusters using the topological clustering method, track the positions of papers in each cluster, and visualize citation networks with characteristic terms for each cluster. Analyzing the clustering results with the average published year and parent–child relationship of each cluster could be helpful in detecting recent trends. In addition, tracking topological measures, within-cluster degree z and participation coefficient P, enables us to determine whether there are emerging knowledge clusters. Our results show the success of our method in detecting emerging research fronts in regenerative medicine, and these results are confirmed as reasonable by experts. Finally, we predict the future core papers, with the potential of many citations, via the betweenness centralities in the citation network of the research into adult and somatic stem cells. Abstract: Technological development is often described as an evolutionary process of variation, selection and retention. Different technologies are seen as variations, while the market and other institutions operate as a selection environment. It is less understood, however, how variation and selection relate in the case of emerging technologies. In this paper we introduce the concept of arenas of expectations to examine the relationship between variation and selection processes. Expectations are of particular interest in a pre-market phase of innovation, when performance, cost and other market criteria are less articulated and not stable. In arenas of expectations ‘enactors’ of particular technological variations voice and maintain expectations, while ‘selectors’ will compare and assess the competing claims. We analyse the expectations work of both parties in a case study on metal hydrides for the on-board storage of hydrogen for automotive applications. Abstract: This study aims to understand knowledge structure both quantitatively and visually by integrating keyword analysis and social network analysis of scientific papers. The methodology proposed in this study is capable of creating a three-dimensional “Research focus parallelship network” and a “Keyword Co-occurrence Network”, together with a two-dimensional knowledge map. The network and knowledge map can be depicted differently by choosing different information for the network actor, i.e. country, institute, paper and keyword, to reflect knowledge structures from macro, to meso, to micro-levels. A total of 223 highly cited papers published by 142 institutes and 26 countries are analyzed in this study. China and the US are the two countries located at the core of knowledge structure and China is ranked no. 1. This quantitative exploration provides a way to unveil important or emerging components in scientific development and also to visualize knowledge; thus an objective evaluation of scientific research is possible for quantitative technology management. Abstract: Innovation and market orientation are two strategic orientations or business philosophies that can guide a company in its business activities. Although the interaction effect of these two strategic orientations is conceptually recognized as a critical factor for new product''s success, empirical results are mixed. This paper examines this issue in terms of innovation orientation, two types of market orientations (responsive and proactive), and new product performance. Based on a sample of 107 high-tech firms, the results of this study show that the interaction between innovation orientation and two types of market orientation yields different patterns of nonlinear responses for new product performance. Specifically, new product performance, when derived from the interaction between innovation orientation and responsive market orientation, is in the form of an inverted U, i.e., the interaction effect is contributory to firm performance until an optimal level is reached, and then the effect becomes detrimental thereafter. However, new product performance derived from innovation orientation and proactive market orientation is in the form of a U, i.e., the interaction effect is detrimental to firm performance until a threshold level is reached and then the effect becomes contributory thereafter. The different patterns of new product performance indicate that the costs and organizational learning effects of these two strategic orientation interactions are dissimilar. Abstract: There are many theories on why sustainable science, technology, and commerce emerged first in Western Europe rather than elsewhere. A general theory is that the geography of Europe facilitated the development of diverse and independent states and resultant competition among them. Over the past 500years, the sequence of leading states began with Portugal and the Netherlands on the edge of continental Western Europe, then moved to the British Isles, and finally moved across the Atlantic Ocean to the United States. The transitions of leadership from one state to another occurred about every 100years. This sequence suggests that leadership moves from smaller states to larger states (although not to the largest existing state at the time), perhaps because larger states have the flexibility to develop more complex organizational processes and adapt new technology. To explore this theory further, this paper analyzes state population data at the beginning and end of each leadership period. The data reveal an accelerating initial population sequence. Further understanding is gained from comparing the populations of the preceding and succeeding states at the time of each transition: the succeeding state''s population is usually about two times larger than that of the preceding state. It is also seen that over time, the new organizational processes and technologies developed by the leading state are diffused and adapted by other states. Evidence of the effects of this diffusion should be seen in the dynamics of relative productivity and energy use (since the relative advantage of new ideas and technology can be maintained for a short period of about 100years). This paper investigates the interplay between changes in infrastructural systems (or infrasystems) and societal context. The driving question of this paper is whether infrasystems which are inherently rigid and hard to change radically are likely to block desired transitions to sustainability, or that there are pathways in which infrasystem changes might be utilized as drivers for accelerating desired transitions. Based on synthesizing insights from research on infrastructures and on transitions, we present a typology for identifying different types of infrasystems (infrasystem architectures), what underlies infrasystem complexity (infrasystem interplays), and how infrasystems might respond to change in the form of alternative pathways. Our exploratory effort draws together different literatures in order to formulate a number of guiding conceptualizations and transition strategies for further debate and experiment. Our analysis suggests that an infrasystem transition depends on infrasystem architecture and on actors (regulators, planners versus users) given the multi-actor setting of infrasystems. We show that the transition management approach offers interesting insights when analyzing infrasystem change and that the topic of infrasystem transitions is highly relevant and needs to be further explored within the transitions field. Abstract: This paper analyses sustainability transitions in the electricity system, using recent theories on socio-technical pathways. The paper describes three possible transition pathways and indicates the implications for (grid) infrastructures. The ‘transformation pathway’ is characterised by a further hybridization of the infrastructure; in the ‘reconfiguration pathway’, internationalisation and scale increase in renewable generation lead to the emergence of a ‘Supergrid’. The ‘de-alignment and re-alignment pathway’ is dominated by distributed generation and a focus on more local infrastructures. We suggest that this pathway, which involves a major restructuring of the electricity system, is less likely than the other two. The de-alignment and re-alignment pathway is therefore more dependent on external developments and/or strong policy interventions. Abstract: This paper describes the approach to developing transition pathways for a low carbon electricity system in the UK, being pursued in a major new inter-disciplinary research project. The project aims (a) to learn from past transitions to help explore future transitions and what might enable or avoid them; (b) to design and evaluate transition pathways towards alternative socio-technical energy systems and infrastructures for a low carbon future; and (c) to understand and, where appropriate, model the changing roles, influences and opportunities of large and small ‘actors’ in the dynamics of transitions. The paper describes the approach, which builds on the work of Dutch researchers on transitions and transition management using a multi-level framework of niches, socio-technical regime and landscape, as well as on other parts of the innovation systems literature. It also describes its application to several outline transition pathways to a low carbon energy system in the UK. The pathways embrace both the evolution of the physical and institutional infrastructure changes and the roles of both large actors, e.g. multinational energy supply and distribution companies, national governments, major investors, and small actors, e.g. households, innovators and entrepreneurs. Abstract: This paper extends a broad functional category approach for the study of technological capability progress recently developed and applied to information technology to a second key case—that of energy based technologies. The approach is applied to the same three functional operations—storage, transportation and transformation—that were used for information technology by first building a 100 plus year database for each of the three energy-based functional categories. In agreement with the results for information technology in the first paper, the energy technology results indicate that the functional approach offers a stable methodology for assessing longer time technological progress trends. Moreover, similar to what was found with information technology in the first study, the functional capability for energy technology shows continual—if not continuous—improvement that is best quantitatively described as exponential with respect to time. The absence of capability discontinuities—even with large technology displacement—and the lack of clear saturation effects are found with energy as it was with information. However, some key differences between energy and information technology are seen and these include: [▪] Lower rates of progress for energy technology over the entire period: 19–37% annually for Information Technology and 3–13% for Energy Technology. [▪] Substantial variability of progress rates is found within given functional categories for energy compared to relatively small variation within any one category for information technology. The strongest variation is found among capability progress among different energy types. [▪] More challenging data recovery and metric definition for energy as compared to information technology. These findings are interpreted in terms of fundamental differences between energy and information including the losses and efficiency constraints on energy. We apply Whitney''s insight that these fundamental differences lead to naturally modular information technology artifacts. The higher progress rates of information-based as opposed to energy-based technologies follows since decomposable systems can progress more rapidly due to the greater ease of independent as opposed to simultaneous development. “Innovation indicators” strive to track the maturation of an emerging technology to help forecast its prospective development. One rich source of information is the changing content of discourse of R&D, as the technology progresses. We analyze the content of research paper abstracts obtained by searching large databases on a given topic. We then map the evolution of that topic''s emphasis areas.The present research seeks to validate a process that creates factors (clusters) based on term usage in technical papers. Three composite quality measures—cohesion, entropy, and F measure—are computed. Using these measures, we create standard factor groupings that optimize the composite term sets and facilitate comparisons of the R&D emphasis areas (i.e., clusters) over time.The conceptual foundation for this approach lies in the presumption that domain knowledge expands and becomes more application specific in nature as a technology matures. We hypothesize implications for this knowledge expansion in terms of the three factor measures, then observe these empirically for the case of a particular technology—autonomous navigation. An evolved version of the Soviet-originated Theory of Inventive Problem Solving, TRIZ, contains a series of generically predictable technology and business evolution trends uncovered from the systematic analysis of over 2 million patents, academic journals and business texts. The current state of the art—recorded for the first time together in this paper—now bring the total number of generic technical trends to over 30, and the number of business trends to over 20. The paper describes some of the newly discovered trends, and their incorporation into a design method that allows individuals and businesses to first establish the relative maturity of their current systems, and then, more importantly, to identify areas where ‘evolutionary potential’ exists. The paper introduces this concept of evolutionary potential—defined as the difference between the relative maturity of the current system, and the point where it has reached the limits of each of the evolution trends—through a number of case study examples focused on the design and evolution of complex systems. Founded in 1969 by Dr. Harold "Hal" Linstone and re-named in 1970, Technological Forecasting & Social Change is one of the oldest journals in the field of technology/innovation management. Today TF&SC is the field's highest-cited journal, and the one with the highest Institute for Scientific Information (ISI) rating. Dr. Linstone and his circle provided the foundation for a 21st century elite academic journal. We use early materials from Dr. Linstone's private files, and early papers published in TF&SC, to trace the origins of the journal and to investigate the evolution of its focus. We find that the original focuses of the journal are still relevant today, though the set of tools used has evolved and must continue to evolve. The article fills gaps left by the recent bibliographic studies of the journal's development. • The Founding Editor created a thriving journal and an important academic discipline. • Persisting themes include K- waves, complexity, forecasting techniques, technology assessment and futures, and collaborative research. • The tool set for technology assessment and forecasting has evolved and will continue to do so. • Many of the mathematical techniques promulgated early on proved impractical for 21st-century problems. • Breezes of energy shortages, environmental damage, and other detriments, felt in the journal's earliest years, are now full-blown storms.
