To address this issue Bert van Wee and I wrote a paper that was reviewed and published in I Transport Reviews i on "How to write a literature review paper",[3] and we trust that this has helped many potential contributors to I Transport Reviews i to write better quality review papers. I Transport Reviews i and many other journals work under a hybrid system, where immediate free access is permitted for a fee paid by the author (or funder), but most of the papers are behind a paywall. The numbers of papers published in 1999 in the 33 journals was 778 (mean 24.3 papers per journal) - note that 4 journals have ceased publication since 1999. By 2018 the 90 journals published 7182 papers (mean 83.5 papers per journal). [Extracted from the article]
